Mr. Koslovvski stated there was false information about the Tucson Fire Department in
Mr. Roof s letter. He re uested either the secretary or Ms. Kvancz send a copy of this to

respond. He stated that most of what had been said in the letter about Tucsan Fire
Department Was false. Mr. Koslo�ski Wanted it on record to applaud Chief Fink for his
r�sponse to the letter. Mr. I�osloWski requested the letter be submitted after a response
has been received from Chief Shipman.

A. Discussion:

Station, 76 Was believed to be from Magee. Ms. Kvancz was concerned with the
d�fference in times from the clocks at the Oro Valley Police Department(�6:59:39) and
the clocks at Rural Metro Fire Department (06:5 8) since they were not synchronized.
Also concern was mentioned about the raunding of the numbers by Rural Metro Fire

Mr. Koslowski mentianed that the fire under control time was listed as a715. When
vvatchin a fire it is black smoke until water touches�he fire and it turns white. On hi�

watch it�was 0722 and about to turn�723 when they got water on the fire. According to
Mr. Koslo�vski, four neighbors in the area agreed that-being generous - it was 0720.
The fire under control can mean to some that it can burn like crazy, but not spread
an here else. It is burning,but it is under control, it is not going to spread. Mr.

---� minutes after that time according to his watch.

�� The tapes were revieWed to be made part of the record because it was $80,000. Also,

_ _ r�sponse times and performance for the past year were being reviewed;therefore it was
important to put in the records.
A motion Was �nade to put the reports on record. The motion was seconded by Mr.
Koslowski With a qu�stion as to the comments being included about the times included
for the record. As they were included,Mr. Koslowski continued with his second. Ms.
Kvancz requested to include current rates with the submission for record a r�view of data
and dispatch tapes which she had listed as#3 and again as#5 on the Agenda. �

Mr. Schrader was reported to have questioned Mr. Koslowski as to Whether it was normal
for there to be only one person on the fire truck. Mr. Koslovvvski stated it was not normal
Rural states a minimum of 2, Golder goes with 4 and the City goes with 4. According to
Mr. Kos�owski,Mr. Schrader had a lot of questions concerning it and even passed out
flyers to his neighbors to see if something could be done. Three other calls were received
by Mr. Koslowski. They expressed the sam�dissatisfac�ion. Mr. Koslowski requested a
note from each- in writing - about their concerns. Mr. Koslowski reported�hat one of
___ � the respondents said Writing the note was fine. Mr. KosloWski stated that about three
days later the lady contacted him. The lady told him that the day after she had told him
she would write the note,Rural Metro had invited her down to view their Station,
� Communications and equipment �after having received a complaint call from her). �Vhen
Mr. KosloWski told her that he had not received her letter, she told him that she vc�as
scared to death. �Vhen questioned as to why, she stated that she had been down to Rura1
Metro that day and they had so much informatian on her- she had no idea where they got
the information--and she was frankly scared to death to do anything. She was going to
send them her money and she was not going to bring this out. She requested her name
not be used and she refused to write a letter. Mr. Koslowski reported that he told her that
he would try not to use her name,but he needed to bring it up. Mr. Kaslowski said that
� v�hatever vc�as said, whatever Was done,this family is very, very upset. Mr. Koslowski
requested this to be included for the record.
Mr. Robert Schrader's letter to Ron KosloWski, regarding the May 26, 1998 fire, was
submitted for the record. A motion was made to accept the letter and seconded.
Motion carried unanimously.
RURAL METRU'S 1995-99 RATES FQR FIRE AND A�MBULANC�
SUBSCRIBERS
� Normally Rural Metro's rates are in the neWspapers,but this year their legal notice was
� N� ut in Without their rates and said "call us for rates". Ms. Kvancz contacted Mr. Houston

to request a copy of t�ieir current rates. Ms. Kvancz received a copy of the oId rates from

__� but d�d not include ambulance. She received an ALS base rate�or $3 3 0.40,the basic l�fe
support$234.68 and milea,ge $5.57 per mi1e. They have submitted to the Department of
Health Service a request for rate increase of 2.4%to be approved shortly. The contract
rate,PIO Off'icer stated it as $47.57 and the rate. T�e question remains as to whether the
2.4% increases for ambulance rates and whether it will that also affect the subscription
rates. The May�or and Cauncil should be aware of this as one of their determining factors
when they make the decision what the cost is for Rural Metro versus �older Ranch.
x�vr�w oF coNSULTANTS REPORT
The Final Report should be in by overnight delivery, at the latest June 15, 1998. The
Fina�Report was created through a side by side survey (23 pages�provided to both Fire
Departments and including any omissions. The Baard Members�vill review the Final
Report before the next meeting.
