1. Review/discussion of D�aft]�eport Presented by ESCG on May 17�h,
and Contract especially �elatin�to future station locations.
Jan Kvancz, Chair stated that the Fire Advisory Committee (F�C) was disappointed in
some of the meetings being held without the�.AC in attendance and proceeded to read a
letter froln the�AC regarding their concerns o
• The FAC is disappointed we vvere not invited to attend meetings with ESCG �
and fire departments. Consequently we vvere not kept abreast of what was
happening. It is our understanding the R/M did not wish to have FAC present
at fire department meetin�s, stating we are biasede
• Since June 24, �l 997 when FAC first began this proj ect the attitude of R/M
toward the committee has been to evade answers when requesting specific
; ` �, information. The same tactic has been used vvhen working with ESCG. R/M
��--' has challenged the veracity of th� first report compiled by ESCG. George

pxojecto So are we biased a��.��st ROM? �iven the evasive, �nco�-rect answers
and the stall tactics erriployed by I�f�I���ht up to this date, any cornrnittee
would not trust R/M for inforYnation presented and would definitely become
biaseds If R/M had wanted to be a true team player as they have insisted they

2. Review/discussion of Oro Valley Fire Services "Summary of Selected
performance 1Vleasures and�enchmarks" as outlined by ESCG on

. Chair Kvancz stated that she had some questions under the heading "1�dditional
Information needed from Rural/Metro" item#3. She added that when identifying the
revenues, the�AC felt it should be identified as either; going to a fire who is a non-
subscriber or other for whatever the other chaxges�vould bes She stated that under the
heading "Additional Infor�nation Needed Frorn Golder Ranch"item#2 should also be
included in Rural/Metro's questionnairee
Vice Chair Koslowski stated the on page 1 "Summary of Selected Performance
Obi ectives and Tar�ets" item#1 should read"rnininlum number of qualified personnel
assigned to engine and ladder companies shal�be 4". He added the iterns#4 and#5
should be claxified as to when the response time will start. �

Chuck Svveet9 Tovvn 1V�anager announced�hat the next meeting would be held with the
Focus Group on June 21, 1999 withou�ESCG. , �
Consensus: The Fire Adviso Con�ittee will o before the Town Council on Jul 19th

Mr. Sweet xequested that the fire agenc�es pro�ide a report on the last 10 calls for review
at the next meeting on June 21 St to get a better co�cept of the timeline.

Chair Kvancz distributed and reviewed the "Comparison Data on Square Footage & �

Dan Dudley, Tovvr�Attorney distrib�.ted and rev�ewed the ynemo regardin� "Le�al
Opinion"which consisted of the foll�wing topics:

1VIre I�udley stated that the town could consider an ordinance, contract ox a combination.
In answer to question from Chair I�vancz, �Irs Sweet stated that once these standards are
� implemented,the committee could recoxnnlend appointing someone or a group to review
what happens on a monthly or quarterly basis and report back to Council. He added that
the FAC should submit a recommendatior�to the Council, and a draft ordinance that
would adopt the Strategic Plan, standards, establish the review mechanism and penalties.
He stated that the ordinarice is the best way to go as opposed to entering into individual

In answer to question from Member 1Zut�, 1VIr. SWeet stated that he was unware of any
studies done to establish a fire department for the �'own of Oro Valley.
Member McCulloch asked if the people would be able to have a vote in the Town of Oro
Valley as to whether to stay status quo or to have one fre department?
1VIr. Dudley stated that the generally the pow�r of xeferendum exists in Arizona,therefore,
you have that potential power. �
