Mr. Ziff's service was commemorated with a tree planted looking at the mountains.   DIRECTORS REPORT (INFORMATIONAL ONLY) Stormwater Utility Director John Spiker commented on the following: The Town Council passed the FY23-24 budget on 6/21/23. Stormwater Utility will break out budget items to present them to the Commission for the upcoming FY. Ventana fire Coronado National forest said the fire has burned about 130 acres and is about 50% contained. Burn area in a previous burn scar. Meeting Date:08/17/2023   Requested by: John Spiker, Public Works Submitted By:John Spiker, Public Works SUBJECT: DISCUSSION AND PRESENTATION OF THE 2023 ORO VALLEY MONSOON UPDATE  RECOMMENDATION: N/A EXECUTIVE SUMMARY: The summer monsoon season roughly runs from June through September each year. These intense storms bring heavy winds, rain and lightning and can cause significant damage and impacts to the health, safety and welfare of Oro Valley residents and guests. This presentation will provide an update to impacts to Oro Valley during the 2023 monsoon season.  BACKGROUND OR DETAILED INFORMATION: N/A FISCAL IMPACT: N/A SUGGESTED MOTION: N/A Attachments 2023 monsoon update  Town of Oro Valley 2023 Oro Valley Monsoon Update August 17, 2023 Monsoon 2023 Rainfall Totals June 1 – August 1 Significant Issues The later start to the monsoon season have left portions of Oro Valley fairly dry with portions of the northwest side of Oro Valley below 1/10 an inch of rainfall. Conversely, the northeast side of Oro Valley has seen significant rainfall totals upwards of 2.5 inches of rainfall. No significant damage or complaints have been received as part of this rainfall. What has been observed is the result of extreme wind and lightening activity. Fires in Oracle Junction, Reddington and Ventana Canyon have come and gone and significant tree fall has occurred most prominently in the Oro Valley Marketplace. Meeting Date:08/17/2023   Requested by: John Spiker, Public Works Submitted By:John Spiker, Public Works SUBJECT: DISCUSSION AND PRESENTATION OF THE FALL 2023 STORMWATER UTILITY COMMISSION FIELD TRIP POTENTIAL SITE VISITS  RECOMMENDATION: N/A EXECUTIVE SUMMARY: The goal of this year's field trip is to visit places and facilities that will give the Commissioners a better understanding of the broad range of activities typically performed by the Stormwater Utility.  Possible sites to be visited may include places where the following activities occur. •Public Drainage Infrastructure Inspection (MS4), Maintenance & Repair •Private Drainage Infrastructure Inspection, Maintenance & Repair •SWPPP Inspections (current construction projects) •SWPPP Inspections (verification of post-construction control measures) •Illicit Discharge Detection and Elimination (IDDE): Enforcement Action •Drainage Complaints: Evaluation and Response •Capital Improvement Projects: Selection, Design and Construction Oversight •Coordination with Pima Co. Regional Flood Control District: LOMR’s, Studies, and Watercourse Maintenance •Verification of Municipal Operation’s Good-Housekeeping Practices •Stormwater Harvesting Practices  The last visit in 2022 took us to six locations mainly focusing on the Highlands Wash Watercourse as it winds its way through the heart of Oro Valley. Beforehand we took a group photograph, and this year we would like to do the same. Staff is anticipating holding the field trip in the month of October as we wind down the monsoon season. There is a similar facility managed by Pima County called the Kino Environmental Restoration Project (KERP) which involves stormwater capture, re-use, vegetation restoration and floodplain management. This may be a potential site visit and allow the commissioners a view of large scale stormwater improvements. Kino Environmental Restoration Project The Town of Marana and Pima County are partnering on a stormwater management and restoration project along the Santa Cruz River near Continental Ranch. The El Rio Preserve project is intended to better control storm runoff as it enters the Santa Cruz River and provide an area for migratory birds. El Rio Preserve Pima County Kino Environmental Restoration Project The nearly 200 acre Kino Environmental Restoration Project was intended to redevelop an existing storm water basin into a more environmentally sensitive and aesthetically pleasing facility to the community. The KERP facility was designed to meet three primary purposes - create native ecosystems, harvest urban storm water and control flooding. Town of Marana/Pima County El Rio Preserve The 104 acre El Rio Preserve provides rich riparian habitat for nesting and migratory birds. More than 200 species of birds have been observed here. The project also provides stormwater retention that prevents flooding of nearby neighborhoods. Questions?    Stormwater Utility Commission 5. EXECUTIVE SUMMARY: Each year, the Town of Oro Valley must submit an annual report to the Arizona Department of Environmental Quality (ADEQ) describing the progress and success of the Town’s stormwater management program, including an assessment of the effectiveness of stormwater management practices in reducing the discharge of pollutants to, and from, the municipal separate storm sewer system. The Town’s 2022-2023 Annual Report will be submitted to ADEQ on, or before, September 30, 2023, and it shows that Oro Valley’s MS4 program is in substantial compliance with ADEQ permit number AZG2021-002. BACKGROUND OR DETAILED INFORMATION: The Town’s 2022-2023 Annual Report briefly identifies its success in completing all six minimum control measures (MCMs) as follows: (1) Public Education and Outreach (2) Public Involvement/Participation (3) Illicit Discharge Detection and Elimination (4) Construction Site Stormwater Runoff Control (5) Post-Construction Stormwater Management (6) Pollution Prevention/Good Housekeeping for Municipal Operations. Information in this year’s MS4 Annual Report is paperless, and will be submitted to the myDEQ web portal using a new digital-reporting format. ADEQ also asks MS4 permitees to provide new information about their stormwater plan, and this new information to be submitted in an updated Notice of Intent (NOI) with specific Best Management Practices (BMP's) and measurable goals unique to the Town of Oro Valley.  