Opposed Support Undecided Topic For Discussion * We appreciate the staff's recommendation and requirement per attachment 3 of all single story on lots 1-22 that most closely border Valley Vista subdivision as has been echoed throughout each neighborhood meeting. We have three point and/or requests to consider: 1. The current development of Valley Vista is experiencing substantial soil subsidence-so much so that 2 homes so far that immediately border the lift station and the new proposed development have had to be jacked/raised because their foundations are sinking. There are signs of additional subsidence and sinking occurring at the access point to the lift station, and block walls that surround it. It is currently undefined why this is happening however speculation from the Geo engineers is that there is an underground water flow that is undermining the compaction underneath the current homes. As such, it is very concerning that Oro Valley would approve another home development (or development in general) in the immediate area without fully vetting and solving the issue that is currently unresolved with the sinking issues near the lift station and how any new development may be impacted or may impact that area. 2. Since now would be the time-Ideally we would like to strongly recommend to the town council that ALL the homes in this proposed development be required to be single story homes as it would be much more cohesive and compliant with the existing adjacent neighborhood of Valley Vista. We believe all the neighbors would feel the same way as this has been a consistent theme throughout each development meeting. If this isn't possible-as a compromise we would like to request that additionally, lots 57-59 also be added to this list of required single story lots as those lots are just as close to neighboring Valley Vista's most Southern Lots and also sit in the area that would impact the views for ALL on the South side of Valley Vista the most. It is noted on the proposed plat: "home to home no more than 155 feet'" further north off of Kalalau. This measurement makes sense from that area noted on the plat. However further south on Kalalau it isn't as clear that that 155 feet will exist between the two neighborhoods, as lot 59 in particular is the side of the lot/home and appears to have moved closer in this newest rendition of the plat where 4 additional homes were added along that stretch of lots along Big Wash. *It is prudent to note here that it is disappointing and misleading to the neighbors that the developer stated he would remove 2 lots from the previous meeting with residents in attendance, only to add 4 more lots instead here, increasing the lot count of the neighborhood which indeed increases overall density. Additionally, we would like confirmation that a minimum of 155' will also exist on the southern portion between neighborhoods as well AND request that lots 57+58 (in addition to lot 59 which is already designated to be single story) which are arguably as close to existing homes on the southern portion of Kalalau be modified to be single story to mitigate any loss of views. 3. We request confirmation that the proposed development is going to be HIGHER (including the roadway) in elevation by about 9' from the existing bordering land in Valley Vista as per the diagram on the plans/agenda. This higher land, in addition to a home that is minimum of 15' (single story) tall will definitely impact views of all homes that border this new development, even with a 155' separation. Currently the adjacent land slopes away and downward at first and then rises again. The developer representative stated in the past to existing residents that the new proposed development lots would sit lower then Valley Vista and therefore rooflines would not be an issue. That past statement seems to contradict the current actual proposal and residents should be aware. Even more important that ALL Homes in the new development be single story given this higher elevation this higher elevation.
