COUNCIL LIAISON COMMENTS
Council Member Jones-Ivey invited the board to the Naranja Park Groundbreaking on May 31 at 9 a.m.
She reported that the council has finished two study sessions and that tomorrow’s meeting will include
the renaming of the former Vistoso golf property. A study session on the Marketplace property is
coming soon.

Motion by Member Antonia Landau, seconded by Member Cheryl Horvath to approve the March 22,
2022 Special Session Meeting Minutes of the Parks and Recreation Advisory Board.

2.PROGRESS UPDATE, PRESENTATION AND DISCUSSION REGARDING THE ORO VALLEY
$25MILLION PARK BOND PROJECT APPROVED BY THE TOWN COUNCIL, RESOLUTION NO.
(R)21-47 PM SEPTEMBER 22, 2021
Ms. Diaz-Trahan gave an update regarding the $25 Million Park Bond Project which included golf
courses, tennis courts, CRC parking lot, multi-use paths, and Naranja Park. Questions were asked and
answered at each stage of the presentation.
3.PRESENTATION AND DISCUSSION OF THE FISCAL YEAR 2022/2023 PARKS AND RECREATION
DEPARTMENT BUDGET
Ms. Diaz-Trahan gave a presentation which included accomplishments, 22/23 objectives, department
budgets, division goals, golf and food and beverage revenue and expenses and concluded with capital
improvement projects.
4.DISCUSSION AND POSSIBLE ACTION TO MOVE THE JULY 19, 2022 REGULAR MEETING TO
AUGUST 16, 2022
Ms. Diaz-Trahan explained the reasoning for the rescheduling request.
Motion by Chair Anna Clark, seconded by Member Cheryl Horvath to move the July 19, 2022 meeting
to August 16, 2022.
Vote: 5 - 0 Carried
5.DISCUSSION RELATED TO IDENTIFYING DATES AND TIMES FOR THE PRAB TO PARTICIPATE
IN A PARKS AND FACILITY TOUR WITH DIRECTOR DIAZ-TRAHAN
July 9, July 30 and August 13 in the morning are the tentative tour dates.
DEPARTMENT REPORT
Ms. Diaz-Trahan thanked member Wood for his GPS work at the former Vistoso golf course,
Brightview landscaping is finishing up and after that Chair Clark and her dad will spray-paint
imperfections. The new name for the property will be announced at tomorrow’s council meeting. The
Town will take ownership of the property after July 1. She gave an update on summer camps, most of
which are sold out with waiting lists. The Riverfront Park concession stand mural project is completed
and beautiful. The next Transportation Art by You (TABY) project will be this summer. Kids to Parks
Day is this Saturday, movies on the lawn begin this Saturday. June is host to National Men’s health
month with promotion and events, the 5K Roundup at the Ranch among other things. The July 4 th
celebration at JDK park will feature a laser light show and a Tom Petty cover band.
FUTURE AGENDA ITEMS
Chair Clark asked if a Robert’s Rules of Order training could be added to a future Agenda. Board
Member Landau agreed.

CALL TO AUDIENCE
Paul Loomis, an Oro Valley Resident, asked why this meeting is a special session and why our meeting
schedule is not on the website. He also posed a question as to why we do not utilize Council
Chambers when it is available so that video of the meeting would be available to the public.
Additionally, he stated that he is opposed to small group meetings like suggested in agenda item
number 5.

Ms. Oden presented a PowerPoint. She spoke about possible changes to the zoning code to meet the
Senior Leadership Plan. Discussion, questions, and comments ensued amongst members and staff.
Acquired recreation areas were discussed. Amenity requirements were discussed, member discussion
and comments ensued.

also referenced the Park Bond project page on the Town’s website. Discussion ensued amongst
members, questions were asked and answered.

5.DISCUSSION TO IDENTIFY DATES AND TIMES FOR SMALL GROUPS OF TWO OR THREE
MEMBERS OF THE PARKS AND RECREATION’S ADVISORY BOARD AT A TIME TO PARTICIPATE
IN PARKS TOURS WITH DIRECTOR DIAZ-TRAHAN
Ms. Diaz-Trahan offered to provide tours for members that have yet to see all Parks and Recreation
amenities. Mr. Slides recommended to schedule tours with a maximum of two members. Evenings
and Saturdays were discussed as options. Dates were proposed.
DIRECTOR'S REPORT
Statistics regarding the Parks and Recreation summer programs were shared.
Twenty-seven Oro Valley kids received Youth Scholarships for summer camps totaling $8,100.
The Senior Programming task force will be presenting at the Parks and Recreation Advisory
Board meeting in November.
Lynanne Dellerman-Silverthorn, Recreation and Cultural Services Director recently retired after
22 years of service with the Town.

Kristy Diaz-Trahan stated that we have contracted Sites with Southwest. She spoke regarding the
community engagement that was done. Liz Cole from Sites with Southwest provided a
presentation. Members asked questions and made comments. Charles Stack an Oro Valley resident
filled out a blue card and spoke regarding the Vistoso Trails and pollination habitat.
2.DISCUSSION REGARDING OPPORTUNITIES TO GET INVOLVED IN THE NEXT TEN-YEAR
GENERAL PLAN UPDATE
Milini Simms the Principal planner for the Oro Valley Community and Economic Development
Department provided a presentation Members asked questions.

