My name is Elisa Hamblin, and I’m the Long Range Principal Planner in the Planning Division 6 10/03/2016 Your Voice, Our Future Town Council: 9/21/16 Final Public Hearing Tentative adoption in November 2015 Final Your Voice, Our Future General Plan Minor changes and updates Recommendations from Planning and Zoning Commission Request final adoption Project Overview Purpose, scope, results and next steps Tonight’s Meeting This is the final public hearing on the Your Voice, Our Future General Plan As a reminder, we did also hold public hearings last year during the tentative adoption process for the 90% Draft Plan The Final Plan before you tonight includes a few minor changes These updates were anticipated at the tentative adoption stage, which allowed for a check-in with the community this past year Based on the recommendation from the Planning and Zoning Commission we will be requesting final adoption of the Plan tonight As such, this is an excellent time to reflect on the last three years work that has built a plan of action for the Oro Valley community to use over the next decade. I’m excited to share information about the project with you and all those in the audience as we approach the public vote on November 8 Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 7 Identify common values and opportunities Find improvements Guide critical decisions about our future and quality of life Build a community-owned plan of action Fulfill requirement for a General Plan Your Voice, Our Future Project Before we start, I’d like to ask your indulgence as a number of things you hear tonight you have heard previously, however we feel its important to cover the most important points for all those in the audience The Your Voice, Our Future Plan is an update to the Town’s community plan, commonly referred to as a General Plan Our previous General Plan was adopted in 2005 and reflects the directions of that period in time The State does require an update to this plan every ten years, but an update was also needed to reflect the community’s current priorities Through a resident-driven effort, the Your Voice, Our Future Project set out to identify what the community values now and chart a plan of action to get there As you know, Oro Valley is a community of excellence which constantly strives for ways to improve The directions from this project, as reflected in the plan, impact the Town’s future and quality of life for years to come This plan covers many topics of importance for the Oro Valley community 8 10/03/2016 Your Voice, Our Future Town Council: 9/21/16 The Public Participation Plan Open – input shapes the plan Inclusive – all demographics Convenient – diverse involvement opportunities Collaborative – decisions that resonate with the community Accountable – ongoing assessment Prior to even beginning the formal work on the project, we charted a course through the Public Participation Plan This plan was crafted by residents, many of which were involved in the last General Plan process. The Public Participation Plan was then reviewed by Planning and Zoning Commission before being adopted by Town Council in the spring of 2013 This document helped chart a course for how and where we should be reaching people in the community, including where they live, shop, work and play The directions from this plan are truly reflected in the work that has been completed Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 9 Project Schedule Phase 1 Phase 2 Phase 3 We are here! In conjunction with creating the Public Participation Plan, the project was laid out into 3 phases Phase 1 “Let’s talk” was the information gathering phase Through events, surveys and extensive outreach we created a foundation for the plan through the community’s Vision and Guiding Principles In Phase 2 “Let’s think” we pulled together resident committees to make some hard decisions They were charged with using the foundation of phase 1 and building a plan In Phase 3 “Do it! Make it so” we have spoken with community members to ask if we got it right before seeking final voter ratification in November Next I’ll give a recap of each of these phases before talking briefly about the plan and what’s happening next Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 10 What the community told us Residents in Oro Valley… Most value: Safe community with low crime rate Scenic and natural beauty Sense of community Least value: Lack of services Rapid growth To build a better community focus on: Managing land development Maintaining safety Employment opportunities Parks Festivals or cultural events Shopping opportunities The multiple surveys from Phase 1 were a highly important tool. The phone survey gave us statistically projectable data and the other surveys gave every opportunity for participation The directions from these surveys affirmed what the people of Oro Valley value most – including public safety, natural beauty and the sense of community This was consistent across all our survey methods The people also told us what to focus on, including managing development, maintaining safety, and increasing opportunities for employment and other amenities These directions shaped the Vision and Guiding Principles Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 11 Vision and Guiding Principles “What should Oro Valley be like in 10 years and beyond?” Oro Valley’s Vision for the Future To be a well-managed community that provides all residents with opportunities for quality living. Oro Valley will keep its friendly, small-town, neighborly character, while increasing services, employment and recreation. The Town’s lifestyle continues to be defined by a strong sense of community, a high regard for public safety and an extraordinary natural environment and scenic views. In Phase 1 we conducted a number of surveys, as already mentioned From that feedback, the community’s vision and guiding principles