VALLEY FIRE & MEDICAL SERVICES TO INCLUDE PERFORMANCE
STANDARDS, STAFFING LEVELS9 l�SPONSE TIMES IN ACCURDANCE
WITH�TFPA& OSHA'S STANDARDS. ALSO TO INCLUDE IN THE
STRATEGIC PLAN SITE LOCATIOl�TS FOR ADDITIONAL FIRE STATIONS
FOR OPTIMUM RESPONSE �'IlVIES
Chair Kvancz stated that the Federal Occupational Safety and Health Administration(OSHA)
recently issued a revised standaxd regarding respiratory protection. Among other changes,the
regulation now requires that interior structural fire fighting procedures provide for at least two
fire fighters inside with direct voice or radio contact with each other and fire fighters outside the
structure. This has been dubbed the fire fighters' "two-in/two out"regulation. Arizona has
OSI�A-approved plans and must enforce the "two-in/two-out"provision for all fire departments.
The new regulation became effective on April �, 1998 and according to the "State Plan" states

� have six months from the release date to implement and enforce the nevv regulations.

� Vice Chair Koslowski explained that this nevv regulation is for the sole purpose of protecting the

�'�.__J-? fire fighters. He added that too many fire fighters were either being in'ured or killed while t in

to put out fires and save lives.
Chair Kvancz stated that she believes that the strategic plan and performance standards and
staffing levels should be left to professionals to come up with this. They are the people in the
field, the fire and emergency personnel consulting firm definitely has more expertise developing
this plan for the town so that everyone will be accountablea
IVIr. Sweet referenced the motions that were made at the Se tember 9th, 1998 Towri Council and

Fire Advisory Committee Special Session.
Vice Mayor Parisi stated that when he made the motion his intent was to have our own people
work on the strategic plan with the consultant as the facilitator.
In answer to Mr. Rutt's question, Mr. Sweet stated that clarification of the motion is necessary
before a timeline is created for the strategic plan.
Don Chatfield Community Development Director explained that a preliminary timeline could be
� about a six-nlonth process from this date, start to finish.
Vice Mayor Parisi stated that there many people�who have their own interests in mind,this
� committee and the Town Council need to do what is right for the entire Town of Oro Valley. He
__ ;� also requested that clarification of the motion to be added to the next Town Council Meeting.

A MOTION was made by Herb Rutt to prepare a memo to Mayor and Council to clarify their
decision regarding the motion that was made at the last Town Council Meetin , Se tember 9tn,

1998, at their next Town Council Meeting. Motion SECONDED by J.J.Northam.
Motion carried unanimously 5-0.
3. ORO VALLEY COMMUNICATION CENTER—LETTER TO MAYOR&
COUNCIL UN THE NEED TO INCLUDE THE TECHNICAL REQUIREMENTS
FOR FIRE & EMERGENCY MEDICAL SEIZVICES IN THEIR PRELIMINARY
STUDY
Ms. Kvancz submitted a letter-with attachments,that was addressed to Mayor Loomis regarding
the Fire Advisory Committee's recommendation for the Oro Valley Communication Center.
Mr. Sweet stated that there is a process that the Town of Oro �lalley utilizes for large dollar
proj ects called the Capital Improvement Plan. Each proj ect is rated according to various criteria.
He added that they try to proj ect a year ahead of time how much money is available for capital
items. There are 1 S to 17 different people from all aspects of the community that serve on the
,_- committee and that the community makes the decisione �

},, In answer to a question from Mr. Koslowski, Mr. Sweet stated that the Fire Advisory Committee
����.___-�' would be required to fill out the paper work and submit it to the appropriate personnel by the
required deadline. �
� Vice Mayor Parisi stated that the Fire Advisory Cornmittee is going to have to coordinate
between many entities. He added that there is a lot of information gathering,planning, and �
recommendations from involved parties.
4. ORO VALLEY'S VISION STATEMENT�Ul�TDER THE GENERAL PLAN �
In answer to Chair Kvancz's question, Don Chatfield Community Development Director
explained that in the Focus 2020: Oro Valley General Plan is the vision statement for the Town
of Oro Valleyo He quoted, "Oro Valley's unique quality lifestyle is defined by the highest
standard of environmental integrity, quality education, infrastructure and services, and public
safety." Mr. Chatfield added that there are nine core community goals each with a focus area.
Focus area five is public safety and the statement associated with that is, "to ensure a high level
of public safety services and facilities in the community. These core coinmunity goals are then
correlated to the elements of the general plan. There is a specific element of the general plan
called the safety element. The existing condition report attempted at that time to describe what � .
issues were in place at that time. He stated that what follows are the�policies and strategic
implementation and then the action plan. Mr. Chatfield summarized that this was the basic
---- structure of the general plan which is good for five years then re-evaluated at that time.

5. TIME FRAIVIE FOR ORO VALLEY TO ADOPT THE 1997 UNIFORM FIRE
CODES AS RECOMMENDED BY CONSULTANTS AND COMMITTEE
Mr. Chatfield stated that the Town of Oro Valley is formulating the time l�ine and
recommendation of the 1997 or the 2000 Uniform Fire Codes. He added that there are several
issues that are being researched prior to the adoption.
6. CITIZENS COMMITTEE TO GIVE FEED BACK TO THE COMMITTEE
REGARDING SERVICES CITIZENS WANT FOR FIRE/EMS
Chair Kvancz discussed with the committee the idea of inembers meeting informally with
citizens from the Town of Oro Valley. Since none of the members were interested,nothing
� further was discussed. - �
Vice Mayor Parisi stated that the Fire Advisory Committee was organized to get information to
the Town Council and that is their primary obj ection. Mr. Parisi added that at the next Town
Council meeting he is going to initiate "Town Hall"meetings at different parts of the town and
that may be a forum where residents can obtain more information about Town related issues. �
, Chair Kvancz remarked that a few citizens had contacted her and wanted to obtain more �
information about the Oro Valley Evaluation of Emergency and Non-Emergency Services
Report.

Mro Koslowski thanked Mr. Chatfield, Chief Wolff and Mr. Sweet for taking the time from their
� busy schedules to attend the meeting.
ADJOURNMENT
A MOTION was made by Mr. McCulloch to adj ourn the meeting at 5:04 p,m. Motion
SECONDED by Mr. Koslowski.
Motion carried unanimously 5-0.
