Hi Council Members, Thank you for your service. Your j ob is often thankless. I know how hard you all work to make our town top notch. � It has come to my attention that a property tax is being considered. Please do not add to my already exorbant property tax bill. � When I was on the planning and zoning commission last year I suggested am impact tax on new development similar to California's Menlo-Roos Tax. This tax is applied to new construction and it stays in place for a set amount of time, say 10 years, then it goes away. This tax is fair because it is the new growth that requires the town to improve and increase service. Consider the Menlo-Roos Tax. Oro Valley Parks and Fields get more bang for our buck than our seasonal golf course and overused country club. I suggest getting the golf course expenses under control before considering increasing our property tax. First,it is terribly disappointing that the Town has not yet compliEd with ADA requirements for the Community Center. This is just not acceptable. Recently,-my sister and I attended an OLLI-UA meeting at the Community Center. All the times I have visited the Community Center,the short hallway to the accessible ramp has - been cluttered with stacks of extra tables or chairs. During this visit,some equipment was stacked in that hallway. A gentleman attempting to exit to the ramp was unable to open the door,and my sister went to assist him. All ADA addressed first and foremost. Next,I realize the parents,with their children,and the representatives of user groups made an impression on you at the February meeting. The speakers made their desires for additional fields quite clear. Yes,it would be nice to have more fields in our parks. However,as one Councilmember often states we must live within our means. Another Councilmember recently stated you cannot always have what you desire or imagine. When clarifying the golf and community center purchase,the Mayor repeatedly said it wouldn't be fair to the residents to bond and spread the cost over so many years. Now to discuss a bond to complete Naranja Park is not a wise solution. Then,to propose a secondary property tax to cover the bonds is appalling. Using the statistically-valid survey,you must acknowledge the three facilities/amenities with the highest Weighted Net Importance were: playgrounds and play structures(81);ramadas and picnic areas(78);and,paved walking paths(71). Youth baseball and Little League fields only had a Weighted Net Importance of 51. Also,some 60%of respondents would not support an Oro Valley property tax or increased sales tax,and survey was completed before the purchase of gold courses and community center. Do not consider bonding or a property tax to fund additional sports fields. As a resident of � Oro Valley I would like to make a suggestion to the council regarding the topic of Naranj a Park Master Plan. In the original Master Plan for the park there were plans for a bicycle skills park. I see in the current plan there is no such plan for this amenity. I feel the low cost of building a bike skills park would be greatly offset by the multi user groups who would benefit from this addition to the park. Entire families would use this skills area in a safe and controlled environment. The town of Oro Valley seems to be very progressive in its nature and i feel by adding this skills park it would greatly add to the large�bicycling community in Oro Valley.
