Friday,April 30, 1999 Terry R. Klinger,Vice President New World Homes 3550 N. First Avenue, Suite 150 Tucson,Arizona 85719 SUBJECT: Rancho Vistoso Neighborhood 7 Parcel G (0V12-94-8)Restoration Bond Dear Mr. Klinger; I have reviewed Rancho Vistoso Neighborhood 7 Parcel G with regard to the restoration bond presently in place. The original bond was placed in September of 1994 in the amount of$19,462.50 and was reduced to $9,419.85 in October of 1997. The Oro Valley Zoning Code, Section 4-907 Release of Assurances states that reductions from monetary assurances may be made, but in no case shall the amount of assurances be reduced to any amount less than 25%of the original bond amount. I find that, as of this date, 90 of the 122 lots(73.8%) in the subdivision have completed homes or homes under construction. I will ask that the bond amount be reduced to $4,865.63 (25% of$19,462.50).No further reductions of this bond may be made until the subdivision has reached build-out. Should you have any questions regarding the status of this release request, please contact Shirley Gay at 797-9797 or myself at this office. I find that, as of this date, there are 63 of the 122 lots (51.6%)that have either been completed or have homes under construction. I will, therefore, ask that the restoration bond be reduced by $10,042.65 (51.6%of$19,462.50). This will leave a remaining bond of$9,419.85. The purpose of these services is to provide information and recommendations relative to foundation design, lateral earth pressure, site preparation, and pavement section design. PROPOSED CONSTRUCTION We understand the proposed subdivision will include 101 single family detached houses. The houses will be single and/or two-story, slab-on-grade structures using wood-frame and/or masonry construction . Wall and column loads are assumed to be 1 to 2 klf and 15 to 25 kips, respectively. We anticipate that cuts and fills of up to 10 feet would be required during grading. Final site grading plans were not available prior to preparation of this report . SITE CONDITIONS At the time of our exploration, the site was undeveloped desert property located within the Rancho Vistoso community . The ground Job No. 2929J251 surface was rolling and generally sloped downward to the south. A southerly draining wash is present in the west central part of the site. This wash is more defined with steeper banks at the southern portion of the site . Vegetative ground cover consists of desert trees, brush, and cacti typical of the area . Vegetation density varies from sparse at hilltops to heavy near more significant drainage features. Site drainage generally appeared to be good and developing to the south. SCOPE OF SERVICES Nine borings were drilled to depths of 10 feet at the locations shown on the site plan . During exploration, subsoils were visually examined and sampled at selected intervals . Selected soil samples were tested for water content , density, liquid limit, plasticity index, compressive characteristics, and expansive potential upon moisture increase . Test results were used in the development of foundation and earthwork recommendations . Western Technologies Inc. performed the services described in this report to develop engineering information for the purposes defined in the " Introduction. " We did not intend to uncover nor identify any contaminated surface or subsurface materials that may contain hazardous or flammable substances. Identification of such substances requires specialized exploration techniques and analyses which were beyond the scope of this investigation. INTERPRETATION OF SUBSURFACE CONDITIONS B Exploration : As presented on Logs of Borings, surface and subsoils to the full depth of exploration were found to be loose 2 Job No . 2929J251 to dense alluvial deposits of sand, sand/clay mixtures, sand/silt mixtures, and clayey sands . The more clayey deposits generally occurred in the upper 2 to 3 feet of the surface soils . No apparent zones of carbonate cementation were encountered or suggested during our exploration program. However, due to the intermittent nature of such deposits, they could exist in isolated areas across the site . A groundwater table was not encountered in any boring at the time of exploration. Testing : Laboratory test results indicate that native subsoils at shallow foundation level are low in compressibility at existing water contents. Low to moderate additional compression occurs when the water content is increased . When water is added to compacted near-surface clayey soils, low to moderate expansion occurs. CONCLUSIONS AND RECOMMENDATIONS General : The recommendations presented in this report are based on the assumption that the soil conditions do not deviate appreciably from those disclosed by the borings . If variations are encountered during construction or if changes are made in site plan, structural loading, foundation type or floor level, we should be notified for supplemental recommendations . This report does not encompass the effects, if any, of underlying geology or regional groundwater withdrawal and expresses no opinion regarding their effects on surface movement . '` Foundations : Because of the nature of shallow bearing soils, structural loads, and possible final grades, shallow foundations bearing upon undisturbed native soils and/or engineered fill is considered the most feasible foundation system. 