A MOTION was made by Member Herb Rutt and seconded by Fred McCulloch,to approve the
minutes of March 15,1999. The motion carried 4-0. �

CUSTOMER CENTERED STRATIEGIES WITH THE ORO VAL�EY CITIZEN
FOCUS GROUP AND FIRE ADVISORY COMMITTEE MEMBERS WITH
RESPECT TO THE DEVELOPMENT OF A STRATEGIC PLAN FOR FIRE AND
EMERGENCY MEDICAL SEI�VICESs �
Jan Kvancz, Chair, welcomed the�ocus Group Co�nmittee and proceeded to announce the
names of the volunteers. (John Bollato, Ray Carl, Doug Noll, Richard O'Sullivan, John Barbee,
James B awulski, B ob Iannarino, Gordon Roberts, B ob B ernal, Mary Ann S chumaker, Army

�' - Chair Kvancz stated that the only way change is going to happen for the better of the community,
; � is for the citizen themselves to petition to the Council. She added that the citizens would be the
. ,
�� driving force for any changes that will take placee
Chair Kvancz introduced Heidi Muma, a citizen of the conlmunity who had a few concerns
regarding hex neighborhood. Ms. Muma stated that she was unaware of any fire issues until her
homeowner fire insurance was up for renewal. She explained that after further investigation, she
found that she had no options. She added that she is �athering names from the community and is
creating an outline of the services that are available to the community. Ms. Muma stated that the
fire services should provide the following services o
• standard�and equal protection
• be a part of the municipal services
• a tax base service,therefore, no one can be denied or canceled �
Chair Kvancz introduced Bruce Caldwell, �Iice Pres�dent of Emergency Services Consulting �
Group (ESCG) and Joe Parrott, Associate.
Mr. Caldwell informed the group that no decisions have been made regarding the fire agencies9
`Therefore, ESCG is working with both fire agencies, l�ural/Metro Fire Department and Golder
Ranch Fire Departmentse �
Mr. Caldwell informed the group that he had met with both�fire agencies and has developed 4
_ very important goals with their obj ectives. �
-��� • Go�al#1 —Develop a strong, cooperative relationship between Rural/Metro and Golder
Ranch that provides a consistent,reliable response to the community through mutual
commitment �
Obj ective 1-A would be to:
• Develop standardized procedures/resources/processes for delivery of service
• Target Completion Date—to be determined
• Critical Task: Develop a subcommittee to review procedures and processes that should be
standardized. First meeting within 3 0 days to begin process, develop timelines and set .
objectives �
Obj ective l-B would be to:
• Establish regular schedule of ineeting between the two agencies to discuss issues of mutual
concern �
• Target completion date—Immediately
. • Critical Task: To identify participants and establish schedule
Obj ective 1-C would be to:
: • ,De�elop mutual aid/automatic aid agreements (includes j oint training)
• Target completion date—no date set
, • Critical Task: To set minimum staffing levels and to develop periodic multi-company

• Critical Task: To determine Council's desired level and type of information, develop and
provide report on established schedule.
Goal#2—Develop a_common set of perforrxiance rrieasures and targets so that service delivery �
meets community expectations. �
Obj ective 2-A would be to: ,
• Develop and agree to a set of perfo�ance rr�easures .
• T'arget completion date of April 1999 .
• Critical Task: To identify and gain consensus on a set of Performance Obj ectives
Obj ective 2-B vvould be to: �
s Develop current assessment
• Target completion date of May 7, 1999 �
• Critical tasks is to gather and analyze cu�-rent performance of both departments
Objective 2-C would be to: �
• Develop and select benchmarks to measure a�ainst other communities
• Target completion date of May 17, 1999 �
• Critical tasks is to gather relevant infor�nation from comparable jurisdictions �
��_J�' Goal#3 —Accountability—measures in place to ensure that service delivery model is working.
Obj ective 3-A would be to: .
• Develop a j oint committee to provide information9 trends and issues to community policy -
makers. -
� • Target completion date is within 60 days
• Critical task is to develop cross-representative group which was recommended by the fire
agencies (two Golder Ranch Fire Departxnent, two Rural/Metro, two Town Staff, six
public at large)
Goal#4—Develop a comparative method for cost analysis and cost distribution
Obj ective 4-A would be to:
• Equalize rates for equal service :
• Target date—none at this time because a lot of these issues pertaining to Goal#4 are
policy generated. .
Mr. Caldwell stated that Goal#4 was critical because the fire services could not meet this goal
on their own,-but would require a partnership between the community and the selected
representatives.

