I am a long time �ro Valley resident. I own a home in the Monterra Knolls development, off of Naranja, right next to
Naranja Park. I am aware of the proposed development of this Park, expanding and adding more playing fields. I am in
agreement with the concept of expanding the Park. But, since I live right next to this project, I daily see how the roads
currently handle the small Park and I have some serious concerns about making it bigger. I don't believe Naranja is
currently capable of handling more traffic at the Park entrance. I have witnessed several "almost" collisions from people
pulling out onto Naranja from the Park. (I personally have had a person pull out right in front of ine) I understand
parents want to get out quickly, but there needs to be more direction and help with the traffic congestion. I have two
suggestions:
1-Put a traffic light in at the Naranja Park entrance 2-Create a second exit/entrance from Tangerine. (There could be a
new road through the sub division off of Tangerine.)This would be a good idea to have two entrances to the park in case
of emergency, and Tangerine could handle this traffic very well.
At any rate, please consider the already existing neighbors to the Park, and the danger of adding more traffic to the
area.

attend the meeting tonight.
I think it unwise for OV to jump into more spending for
such ideas as a Meeting Place and ball fields at this time. We,

This email is to let you know of my stronc� support for the proposed general obligation bond intended to finance the
build-out of Naranja Park. I urge you to move forward with this item so that it can be placed on the November 2017
ballot.

As a 35 year resident of the Town, I have witnessed the growth and maturation of the Oro Valley community. During this
time, the Parks and Recreation Department has done an admirable job of providing fields and other park facilities for local
sports organizations, but the community's needs have outgrown the available resources. As such, it is important that new
facilities be developed. The timely build-out of Naranja Park will go a long way towards addressing this need.
The build-out of the park will not only benefit local programs providing youth, adult, and senior sports
programs, it will also benefit the local economy. Naranj a Park can be a venue for tournaments and other events
attracting visitors to our community, visitors that will patronize local hotels, restaurants, and businesses. As
such, a community investment in Naranj a Park will pay dividends in the years to come.

The improvements are long over due and the need for multiuse fields and baseball fields are also long
overdue. My children, as well as many others, practice baseball and football outside of town limits due to the
lack of field space. I can not say enough about supporting this build. In addition, it is time to make
improvements on the land at Naranja Park. We have no where for our football teams (Oro Valley Dolphins) to
practice, Lacrosse and Soccer are also very limited and the Oro Valley Little League doesn't get one field to
practice or play on with in the town of Oro Valley.
My son has now presented twice (2015 and 2017), as a 9 year old and a 12 year old) on the need for fields and
what conditions these kids are forced to practice in on Amphi Fields.

I had the pleasure to speak before the Council Meeting when this subj ect was discussed on February 15th. I am
including in this email my statement presented during that meeting IN SUPPORT of the further development of
the fields at Naranj a Park.
I do hope that the Oro Valley Town Council will move forward with the Bond Issue in November.

My name is Paul Wilkinson. I live at to the East of Naranj a Park. Before
I moved to Oro Valley to be near family in my retirement I had the good fortune of living in a
number of communities where the City had the wisdom to develop and provide a wide range of
athletic facilities that were open for shared usage by the schools and by the Club sports. I have
lived in Willington, Connecticut; Ann Arbor, Michigan and Wake County, North Carolina. All
of these areas had a very viable cooperation between the Club Sports communities and the City
with respect to development and usage of fields.
I would like to urge the Council to approve the development of the remaining 6 multipurpose
fields and the baseball/softball fields that were in the original Naranj a Park design. Having a
sufficient and significant number of high quality �elds available in close proximity will allow
Oro Valley Club Sports to host Tournaments and other events in a central location [off
Naranj a and off Lambert]— that is not far from the numerous restaurants, bagel shops, movies
and sporting goods stores that we have near the central core of Oro Valley. Having Naranj a
Park with its full complement of multipurpose fields will help to establish Oro Valley as a
"SPORTs Destination" for Club soccer, football, Lacrosse or Baseball/Softball tournaments or
for High School play-off games
While I am retired, I do have two very active Grandsons who participate in the Oro Valley
Dolphins Football and Oro Valley Lacrosse club programs as well as CDO Little League
B eball. I believe that for the Council to su ort the com letion of Naran'a Park athletic fields
as pp p �
as originally proposed will be a big WIN-WIN for the community— for the Retail, Hotel and
Service Businesses; for the youth sports organizations and for the recognition of Oro Valley as
a "Go-To" location for important sporting events. I believe that this proj ect will be "Money
Well Spent".

