LA CANADA DRIVE ORO VALLEY, ARIZONA CALL TO ORDER— Chair Hoffmann called the meeting to order at 5:07 p.m. PRESENT: John Hoffmann —Chair Rick Reynolds — Commissioner Robert Milkey - Commissioner Philip Saletta —Water Utility Director David Ruiz— Engineering Division Manager CALL TO AUDIENCE -There were no members of the audience in attendance and therefore no requests to speak. ITEM #1 — DISCUSSION AND/OR POSSIBLE ACTION REGARDING CENTRAL ARIZONA PROJECT NON-INDIAN AGRICULTURAL WATER Chair Hoffman opened this item and Mr. Saletta presented information regarding the Central Arizona Project Non-Indian Agricultural (CAP NIA) water that is available to municipal water providers. The Arizona Department of Water Resources (ADWR) has started a process to allocate 96,295 acre feet per year of CAP NIA water. This process also involves the Central Arizona Project and the Bureau of Reclamation. Of this amount 51, 962 acre feet per year will be allocated to municipal water providers, private water companies and CAGRD. The CAP NIA water is more subject to shortage and recent modeling by ADWR indicates that this water is only available 67% of the time. The cost of the water was initially set at $2,288 per acre foot for the allocation. This includes debt and back capital charges and a supply availability charge. The selection criteria seems to favor those water providers that have more need of renewable water supply. In addition, ADWR has proposed relinquishment of the Groundwater Allowance Account once CAP NIA is acquired by a water provider. The proposed deadline for applyinfg for the CAP NIA water is February 18, 2013. After the presentation the subcommittee discussed that the Water Utility should forward comments to ADWR by the November 9, 2012 deadline regarding the above items. There was consensus that comments should be forwarded on the following: 1) Extend the application deadline date 2) Revaluate the selection criteria 3) Eliminate the relinquishment of the Groundwater Allowance Account water 4) Eliminate the $1000 Supply Availability Charge component of the cost ITEM #2— DISCUSSION AND UPDATE ON CENTRAL ARIZONA PROJECT WATER AND RECLAIMED WATER Mr. Ruiz presented an update on the CAP deliveries indicating that through October of this year 1,119 acre-feet of CAP water has been delivered. Mr. Ruiz also mentioned that the Water Utility was moving forward with a planning process for additional CAP water. He also indicated that a Reclaimed Water Users Meeting is being planned for November 29, 2012. FUTURE AGENDA ITEMS - 1) CAP NIA joint meeting with the Finance Subcommittee. 2) Overview of Town's water portfolio. 3) Status of the aquifer NEXT MEETING — No meeting date was set.
