Motion carried unanimously.
REVIEW OF ESCG REPORT,DISCUSSION AND/OR COMMENTS FROM EITHER
BOARD MEMBERS OR FIRE DEPARTIVIENTS
Mr. Koslowski believed that all his questions vvere answered by the Report. Mr. McCulloch's
comment was that it was very thorough,very self-explanatory and carried a lot of infor�nation
regarding the reasons the recommendations were being rnade. Mr. McCulloch believed it was
time to present it to the Council for review and for their decision. Mr.Northam believed the
Report provided the necessary information and that the Report was easily read;therefore, he had
no questions. Ms. Kvancz believed it to be a much cleaner Report with more detailed
information than the first one provided. Chief Wolff said he had quite a few questions.
Although he had not been through the entire Report, he saw many things that he had addressed in
his communication and that have not been changed so he still had the same problems. He stated
he would address them in detail before the committee at the next meeting. The Tovv�n has set a
meeting for September 9, 1998 at 7 p.m. with the Consultants,Fire Advisory Boaxd and all Town
citizens.

RESPONSE FROM RURAL METRO ON OUTSTt�NDING QUESTIONS REGARDING
� �A�i'28 FIRE �
1VIs. Kvancz stated that the Boaxd was still awaiting a response from Paul Pedersen regarding
outstanding questions on the May 28th fire. Although 1VIr. Pedersen had sent a response to 1VIr.
Sweet, Ms. Kvanc�stated it was not as detailed as the�oard wanted since it could not be broke
down on arrival times;therefore, she did not feel it vvas a good response. 1VIro Paul Pedersen9 s
letter was submitted for the l�ecords. �
In conjunction, Mr. 1VIcCulloch questioned v�he�her the�oard had printed rates for Rural Metro.
To clarif�, Mr. Paul Pedersen from Rural 1Vletro vvas present in the audience and stated the cost
was $47.57 for the Subscriber with a 3%increase for Ernergency Responsee

1VIso Kvancz read Chief Shipman's letter to those present at the rxieeting. (Chief Shipman9 s letter
was submitted for the�Zecord.) Mr. Pedersen stated for the Record that Derric Roof was not an
associate of I�ural Metro,he vvas on the alarrr� side of the business over seven(7)years ago and
his letter vvas not done on Rural 1Vletro's behalf or request. Ms. Kvancz stated in the best interest
of both Fire Departments, which�1VIr. Roof had made allegations against that the Departments
should have the opportunity to respond and that is what the Board did.

T�IE REPORT
Ms. Kvancz stated she spoke with the Town 1Vlanager prior to the meeting. She suggested to him
that it might be good if the Town�advertised the upcoming meeting. In a memo Ms. Kvancz
wrote on behalf of the Fire Advisory Board, she requested the Town:
❖ send out letters to all homeowner associations to ad�ise them of the upcoming meeting and
ask them to insert a notice in their nevvsletters �
•'• Notices be sent to the daily newspapers,Ari�ona I�aily Star and the °Tucson Citizen

�'• �Neekly newspapers be advised of this irnportant meeting.

Mr. Parisi stated that he hopes his fellow council rnembers simply address facts. The last
meeting when the consultant was present, there was a letter that had been sent out saying Rural
Metro would be taken aWay from the citizens of Oro Valley and because of that letter the
meeting was like a mob. Mr. Parisi does not want this to be a popularity contest. He stated they
have to continue with facts. If there are any discrepancies, Rural Metro can give the Board
. factual information as well as Golder Ranch and the Chief of Police to help the Council rnake
the necessary decision.
The ESCG RepoY-t is available at Town Hall through Kathi Cuvelier and the locations where it
can be seen should be advertised. Limited cop�es are available to be revievved at the 1'olice
' � Departrnent reception desk.

Mre Parisi requested permission to ask if anyone eYse had any information, like Chief Wolff who
had information from Paradise Valley,to please xnake su.re the Consultants axe given the
information so the Report can be added to. - .
1VIr. Pedersen stated when Rural 1Vletro reviewed the�epo�t they had previously submitted to the
Town several exceptions. An example given was axi apar�ment complex that the Report said did
not have Fire Protection,which Mr. Pedersen said vvas not the case. Rural 1Vletro provided
. documentation to the Town for those exceptions to be reviewed and incorporated into the
Report. To 1VIr. Pedersen's knowledge that has not happened so they have provided the
information arid it would have been nice if that infor�nation could have worked its way into the
final Report. Mro Parisi, Mse I�vancz and I�xs I�oslowski stated they have not seen anything
through the Boaxd. Mr. 1'edersen stated it vvas also sent to the Consultants pr�or to their
� presentation along with three phone calls as follovv-up. 1VIrs Pedersen stated he would send
copies to the Town, Chief Wolff and l�Iss I�vancz. 1VIs. Kvancz is to contact the Consultants to
ensure it is addressed in their Report.
1VIr. Koslovvski stated there should be no surprises at the presentation. Anyone involved should
have everything brought out. Chief VVolff's concerns should be presented and taken care of
prior to the meeting—one way or the other—so the ineeting will go a lot smoother.