Naran'a Park and Bond Comments
Provided are the comments and inquiries submitted to Council and the Constituent
Services Coordinator regarding the bond proposal. There are 28 comments of support
for the proposed secondary tax and Naranja Park improvements and 11 comments
against a secondary tax. There were some inquiries that received responses with

Why are you all considering a bond to fund Naranja Park? I thought bonds were something that
the mayor opposed since it takes 20+ years to cover costs. You have already subjected us to
additional sales taxes to support the Rec Center. Before you do anything else, please work to
get that facility out of the red.
We do not need anything else that we can't pay for and ABSOLUTELY NO PROPERTY
TAXES. This town was founded on no property taxes and people moved into Oro Valley
knowing that. It is your responsibility to keep that promise.

Hi Council Members,
Thank you for your service. Your job is often thankless. I know how hard you all work to make
our town top notch.
It has come to my attention that a property tax is being considered. Please do not add to my
already exorbant property tax bill.
When I was on the planning and zoning commission last year I suggested am impact tax on
new development similar to California's Menlo-Roos Tax. This tax is applied to new
construction and it stays in place for a set amount of time, say 10 years, then it goes away. This
tax is fair because it is the new growth that requires the town to improve and increase service.
Consider the Menlo-Roos Tax.
Oro Valley Parks and Fields get more bang for our buck than our seasonal golf course and
overused country club. I suggest getting the golf course expenses under control before
considering increasing our property tax.

Thank ou for fielding the emaii responses to regarding the expansion and development of

Naran'a Park. My family frequents that park several times a week and we are very grateful for

all of the facilities. We use dog park, I frequent the archery range and walking courses, my
famil uses the fields and walking trails, and our daughter's school held a picnic event there ,

earlier this year. As you can see, we really enjoy the different elements of the park.
I would like to voice my support for an expanded set of fields and to ask for consideration for
additional dog park areas. We see and interact with a great number of groups of people using
the fields for various sports and activities and it's great as-is, but there are times when additional
fields would be greatly appreciated. This is not a complaint by any means, but more space
would not go underutilized.
Also, the dog park is wonderful.We really do appreciate the use of the facility. There are times
of ve high usage and the interactions between dogs can become quite tense. I realize there

are uidelines for animal behavior there and many folks try to adhere to them. But there are also
g
times and owners where things simply get out of hand and several of us feel that we have to
leave to avoid certain situations. The current distinction between animals sizes is great and
necessary. But it would be even better if there were a few more facilities because of the sheer
number of animals that frequent the parks at high use times. There could be an "all dogs" area,
two small dogs, and two large dogs areas. That way there are options for additional users to not
be so crowded and separate less-well behaved dogs when we all still want to enjoy the parks.

No to property taxes. I had heard that the city wanted property taxes to improve and fund the
community center. I guess this is the city's way of getting their property tax without mentioning
the community center. I would hope that you would put this up for vote in the Winter when most
of the residents are here.

Thank you for your email. It seems there has been some misinformation floating around the
community, and I'm happy to help bring some clarity to that.
The bond proposal that Council is hearing tonight is not related in any way to the Community
Center. It is in regard to community requests to build more fields at Naranja Park. Additionally,
Council does not have the authority to implement a secondary property tax to pay off any bonds.
Only Oro Valley voters have that authority. So Council is merely listening to the proposal and
deciding if they think it's worth putting on the ballot in November so the voters can decide.

Hello Ms. Hynd and Members of the Council,
I would like to ask the Town Council to consider including a large children's play structure in the
development of Naranja Park, similar to the attached photographs. Currently, the play
structures available at James Kreigh and Riverfront Parks are dated and get very crowded on
busy days. A new and modern play structure at Naranja Park would not only allow families
visiting the park for sporting events to have somewhere where younger siblings can play while
their older siblings play sports, but it would also likely attract families to the park due to the
allure of a new venue for kids to get exercise and be entertained.
Also, I would like to suggest a splash pad for children, for many of the same reasons listed
above. While the Town does have the Aquatic Center for swimming, there are times during the
hot months when parents don't want to dedicate half a day to taking their kids to the pool. A
splash pad is somewhere where parents can take their kids for 30 minutes to cool down and
have fun. The Town of Marana has had much success with their splash pad in Gladden Farms,
F and it would be wonderful if Oro Valley could have one as well.