were directly formed They were crafted to answer the question of what Oro Valley should be like in 10 years and beyond You will see key terms repeated here in the Vision as well as in the Guiding Principles Values like safety, natural beauty and community are repeated again and again The vision and guiding principles serve as the foundation of Your Voice, Our Future Plan Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 12 Where we’ve been: Phase 1 Phase 1 – Let’s talk! Now, as an overview of Phase 1, I’d like to give you a reminder of those results We went to people where they live, work, shop and play We made every effort to make engagement with this project meaningful and accessible At our over 60 community events we collected over 2,600 post-it note comments We had almost 600 surveys completed and almost 2,000 people visit our project website Together the information that was gathered from many voices set a clear direction for the choices to be made Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 13 Your Voice Committees 3 committees 41 total members 29 total meetings 13 months In Phase 2 we pulled together three resident committees to do the heavy lifting The Your Voice committees truly accomplished a great amount of work The members of these committees were recruited through an open application process to ensure balance and diversity We had committee members ranging from high school students to retirees, from professionals to stay at home parents, and from recent transplants to 30 year residents Together they were collectively challenged to be thorough, productive and collaborative all while working with the V&GP The results of their work speak for themselves, over a year’s time and 29 meetings that crafted a strong plan for Oro Valley’s future. Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 14 Committee Review 30% Draft Public Review 60% Draft Recommended 90% Draft April 2015 June 2015 September 2015 Review Drafts But there were many steps in the drafting process Through the committee meetings there were roughly 5-7 versions of each committees work before we even got to the 30% version in April Through review and refinement, a 60% plan version was released in the summer of 2015 This included a state-mandated 60 day review period where we provided other local agencies and stakeholders the opportunity to comment on the Plan The general public also submitted over 1,000 comments in the summer of last year The resulting 90% plan was released in September 2015 This draft was truly inspired and shaped by the community It was written for the all of the community and its language, themes, organization and graphics are all designed to engage people into using this action-oriented plan The 90% plan was reviewed by the Planning and Zoning Commission last fall and tentatively adopted by the Town Council in November 2015. Where we’ve been: Phase 3 June 2016 Finalize the Your Voice, Our Future Plan In Phase 3 we worked to at first reevaluate our strategies for outreach and communications, we did this through a Communications Advisory Committee This group helped define and shape the last years efforts in reaching the people of Oro Valley In the Spring of this year we went back out to the community and asked “have you heard” Project staff and volunteers attended many events and distributed information After that we worked to finalize the plan which is before you tonight. Development Goals Land Use and Design Conservation of Natural Resources Neighborhoods and Quality of Life Planned Built Environment Land Use Map Development, Growth Areas and Special Planning Areas Infrastructure Community Services/Utilities Transportation/Circulation Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 21 Revisions included in the Final Plan Administrative edits Text and formatting Updated data Plan dedication to Bill Adler Intent of land use changes Clarify Your Voice committee recommendation Revised “small-town” Replace with “neighborly” and “unique” Since the tentative adoption of the 90% plan last year, a few changes have been made to reach the 100% Plan These include a number of administrative edits, a recognition of community activist Mr. Bill Adler, and other clarifying items The changes that were tentatively adopted last year are also included in the final version of the Plan Conditions Administrative changes shall be permitted that improve the clarity of the plan, including typographical errors, formatting and minor text edits. All other modifications to the plan, except those identified in number 2 and 3, shall be included after community review and final drafting to reach the 100% plan version. Modifications Amend Action 41, on page 67 to read: 41. Address the adequacy of Town parks and recreation programs and facilities by: Periodically assessing the availability of recreation opportunities for all residents within the Town. Enhancing and maintaining open space, park and recreation facilities and programs through existing and new resources, private and public recreation providers, partnerships, volunteers and others as appropriate. Considering the affordability and availability of existing and future parks and recreation programs to residents.   