March 15th, 1999 MINUTES,FI�1�I�`IISOIZY COMMITTEE Chair Kvancz introduced Bruce Caldwell, Vice President of Emergency Services Consulting � C�roup (ESCG). She stated that Mr. Caldv�ell would update the group on issues that have trans�ired over the past year,the town's present cond�t�on a.nd future expectations. Bruce Caldwell, Vice President of ESCG�ave an over�iew of the company's history, functions and services. He explained that ESCG has been selected to do a surve�and to audit some of the issues regarding the fire service and fire servic��eliverye I�e stated that as a result,the town , needed to look at developing some standards for the to�'s fire services. Mr. Caldv�rell presented a Customer Centered Strate�ic Plan Outline and the responses that were submitted by Rural/Metro Fire Department and Golder�Zanch F�re I�epartment. Mission Statement Mr. Caldwell explained that the focus is to develop a IVlission Statement of which Rural/Metro ; Fire Department and Golder Ranch Fire I�epartrnent could agree upon. He said that both agencies were present to answer any questionsa IV�rs Ca�dwell proceeded to read a joint mission statement submitted by the both departrnents. - "Our j oint mission as emergency se�ice professionals is to be dedicated to the pr�tection of life and property through cooperative effectse99 Mr. Caldwell stated that this vvas an adrnirable rr�gssion and that this statement reflects what their future_intentions are and how the departments will work together. Vision Statement Mr. Caldwell explained that, after the mission statement,they needed to develop a Vision Statement and read the following excerpts that were submitted by the fire departments. • To be responsive to_the community • An organization that is continually pursuing excellence • A peaceful co-existence and interdepartmental trust and cooperation Guidin Princi�les , , Mr. Caldwell stated that these principles were extremely important because they reflect how we conduct our lives. He then proceeded to read some�of the principles submitted by the agencies. They plan to: • be pr�-active and prepared • be innovative and creative • have open communication � partner With the community and other o��anizations � • build community trust, team work and honesty • community respect � • meet or exceed national standards , � • to remain flexible, innovative and progressive as the community changes _ SWOT Analysis— ,Stren�ths,Weaknesses, O��ortunities, Thr.eats) . Cald�vell informed the group that ESCC�had rec�uested that Rural\Metro and Golder l�anch Y submit a list of the services they provided and they vvere as follovvs: • Fire Suppression � • Emergency Medical Services • Fire 1'revention . • Hazardous Materials • Special Rescue • Public Programs � • Emergency _ 1VIr. Caldwell distributed the list to the focus group to review and to prioritize the services. He . explained that under the Emergency Medical Service there were sub-groups and was open for � questions. . � � . Chris Pendleton, District Chief for Rural/l�Ietro 1Fire I)epartment stated that emergency medical services in the community are usually driven by f�rst out engines, and are backed-up by ambulances. He said that the engine comp��es couYd have, either, adv�ance life support capabilities or basic life support capabilities. _ Fire Prevention Mr. Caldwell proceeded to read some of the services provided by the fire departments. • Serves as a code enforcer, which is the enforcernent of the fire codes � - • Building plan permits reviews � ___ • Fire investigations • �Business inspections Hazardous Materials Mr. Caldwell informed the group that the law mandates the fire services to handle certain hazardous material. He stated that there are advance a.nd technical services provided. Chief John Fink, Golder Ranch Fire Chief, explained that there were different levels of � hazardous material response. Caldvvell explained that this pertains to all hazards (floods, earthquakes,volcanoes, and water shortages) and that the cominunit� should be prepared for these types of emergencies.. Mr. Caldwell stated that the function of th�s group will be to give these agencies an opportunity � to work collectively on standards that the to�will except. He added this�vould give both � departments an opportunity to work together for the �ood of the community. � Vice Mayor Parisi reiterated the purpose for this �roup�s to have citizen participation for the decisions made regarding the Fire 1'rotectior�1'rograxn. �-Ie explained that the Council Members � do not want to make this decision without the community behind them 100%percent. , Ron Koslowski agreed and stated that this group's focus was about what the people want as a � , , , ___ community. � Mr. Caldwell distributed a Strategic Plan—Custonier Input Questionnaire and a Prioritization of Services work sheets. He explained that this is going to give the group the opportunity to list priority expectations and concerns that the group may have regarding the town's fire service. He - stated that this information would be given to both fre services for review. Chuck Sweet, Town Manager, explained that this aneeting would be the first of four(4) workshops conducted by ESCG. He stated vvhen all the information has been gathered, a complete report Will be,submitted to the Council and`a date will be set for a public heaxing.