The Explorer said the Council seeks citizen input on the proposed Naranja Park improvements
for the April 19th Council meeting. As an Oro Valley voter and resident who lives within a mile
of the park I generally support the proposed improvements I have read about. However there is
one related and badly needed infrastructure upgrade which I feel strongly should precede any of
these improvements.
Today there are no sidewalks on either side of Naranja between La Canada and First Avenue.
There are many"pedestrian" park visitors, including those who bring their dogs to the dog
parks and children who come to use the soccer fields, who must trudge along the unimproved
shoulders of Naranja to get there. To make a bad situation worse, once they arrive at the
entrance they must then walk through the dirt beside the driveway, or risk being hit by cars by
walking on the driveway pavement to get to their final destination.
In order of importance my neighbors and I are concerned about this because of(1) safety
issues, (2)the preventable inconvenience to park users who walk to get there and (3)the
impression of minimal civic pride evidenced by the approaches to the park entrance. So while
say an amphitheater would be nice, a safe way to walk there would be even nicer. I know it
wouldn't be inexpensive but sidewalks along the north side of Naran�a between La Canada and
First Avenue should be at the top of your list of park upgrades.

I am a long time Oro Valley resident. I own a home in the Monterra Knolls development, off of
Naranja, right next to Naranja Park. I am aware of the proposed development of this Park,
expanding and adding more playing fields. I am in agreement with the concept of expanding the
Park. But, since I live right next to this project, I daily see how the roads currently handle the
small Park and I have some serious concerns about making it bigger. I don't believe Naranja is ,
currently capable of handling more traffic at the Park entrance. I have witnessed several
"almost" collisions from people pulling out onto Naranja from the Park. (I personally have had a
person pull out right in front of ine) I understand parents want to get out quickly, but there needs
to be more direction and help with the traffic congestion. I have two suggestions:
1-Put a traffic light in at the Naranja Park entrance
2-Create a second exit/entrance from Tangerine. (There could be a new road through the sub
division off of Tangerine.) This would be a good idea to have two entrances to the park in case
of emergency, and Tangerine could handle this traffic very well.
At any rate, please consider the already existing neighbors to the Park, and the danger of
adding more traffic to the area.

I would like to see more unpaved trails and improvement to existing unpaved trails for running
and riding mountain bikes.
There is a large community of trail runners and riders in Oro Valley, it is one of the reasons
many of us love to live here...the nature, the views, the trails, the open space.
I believe it would benefit the community greatly to establish more trails for riding and running,
es ecially in a park such as this. The Oro Valley mountain bike teams are growing with new

ouths aining interest every year; Team OVB in itself has seen a 37% increase in youth

participation in the last 3 years alone. Having a local t p
advantage for families and provide possible opportunities for a future race course, bringing
people from all over the state (or beyond!)to our Oro Valley.
For me, being able to run from my home to open space with dirt, plant and animal life is an
amazin art of living in Oro Valley. (This includes the incorporation of neighborhood trails such

as those inside Copper Creek). With the unfortunate situations of losing many of our home-trail
access, having something actually designated for riding and running off-road would be
incredible.

obligations may prevent me from attending so I would like to submit some inquiries to you as

My legal name is Lawrence Matthew(Matt) Brown........my wife, two year old son and I reside
at in Oro Valley. We have lived here since
October of 2013 and have enjoyed raising our son (sister on the way) in this quiet, safe
community and hope to continue to enjoy living here for quite some time.
We were aware of the existence of Naranja Park when we first moved here and have followed
the progression over the last few years with respect to the improvements and the Master Plan.
Now that it seems that progression will have a direct impact on our immediate property and that
of our Tangerine Terrace community I was hoping to gather some information that I have not
been able to find on my own.
Map drawings and renderings reveal that a new access road will be built extending N. Musette
from Tangerine into the park. Said drawings and renderings show what appear to be vegetation
along the east boundary with the houses (see below).
1. What type of vegetation is this and how dense will it be?
2. Is it designed to help mitigate noise in addition to providing adequate privacy for the
homeowners adjacent to the access road?