3 Job No . 2929J251 Alternative footing depths and design bearing capacities are presented in the following tabulation : Footing Depth Below Design Bearing Finished Grade ( ft . ) * Capacity ( psf) ** 1 . 0 1000 1 . 5 1500 2 . 0 2000 *Finished grade is the lowest adjacent grade for perimeter footings and floor level for interior footings. **Design bearing capacities are predicated on fulfillment of "Earthwork" recommendations . Total or differential settlements resulting from the assumed loads are estimated to be about 1/2 inch provided that : o Foundations are constructed as recommended herein, and o No significant increases occur in water contents of foundation soils. Additional foundation movements can be expected if water from any source infiltrates the foundation soils. Therefore, proper drainage should be provided in the final design, during construction, and maintained throughout the life of the project . The design bearing capacities apply to dead loads plus design • live load conditions. The design bearing capacity may be increased by one-third when considering total loads that include • wind or seismic. Recommended minimum widths of column, masonry wall, and woof frame wall footings are 24, 16, and 12 inches, respectively. For foundations adjacent to slopes, a minimum horizontal setback of five feet should be maintained between the foundation base and 4 Job No . 2929J251 slope face. In addition, the setback should be such that an imaginary line extending downward at 45 degrees from the nearest foundation edge does not intersect the slope . Thickened slab sections can be used to support interior partitions provided that : o loads do not exceed 500 plf , o thickened sections have a minimum width of 12 inches, and o thickness and reinforcement are consistent with structural requirements . All footings, stem walls, and masonry walls should be reinforced to reduce the potential for distress caused by differential foundation movements. The use of joints at openings or other discontinuities in masonry and stucco finished walls is recommended. Due to variabilty of the natural soils and the complex geology of the site, foundation excavations into undisturbed soils should be reviewed by the geotechnical engineer or his representative . If the soil conditions encountered differ significantly from those presented in this report, supplemental recommendations may be required. Lateral Earth Pressures : For soils above any free water surface, recommended equivalent fluid pressures and coefficients of base friction for unrestrained elements are : o Active : Undisturbed subsoil 35 psf/ft Compacted granular backfill 30 psf/ft Compacted site soils ( non-clay) 35 psf/ft o Passive : Shallow wall footings 250 psf/ft Shallow column footings 350 psf/ft 5 Job No . 2929J251 ( continued) o Coefficient of base friction 0. 40* *The coefficient of base friction should be reduced to 0 . 30 when used in conjunction with passive pressure . The lateral earth pressures presented herein are not applicable for submerged soils . We should be consulted for additional recommendations if such conditions are to be included in the design . Fill against footings, stem walls, and retaining walls should be compacted to densities specified in "Earthwork . " Medium to high plasticity clay soils should not be used as backfill against retaining walls . Compaction of each lift adjacent to walls should be accomplished with hand-operated tampers or other lightweight compactors . Overcompaction may cause excessive lateral earth pressures which could result in wall movements . Earthwork : o General : 1 . The conclusions contained in this report for the proposed construction are contingent upon compliance with recommendations presented in this section. 2 . Although fills or underground facilities such as septic tanks, cesspools, and, utilities were not observed, such features might be encountered during construction. o Site Clearing : 1 . Strip and remove existing vegetation, debris, obviously loose or wet surface soils, and other deleterious materials from the building areas . All exposed surfaces should be free of mounds and depressions which could prevent uniform compaction. 6 (100 Job No. 2929J251 2 . Sloping areas steeper than 5: 1 ( horizontal :vertical ) should be benched to reduce the potential for slippage between existing slopes and fills . Benches should be level and wide enough to accommodate compaction and earth moving equipment . o Excavation : We anticipate that excavations for the proposed construction can be accomplished with conventional equipment . o Foundation Preparation : In building areas, the upper 1 foot of existing soils is to be compacted, except where the base of the footing is at least 1 foot below or 1 foot above the existing ground surface . All recompaction should extend a minimum of 5 feet beyond the perimeter footing edges. o Interior Slab Preparation: 1 . Scarify, moisten or dry as required, and compact all subgrade soils possessing low expansive potentials to a minimum depth of 10 inches. The subgrade preparation is to be accomplished in a manner which will result in uniform water contents and densities after compaction. All subgrade preparation in building areas should extend a minimum of 5 feet beyond perimeter footings. 