SUBJECT: Zoning Interpretation – Does the term “sanatorium” describe a use that is
a component of a “senior care facility?”
This report is intended to apprise the Council of a zoning interpretation (attached) that
would allow a proposed senior care facility to be permitted as a sanatorium because
the two terms are similar. The interpretation has been posted on the Town website.
DISCUSSION
A zoning interpretation was submitted by Alliance Engineering on behalf of a client who
wishes to develop a senior care facility on a commercial property located near the
northeast corner of Vistoso Commerce Loop and Rancho Vistoso Boulevard. The
proposed facility allows residents to transition from a memory care to an assisted living
unit, as necessary.
The Rancho Vistoso Planned Area Development allows sanatoriums in the C-1
(Commercial) zoning district, but does not list a senior care facility as a permitted use.
After reviewing the Town’s definition of a senior care facility and several definitions of a
sanatorium, it has been determined that the two uses are similar because they include
the treatment of a medical disorder, disease, and/or chronic illness.
