LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 6:00 PM   CALL TO ORDER Chair Herrington called the meeting to order at 6:00 p.m.   ROLL CALL Present: Anna Clark, Commissioner Joe Nichols, Commissioner Kimberly Outlaw Ryan, Commissioner Skeet Posey, Commissioner Phil Zieliniski, Commissioner Daniel Sturmon, Vice Chair Jacob Herrington, Chair Staff Present:Bayer Vella, Planning Manager Joe Andrews, Chief Civil Deputy Attorney PLEDGE OF ALLEGIANCE Chair Herrington led the Commission and audience in the Pledge of Allegiance.   CALL TO AUDIENCE There were no speaker requests.   COUNCIL LIAISON COMMENTS The Town Council Liaison was not present.   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE OCTOBER 3, 2023 REGULAR SESSION MEETING MINUTES AND OCTOBER 23, 2023 SPECIAL SESSION MEETING MINUTES       Motion by Commissioner Anna Clark, seconded by Commissioner Phil Zieliniski to approve the October 3, 2023 and October 23, 2023 meeting minutes.  Vote: 7 - 0 Carried   November 7, 2023 Minutes, Planning and Zoning Commission 1 2.PRESENTATION ABOUT THE COMMUNITY'S NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH FORWARD       Principal Planner Millini Simms, introduced and played a video regarding the next General Plan. She then provided a presentation that included the following: - Launching OV's Path Forward - Phases and process - Activities and goals for 2023-2026 - Routine updates about the community's work - Everyone's voice is needed Ms. Simms invited the Commission and members of the public to participate in an exercise to provide responses to three questions. The responses will be added to what has already been received from the website and ongoing participation. Ms. Simms continued with the presentation: - www.OVPathforward.com - Ongoing participation Discussion ensued among the Commission and staff.   3.DISCUSSION ONLY REGARDING THE TOWN OF ORO VALLEY HOUSING STUDY, INCLUDING A DATA ASSESSMENT AND SURVEY ANALYSIS       Danny Court, with Elliott D. Pollack & Company provided a presentation that included the following: - Purpose - Our Team Kathy DeBoer, with WestGroup Research continued the presentation: - Telephone survey overview - Supplemental surveys - Majority of Oro Valley residents feel housing cost is a concern - Barriers to homeownership - Business owners' and employees' viewpoints on housing costs and rent - Levels of agreement on housing challenges in Oro Valley, including housing needs and rental options Mr. Court further continued with the presentation: - Sources consulted for housing analysis - Snapshot of housing stock - Occupancy rates comparison - Homeownership rates have declined - Median household incomes have increased - Homes, condo/townhomes and mobile home prices have increased substantially - New home prices start at $450,000 - Affordability has declined - Rents have significantly increased - Affordability by occupation - Current housing gap by income level - Housing density supports businesses and Town revenue - Recommendations Chair Herrington opened the floor for public comment. November 7, 2023 Minutes, Planning and Zoning Commission 2 Oro Valley resident Hal Bergsma spoke regarding Agenda Item 3. Chair Herrington closed the public comment period. Discussion ensued among the Commission, consultants and staff.   PLANNING UPDATE (INFORMATIONAL ONLY) Planning Manager Bayer Vella provided updates on upcoming neighborhood meetings and the next Commission meeting in December.   ADJOURNMENT    Motion by Commissioner Anna Clark, seconded by Vice Chair Daniel Sturmon to adjourn the meeting.    Chair Herrington adjourned the meeting at 7:47 p.m.     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Planning and Zoning Commission of Oro Valley, Arizona held on the 7th day of November 2023.
