INTROI)UCTIONS
Terry Vosler, Town of Oro Valley Building Safety Administrator, welcomed all to the
Fire Ad�isory Board meeting. He then had the members introduce themselves and give a
little information about thiemselves to the other members. Mr. Vosler then stated that the
Board�vas being conducted under the Open Meeting laws and that the Town C1erk and
Town Attorney would be attending the next meeting to a.dvise the Board on policy and
procedure.

Mr. Vosler recommended that the Board rnight want to vvait a couple of ineetings to elect
the Ch�.irman& Vice Chairman allowing the Board members to become familiar with
� one another. The�oard agreed to wait until the next meeting.

Mr. Vosler stated that the Town had been evaluating fire and emergency services for the
. - past several years ar�d provided the Board members v�ith background information and a

Additional background information was provided by Ron Koslowski, previous member
of the Fire Advisory Committee, and John Barbee, previous member of the Citizens
Focus Group.
Nd�-. Vosler stated that the original Fire Advisory Committee was set up to look at the fire
and emergency services that are being provided to the Town. And they were to look at
how it was v�orl�ing within the Town, equitable services, perforrnance guidelines, and �
such things for the existing fire providers. Through all the work they did and with
assistanc� from a consultant, the��ame�p with a final �ocument called the Oro Valley
Strategic Plan. Onc�e th�s committee's goal was completed, �ouneil disbanded the
Co�rnittee, accepted�he Strategic Plan, and rnade a re�o�rnendation at a Council
meeting held on Novenr�ber 15, 1999 to form the Fire Advisory�oard. Mr. V�sler
continued by stating that basically what Council recommended was to use the Strategic

�" Plan as a resource document. This document then could be utilized by the new Fire

� �� Advisory Bo�rd to ass�st in developing a recommendation for�ire and Emer enc � �

Services Implementation P�an and an Econo�ic Analysis for that plan. Mr. Vosler stated
that he believed by using the work of the previous committee and the Citizens Focus
�roup that this new Fire�dvisory Board would be able to come up with a plan a�d an
economic analysis for that p�an to recommend to Council for Fire and Emergency
Services for the To�vn. -

T�e meeting was opened for discussion to the Board members and the audience.
Extensive discussion followed covering:
The background of the previous Committee and Focus G�roup;
The current law suit involving RuraUMetro, Golder Ranch and annexations;
.
Water su�plies;
Current chaxges to To�vn residents by both providers and what type of services are
provided for those charges;
Current boundaries of both providers
* Mr. Cook requested a map be provided for the next meeting;
The Intergoverrimental Agreernent(IG.P�) held by Golder�Zanch with Northwes�
Fire District (as confirmed by Mr. Barbee) and the Tucson Fire Department
(as confirmed by Mr. Koslowski), as far as the Board could deterrnine .

Mr. Tracy then asked if the audience members had any questions or comments and �
several members�of the audience were then recognized and addressed the Board. � � �
� Mr. �Ierb Rutt&Mr. Fred McCulloch (both previous members of the Fire � � ,
Advisory Committee). Mr. Ozburn(Board member Arlene Ozburn's husband). �
� Mr. Scott Butler, the Fire Chief and Divisi�on Manager of RuraUMetro, and � �
� � several other�Rura:UMetro memb ers were a1 so recognized.� � �
Mr. Vosler then�recogni2ed Mayor L�oomis who had come i�nto the meeting: The Mayor
thanked the new Board members for volunteering to participate with the Fire�Advisory � �
� Board. He believes�the Board has some great challenges ahead of them to bring forth to �
� the Council the Board's recommendations on establishing standards. Mayor Loomis �
� st�.ted there v�ould be a Council Liaison appointed to provide the�oard with Council �
� � policy a�d then to report back to the Council on the action�of the Board. � �
� Discussion continued between the Board and the Mayor reference the exact scope of � �
� � work for this Board and the Mayor stated long-term the Board would be the Advisory �
� � Boaxd to the Town Council on whatever ultimate service is done in the Tovvn for all Oro � � � �
� Valley Fire and Ernergency �Services and everything associated with that.� The Mayor � �
� �tated�he beli�ves this Board Will become a perman�nt�oard and will be providing �
� ��� � � advisory service, guidance and oversight to the Council and to the providers to�ensure �
� - � � that they are performi�g the way they should�be. � �

Short-term, the Mayor believes the first thing is putting together a plan on the ,
accomplishment of service standards for t�►e community including def ning what the level
of services are, establishing plans which may include reviewing locations for new f�re
stations, etc. He felt there may be a�eed for Technical advisors to attend the Board's
meetings. He also believes the Board will be responsible for establishing timelines for
implemen�ing these standards. � �
In response to the question regarding what type of plans for expansion of the Town or a
"footprint" of the Town that can be expected in the next five or ten years, Mayor Loomis
stated that Mr. Vosler would be able to provide the Board with the following ir�formation:
1. A copy of the General Plan,
2. A copy of the Sphere of Influence,
3. And copies of whatever population projections that�vould assist the Board.

The next meeting was scheduled for Thursday, June 22, 2000 at 6:00 p.m. at the
Community Development Services conference Roorr�. Tentative future meetings have _