2 . Exposed clayey subgrade soils occurring beneath interior portions of building areas may require supplemental recommendations depending on the degree of expansive potential determined from additional testing during earthwork operations . These recommendations may include such measures as overexcavation and replacement with low expansive material, deletion of compaction requirements, moisture and density controls, or the use of a structural slab. 3 . At least four inches of base course should be placed beneath interior slabs . 7 (100 Job No . 2929J251 o Pavement Preparation : The subgrade should be scarified , moistened as required, and recompacted for a minimum depth of 10 inches prior to placement of fill and pavement materials. o Materials : 1 . Clean, on-site native ( greater than 6 inch particles removed) or imported soils may be used as fill material for the following : o foundation areas o interior slab areas o pavement areas o backfill 2 . Some of the clayey soils may not be suitable for use in engineered fills beneath building areas due to moderately high expansive potentials of the fines. However, due to the large amount of granular soils present, blending of the soils during earthwork may result in a soil type that could be used below building areas. This could feasibly only be determined by testing the soils during earthwork . 3 . Imported soils should conform to the following : o Gradation (ASTM C136 ) : percent finer by weight 6" 100 No. 4 Sieve 50-100 No. 200 Sieve 60 (max ) o Maximum expansive potential ( %) * 1 . 5 o Maximum soluble sulfates( %) 0 . 10 *Measured on a sample compacted to approximately 95 percent of the ASTM D698 maximum dry density at about 3 percent below optimum water content . The sample is confined under a 100 psf surcharge and submerged. (100 Job No . 2929J251 4 . Base course below concrete floor slabs should have 100 percent passing the 1 1/2 inch sieve, 45 to 90 percent passing the No . 4 sieve and no more than 12 percent passing the No. 200 sieve. o Placement and Compaction : 1 . Place and compact fill in horizontal lifts using equipment and procedures that will produce recommended water contents and densities throughout the lift. 2 . Materials should be compacted to the following : Minimum Percent Material Compaction (ASTM D698 ) On-site subgrade soil , subbase fill and imported fill : (fills less than 5 feet ) Below footings 95 Below slabs-on-grade 90 Below pavement 95 On-site subgrade soil, subbase fill and imported fill : ( fills greater than 5 feet ) Below footings 100 Below slabs-on-grade 95 Below pavement 100 Base course 95 Miscellaneous backfill 90 (not intended for lateral or vertical support of structural elements) a 3 . On-site clayey soils should be compacted within a water content range of 2 percent below to 4 percent above optimum. Imported and on-site soils possessing low expansive potentials should be compacted at near optimum moisture . 9 Job No . 2929J251 o Compliance : Recommendations for slabs-on-grade, foundations, and pavement elements supported on compacted fills or prepared subgrade are dependent upon compliance to "Earthwork" recommendations . To assess compliance with these recommendations, observation and testing should be performed under the direction of a geotechnical engineer . o Grading and Slopes: Cut or fill slopes should not be steeper than 2 . 5 : 1 ( horizontal to vertical ) . This assumes proper placement and compaction of subgrade and/or subbase fill , and slope protection and/or planting to limit erosion . o Soil Erodibility: A formal study of existing erosional conditions and features at the site was not performed during our evaluation . However, erosional features such as slope retreat , rilling, gullying, and sloughing were observed throughout the site. These features are generally concentrated near naturally occurring drainage channels, particularly those traversing more steeply sloping terrain where erosive velocities are more likely to occur . Additionally, exposed, denuded areas of the loose to moderately dense silty sand areas are more susceptible to erosion than the deeper and denser gravelly silty sand soils or the clayey soils . Exposed slopes should be covered as quickly as possible with vegetative or other ground covers such as mulch, jute mesh, crushed rock, or rip-rap in order to avoid unnecessary soil losses. Slopes should be scraped or raked across the slopes (perpendicular to flow) , unless they are " trackwalked" , to aid in providing greater infiltration rates of surface water . If slopes are shaped by "trackwalking" , with tracked vehicles, they should be worked up and down as the, tread imprints will create grooves parallel to the slope which will aid infiltration rates and trap seeds. During construction, 10 Job No . 