Amend Criteria 1, on page 90 to read: On balance, the request is consistent with the vision, guiding principles, goals and policies of the General Plan as demonstrated by adherence to all the following criteria. The request shall not: (with existing sub-bullets to remain unchanged) Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 22 Two public hearings on the Final Plan Limited public comments Mostly related to change in “small-town” Upon discussion, PZC recommends: Use “small-town, neighborly character or feel” Change on land use map for Vistoso Highlands property Planning and Zoning Commission Two public hearings were recently held with the Planning and Zoning Commission in August and September A few residents offered public comments at these meetings, which mostly related to the change to the “small-town” term After clarifying some items, the Planning and Zoning Commission extensively discussed the rationale, intent and meaning of the “small-town” term as used in the Plan As Oro Valley is not a small-town, the term was intended to indicate a sense of community, not a geographic or growth limit Small-town is first mentioned in the vision statement. When read as part of the whole, the vision statement clearly calls for increasing services, employment and recreation opportunities and does not mention limits on growth. Based on the clarification and discussion by the members of the Planning and Zoning Commission, they recommended two changes to the final plan First, they recommended the use of “small-town, neighborly” in four locations in the Plan Second, they recommended the incorporation of the land use map amendment for the Vistoso Highlands property, which you have already been briefed on Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 23 Three years of planning I would like the recognize and thank those that submitted comments and provided testimony as well as recognize the diligent and thoughtful direction by the Planning and Zoning Commission In addition to that, I would like to remind us about the overall results of the Plan and its substantial foundation Overall the approach has included both broad and targeted outreach strategies For instance, reaching 43,700 households through the Explorer newspaper on 23 occasions as well as mailings to Oro Valley’s 16,000 water bill customers 18 times Focused methods strived to reach different age groups – such as attendance at teen dive in events at the Aquatic Center The Your Voice, Our Future project has received both national and state awards for its innovative and far-reaching public involvement, including a Silver Circle Award from the City-County Communications and Marketing Association as well as State recognition for outreach on a general plan from the Arizona Chapter of the American Planning Association Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 24 Based on significant amount of work in resident-driven process Recommended for adoption by the Planning and Zoning Commission (with modifications) Recommend final adoption of the Plan Recommendation Based on the significant amount of work on the Your Voice, Our Future Plan As well as the recommended adoption by the Planning and Zoning Commission Final adoption of the Your Voice, Our Future General Plan is recommended Now, in light of your action on the Vistoso Highlands case, it is recommended that you __ Town Council: 9/21/16 10/03/2016 Your Voice, Our Future 25 What’s Next Community Education Meetings and events Online and print publicity Public Vote November 8, 2016 Upon Adoption Planning and Zoning Commission Work Plan Spring 2017 Town and community action After Town Council action tonight extensive community education effort will begin Using many of the tools and methods that have previously proven successful, staff and volunteers are planning on attending upcoming community events Information will also be distributed through various print, online and social media outlets All this leads to the public vote on November 8 Upon ratification of the Plan, the 163 actions will begin to be integrated into the Planning and Zoning Commission’s work plan Action will continue through the work of all departments of the Town and with community support 26 10/03/2016 Your Voice, Our Future Town Council: 9/21/16 www.YourVoiceOV.com Thank you for having us here tonight at this critical juncture We appreciate your time and attention, the plan is also available online With that, we are willing to answer any questions or offer clarification on any items that we have presented here tonight 27 10/03/2016 Your Voice, Our Future Town Council: 9/21/16 28 Mattamy Homes Parcel 6B Conceptual Site Plan, Landscape Plan and Archaeological Display Area Town Council September 21, 2016 29 Good evening… Purpose Conceptual Site Plan, Landscape Plan and Display Area 37 homes 1.6 acres future commercial Future archaeological display Archaeological Display area and preserve access Mattamy Homes Parcel 5F Honey Bee Village Our purpose here tonight is to consider… Conceptual Site Plan and Landscape Plan that includes the Honey Bee Village Archaeological Display Area and entrance. 30 Subject Property (Yellow) Immediately adjacent to HB Village preserve Hohokam Mesa (Purple) The retreats (Blue) – previously approved Mattamy residential (Orange) 31 Conceptual Site Plan and Landscape Plan Archaeological Display Area and public access Honey Bee Village Preserve Rancho Vistoso Blvd. Moore Road Property is part of the RV TC which requires a mix of uses including residential & commerical 37 residential lots Avg. lot size 5022sf Max building height 30 ft. Sidewalks and landscaping in all common areas 2 points of access Staff worked w/the applicant to include commercial as well.. Future Commercial advantageous as the location will benefit from the increased traffic on Moore Rd. Rancho Vistoso Blvd. Town Center Preserve Commercial Historic Preservation Commission & Pima County Block Plat Again, the original TC included a mix of uses centered around the Honey Bee Village Preserve That plan included a Commercial component that incorporated the display area/entrance Staff and the applicant have meet with the property owners, HPC and representatives from Pima County to discuss the applicants proposal. This lead to a block plat earlier this year to relocate the existing display area/entrance to the preserve - Provides better public access - being adjacent to future Moore Road Both property owners have signed the BP approved by TC earlier this year 4. Staff has had discussion with the property owner regarding dedication the display area to the Town.
