A revision was provided. MOTI4N: Lonnie Berry moved to accept the revised minutes. Seconded by James McCormick. Motion carried 5- 0. DISCUSSION TO DEBRIEF ON STUDY SESSION Performance Standards and Criteria for fire service in Oro Valley were discussed and voted on . for acceptance. 1. The minimum number of state certified firefighters assigned to an engine and ladder company designated to serve the Town of Oro Valley shall be four(4). The four(4) fire�ghters shall include at least one (1) supervisor, one (1) certi�ed paramedic and one 1�� ; (1) qualified driver/engineer. The minimum number of state certi�ed�re� hters on the scene of a fire within six 6 , g � ) minutes of the receipt of the call by the �re service shall be six (6) state certified firefighters 90% of the time. The total response time from receipt of call (including two minutes for 9-1-1 response) shall not exceed eight(8)minutes. Accepted 7-0 3. The minimum training level of personnel assigned to ambulances shall be one (l) certified emergency paramedic and one (1) emergency medical technician. Accepted 7-0 4. Ninety percent (90%) of responses to medical emergencies shall be made within�ve (5) minutes from receipt of the call by the fire service to time on scene. The total response time* shall not exceed seven(7)minutes. Accepted 7-0 (Vice Mayor LaSala arrived at approximately 6:30 p.m. Mayor Loomis arrived at approximately 6:50 p.m.) 5. Ninety percent(90%) of responses to fire emergencies shall be made within six (6) . minutes from receipt of the call by the fire service to time on scene. The total response time* shall not exceed eight (8)minutes. Accepted 7-0 � 6. An ALS (Advance Life Support)transport capable unit shall arrive at the scene of a medical emergency within eight(8)minutes 90% of the time and twelve (12)minutes _ 100% of the time, from the time requested. Accepted 6-1 If r�' . . `--" Discussion occurred on item number seven wlth Chairman Koslowski requesting that Vice- _ Chairman Barbee to not enter into a personal agenda with it. Chairman Koslowski stated he had enough of it and he asked to be excused and for Vice-Chairman Barbee to take over. Chairman Koslowski left the meeting at 7:06 p.m. 7. (This item was returned to after covering the final seven(7)Performance Standards and Criteria.) 8. Hazardous material response shall be provided in compliance with local, state and federal regulations. (Prior to the vote,Mr. Cottini temporarily left the room and returned immediately after this item was voted on.) Accepted 5-0 9. That the Town and the fire service set a goal of an ISO rating of four(4) or better within ten(10) years. Accepted 6-0 10. In an unhydranted area,the fire service shall provide engines and water tenders suf�cient � to maintain a 250 gallons per minute vc�ater supply for a minimum of two (2)hours. The �re service shall provide a water tender in the Town of Oro Valley. MUTION: Richard Tracy moved to accept item ten(10) as read. Seconded by Cottini. A fire service provider shall provide a minimum of two (2)National Wildland ,� �. �� Consortium Group (NWCG) certified(red card) firefighters and a minimum of one(1) ,, F, � type six brush truck to be stationed in Oro Valley for brush fires. Accepted 6-0 12. Mandatory non-emergency services,public education and�re prevention services shall include,but not b e limited to: ♦ babysitter education, ♦ bicycle helmet education, ♦ bike safety programs, ♦ blood pressure checks, ♦ car seat inspections, ♦ CPR instruction, ♦ desert pest removal, ♦ home safety inspections, and ♦ life threatening residentiaUvehicle lockouts. MOTION: Ray Cottini moved to accept as is. Seconded by Al Cook. Motion carried 6-0 13. Documentation that confirms compliance with these Performance Standards shall be . provided within two (2)Working days of request, to include,but not limited to: ♦ equipment inventory, � ,- -- ♦ hose and pump test records, `v-=�' ♦ hydrant tests and maintenance, ♦ commercial fire inspections, � ♦ ladder certification tests, ♦ duty rosters, ♦ personnel status and certi�cation, ♦ mutual aid agreements, and ♦ training and dispatch records. Discussion on item 13 was in reference to the time it would take a fire service to produce the information requested. In response, Chef Fink of Golder Ranch Fire stated that if it was requested in the morning, it would be available in the afternoon. � MOTION: Ray Cottini moved to accept item thirteen(13) as read. Seconded by Richard Tracy. Motion carried 5 - 1 DEFINITIONS: ➢ An engine is de�ned as a class "A" pumper meeting,but not limited to,National Firefighter Protection Association(NFPA) standard 1901 and 1911. , ➢ A ladder is defined as a hydraulic aerial device meeting,but not limited to,NFPA standard 1901 and 1914. f� � �, f �. Fire Advisory Board Minutes 03/08/2001 Page 3 of 4 \_ - ➢ A tender is defined as a mobile water supply of at least 2000 gallons meeting,but not limited ;� � ! to,NFPA standard 1901 and 1142. i � �-� ➢ Engines, ladders, and tenders shall comply with general provisions of ISO for equipment, where feasible. ➢ *Total response time shall be defined as the time from receipt of first call by dispatch until the arrival of the frst unit. MOTION: Lonnie Berry moved to accept the addition of the definition of"total response tirn.e" as read. James McCormick seconded the motion. Motion carried 6-0 7. The �re service shall assign, at minimum, one (1)ALS engine company and/or ALS ladder company at every Oro Valley station. In addition, a minimum of one (1)ALS ambulance shall be assigned to one (1) station. When a unit is dispatched to an emergency outside of Oro Valley, an ALS unit of similar function shall be kept in Oro Valley. In addition, if an engine or ladder is dispatched outside of Oro Valley, one(1) firefighter is to remain at the station. Backup units shall have a minimum of three (3) state certified firefighters on the fire apparatus and two (2)personnel on an ambulance, as defined in item three (3) above. MOTION: Al Cook moved to accept item seven(7) as read. Richard Tracy seconded the motion. Motion carried 4 - 1 with 1 abstained. � 3. .DISCUSSION REGARDING ITEMS TO BE PLACED ON NEXT MEETING AGENDA ,� - '����J� The next meeting will be March 22, 2001 to include: ♦ Approval of the March 8, 2001 minutes ♦ Discussion of a cover letter to accompany Performance Standards and Criteria to Council ♦ Final approval for Performance Standards and Criteria. ♦ Finalize a graph for item#two Performance Standard ♦ Discussion regarding items to be placed on the next meeting agenda ADJOURNMENT MUTION: Al Cook moved to adjourn.
