Past chair In the interest of full disclosure,the applicant and its representatives are Sarah Ritchie Pitcher of Nectar members of our Chamber. Distributing Our board voted to endorse these amendments for a number of reasons. Principal among them is this: * The character of the community around La Cholla is going to change, because RTA plans to build La Cholla into a 4-lane, divided desert parkway with more traffic and higher speeds. From the broader community perspective, it makes sense to concentrate impact along La Cholla, with at least some higher-density development clustered at major intersections and near the roadway, consistent with the general plan. • The La Cholla GPA process began more than 1 year ago, and has gone through many neighborhood meetings and hearings, with significant town staff and private sector time spent. Neighbors have voiced their concerns, and the applicant has made concessions, to now include no senior care facilities, no apartments, a deeper buffer zone, further building height restrictions, lot size requirements, a significant reduction in the number of single-family residences to 500, and other accommodations. It's a negotiation, and as such neither side gets everything it wants. Staff writes that the functional purpose of a Major General Plan Amendment"has been exceeded" in this case. Staff writes that many of these policies "are more appropriately addressed at the rezoning and design phase ..." But here we are. It's time to proceed. We urge a favorable vote on the 2 resolutions before you Wednesday evening. Mr.Oland has studiously ignored our point of view,failing at every turn to engage with us to discuss our concerns.We agree with Mr. Hines, no effort whatsoever has been made to contact us. Despite our clear interest in this issue Mr. Oland has never once been willing to engage with us in an effort to understand or consider our perspective. No principled review of the legal requirements for the proposed General Plan Major Amendment could possibly conclude that those requirements are met under the present proposal. As you may recall in a prior council meeting, Paul Oland was to sit-down with the residents of this area and discuss ways to mitigate their differences and create a development plan that would enhance this area and OV overall. At that time, we mentioned that we were not anti-development,but wanted the right development. P= Oland told the council he would notify me personally when this meeting would take place. He never contacted me or any of the people in my specific area. We have relied on Diane Peters to negotiate with Oland and we were confident Diane would look out for our best interests. It is disturbing to receive an email from Diane like the one attached. To hear no one but Mike Zinkin has responded to her emails is disturbing indeed. Diane has put in a lot of effort and represented many homeowners to be treated like that. As I understand the current WLB plan and what will be presented tomorrow night by Paul Oland and James Kai, is simply unacceptable. The plan is to put more big homes on postage size lots (6600 Sq FT) and dump the internal residents on to La Cholla and, specifically, on to Lambert Lane (yes Lambert Lane). Potentially, all this prior to any road improvements. Moreover, the WLB plan is not consistent with the surrounding developments. Maybe Canada Hills which was built 25 years ago,but not anything on the other three sides of this development. The General Plan is clear. The development must be consistent with the surrounding area. This isn't From a Oro Valley perspective, to build more "track" looking homes on the last large piece of quality real estate in town, and close to some of the best schools in the state is just wrong. Does anybody believe that's in the best interest of Oro Valley? Our Infrastructure? Do we want Oro Valley to become an upscale place to live or, as the Mayor says, the "Scottsdale of Tucson".... or Marana like? Know that if I wanted to live in Marana, I would have bought a house there and paid substantially less! This is precisely why the Tortilita area voted not to join Oro Valley several years ago. They didn't want this kind of development. Addressing Lambert Lane, this could be the worst main thoroughfare in Oro Valley. Just terrible. If your town staff has paid attention at all, they would know that Lambert has become substantially busier as people take it over to Shannon and Thornydale toward the 10 Freeway. Why? To avoid the traffic on La Cholla and congestion down by the Foothills Mall. Much faster. When this area is developed as planned and when the internal residents are dumped on to Lambert, look out. To my knowledge, no one has even discussed Lambert and the impact this will have. Diane has made these and other issues clear to WLB. Nothing. I request that this council approves a continuance until these issues are studied further. The developer can come back at a later time and request changes to the agreements we've made and he'll need only 4 votes to get it. Funny, how they never told us that! And so far, neither Oland nor anyone on the Town Staff has responded to my e-mail. They're all going to dummy up now. Oland has his 7 votes. The town has the development and associated revenue that comes with it. And we're invisible once again. We bought here because of the small town atmosphere. We think the expansion of the existing plan for the subject land will significantly detract from the that atmosphere which attracted us and many others to Oro Valley. Aside from our general concern, we are greatly concerned about the potential impact that the plan change will have on traffic on Canada Hills Drive. Since we have been here we have already seen a substantial increase in traffic on the street and many speeding, careless drivers. This is a privately maintained street and we participate in paying for that maintenance. It seems grossly unfair to burden the street with additional cars from an expanded development. The agenda for the May 6 meeting contains the following statement: "The applicant has proposed an additional Special Area Policy prohibiting traffic from crossing La Cholla Boulevard directly from the development to Canada Hills Drive. The Town Engineer does not support this policy as it usurps his authority to ensure public • safety, as outlined by Town Code. For this reason, the attached Resolutions do not include the policy proposed by the applicant." We respect the Town Engineer's wisdom and authority, but we believe the Council and residents should know what his plans are to control traffic on Canada Hills Drive before the Master Plan changes are approved.
