By providing convenient onsite pedestrian connections to nearby trails and multi-use paths, this neighborhood will make getting outside exercise convenient for future residents. Yes CC.2 Provide appropriate park facilities and services for residents of all ages in the community. This neighborhood will provide an onsite recreational area per Town Code, including amenities geared toward the expected demographic of the neighborhood (families). In addition, the property is located within a short distance of several other recreational opportunities including Honey Bee Park, Woodshade Park, Wildlife Ridge Park, and the Big Wash Trail System. Yes CC.3 Link existing and planned neighborhoods with parks and open spaces by incorporating path and trail facilities. Pedestrian connections will be provided to that path as well as to the multi-use path running along Moore Loop to the west. Yes CC.4 Provide public open space and park space where there is an existing park shortage or a need to preserve open space, natural areas or scenic views. The Big Wash multi-use path that this project will construct will be public, and will provide more public access to the expansive Big Wash natural area and scenic views. Yes CC.5 Cooperate with other jurisdictions, agencies and organizations to develop joint use and multiuse facilities that benefit and address the recreational and social needs of a multigenerational community. The Big Wash multi-use path will be located atop the bank protection to be constructed, and will serve Pima County's floodplain maintenance access needs. This arrangement represents interjurisdictional cooperation, and benefits all generations as demonstrated by the wide age range of current trail users on the existing Big Wash multi-use trail. Yes CC.6 Promote the creation of unique community gathering places that are inviting, walkable, attractive and vibrant and offer commercial, entertainment or cultural activity Not applicable, as this is not a commercial, entertainment, or cultural development.n/a CC.7 Support the development of diverse housing types within the community. The proposed single-family neighborhood will be similar to others throughout Rancho Vistoso. However, it has historically been nearly impossible to get diverse housing types approved in Oro Valley, so this policy may not be attainable anyway. No CC.8 Foster development of complete neighborhoods with easy access to transportation and employment options, and commercial areas that offer amenities and services for residents’ daily needs. This property is less than a 10-minute drive to a significant number of retail, service, and dining options, including: Safeway Shopping Center = 4 minutes Oro Valley Marketplace = 7 minutes Oro Valley Hospital = 7 minutes Rooney Ranch Regional Shopping Center = 8 minutes Yes CC.9 Promote community interaction by planning for public land uses, such as parks, schools and other civic uses to act as the focus of neighborhoods. Not applicable.n/a TS.4 Continue emergency preparedness planning to address utility shortages, outages or disruptions. Not applicable.n/a TS.5 Coordinate community safety and land use planning in order to reduce sources of conflict and nuisance crime through design, regulation and management. OVPD has reviewed this application and hasn't noted any concerns. They'll review the more detailed designs, especially of the rec area, during the engineering phase, to check for conformance with CPTED (Crime Prevention Through Environmental Design) guidelines. Yes TS.6 Coordinate land use and public facility planning to appropriately locate public facilities in safe locations that can effectively facilitate emergency response. Not applicable.n/a TS.7 Plan for, manage and maintain Oro Valley’s assets, including streets, infrastructure and facilities to ensure long-term value to the community. This neighborhood will feature public streets and sidewalks, designed to meet the Town's construction guidelines for public infrastructure. In addition, new easements and access drives will be established to strengthen OV Water Utility's access to their facilities near the site. Yes 4.5 SONORAN DESERT RESOURCES FOCUS SD.1 Identify, preserve and manage an integrated and connected open space system that protects Oro Valley’s natural resources and provides enjoyment for residents and visitors while recognizing our place in the larger ecosystem. Well over half of the property will be open space, either preserved as natural open space or revegetated as common area open space. Approximately 8.28 acres of the property is mapped as an Environmentally Sensitive Lands Ordinance Major Wildlife Linkage, and that area will be rezoned from 'School' to 'Open Space'. For the enjoyment of residents, the existing public multi-use path running along the west bank of Big Wash will be extended through this property. Yes SD.2 Protect and provide connections between contiguous, environmentally sensitive lands within the Town, including key habitat areas and significant natural resource areas. Not applicable.n/a SD.3 Conserve Oro Valley’s natural resources in a comprehensive manner. This project will protect the onsite area defined as Environmentally Sensitive Lands Ordinance Major Wildlife Linkage by rezoning that area to 'Open Space'. Yes SD.4 Protect and conserve healthy native vegetation during the development process. This project will comply with the Town's Native Plant Preservation Ordinance.Yes SD.5 Provide information to the public, including businesses and developers, on means to protect and conserve resources. Not applicable.n/a SD.6 Protect scenic corridors, public park and trail view sheds, and the distinctive visual