DISCUSSION OF LONG-TERM OP'�IONS -PRESENTATION FROM LONNIE BERRY ON THE PUBLIC SAFETY DEPARTMENT Discussion: Lonnie Berry explained what a Public Safety Department entails. It is a Fire Department and a Police Department together, administered by a Director/Chief of Public Safety. Officers are both fire fighters and police officers carrying fire gear in the trunks of their vehicles � while wearing police uniforms. They are required to attend fire schools as well as the police academy. Public Safety officers are responsible for both positions, which means medical response from police vehicles until the EMT arrives. They come to work in their police uniforms and are dispatched to fire and medical emergencies as well as the police emergencies. The person(s) assigned at the station operates the fire truck, while the first on the scene (normally) is the police vehicle. The police officer then pulls on his fire uniform (over his ballistic vest and uniform) and waits for the required additional firemen before initiating fire fighting measurese Mostly police work, but handles firework as necessary. By implementing, this limits some services previously available to the public (i.e. all lockouts will be limited to only if a baby is locked inside the vehicle). Some officers are dedicated to certain responsibilities. Callout is up to and including the Chief. In reference to mutual aid, the requestor paid for the extra manpowero In order to meet the newly recommended requirements for Oro Valley standards of manpower, it would be per availability vvith recall from home (in order to meet those standards). When a fire and an auto � � accident with inj uries occur at the same t�n�e, he said response would be based on a Commander decision for priority. Command officers vvould be there 24/7. For cost savings, private vehicles would need pagers, An adjustment period would take approximately two (2) years with a mindset approximately ten(10)years. An increase in personnel might be needed from one (1) person patrol vehicles to two (2) persons. It was suggested to look at the fire load and police load that Oro Valley is currently responding to in order to evaluate the�nexits of a Publ�c Safety I�epartment. The Fire Advisory Board is requesting for the Town Manager to get information from ICIVIA on how many cities/towns have tried the Public Safety Departments in their areas and the problems that arose from it. Metro govern�nent was another avenue mentioned because of the cost savings. Promises of high savings in actuality turned out higher priced. r� � �, ���_`�' In reference to Status Quo, John Barbee said that if we are keeping the Status Quo,just dissolve the Fire Advisory Board now. Mr. Barbee submitted a compilation of regionalization and consolidation of public service agencies, which he wants the Board to consider. It was decided that all Fire Advisory Board members will list the pros and cons for each option and bring it to the next meeting to consolidate for visibility and comparison. NEXT MEETING Next meeting date will be January 11, 2001 at 6 p.m. Continued discussion on the pros and cons of the six (6) long-term options. ADJOURNMENT MOTION: Lonnie Berry moved to adjourn.
