APPR4VAL �F APRIL '11, 2016 MINUTES (Materials attached in Granicus) IUIOTtON: A motion was made by Commissioner Milkey and seconded by Vice Chair Campbell to approve the April 11, 2016 minutes as written. MOTION carried, 3-1 with Commissioner Weagle opposed. 2. DISCUSSION AND UPDATE OIV POSSIBLE WATER CODE CHAN�ES PERTAINING TO W�►TER CONSERVATION, WATER INi4STING AND PENALTIES (Commissioner Campbell, P. Saletta and K. Boyce) Vice Chair Campbell reported the subcommittee is defiining and researching water wasting and aims to add specifiicity to the code and revisit the penalties. Ms: Boyce reviewed the definitions ofi water waste, code revisions, reporting strategy and benefits, and the tentative schedule. Vice Chair Campbell added the subcommittee vvill build 05-09-16 Water Utilifiy Commission 1 an educational component in the next two months, followed by determining possible penalties and/or incentives. (Materials attached in Granicus) �110°T10tV: A motion was made by Commissioner Milkey and seconded by Commissioner Weagle to encourage the Conservation Subcommittee to move forward with work on possible water��code changes pertaining to water conservation, waterwasting and penalties. Saletta and P, Abraham� Mr. Abraham reviewed and provided an update on the Oro�/alley VVater Utility's long-term . storage credit balance and Groundwater Allowance Account balance. A current water storage summary table and projected long-term storage credits graph were presented. Mr. Abraham explained the benefits of long-term storage credits and the Groundwater Allowance Account as uvater resources, how they can be used, and how the VVater Utility could increase both types of balances. Mr. Abraham announced the Water Utility is currently in the process of contracting to purchase an additional 756 acre feet of groundwater extinguishment credits. (Materials attached in Granicus) 4. TOWN C�UNCIL MEETINGS/COMMUNICATIONS �Councilmember Hornat) Councilmember Hornat reported on the following: -April 20 Town Council meeting —Water Utility Commission's 2015 Annual Report approved. - May 4 Town Council meeting --Veteran's memorial at Naranja Park; Rezoning of 140 acres at Lambert and La Cholla; plat amendments; Stormwater Utility rate and staff increase; energy efficiency at Community & Recreation Center; town manager recruitment. - May 19 Town Council meeting will include discussion on bonding for improvements to the golf facilities at the Community & Recreation Center. 5. SIJBCOMMITTEE/COMMISSI4NER REP4RTS � a. Finance Subcommittee �Commissioner Tustison) — No report. ` b. Conservation Subcommittee (Commissioner Campbell) -- No report. c. Water Resources Subcommittee (�ommissioner Milkey) — Commissioner � Milkey reported the Water Resources Subcommittee is working on groundwater pumping and stability. They will provide an update fio the Commission in the fiall. � � 6. STAFF REP�RTS a. Capital Projects (B. Jacklitch) . 45-09-16 Water Utility Commission 2 � Mr. Jacklitch revievved the following projects: Tangerine Road reclaim vvater line � relocation; Lambert Lane — potable main relocation; La Cholla -- design potable main relocation; Hydropneumatic tank replacement fior 1Nell D7; water quality control mixers program; value replacement program and steel tank railing project. , 7. DIREC`T�R'S REP4R`T (P. Saletta) � a. �olorado River �treamflov�r and Snovir Reports Mr. Saletta presented the snowpack and streamflow reports for the Colorado River basin. He reviewed water storage levels in Lake Powell and�Lake Niead. (Materials attached in Granicus) bv lJpcoming Meetings � . Mr. Saletta announced the following: - May 19, 2016 Town Council Meeting; June 1, 2016 Town Council Meeting; June 13, � 2016 Water Utility Commission meeting.