(Present grade has vehicular traffic precariously elevated well above backyard walls.)

The improvements are long overdue and the need for multiuse fields and baseball fields are
also long overdue. My children, as well as many others, practice baseball and football outside of
town limits due to the lack of field space. I cannot say enough about supporting this build. In
addition, it is time to make improvements on the land at Naranja Park. We have nowhere for our
football teams (Oro Valley Dolphins) to practice, Lacrosse and Soccer are also very limited and
the Oro Valley Little League doesn't get one field to practice or play on with in the town of Oro
Valley.
My son has now presented twice (2015 and 2017), as a 9 year old and a 12 year old) on the
need for fields and what conditions these kids are forced to practice in on Amphi Fields.

As a property owner in this area, and having watched this develop on the past 5 or so years,
I've noticed some things that I don't see being addressed in the proposal at this time.
1. Traffic lights will be necessary to control at least left running traffic at both major
intersections— Naranja and Tangerine. With the rolling nature of the terrain on Naranja, warning
lights will also be needed to alert drivers approaching the turn area of this left turn light
condition. This is an increasingly travelled road, and these park improvements, along with a new
through road to Tangerine, will only increase that traffic and left turn dangers.
2. With the current park situation, for the most part, the line of sight(due to grading)from
the lighting used there seems to block light from most of the housing areas. Is this going to
�� continue being the case?Will adequate attention be paid to making certain the night sky is also
protected from the great many more lights being added?Also, living close to there and walking
the trails, I've seen the lights on all night at times. Hopefully the improvements will include
adequate automatic lighting controls to reliably darken the fields at an appropriate hour!
3. Parking lots always look so huge when on the drawings, but reality has always proved
different. With the increased numbers using this area, the amount of parking looks very small.
4. With the addition of Ramadas, and other flat roofing surfaces in general, I hope the use
of solar collection to assist with powering the areas is included in this proposal?
5. How is maintenance of this greater area and features budgeted for?
6. Looking at the proposal map, it is quite obvious that all this NEW improvement is
occurring on the East side of the park, while the West side of the park is not being used for any
of these improvements. Why shouldn't the West side gets its fa�r share of additional lights and
noise instead of all of that going to the East side?
7. What happened to the Model Air field that was on the East side of the current park?

I VOTE NO on a secondary property tax to expedite the development of Naranja Park.
1. If the Town Council had not made the HUGE BLUNDER of buying the money losing EI
Conquistador golf courses etc., the half-cent sales tax could have been used for the Naranja
Park development. I would have been in favor of THAT use of the increased sales tax.
2. If anyone thinks this property tax will go away after being paid off in 20 years, they are
crazy. In 20 years the then Town Council will be asking for the tax to be renewed because
the park needs "refurbishing" or"expansion". And they'll say, "And it won't cost you a penny
more, since you have already been paying the tax."
3. I `get' that it is the communities' duty to provide youth sports fields, otherwise they wouldn't
exist. But why should taxpayers subsidize the on-going operation of these
facilities. Shouldn't the fees charged for use of these fields by the users cover the ENTIRE
COST of operating such facilities? The current proposal shows an I N ITIAL operating deficit
of$200k I believe; what will the operating deficit be in 5 or 10 years?

which uses the fields at Kreigh Park for practice, but it is insufficient for league games.We need
a 300'fence field. A complex of softball fields would be great! Recommend 300'fence with
portable fences for girls softball and a portable mound for baseball.

