You always stressed why it was not wise to bond that purchase. January 28, 2015,you wrote an article to the citizens of Oro Valley which appeared in the Explorer. These are your words: For all other forms of revenue, the b�rden vvould have been solely borne by you—the resident. Alternat►ves such as the sale of bonds woulcl have createc�long-term debt along with having to pay the additional interest generated from those bonds. Make no mistake. Even in a bond situation, a revenue source would still have to be created for ongoing maintenance and operations, in addition to the long-term debt. On bonds, I agreed with you. What made you change your mind about bonding? The proposed $17,000,000 bond will create a long-term debt, and nearly doubles the cost of park improvements. Since this general obligation bond is to be repaid by a secondary property tax,this is another burden on the residents. Council members are saying this is not a property tax, but merely a secondary property tax which will expire in 20 years. This is a tax on our property in addition to our high Pima County primary property tax; thus, it is property tax. For many in Oro Valley, including some council members and me, a 20-year seconda,ry property tax is life-time tax or longer than life-time tax. There aren't a lot of biking/hiking trails � there as you know but some investment should be made in creating biking and hiking trails around the outside where some trails already exist. � I found�it interesting last night that several parents mentioned that they had to drive 20 minutes to Catalina to play soccer or practice because of the dearth of fields in Oro Valley. As mountain . bikers, we have the same problem because of the recent closure of the WAPA trail access to � the Honeybee trails. The only access is through the Methodist church property in Catalina or � further north via Edwin Road. We should have some mountain biking trails in Oro Valley and the current trails in Naranja Park need to be protected, sustained and expanded. Kirk � � ���.�� April 20, 2017 � I was at the meeting last night along with my 9 year old daughter to show support for the Naranja Park plan and would really like to see some cycling trails added to the park master plan. I had to leave prior to being able to speak but, still wanted to show support. With more � and more kid resorting to video games and growing lack of socialization we can't afford not to invest in things to get these kids outside and socializing. Youth cycling is a rapidly growing activity and cycling in general brings a lot of money into our communitye One of the biggest reasons we need trails build is safety, we need a safe place for our kids to learn to ride. Kids that are between 4 years of age and up until there higher teen years should not have to learn road bikes with cars passing 1-3 feet away fr�om themo We do not make our kids play football, baseball or soccer in the middle of the road so why do kids that want to learn to ride bikes have to use the road? Off pavement cycling, trail running, hiking and walking in the great outdoors is something that is becoming harder and harder to do as the city keeps growing � and we have less and less places to do this. I wanted to take the time to write you today to tell you that I fully support the expansion of Naranja Park not only for rr�y children to use in the future, but also for the continued growth of the Oro Valley and Northwest area community. As I'm sure you are aware there are many things that can attract greater economic opportunity to an area, in fact, I've heard anecdote that part of the reason why Tucson the selected as the location for the new Catapillar headquarters is because of the natural beauty and parks and recreation in our town. Considering that Oro Valley is one of the premier towns in Tucson, I think it's doubly important that Oro Valley has the best parks that we can afford. Although l am not happy about taxes going up to pay for the fields, I understand it has to be funded someway. If our taxes will be going up, I would like to see tennis courts added too. It is difficult to find-open tennis courts in this area. Also, I would like to definitely see the dog parks stay since we really enjoy the dog parks. I have questioned the judgement of the sitting council since the purchase of the rec center. The refusal to find a betterway to manage the property makes me wonder what deals were made. First, Naranja Park already has two additional ball fields in development which is a separate matter from the bond proposal. So with that for now along with Riverfront, and other Oro Valley parks, wouldn't that be enough fields for the variety of sports being played in Oro?. Also, what about the schools that have all these fields for all types of sport play. Can't they also be considered?, its also paid for by property taxes. I'm on a fixed income and I strongly object to this 17M bond proposal for Naranja Park. April 29, 2017 I am unable to attend the May 3 meeting, so I would like to register my comments AGAINST the Naranja Park project. $33,000,000???? Ridiculous! As a senior living on a fixed income (mostly just Social Security), I cannot afford another$4-$5 a month. I at least believe this should be put on the ballot to allow the people of Oro Valley to vote. Let's not have another golf course/community center problem. I am still unhappy about how that all took place, and it is still proving to be a money- loser, and I believe always will be. There is too much money needed to make the restorations . � and improvements necessary to make those projects get to the point where they are in the red— I know it won't be in my lifetime!!! When we moved here 25 yrs. ago, we moved to a lovely, serene community, and now, sadly, 4ro Valley is becoming just another big city that we were escaping from. While some growth is certainly good and beneficial for all, I think under the current leadership Oro Valley has lost � some of its beauty and wide-open spaces and will continue to do so under this leadership. April 29, 2017 Ms. Hynd, As someone whose backyard abuts Naranja Park(I live on I would like to offer a few suggestions: 1. Move the walking path in Naranja Park away from the backyards of residents. All day long, I have people staring into my backyard, sometimes calling out to my dog and, in general, showing no respect whatsoever for my privacy. The walking path does not have to be right up against residents' backyards, and should not be. 2. When a game is not going on, turn out the lights on the playing field. It's light pollution (which I believe Pima County is opposed to) and a waste of electricity. 3. Do not plan to set off fireworks near people's homes. The recent test was practically in my backyard. This may be an elevated point in the park, but Oro Valley homeowners who live near the park should receive some consideration -we're taxpayers, tooe If you're going to set off fireworks in Naranja Park, do it somewhere away from where people reside. � If the above points were incorporated into the plan for Naranja Park, I would be happy to consider supporting it. They have already increased the sales tax � and now this. It is very bad to see this happening when you are on a fixed income. Should this go through, we will no longer vote for any council member who votes for the secondary property tax. They are turning their backs on the seniors of Oro Valley who make up the largest demographic of this community. Don't do it!