character and visual appeal of Oro Valley. By extending the existing public multi-use path bordering Big Wash and preserving a significant amount of acreage as open space, this development will expand the scenic viewshed available from the public trail system. Yes Page 2 of 5 Rancho Vistoso Parcel 5-R Single-Family Neighborhood 6/1/2023 Policy Comment Met? Oro Valley General Plan Policy Conformance Analysis SD.7 Enhance, protect, create and restore native biological habitats, especially along washes, groundwater basins, recharge areas and wildlife corridors, in order to benefit native plant and wildlife habitats and species movement, minimize the negative impacts of invasive species and provide protection from flood risk. This development protects the native biological habitat that exists onsite as mapped by the Town's ESLO Major Wildlife Linkage category. Flood risk is mitigated by the installation of bank protection that'll be maintained by the Pima County Regional Flood Control District. Yes SD.8 Encourage development project designs that connect wildlife habitat areas, avoid disturbing significant wildlife habitats and minimize the overall impacts on wildlife habitat areas. This development avoids disturbing the ESLO Major Wildlife Linkage area onsite.Yes SD.9 Provide for the safe movement of wildlife near man-made features which may potentially disconnect wildlife corridors. The bank protection that'll be constructed with this development will follow the same design as the existing bank protection along both banks of Big Wash, which has been shown to be wildlife friendly and won't disconnect any wildlife corridors. Yes SD.10 Strive to protect the public and environment from the threats and risks of stormwater surges and potential negative impacts of contaminants from runoff. The bank protection that'll be constructed with this development will meet the local and regional flood control requirements of the Town and County. Yes 4.6 WATER RESOURCES FOCUS WR.1 Ensure the long-term water resource supply and groundwater conservation for present and future Water Utility customers. According to data from the Amphi School District, the proposed single- family neighborhood is projected to use approximately one-tenth of the amount of water that the previously proposed middle school likely would've used. Yes WR.2 Ensure water quality for Water Utility customers that meets or exceeds federal and state regulatory requirements. Not applicable.n/a WR.3 Utilize alternative water sources, such as Central Arizona Project water and treated effluent, and conservation techniques to attain sustainable groundwater production rates and reduce groundwater level declines. Not applicable.n/a WR.4 Protect aquifer recharge areas and wellheads, especially those used to provide public water supplies. Not applicable.n/a 4.7 CULTURAL RESOURCES FOCUS CR.1 Identify, preserve and interpret significant cultural resources within Oro Valley and the larger planning area. The Rancho Vistoso PAD was surveyed for cultural resources in the 1980s, and archaeological sites were either preserved or studied, recorded, and mitigated. This property was recently re-surveyed, and no additional cultural resources were identified. Yes CR.2 Provide appropriate public access to and education about Oro Valley’s cultural resources in order to enrich the sense of community. Not applicable.n/a CR.3 Build and maintain partnerships with federal, tribal, state and local agencies and community organizations to preserve or rehabilitate and to celebrate culturally significant Town structures, records and places. Not applicable.n/a 4.8 CLEAN ENVIRONMENT FOCUS CE.1 Lead by example in energy efficiency, water conservation, recycling, alternative fuel and solar projects in municipal facilities and operations. Not applicable.n/a CE.2 Encourage pollution prevention, waste minimization and recycling in all sectors of municipal, business, institutional and residential operations throughout the Town. Not applicable.n/a CE.3 Lead efforts which contribute to regional reduction in air pollution and greenhouse gas emissions. Not applicable, although developing this infill property will provide high- quality housing in close proximity to many retailers and employers, thus minimizing the vehicle emissions associated with new development. n/a CE.4 Increase energy savings through increased education and gains in efficiency, conservation and use of renewable resources throughout the community. Not applicable.n/a 5.5 LAND USE & DESIGN FOCUS LU.1 Promote land use development practices and programs that conserve and minimize impacts to natural and cultural resources. The Rancho Vistoso PAD is essentially a giant clustered Master Plan, having preserved roughly half of its several thousand acres as open space in perpetuity. Within this particular property, the preservation of natural resources is furthered by rezoning a portion of the property previously designated for development from 'School' to 'Open Space'. Yes LU.2 Promote and encourage water conservation and retrofitting programs, and innovative stormwater management techniques in development, redevelopment or infrastructure projects and in landscaped areas. Not applicable.n/a Page 3 of 5 Rancho Vistoso Parcel 5-R Single-Family Neighborhood 6/1/2023 Policy Comment Met? Oro Valley General Plan Policy Conformance Analysis LU.3 Reduce heat absorption by buildings, parking surfaces and in outdoor public areas. Not applicable.n/a LU.4 Promote outdoor lighting that enhances safety and circulation, beautifies landscapes, minimizes impacts to adjacent properties and does not reduce public enjoyment of the night sky. This neighborhood will comply