r��� �`� Chief Wolff stated his concerns have been addressed once at the first draft. Looking at the final

draft,the same concerns are still there. For instance,the Dispatching with Oro Valley Police
Department is absolutely impossible due to space and personnel. In the final Report,he sees the
same thing, so obviously whatever he said was ignored. 1VIr. Koslowski denied believing that to
be true. Mr. Koslowski said they are just recomn�endations; it is what the Consultants would
like to see. It would be foolish for them to recomrnend it to stay the way it is because it does not
work that way. Their recommendation is to get rnore room or to do whatever is necessary.
Chief Wolff hoped they take it in that vein. Another concern he mentioned was the combined
Dispatch facilities. To the best of Chief Wolff s knowledge the city has been talking about it for
the last five years and will for the next five years.
Mr. Pedersen stated the Report xecommendations based on the information in it is misleading to
the public. Ms. Kvancz stated it was not misleading in the fact that they qualify it as "down the
road". Mr. Pedersen stated if it was qualified that is fair,�but without qualification, it is
misleading.
Chief Wolff stated the apartment complex is another item that was addressed in his letter. The
apartment complex mentioned in the Report as not having fire hydrants was built before Oro
Valley was incorporated. This apartment complex, Sunnyslope, was acquired through
annexation.
1VIr. Pedersen stated, in reference to the apa.rtrnents, I�ural Metro does revievcr plans in

� conju.nction with the Planning Departmex�t. The irnplication in the Report was that Rural Metro
�-�-, f was not doing their jobs Mr. Koslowski su�gested the IVIr. �'edersen give all those concerns to
the Fire Boaxd and to Chief Wolff. The Board will call the Consultant and get it rectified.� If the

Chief Wolff stated that the Board received his concerns, Ms. Kvancz and Mre Koslovvski stated
they did not. Chief Wolff presented a copy of his le�ter dated June 16, 1998 that was addressed
to Chuck Sweet in reference to the draft Report and stated that he knew he had sent a copy of it
to Ms. Kvancz. 1VIs. I�vancz did not remember receivin� one and did not have it in her fileo
Chief Wolff stated that he had hoped the Consultants�rould receive it. �
1VIr. McCulloch stated he found xnany items in the Report that do not shovv preference for one
particular Fire Department only advice to the City fo�vvhat is needed for our�rowing
comnlunity. As an example,the Town�s o�eratin�under two (2) different Fire Codes. It is up
to the Council to make the final decisiono
1VIrv I�riegh stated that the Town of Oro Valley has a Fire Code and has always had one.
� Regardless what Rural Metro or Golder IZancl�has,th�°Towri of Oro Valley's Fire Code
prevails. Ms. I�vancz stated they are behind the tirnes9 vvhich Mr. Kriegh denied that as they
don't always adopt the new Codes that corne out;they are revievved and studied before the
Codes are amended and adopted. The Buildin�Departrnent is the one that enforces it and that
Code the one that prevails within the Town.
Rural Metro receives notifications through the Oro Valley Building Department about a
construction. They request Rural Metro's comments based on their expertise in the industry.
; An example given was the Alzheimer's facility. Rural Metro gives their assistance to support

�---�� the Town's Fire Code.
Chief Fink corrected one aspect on what vvas stated by 1VIr. Kriegh,the Town is not the ultimate
authority with regards to�a Fire Code. Golder�Zanch Fire District has adopted the�`1994 Uniform �
Fire Code - state law says whichever Code is rnore restrictive. Although the Town has adopted �
the 1991 Code for the entire Tov�m,the part of the Town that lies in the Fire District conforms to
the most restrictive code, which is the newest code from 1994. Mr. Kriegh stated that he"stands
corrected". Chief Fink said the Town sends the plans to Rura1 Metro when it falls within their
area. Rural Metro rriakes their recommendation according to the 1991 Code, which Town has
adopted. �Nhen the plans go to the Fire,I�istrict,the plans are made according to the 1994 Code,
so there could be contradiction. T'herefore9 there is a difference within the Town on Fire Codes.
It does need to be corrected. The Fire District is in the process of adopting the 1997 Uniform
Fire Code. About every three (3)years the Fire Code is automatically updated. Chief Wolff
stated it would not be up to Rural Metro adopt the Code for the Tov�m; it is up to the Town to
adopt the Code. Mr. Kriegh stated he believed t�ie�'own should be up to date on all the Codes
. 1VIr. Koslowski requested that all concerns be brought to the Fire Advisory Board as soon as
possible. He pxomised that if Jan gets them that she would make sure the Board received them -
and that Chief Wolff's letter fell through the cracks. �
Mr. Pedersen requested that before the Report is put out to the public that the addendum be
, � �made a part of it. Ms. Kvancz stated she did not believe we would see it happen because it was
���--�' done on the Consultant's dollar. Mre I�oslowski stated that corrections would be made available
, prior to providing the information to the pubic.

With the exce tion of the Diamond Key fire I have not seen GRFPI� work any fire of any �

; consequences. I have however watched a.t work a,t several large fires, one being the Roc� � �
� Rid e A astment com lex fire when that particulal-unit was under construction. The � had �

ade uate ersonnel and equipment on scene resultulg in the rnajority of the complex being saved.

Two other occasions in which the'ir response was timely and the work was above reproach were . .
two se arate fires at the La Reserve Apartments, in either case was able to contain the

- Iri conclusion accordin to Town Code 6-8-2, the �hief of Police or his designe� is authorized to

desi ated. A legal interpretation will have to be obtained. �
