LA CAÑADA DRIVE REGULAR SESSION AT OR AFTER 11:00 AM CALL TO ORDER - Chair Marek called the meeting to order at 11:05 a.m. ROLL CALL Present: Robert Milkey, Member Chuck Holligsworth, Member Tom Marek, Chair Staff Present:Peter A. Abraham, P.E., Water Utility Director Mary Rallis, CPA, Water Utility Administrator CALL TO AUDIENCE - no speakers. REGULAR SESSION AGENDA 1.REVIEW AND APPROVAL OF THE DECEMBER 6, 2022 REGULAR SESSION MEETING MINUTES Motion by Member Robert Milkey, seconded by Chair Tom Marek Vote: 3 - 0 Carried 2.REVIEW AND DISCUSSION REGARDING THE UTILITY'S 2023 WATER RATE ANALYSIS Water Utility Director Peter Abraham reviewed the 5 water rate scenarios per the recommendations made by the Finance Subcommittee at the December 6, 2022 Finance Subcommittee meeting. Water Utility Director Peter Abraham stated that Council would revisit how the $5.4 M in ARPA funds would be utilized at the January 18, 2022 Council meeting. Water Utility Administrator Mary Rallis discussed what the annual debt service payments would be if the Utility received the $5.4 M ARPA funds over a 15 year term at 1.5% interest. The Finance Subcommittee recommended that Scenario A (rate increases with no ARPA funds) be presented to the Water Utility Commission meeting for consideration of recommendation to Council. Motion by Commissioner Robert Milkey, seconded by Chair Tom Marek for the Committee to recommend Scenario A to the Commission, including Reclaimed Scenario A.