Absolute "No"to any development of Naranja Park that would require a Secondary Property Tax

To the mayor, town council, and residents of Oro Valley:
Mayor Hiremath and the Town Council are pursuing a reckless agenda which eventually may
tax and spend Oro Valley into bankruptcy. Their lack of transparency regarding Oro Valley fiscal
status and the reckless, high risk golf course purchase continue to polarize the town and
threaten the financial health of the community.
If Mayor Hiremath and the Town Council need new money to develop Naranja facilities, they
should sell the underperforming Community Center/golf course/restaurant which I assume the
mayor and Town Council will claim have increased in value since the�r"grand bargain"
purchase. They can use the proceeds from those sales to develop the Naranja park and restore
the general fund which they are draining because the Community Center/golf course/restaurant
are not profitable. Let's stem the bleeding!
There is no reason to tax Oro Valley residents for new debt when the 0.5% sales tax, which

ives Oro Valley the highest sales tax rate in greater Tucson, isn't sufficient to cover the golf
course debt which was imposed exactly for that reason.
The citizens of Oro Valley are not a bottomless piggy bank for Mayor Hiremath and the Town
Council to rob.
I am in total opposition to a secondary property tax. The mayor and Town Council need to
demonstrate that they can develop and follow fiscally responsible plans. So far they have not
done so.

Even though the current development plans have been in the works for a while, i feel, living
directly north of the Park on Pizzicato Ln, that i will vote against the funding of this due to not

A 2013 I nside Tucson Business article stated that Oro Valley "could adopt a property tax, or it
could continue to build its coffers through development. But if it didn't want one, it had to be
amenable to the other. The town couldn't be against both property tax and development if it
expected revenues. The locals chose to stay property tax-free..."
Oro Valley has had significant development since then, yet it is likely that residents will soon
face a property tax to cover$17M in bonds for sports fields and improvements at Naranja
Park. These amenities, previously identified in the statistically valid Park survey, could have
been funded without bonds if taxpayers had not been saddled with failing golf and restaurant
businesses.
Pima County tax increases are on the horizon and healthcare costs continue to rise. Most Oro
Valley residents are not interested in additional taxes to provide niceties to another small sub-
set of the town's population. Please learn to live within your budget and vote NO on bonds.

• There is significant soil erosion which washes down from the east banks of the park. This
repeatedly washes out and pushes rock, sand and gravel onto the sidewalk and sometimes
roadway in several places. The sand makes the sidewalks slick and tricky to navigate for the
young and old to walk on.
• The park lights, although not intrusive to my home, are reportedly on at strange hours of the
morning (5:30am) and super late at night with no event in play.
Thank you for your time and consideration of neighborhood concerns. I realize growth has both
pro/cons and I do believe OV has genuine care for its residents. I am hopeful our town will
evolve by embracing the delicate balance of preserving established neighborhoods along side
new growth.

I moved to Oro Valley with my family in 1979. Some of my most fond memories were spent on
the baseball fields at then, Dennis Weaver Park.
I now coach my 3 daughters' softball teams at Riverfront Park and often find myself gazing at
that amazing view of Pusch Ridge.
I rew u in Oro Valley and I came back because I found that this was one of the most beautiful

laces in the country. Oro Valley is not just a retirement community, there are young families
like mine that are thriving in this community. I believe it would be of great value to the area to
move the timeline forward on the plans to enhance youth sports opportunities in OV!

I certainly want to see the park plan implemented per the 2015 Master Plan, however I am
against the proposed bonding. The annual debt service is very high, Additionally, I question the
optimism of the estimated fees to offset the O & M costs and am concerned about the strain the
maintenance costs will place on the General Fund. Therefore, while it might be nice to have all
the multi-sport and baseball/softball fields, et al in at the same time, I feel that we should employ
"a pay as you go" model.

Valley community. During this time, the Parks and Recreation Department has done an
admirable job of providing fields and other park facilities for local sports organizations, but the
community's needs have outgrown the available resources. As such, it is important that new
facilities be developed. The timely build-out of Naranja Park will go a long way towards
addressing this need.
The build-out of the park will not only benefit local programs providing youth, adult, and senior
s orts programs, it will also benefit the local economy. Naranja Park can be a venue for

tournaments and other events attracting visitors to our community, visitors that will patronize

We are concerned about the current status of the EI Conquistador deal, and wonder if we
should focus on fixing that loss before raising taxes even more.
If this lan does go through, I strongly disapprove of putting the bmx area right next to the dog

ark and dog training area. Many dogs are seriously distracted and bothered by bicycles, and
this could make the dog park unusable and or undesirable for many. Many people use the dog

ark now, and truly appreciate its seclusion and quiet. It would be nice to keep something
around that is already working.