� • Critical tasks is that Rural/Metro change to an assessed valuation based charge; mandate �
� �,, � all citizens to pay for fire protection; evaluate subsidies from Town to Golder Ranch and
-f� Rural/Metro for enhanced service delivery if desired.
Mr. Caldwell explained that these are policy questions that need to be worked on.
Obj ective 4-B would be to: .
• Develop a clear community understand�ng of current and future funding mechanisms. �
• Target cornpletion date�—none given , . „
• Critical tasks are to coordinate and corr�municate with the Town Manager and supply ��
information needed.
Obj ective 4-C would be to:
• Develop cost estimates that reflect con�rriunity expectations.
• Target completion date—none given
• Critical task is to develop budgets based upon service delivery inodel adopted and
current revenue at current tax/subscxiption rate
In answer to a question from the gxoup, Chief IIamby from Rural/Metro, confirmed that they
were in�the process of developing two new fire departn�ent�ocations. (Shannon Road/Lambert
Lane and Orange Grove/Skyline Drive)
,,. In answer to a question from the group, Chair Kvancz stated that if the ToWn moved to have a

municipal fire district, that would be the Town's choice. � �
Mr. Caldwell informed the group,that after all of the information has been collected, ESCG will
give an array of different funding options to th�e Fire Advisory Committee for consideration. He
explained that the focus of this group and ESCG is to guide the policy makers.
In response to a gentleman's question from the group, lVlr. Rutt stated that the original report was
a recomnlendation for one fire department. �-Ie explained that the town should have specific
guidelines for the �ire departments to follow. I=Ie added that if one or both agencies Were unable
to�neet these standards,the committee would find another alternative.
Chair Kvancz informed the group that when the final product is submitted by ESCG,the
- information will be submitted to the Town Council. She explained that it Was incumbent upon _
Council to do justice for the citizens of this town. She added that if this does not happen; the
other option is to obtain a referendum.
Joe Parrott, Associate of ESCG reviewed the Six Cornmunity Based Performance Obi ectives
which were the following:
(1) Cost of Service per capita—how much does it cost each person in the community
(2) 1'ercentage of responses made in under�"X"rninutes—response time
(3) Property loss per $1,000 value involved—it is suggested that the assessment value be .

A gentleman from the group suggested addin� a cost base.
Council Member Paul Parisi inquired if the xesponse time would be at the time 911 is dialed or
when the fire engines are on the road. �
In response to Council Member Parisi question9 IVIre Parrott answer was "from the time the
dispatch center�notifies the agency."
Oro Valley Police Department, Chief�1Volff, explained that the enhanced 911 system ;
� automatically reflects the callers location and provides the information for the designated fire
department. -
In answer to a question from the group, Golder Ranch F�re Chief John Fink, explained that
cellular phones are a problem. He explained vvhen a party is calling in an einergency on their
cellular phone9 they rnust verbally�rovide all inforr�ation.
Council Member Paul Parisi inquired if the Town Council appoints a fire commission board,

would Golder Ranch be obligated to the board.

��--�� � Chief Fink exp�lained that the Golder Ranch Fire District is governed�by a five (5) member board. �
� � � He stated he had recently�met with the board regarding the current information he received from
� the Fire Advisory Committee and that the Board has a�reed to cooperate with Oro Valley Town
Council regarding any standards, requirements or supervision. , �
� Chuck Sweet announced that a public workshop or public hearing Would possibly be held in � �
June s
Council Member Paul Parisi communic,ated that the Council would not have agreed to hire a
consultant, and put together a Focus Group if they were not concerned about community input
and involvement. �
Mr. Caldwell explained that ESCG presentation tonight was to focus on direction. He added that
after submitting these benchmarks to the group; ESCG needed to have some indication on
whether or not these benchmarks will be considered.
Chair Kvancz expressed to Mr. Caldwell that what she was hearing from the group was to have
ESCG establish some guidelines and benchmarks.
Chair Kvancz explained that Jim Davis an ESCG representative, has prepared a report evaluating
both fire agencies. She stated that this report is to reflect�any changes made within the past

� next Focus Group meetinge .
Herb Rutt stated that the wheels of goverrirnent grind very slowlya He asked the group not to
lose their enthusiasm, and to commit to this proj ect until the town has come to a conclusion that
is workable.
