HomeMy WebLinkAboutPackets - Council Packets (1796)1-s-z3 Good evening, Mayor and Councilmembers, I'm Paul Loornis, a resident of Oro Valley. I'm speaking tonight as an individual. Tonight, you are discussing your strategic plan and further defining your goals for each objective. I'd like to discuss the last objective of Goal 2A: "Revisit and update the Steam Pump Ranch Master Plan". Naturally, I loaned my copy of the Original Plan to the Historical Society for their Oro Valley display in the Pusch House Museum for this Saturday. But it is on your website if you don't have your own copy. You have 2 significant decisions to make with respect to the SPR Master Plan... First, you need to determine whether the Ranch is a Historical Park or an entertainment center. Second, you need to define what "revisit and update" means. I just reread the first 50 pages of the 2008 Master Plan and while some building uses have changed, the original strategy and objective of that plan is still pertinent. The 2015 update only changed the traffic flow and updated the building proposed uses and only issued the new map. No changes were made to the text of the original document. Is this update just to identify the new use of the Garage and Bunk Houses and possibly update the costs or is it to change the use of the park into a playground? The development of and update of the SPR Master Plan was a significant Town Effort. A Project Team was identified, and a Task Force appointed by the Council to develop the plan. Unfortunately, only one Town staff member that was part of the Project Team is still a member of the Town Staff. The Project Team included significant interested organizations and I've included the acknowledgement, page iii for your information on the back of this page. Those organizations should be involved in any "revisit and update" of the Master Plan. You have a historic treasure with Steam Pump Ranch Historical Park. Unfortunately, many of the historic features are decaying with lack of maintenance and care. I urge you to take your time on Saturday when you are celebrating Oro Valley and walk around the entire ranch and observe what has changed since the Itjst time you visited.
