LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 4:00 PM   CALL TO ORDER Chair Crocker called the meeting to order at 4:00 p.m.   ROLL CALL Present: Richard Hawkinson, Commissioner Gary Mattson, Commissioner William Thomas, Vice Chair Richard Crocker, Chair Absent: David Parker, Commissioner Staff Present:Scott Bennett, Stormwater Utility GIS Analyst Dennis Roberts, Senior Stormwater Utility Engineer Attendees: Harry Greene, Town Council Liaison  Commissioner Parker requested to be excused.   CALL TO AUDIENCE There were no speaker requests.   COUNCIL LIAISON COMMENTS (INFORMATIONAL ONLY) Council Liaison Harry Greene stated that the comments made at the last meeting were laudatory and the Council feels the Commission is doing a great job.   DIRECTORS REPORT (INFORMATIONAL ONLY) Senior Stormwater Utility Engineer Dennis Roberts provided the Directors Report: - Summarized the Arizona Department of Water Resources Community Assistance visits that review projects permitted within FEMA Special Flood Hazard area, to ensure the Town is upholding the National Flood Insurance Program rules and regulations; and, reviewed the findings and information needed as a result of the field visits. - Reviewed the 2023 rainfall amounts, which puts the Town on par with the 2019 totals.   REGULAR SESSION AGENDA   3/16/23 Minutes, Stormwater Utility Commission Regular Session 1 1.REVIEW AND APPROVAL OF THE FEBRUARY 16, 2023 MEETING MINUTES       Motion by Commissioner Richard Hawkinson, seconded by Commissioner Gary Mattson to approve the February 16, 2023 meeting minutes as written.  Vote: 4 - 0 Carried   2.DISCUSSION OF MEETINGS AND EVENTS       Senior Stormwater Utility Engineer Dennis Roberts reviewed the following upcoming events: - April 8, 2023, Celebrate Oro Valley event: Stormwater Utility will be present to educate the public on what the department does and how to protect properties from flood hazards. - March 29, 2023, Santa Cruz Watershed Collaborative Spring Forum: to discuss with regional partners about climate projects, water policy, sustainability and impacts to water resources.   3.PRESENTATION AND DISCUSSION OF THE PIMA COUNTY FLOOD PRONE LAND ACQUISITION PROGRAM BY JOSEPH CUFFARI, PIMA COUNTY REGIONAL FLOOD CONTROL DISTRICT       Joseph Cuffari, with Pima County Flood Control, provided a presentation on the Floodprone Land Acquisition Program (FLAP): - Created after the October 1983 flood event, which resulted in $64 million in damages - The intent of FLAP - voluntary program where land is restored to natural floodplain conditions - Various funding sources for the program - The benefits of FLAP - The Aspen Fire 2003 - Finger Rock Wash - eight homes classified as repetitive loss properties - Where we are now - over 14,000 acres acquired - Land stewardship program created to manage growing number open space, FLAP and restored natural resource lands - Big Wash restoration in Oro Valley, including before and after aerials - Three key takeaways: FLAP is a very important floodplain management tool, Land Stewardship Program provides framework for growing acreage, and District looking for collaboration opportunities   4.PRESENTATION AND DISCUSSION OF STORMWATER UTILITY DEVELOPMENT REVIEW       Senior Stormwater Utility Engineer Dennis Roberts provided a presentation on the development process: - Purpose - Drainage review process overview - Pre-application process - Development review - Development review - existing drainage conditions - Development review - inspection - Questions Discussion ensued among the Commission and staff.   FUTURE AGENDA ITEMS Discussion among the Commission regarding possibly canceling the April and May meetings.   3/16/23 Minutes, Stormwater Utility Commission Regular Session 2 ADJOURNMENT    Motion by Vice Chair William Thomas, seconded by Commissioner Richard Hawkinson to adjourn the meeting.  Vote: 4 - 0 Carried    Chair Crocker adjourned the meeting at 4:54 p.m.     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Stormwater Utility Commission of Oro Valley, Arizona held on the 16th day of March 2023.
