Hiremath Mayor of The Town of Oro Valley CC: Greg Caton Town Manager, Town of Oro Valley Kristy Diaz-Trahan Parks and Recreation Department Director, Town of Oro Valley May 21, 2014 Dear Mayor Hiremath, and Town Council, My concern about shifting of Town budgeted funds for a protective cover over the Steam Pump Ranch pump house remaining structure is that the Oro Valley Historical Society was circumvented regarding such an important piece of Oro Valley area history. As the President of the Oro Valley Historical Society, I have numerous responsibilities. Foremost is to make sure the historical society is conversant, and updated regularly to activities that might propose a concern to the Society's commitment to protecting the history at Steam Pump Ranch, and herein Oro Valley area. The synergy between the Town and the Historical Society has been growing largely because of direct communications. This communication has allowed the Society to work as partners with the Town in a meaningful direction towards the needs to preserve Steam Pump Ranch unique history and heritage. "Steam Pump Ranch is unique because it utilized a steam pump to provide water, and the steam pump was one of only two in the Arizona Territory." The last remaining evidence of the pump house is still visible as a reminder of the ranch rich history and heritage. I've been at the Oro Valley Historical Society booth at the Steam Pump Ranch second Saturdays and for other events now for over a year. The majority of the visitors inquire about the steam pump and the pump house. Last weekend attending the Girl Scout event at the ranch, Girl Scouts wanted to see the pump house and the steam pump. The excuses I give for using blue tarps over the pump house are wearing thin. These tarps are an eyesore for ranch visitors, whereas having an attractive protective cover over remaining structure makes perfect sense. In addition, there is a sign on the property that says Steam Pump Ranch Museum and there is no pump museum or exhibited steam pump. As President of the Oro Valley Historical Society, I can only speak for myself, and not the entire board. While I support the restoration of the Proctor/Leiber house,the remaining structure of the pump house emerges as a larger public attraction. In conclusion, the property is renowned for being named Steam Pump Ranch not the Procter/Leiber Ranch. La Canada Oro Valley, AZ 85737 RE: Objection to re-designation of a portion of land on lots 20-32 from "Private Natural Area"to "Buildable Area" in the La Reserve Planned Area Development for the Pusch Ridge subdivision (Ponticello) located on Della Roccia Court in La Reserve. (OV1214-12) To the members of the Oro Valley Town Council: I have lived in the Tucson area for 39 years. In 1999 my husband and I designed and built our home located in Wilderness Ill Canyon of La Reserve. We took special care to minimize our impact both physically and visually on one of Oro Valley's most spectacular landscapes. Our property is the last lot on the north side of E. Buck Ridge Place. Our house is situated on a natural hill 40' above a natural desert wash that affords us a totally unobstructed and glorious view of Pusch Ridge. The natural hill on the west end of the subject property is located in middle of that view. We have been resigned that eventually there would be development of that property and though not our ideal, we could live with the plans already on record. My husband passed in 2008, but I still live here. Be advised that even though I did not receive an official Notice of Meeting regarding the re-designation; my home and family trust will be adversely impacted if this re-designation of"Private Natural Area" is approved making possible the planned objectionable development a "Buildable Area" designation would allow. The developer has submitted a Plat Plan of Lots #20-32 for your reference and consideration. This Plat Plan is just lines on a blueprint that give no indication to the fact that the shaded area of the proposed re-designation "Private Natural Area" is actually a natural steep hillside full of vibrant desert vegetation. This vegetation includes a variety of mature desert trees, ocotillos, numerous hundred year-old protected saguaros and an abundance of thriving new growth protected saguaros. This is also vegetation that provides habitat for desert birds and critters, including the protected Desert Tortoise. It must be noted that there are game trails all along the subject and adjacent hillsides. We have included photos to describe visually why this land was originally and appropriately designated as a "Private Natural Area". The photos will also depict that which would be unnecessarily destroyed solely for the purpose of providing additional "Buildable Area" acreage to Ponticello's lots #20-32. (Please note that these lots already have an established acreage that generally determines the size of homes that can be built on them.) What we can't show is the huge wall that is planned to be built tall enough to accommodate the tons of fill dirt that will be required to further extend these lots. All this will create a bigger squared-off UNNATURAL ridgeline and a base for even larger houses. It will be an eyesore that not only will have to be endured by the homeowners of East Buck Ridge Place, but considering the high profile nature of this property, it also will be visible to everyone else in Oro Valley. La Canada,Oro Valley, AZ 85737 To the Members of the Oro Valley Town Council: We are owners of property located in the Wilderness III Canyon section of the La Reserve Planned Area Development District. We would like to go on record that we are against the re-designation of a portion of land on lots 20 through 32 from "Private Natural Area"to "Buildable Area"as recorded in the La Reserve Planned Area Development District, adopted by Ordinance (0)97-24 September 3, 1997 as amended, for the now named "Ponticello" subdivision located on Della Roccia Court in La Reserve. (0V1214-12) We ask the Members of the Oro Valley Town Council not to allow re-designation of the above mentioned lots for the following reasons: 1. The current designation "Private Natural Area", is by definition a Protected Area Essential for Biodiversity Conservation. This area was set aside to maintain a functioning natural ecosystem to act as a refuge for species and to maintain ecological process that are threatened by destruction of habitat. 2. The "Private Natural Area" in question is home to an wide variety of birds, deer, coyotes, javelinas, bobcats, snakes, g i la monsters, and many other species of wildlife. The abundance of healthy saguaro cactus, specifically on the hillside directly below the Ponticello lots currently under consideration, is one of the most populous in the Oro Valley area. That is the only side of the canyon where the saguaros flourish. The attached photos show the unique properties and steepness of the hillside crowned by Ponticello, and the reason it was, and should continue to be designated as a "Private Natural Area" nota "Buildable Area". 3. Trade Offs. This canyon is spectacular not only for its views, but the vegetation and thriving saguaro population. A trade-off of other areas on the Ponticello property would in no way compensate for the loss of this unique natural habitat. A flat plot map cannot convey the destruction and impact of extending the lots over the canyon's steep sides. 4. Property Values. A large part of any real estate value is the old motto of "location, location, location". That is especially true here in Wilderness III. The natural views and landscape here is stunning. Whatever is done to the narrow strip of land atop one side of this canyon area is going to visually impact the landscape. The smaller homes currenty constructed on that point of land and the attractive stone walls delineating the lots are not particularly intrusive when viewed from below. Maintaining our current property values is dependent in part on that esthetic.
