LA CAÑADA DRIVE REGULAR SESSION AT OR AFTER 3:00 PM CALL TO ORDER Chair Dankwerth called the meeting to order at 3:00 p.m. ROLL CALL Present: Joseph Affinati, Member Octavio Barcelo, Member Thomas Gribb, Member Stephen Roach, Vice Chair Helen Dankwerth, Chair Staff Present:Kyle Packer, Senior Planner Joe Andrews, Chief Civil Deputy Attorney Attendees: Steve Solomon, Town Council Liaison PLEDGE OF ALLEGIANCE Chair Dankwerth led the audience and Board in the Pledge of Allegiance. CALL TO AUDIENCE There were no speaker requests. COUNCIL LIAISON COMMENTS Council Liaison Steve Solomon thanked the members for their service, with special recognition of Chair Dankwerth. The new members will be starting in January 2024. REGULAR SESSION AGENDA 1.REVIEW AND APPROVAL OF THE AUGUST 1, 2023 SPECIAL SESSION MEETING MINUTES Motion by Member Joseph Affinati, seconded by Member Thomas Gribb to approve the meeting minutes. Vote: 5 - 0 Carried 2.PUBLIC HEARING: REQUEST FOR A VARIANCE TO REMOVE THE REQUIREMENT FOR SOLID November 28, 2023 Minutes, Board of Adjustment 1 2.PUBLIC HEARING: REQUEST FOR A VARIANCE TO REMOVE THE REQUIREMENT FOR SOLID WALL SCREENING OF MECHANICAL EQUIPMENT IN THE SIDE YARD OF A RESIDENTIAL PROPERTY LOCATED AT 1751 E. ANZA WAY Senior Planning Technician Patty Hayes provided a presentation that included the following: - Purpose - Location - Subject of variance - Five findings - Summary and recommendation Homeowner Rob Coleman spoke on five points for his variance request: visual screening, topography, location and size of unit, color of unit and support from neighbors. Contractor Jean Thomas with Pusch Ridge Design Remodel also spoke in response to questions from the Board. Discussion ensued among the Board and the applicant. Chair Dankwerth opened the public hearing. There were no speaker requests. Chair Dankwerth closed the public hearing. Further discussion continued among the Board. Motion by Member Joseph Affinati, seconded by Member Thomas Gribb to approve the variance as requested. Vote: 4 - 1 Carried OPPOSED: Vice Chair Stephen Roach 3.PUBLIC HEARING: REQUEST FOR A VARIANCE TO REDUCE THE FRONT YARD SETBACK FROM 30 FEET TO 23 FEET TO ACCOMMODATE A RESIDENTIAL ADDITION, LOCATED AT 555 E. SUFFOLK DRIVE (Case no. 2302417) Senior Planning Technician Patty Hayes provided a presentation that included the following: - Purpose - Location - Subject of variance - Five findings - Summary and recommendation Architect George Zazueta, representing the applicants, provided a presentation that included the following: - Existing floor plan, including new addition - Enlarged site plan - Existing front elevation - Site context Discussion ensued among the Board and Mr. Zazueta. Chair Dankwerth opened the public hearing. November 28, 2023 Minutes, Board of Adjustment 2 Oro Valley resident Gary Bagnoche spoke in support of Agenda #3. Chair Dankwerth closed the public hearing. Motion by Member Joseph Affinati, seconded by Member Octavio Barcelo to approve the variance as requested. Vote: 5 - 0 Carried 4.PRESENTATION AND DISCUSSION REGARDING THE COMMUNITY'S NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH FORWARD Senior Planner for the General Plan Rene Olvera, provided a presentation that included the following: - Introducing Oro Valley's Path Forward - Routine updates about the community's work - Launching OV's Path Forward - www.OVPathForward.com - Everyone's voice is needed Ms. Olvera invited the Board to participate in an exercise to answer three questions about Oro Valley. She then continued with the presentation. - Ongoing participation 5.REVIEW AND APPROVAL OF THE 2024 MEETING DATES FOR THE BOARD OF ADJUSTMENT Motion by Member Octavio Barcelo, seconded by Member Thomas Gribb to approve the 2024 meeting schedule for the Board of Adjustment. Vote: 5 - 0 Carried PLANNING UPDATE Senior Planner Kyle Packer stated the December Board of Adjustment meeting has been canceled. He also thanked outgoing members Chair Dankwerth and Vice Chair Roach for their service on the Board of Adjustment. ADJOURNMENT Motion by Member Joseph Affinati, seconded by Member Octavio Barcelo to adjourned the meeting.