This year's Annual Report shows that the Town’s MS4 program is in substantial compliance with the permit. These brochures were mailed by Stormwater Utility staff to the 20,805 water utility customers in April of 2023. The Town of Oro Valley has also developed brochures targeting the general public and HOAs specifically geared toward minimizing pollution through the proper maintenance of stormwater infrastructure within their neighborhoods, the proper discharge of their swimming pool water and pool filter backwash water (a particularly prevalent problem), and proper techniques for maintenance of vehicles and disposal of used vehicle fluids. These brochures are available on the Town of Oro Valley webpage. This mapping process is an ongoing and continuous process due in large part to two factors which preclude 100 percent completion of this mapping in any given year. Meeting Date:08/17/2023   Requested by: John Spiker, Public Works Submitted By:John Spiker, Public Works SUBJECT: DISCUSSION AND PRESENTATION ON STANDING WATER COMPLAINTS ON ORO VALLEY DRIVE WITHIN THE ORO VALLEY COUNTRY CLUB  RECOMMENDATION: N/A EXECUTIVE SUMMARY: Residents of the 3rd Fairway sub-association of the Oro Valley Country Club have filed complaints to the Oro Valley Town Council as well as the Pima County Board of Supervisors in regard to standing water on Oro Valley Drive since October of 2022. This public roadway represents the only ingress/egress for these residents and the ponding water in the road from nuisance level storm events poses an inconvenience and has caused a vehicle to stall out. Stagnant water and vector breeding have been observed in addition to the water sitting on the roadway.  The Town Operations Division performed sediment removal and channel grading in May of 2023 in an attempt to clear the water from the roadway. The work effort did indeed reduce the amount of time the water stays on the roadway, but did not resolve the issue to the satisfaction of the residents. In addition to the still ponding water on Oro Valley Drive, the channel grading effort has created a pond within the public drainage easement near 160 W. Oro Valley Drive causing the residents of said property to complain to the Town and Pima County.  The Town has reached out to our partners at the Pima County Regional Flood Control District and the Regional Wastewater Reclamation Department to better understand the constraints of the area and seek alternatives for enhanced groundwater infiltration. The Town's due diligence has lead to an understanding the public drainage easement lies within one of the oldest parts of Oro Valley pre-dating drainage design standards and has sub-optimal characteristics for positive flow; elevation drop from Greenock Drive to the Canada Del Oro Wash show minimal to negative flow elevations, soil conditions built up over time have left the public drainage easement in a state of minimal percolation, two sanitary sewer lines fall within the public easement, numerous private structures lie within the public drainage easement.  Future work efforts include:  Acquisition of field survey data for the channel elevations and Rights-Of-Way Coordination with Pima County Departments  Coordination with Oro Valley Country Club Golf Course Communication with local residents   Design and construction of roadway improvements at Oro Valley Drive  Design of in-channel infiltration measures  Monitoring and treatment of standing water  Watershed modeling BACKGROUND OR DETAILED INFORMATION: N/A FISCAL IMPACT: N/A SUGGESTED MOTION: N/A Attachments OVCC  Town of Oro Valley Oro Valley Country Club Public Street Standing Water Complaints August 17, 2023 Location Issue Residents living within the Oro Valley Country Club have been complaining to the Town of Oro Valley and Pima County in regard to standing water on Oro Valley Drive and the associated channel after rain events. Oro Valley Drive is the sole accessway for residents living in the 3rd Fairway sub-association of the Oro Valley Country Club and they must pass through this standing water to access their homes. Issue Standing Water December 2022 Oro Valley Drive Town Work Effort Town Operations Division removed sediment and graded the channel to the west in an attempt to drain water off of the roadway. May 2023 Results Town Operations Division effort diminished the time standing water sits on the roadway but did not completely resolve the residential complaint. July 2023 Results Town Operations Division effort has created an additional location for standing water in the downstream channel which residents have filed a complaint with the Town and Pima County. July 2023 Future Work Efforts Stakeholder Coordination The Town has reached out to the Pima County Regional Flood Control District as well as the Regional Wastewater Reclamation Department to better understand the constraints of the area and identify alternatives to alleviate the standing water. The Town has also contacted the Oro Valley Country Club Superintendent to ascertain the availability of open space for the golf course that may assist in infiltration •Survey data is to be acquired as the Oro Valley Country Club is behind a FEMA levee system and the lack of elevation makes draining the area a challenge •Improvement designs for Oro Valley Drive are underway in an attempt to better drain water off of the roadway •Concepts are being shared with Pima County RFCD and RWRD to allow for better infiltration •Monitoring of the area is ongoing and vector control efforts are being made Questions?
