SUBJECT: Sign package for Panda Express in Plaza Escondido lot 3, represented by Sign-a-Rama.
Located at 7848 N Oracle Road, OV3-10-005.
SUMMARY
The Development Review Board (DRB) is required to review permanent sign proposals for all commercial
businesses that are not part of an existing sign criteria or master sign program. The applicant has
submitted a sign package for the Panda Express restaurant.
Site Conditions
• Property is .27 acres
• Zoning is Commercial (C2)
• Surrounding uses include the Plaza Escondido and Entrada De Oro shopping centers.

Proposed Improvements
• The subject site was previously a Church's Chicken and is currently under redevelopment as a
Panda Express. The Panda Express building will have two wall signs, one freestanding entry sign,
one menu board and one traffic directional sign.
BACKGROUND
Process
Under Zoning Code Chapter 28.2.B, a sign package shall be reviewed by the DRB prior to the issuance of a
permit. The signs proposed in the sign package will regulate all allowable signs for this specific business.
The Panda Express signs cannot be approved via an existing sign criteria or master sign program under the
Plaza Escondido because one does not exist for the Plaza. The Plaza is not required to obtain an approved
sign criteria or master sign program due to a pre-annexation agreement. If the Plaza redevelops, a sign
criteria or master sign program would be required.

Approvals to date
• October 6, 2010, Town Council approved the development plan for Panda Express.
• Se tember 14, 2010 DRB approved the building architecture.
DRB SUB-COMMITTEE ON SIGNS:
The DRB Sub-Committee on signs met on January 10, 2011, to discuss the applicant's proposal. The sub-
committee recommended the following revisions:
• Directional signs: change the color of the red sign poles to black
• Menu sign: revise color of the red base to a rust, black or other material to match the building.
Keeping the cabinet black as presented is preferred.

to approve the sign package for the Panda Express Restaurant.