Kristy Diaz-Trahan gave a presentation that included value engineering reductions. Member Landau
made a comment regarding shade structure with regard to the reduction plan. Member Matt Wood
commented on the fields that are no longer going to include and what they might look like in the future
as far as erosion etc. Discussion ensued among members. Aldee Rose an Oro Valley resident shared
her concern with regard to pickleball shade structure. She also spoke regarding concerns about
placement of the dog park at Naranja. She suggested new location for skate and pump park.
4.DISCUSSION AND POSSIBLE ACTION TO APPROVE THE PROPOSED 2023 PARKS AND
RECREATION ADVISORY BOARD MEETING SCHEDULE
Dates were proposed and discussed.
Motion by Member Matthew Wood, seconded by Member Cheryl Horvath to approve the 2023 Parks
and Recreation Board meeting schedule as February 21, April 18, May 16, September 19, and
November 14, 2023.

DEPARTMENT REPORT
The Town of Oro Valley won the Arizona Parks and Recreation award for the best Adaptive
Recreation program of the year I can too. As well as Tom Ellis our Park Superintendent received
the Parks and Recreation employee of the year
Jon Schumacher was promoted within to Recreation and Natural Resources Manager from
Recreation Assistant Manager

We are conducting interviews for new board members this month

SUBJECT:
VISTOSO TRAILS NATURE PRESERVE, MASTER PLAN FIRST DRAFT, PRESENTATION AND DISCUSSION
RECOMMENDATION:
This item is discussion only. The intent is to garner feedback from the Parks and Recreation Advisory Board
(PRAB) so that Sites Southwest can fine-tune the document in preparation for Town Council presentation on March
15, 2023.
EXECUTIVE SUMMARY:
The Town of Oro Valley acquired the former Visto Golf Course in July 2022. Named, Vistoso Trails Nature
Preserve, the 202-acre property holds a Conservation Easement that will, forever preserve the natural, scenic, and
open space character while preserving the ability for low impact recreational use. The Easement holder is, The
Conservation Fund.
The Town of Oro Valley published a Request for Proposal for master planning services in July 2022. Sites
Southwest LLC was selected to lead the project. Sites Southwest has done extensive community engagement,
research and ground truthing in the development of the Master Plan first draft. The meeting today is to present
these findings to the PRAB, engage in discussion and provide valuable feedback to the consultant team.
BACKGROUND OR DETAILED INFORMATION:
Background or Detailed Information
Through a competitive bid process, Sites Southwest LLC was selected to lead the Vistoso Trails Nature Preserve
Master Planning process. Sites Southwest project managers are Liz Cole and Geroge Radnovich. The project team
also includes Jennifer Rigby, interpretive planner with The Acorn Group, Inc. The project team began work in
September 2022 that included site research, development of a base map, a species inventory, a habitat
management preliminary plan, stakeholder interviews and data collection.

The draft Master Plan is a result of extensive community engagement, site findings and best practices. The project
team has met several times with representatives from The Conservation Fund to ensure adherence to the
requirements identified in the Conservation Easement.
The draft Master Plan (attachment A) is inclusive of conceptual images that have been revised based on community
feedback and a preliminary revegetation/land management process. These items consistently rose as top priorities
during community meetings. Today’s discussion with PAB members is to gain consensus so that the project team
can continue the development of a revised draft plan that will be presented to Town Council March 15, 2023.

The goal of the master plan process is to create a working document that addresses:
•The long-term protection of the site ecological and cultural resources.
•Provides educational opportunities for a wide-range of user groups that is inclusive of all ages and abilities.
•Creates site-sensitive passive recreational attributes that blend the built environment within the natural surroundings.

EXECUTIVE SUMMARY:
This agenda item is to provide the Parks and Recreation Advisory Board a Park Bond project update from the
November 2022 meeting.
BACKGROUND OR DETAILED INFORMATION:
During the November 2022 PRAB meeting, Director Diaz-Trahan presented the outcome of the aggressive Value
Engineering (VE) exercise that was necessary to close the gap form the contractors estimate. .
The following is a list of Value Engineered changes and outcomes.
Naranja Park Expansion
Roads and Parking Lots - no work to existing asphalt, replace the proposed new asphalt with double shot
chip-seal and slurry seal, reductions in curbing and site walls.
Skate park, Pump Track, Basketball – Defer basketball courts, reduction of wheel park to $500K and the
pump track to $200K, remove shade sails, relocating to northern pad, curb and parking reductions.
Splash Pad – Reduced the budget for the splash pad by half, reduced the budget for the shade sails by half,
removed the restroom and ramada.
Pickleball – Reduced the number of courts from 6 to 4, remove ramada, associated hardscape reductions.
Ops & Maintenance Center – Defer maintenance operations building and associated elements, lighting
reductions, pavement reductions and fencing material reductions (replacing masonry wall with chain-link).
Multi-Use Fields – Defer the construction of fields 7&8, including lighting and associated hardscape
reductions, no landscaping, remove one ramada.
Dog Park – Leave as is, do not relocate.

Reduce scope to just clearing, regrading, and paving only the dirt lot