2929J251 graded unprotected areas should be made to retain as much natural vegetation as possible . Vegetation along the perimeters of graded areas should be left intact to control erosion and serve as a sediment trap . Exposed soil areas should be sprinkled during construction to reduce transportation of soil by wind . If, during construction, rains are anticipated, flows over disturbed areas can be minimized by diverting upslope surface water through the use of berms or ditches . Outfall areas associated with detention areas, diversion features, or collection facilities should be provided with energy dissipators such as riprap aprons to reduce surface water velocity. Erosional activity, if allowed to form and propagate, will increase soil loss and could result in loss of support to structures, streets, and other facilities. Periodic maintenance and prompt repair of erosional features is important to prevent unnecessary soil losses. The effectiveness of erosion control measures should be evaluated subsequent to heavy or prolonged rains. We also recommend an erosional maintenance program be established and implemented, which we would be glad to assist with. Drainage : o Surface Drainage : 1 . The predominant cause of soil problems in this vicinity is moisture increase in soils below structures . Therefore, it is of paramount importance that positive drainage be provided during construction and maintained throughout the life of the proposed development . Infiltration of water into utility or foundation excavations must be prevented during construction. 11 Job No. 2929J251 Planters and other surface features which could retain water in areas adjacent to the houses should be eliminated, solidly lined, or designed to discharge accumulated water at a point no less than 10 feet beyond the structures . Scuppers and drain pipes should be designed to provide drainage away from the houses for a minimum of 10 feet . 2 . In areas where sidewalks or paving do not immediately adjoin the structures, protective slopes should be provided that provide sufficient outfall to prevent water ponding adjacent to structures . Splash blocks or erosion resistant materials such as rip-rap should be placed such that they absorb impact of roof runoff, reduce water velocities, and aid in reducing degradation of drainage channel bottoms. Backfill against footings, exterior wails, and in utility and sprinkler line trenches should be well compacted and free of all construction debris to minimize the possibility of moisture infiltration. o Drainage Behind Retaining Walls : Free-draining, granular soils containing less than five percent fines (by weight) passing a No. 200 sieve should be placed adjacent to the walls. A drainage system consisting of either weep holes or perforated drain lines ( placed near the base of the wall) should be used to intercept and discharge water which would tend to saturate the backfill . Where used, drain lines should be embedded in a uniformly graded filter material and provided with adequate clean-outs for periodic maintenance. An impervious soil should be used in the upper layer of backfill to reduce the potential for water infiltration. Pavement : Based on existing subgrade conditions, 2 inches of asphalt concrete overlying 4 inches of base course is recommended 12 T J t (100 Job No. 2929J251 for the local streets of the subdivision. • Bituminous surfacing should be constructed of dense-graded , central plant-mix , asphalt concrete. Base course and asphalt concrete should conform with Pima County or Town of Oro Valley specifications . Material and compaction requirements should conform to recommendations presented under "Earthwork . " The gradient of paved surfaces should ensure positive drainage . Water should not pond in areas directly adjoining paved sections . The native clayey subgrade soils will soften and lose stability if subjected to conditions which result in an increase in water content . Exterior Features : Exterior slabs-on-grade, exterior architectural features, and utilities founded on or in backfill may experience some movement due to the volume change of the backfill. Reduction of potential movement could be realized by : o minimizing moisture increases in the backfill o moisture-density control during placement of backfill o use of designs which allow vertical movement between the exterior features and adjoining structural elements o placement of effective control joints on relatively close centers o allowance for vertical movements in utility connections CLOSURE Our conclusions and recommendations are predicated on observation and testing of the earthwork and foundation preparations directed by a geotechnical engineer. It would be logical for Western Technologies Inc. to provide these services since we are most 13 Job No . 2929J251 qualified to determine consistency of field conditions with those data used in our analyses. Deviations from our recommendations by the plans, written specifications, or field applications shall relieve us of responsibility unless our written concurrence with such deviations has been obtained. 14 DEFINITION OF TERMINOLOGY Allowable Soil Bearing Capacity The recommended maximum contact stress developed at the interface of Allowable Foundation Pressure the foundation element and the supporting material.
