Arlene Ozburn seconded the motion. Motion carried 6 - 0. , DISCUSSION AND POSSIBLE ACTION ON THE CHAIRMAN BEING A VOTING MEMBER OF THE FIRE ADVISORY BOARD MOTION: John Barbee moved to adopt the standards of the Town and that the Chair of the Board be a voting member. Arlene Ozburn seconded the motion. Motion carried 6— 0. J DISCUSSION AND POSSIBLE ACTION ON THE ELECTION OF BOARD CHAIRMAN AND VICE CHAIRMAN John Barbee nominated Ron Koslowski for Chair of the Fire Advisory Board. Arlene Ozburn seconded the motion. Motion carried 6—0. Richard Tracy seconded the �'� nominatione Nomination carried 6—0 e ,� � DISCUSSTION OF PERFORMAI�TCE S�I'ANDARDS AND CRITERIA FOR FIRE �SERVICE IN ORO VALLEY There was�a discussion on the Performance Objectives and Targets previously presented � to the Town Council. Chief Sharp stated that the Town Council had accepted the � �Performance Obj ectives and Targets, but the Fire�dvisory Board needs to decide Which � of the Performance�Obj ectives and Targets should be revised. � John Barbee submitted letters from Golder Ranch and Rural Metro with information � regarding their views of the Performance Obj ectives and Targets. � James McCormick�provided the Board with his �deas for Performance Standards. Mr.. � McCormick stated he had concerns on the handling of 911 calls and�the time it takes for responsee A discussion followed on the handlin� of 911 callse It was decided to address this issue at a later time. �� �� . EMS and Fire Service are supplied by both fire prov�ders. ISO ratings were discussed for each fire provider and for the Town. � � Loririie Berry mentioned that there are plans being made for�the Oro Valley Police � ���''� � � Department to be equipped with AED's autornatic external defibrillator in the olice � � � ) p �--' cars. The measuring of time for 911 calls and response times by the fire departments were discussed. Because the 911 call goes to the Police Department, they can immediately send a police car simultaneously with the Fire Department. A discussion on the meaning of"engine" resulted in the understanding by Golder Ranch and Rural Metro representatives that the word "engine" refers to a"Class A 1'umper". Richard Tracy recommended the Board standardize the phrasing on the Performance Obj ectives as a group and give it to the fire departments for cost analysis. It was decided to take the Performance Obj ectives individually, read what was provided before, make changes—if needed - and vote on the phrasing to be used. The Chair read each Performance Obj ective and the Board voted on the phrases to be changed. MOTION: John Barbee moved to adopt the Performance Standard " The minimum number of state certified firefighters assigned to an engine and ladder company designated to serve the Town of Oro Valley shall be four (4)." Lonnie Berry seconded the motion. Motion carried 6—0. � , .,�� � � r'� ... l . . � � ' _ � / 07/27/2000 Minutes, Fire Advisory Board Page 3 , - - 1VIOTION: Richard Tracy moved to adopt the Performance Standard " The minimum ' nun�ber of state certified firefighters on the scene of a fire within six(6) minutes of the � � � receipt of the call by the fire departnlent shall be six (6) state certified firefighters 90% of the time. The total response time shall not exceed eight(8) minutes." John Barbee seconded the motion. DISCUSSION followed on the eight(8) minute delay. The eight (8) minutes was clarified as being from the time the 911 call is received. The 90% standard is used for performance standards as it does not call for perfection and allows for the fact that things do happen, but still is the standard for people to be helped with. The 90% standard is used nationally as the accepted standard. Lonnie Berry opposed. Motion carried 5 - 1. - MOTION: Richard Tracy rnoved to adopt the Performance Standard " The n�inimum training level of personnel assigned to ambulances shall be one (1) certified emergency paramedic and one (1) emergency n�edical techniciane" John Barbee seconded the � motiono Discussion follovved that it not necessarily apply to additional resources, such as - a dual EMT ambulance, that it is strictly for�'ireo Motion carried 6—0. � MOTION: Richard Tracy moved to adopt Performance Standard " Ninety percent (90%) of responses to medical emergencies shall be made within five (5) minutes from receipt of the call by the fire department to time on scene. The total response time shall not exceed seven(7) minutes." Arlene O�burn seconded the motion. Lorinie Berry seconded the motion. li�Iotion passed 6—0.� � MOTION�: Richard Tracy moved to Perforrnance Standard " Each fire department shall � assign�, at minimum, one (1) ALS engine company and/or ALS ladder company at every � station that is designated to serve Oro Valley. In addition;a minimum of one (1) ALS � � ambulance from each fire department�shall be assigned to one (1) of their design�ated stations. If a unit, designated to serve Oro Valle�, is dispatched to an emergency outside � af Oro�Valley, another�ALS unit of similar function shall be moved to the Ora Valley � � area within one (1) hour maximum from the time the unit responded to that emerg�ency. � In additio�n, if an engine or ladder designated to sexve Oro Valley is dispatched outside of � � Oro Valle�, one (1�) fire�'ighter is to remain at the station. Backup units shall�have a minimum of three�(3) state certified firefighters on the fire apparatus and two (2) �personnel on an ambulance, as defined in itein three (3) above." This te would require both fire departments to have full coverage (four firefighters) for Oro �� Valley within an hour for ALS engines, ladders and ambulances. 1Vlotion carried 6—0. MO�I'IO1�T: I�ichard Tracy moved to adopt I'erformance Standard " The committee also established a five (S)year goal of the achievenzent of an ISO Class four(4) insurance ratin� for the Town of Oro Valley." Arlene Ozb�.rn seconded the motion. DISCUSSION: The mayor questioned as to whether it is possible for the Town to meet a five (5) year goal. An ISO 4 rating for fire depa�tn�ents is dependent on infrastructure, fire hydrants, fire pressure as well as their personnel and their personnel's training. The rating is affected by the Town's ISO rating. �ichard Tracy recoinmended the Town set a goal to achieve an ISO rating within£'ive (5)yearse The mayor stated that the Water Department should be involved to clarify the entire Town's water flo�v and the five-year � Capital Improvement Plan. Lonnie Berry moved to table number eight (8) and to invite the appropriate water authority in to discuss what they can and can not do rather than hastily passing something that might be regretted latero Richard Tracy seconded the motion. Discussion followed on separatin�the�vater issues and fire issues. lVlotion failed 3—3. MOTION: John Barbee moved to have verbiage of an ISO rating of four (4) be obtained or maintained for the 60%portion of the total ISO rating for the Town. Point of Information called by Richard Tracy. He followed with an example for averaging the _ ISO rating from the fire department with the ISO rating of the Town. A discussion followed on the pros and cons of achieving a specific rating and the variables that occur �--'" with the Town water not meetin the hi her ratin needed. Motion died for lack of a � � � second. �Zichard Tracy requested for number eight(S) to be discussed at the next meeting and for Water Department personnel to be brought in to advise the Board on the recommendation. It was decided to include number Performance Standard eight(8) on the next meetings agenda with the �1Vater I�epartment present for advice. DISCUSSION 1ZEGARDING ITEMS TO �E PI�ACED ON NEXT MEETING AGENDA Vice Mayor LaSala requested the Board put on the a�enda for the addition of Chief Fink, or a representative from Golder Ranch, and Chief Scott, or a representative of Rural Metro, be included on the Board as non-voting members; with the approval of Dan Dudley on the rules for establishing the Board.