with all applicable lighting and night sky preservation ordinances.Yes LU.5 Provide diverse land uses that meet the Town’s overall needs and effectively transition in scale and density adjacent to neighborhoods. This neighborhood will feature similar home and lot sizes as nearby neighborhoods, thus the need for transitional design is minimized. Even so, this development will not add to the diversity of land uses that would meet the Town's overall needs (such as high-density residential). No LU.6 Maintain the small-town, neighborly character and improve the design and safety of the built environment. Many of the nearby neighborhoods were in existence when this General Plan policy was crafted, suggesting that development of similar neighborhoods such as this one would maintain the small-town, neighborly character. In addition, the extension of the Big Wash bank protection improves the safety of the built environment. Yes LU.7 Coordinate planning for land use and transportation in order to promote growth areas and transit and commercial corridors. Not applicable, as this property is not within a designated Growth Area.n/a LU.8 Encourage the development of master planned communities which include suitable residential and commercial uses. The Rancho Vistoso PAD is the Town's largest and most diverse master planned community. This particular property has always been designated for development as part of that master plan, and should now be permitted to develop in fulfilment of that plan, albeit at a lower density than originally planned (much like many of the PAD's other residential parcels). Yes LU.9 Promote the design of cohesive developments that enhance and promote the pedestrian experience. By extending regional public trail infrastructure and providing internal connectivity thereto, this development will enhance and promote the pedestrian experience. Yes 5.7 DEVELOPMENT, GROWTH AREAS & SPECIAL PLANNING AREAS FOCUS DG.1 Require new development to pay its share toward the cost of additional public facility and service needs generated by new development, while balancing public and private interests in cost allocation. This project will construct all public roadway, utility, and flood control infrastructure necessary for its development. In addition, this development will be subject to the Town's standard development impact fees, supporting Oro Valley's broader public infrastructure system. Yes DG.2 Continue to identify additional revenue sources that may provide supplemental revenues to ensure that infrastructure and services are maintained. Not applicable.n/a 5.8 INFRASTRUCTURE FOCUS I.1 Accommodate community services and utilities that meet the larger community needs and goals. Not applicable.n/a I.2 Consider aesthetics and visual impacts of utilities and infrastructure during the planning, design or upgrade process, to the extent reasonably possible. All utilities will be installed underground.Yes I.3 Identify and facilitate the replacement and timely upgrade of aging infrastructure as needed. Not applicable.n/a I.4 Accommodate growth in the community through long-range planning for services, utilities and other infrastructure. The trunk roadway and utility systems within the Rancho Vistoso PAD were designed many years ago to accommodate the development of this property as a higher intensity use than now proposed. Yes I.5 Provide opportunities for high-quality telecommunication and broadband services to be located within the Town in order to support economic development, residential and business needs and community-wide goals. Not applicable.n/a I.6 Provide for safety, efficiency and environmentally-sensitive design in stormwater systems. Stormwater will be routed through this neighborhood as required by the Town's stormwater management guidelines. Additionally, the Horizons neighborhood, which is upstream of this property, currently has a longstanding maintenance problem with a drainageway leading to this property. We have and will continue to coordinate with the Horizons drainage engineer to ensure that this development will provide any necesary easements and will accept the Horizons stormwater flows that will result from their proposed repairs. Yes I.7 Develop a safe, convenient and efficient multimodal transportation network that integrates amenities, provides access to services and destinations, and links places where people live, work, shop and play. Not applicable.n/a Page 4 of 5 Rancho Vistoso Parcel 5-R Single-Family Neighborhood 6/1/2023 Policy Comment Met? Oro Valley General Plan Policy Conformance Analysis I.8 Enhance the Town’s community identity and character through roadway design that differentiates neighborhoods, key streets and important intersections. From a roadway design standpoint this neighborhood will be fairly indistinguishable from nearby neighborhoods, as they all must follow the same design standards. No I.9 Facilitate regional bikeway planning efforts to ensure that the Town’s bikeway system is safe and connects with the neighboring communities and the regional bikeway system. This development's extension of the public multi-use path along Big Wash is in line with the Town's Trails Master Plan.n/a I.10 Foster opportunities for walking, biking and mass transit to places where people live, work, shop and play. Not applicable.n/a I.11 Promote a safe, integrated and comprehensive transit system that increases public access to mass transit and improves community mobility. Not applicable.n/a I.12 Support Oro Valley Transit Services in their goals to continue to build a positive, professional and customer responsive division that acts as the leading proponent and advocate for mobility.
