LA CANADA DRIVE REGULAR SESSION AT OR AFTER 6:00 PM CALL TO ORDER Mayor Hiremath called the meeting to order at 6:00 p.m. ROLL CALL PRESENT:Satish Hiremath, Mayor Lou Waters, Vice Mayor Joe Hornat, Councilmember Rhonda Piña, Councilmember Bill Rodman, Councilmember (attended via phone) Mary Snider, Councilmember Steve Solomon, Councilmember PLEDGE OF ALLEGIANCE Mayor Hiremath led the audience in the Pledge of Allegiance. UPCOMING MEETING ANNOUNCEMENTS Economic Development Manager Amanda Jacobs announced the upcoming Town meetings and events. COUNCILREPORTS Vice Mayor Waters reported that the upcoming "Oh, for the Love of Music" program scheduled for Wednesday, November 8, 2017 would be held at The Gaslight Music Hall located at 13005 N. Oracle Road, Suite 165, and urged musicians of all sizes, skills and status to attend. Councilmember Solomon thanked Oro Valley Police Department's Sergeant Mike Gracie, Officer Brandon Johnson and Officer Kevin Larter for going above and beyond the call of duty by purchasing tires for a 97-year-old who was not financially able to purchase the new tires needed for his vehicle. The officers spent their own money to purchase the needed tires after a service call was received about a man with a flat tire. 10-18-17 Minutes, Town Council Regular Session 2 Councilmember Snider recognized Elijah Marovitz, a fourth grade student from Copper Creek Elementary, for his example of leadership through kindness. DEPARTMENT REPORTS Town Clerk Mike Standish announced that new artwork was on display in the Council Chambers by artist Tyler Low. Parks and Recreation Director Kristy Diaz-Trahan gave an overview of the Town's Halloween Spooktacular events taking place in October 2017. ORDER OF BUSINESS Mayor Hiremath reviewed the order of business and stated the order would stand as posted. INFORMATIONAL ITEMS There were no informational items. CALL TO AUDIENCE Oro Valley resident and President and CEO of the Greater Oro Valley Chamber of Commerce Dave Perry thanked everyone involved that helped make the 2017 Town of Oro Valley State of the Town Address a success. Mr. Perry also provided information on several upcoming Greater Oro Valley Chamber of Commerce events. PRESENTATIONS 1.Proclamation -Bicentenary of the Birth of Bahá’u’lláh Mayor Hiremath proclaimed Sunday, October 22, 2017 as the Bicentenary of the Birth of Bahá’u’lláh. LaNelma Johnson and members of the Bahá'i Community, accepted the proclamation. 2.Proclamation - Domestic Violence Awareness Month Mayor Hiremath proclaimed Thursday, October 19, 2017 to be "Wear Purple Day" in honor of the Paint Pima Purple Campaign of Domestic Violence Awareness Month. Councilmember Snider gave an overview of the Law Enforcement Wives Club's (L.E.W.C.)Annual Pillow Project which helped to support Emerge Center Against Domestic Abuse. Emerge CEO Ed Mercurio-Sakwa and L.E.W.C Vice President Lindsay Rendon spoke 10-18-17 Minutes, Town Council Regular Session 3 about community involvement and how to support Emerge and the L.E.W.C Annual Pillow Project. Bill Howe, Captain at Golder Ranch Fire Department and representing the International Association of Fire Fighters Local 3832, presented a $500.00 check to L.E.W.C. to help purchase new pillow cases for the Annual Pillow Project. Mr. Mercurio-Sakwa and Emerge Special Events and Outreach Coordinator Shaundra Higgins accepted the proclamation. 3.Proclamation -Fire Prevention Month Mayor Hiremath proclaimed the month of October 2017 as Fire Prevention Month. MOTION:A motion was made by Vice Mayor Waters and seconded by Councilmember Rodman to adopt Resolution No. (R)17-40, amending Appendix "B" of the Town Council Parliamentary Rules & Procedures and Code of Conduct regarding the extension of board and commission term limits to allow the extension of one additional term at the discretion of the Town Council. Once a volunteer has completed their one additional term, the volunteer may not be eligible for appointment to that Board for a period of one (1) year following completion of their one term extension. Oro Valley will be featured in the Visit Tucson Official Travel Guide, along with the surrounding jurisdictions. Result: The 2018 Visit Tucson Official Travel Guide will be published in January 2018 and will include information about Oro Valley and its tourism assets, including Hilton Tucson El Conquistador Resort and El Conquistador Golf & Tennis. 2. Provide Oro Valley with a ½-page ad in the printed 2017 Official Travel Guide. Result: This will be fulfilled in January 2018. The value of the ½-page ad is $5,370. 3. Promote Oro Valley events and attractions on Visit Tucson’s website and social media sites. Information will be provided by Economic Development division staff or by New Media Developer. The Chamber will provide two (2) $25 gift cards from local Oro Valley businesses for each Musical Magic for Kids Concert in honor of Bill Adler, who donated raffle prizes each month to this concert. We purchased (2) $25 gift cards each at Rosati’s Pizza and Red Lobster. 3. The Chamber shall work to assist the Town in emphasizing the importance of supporting local retailers/businesses through educational and promotional efforts and will display the following materials at the Chamber offices: Shop Oro Valley Program and other economic development related materials as deemed appropriate by the Chamber President/CEO and Economic Development Manager. The Chamber will coordinate ribbon cuttings for new Oro Valley businesses. During the quarter, the Chamber cut ribbons at Rosati’s Pizza and Sports Pub on Aug. 5; and at My Handyman of Northern Tucson on Sept. 19. 2. During this Agreement, Town officials will attend Chamber breakfasts, luncheons and mixers free of charge as long as each official pre-registers for each event. Town official/staff attendance: July – 6; August – a table for 10 at the Chamber’s Annual Meeting / Awards Breakfast, and 2 mixer guests; September – 0. 3. Annual Chamber membership dues to be paid by the Town shall be included as part of the monetary consideration of this Agreement. Additional Information In August, the Chamber purchased $250 in gift cards at Target to support the annual Shop with a Teacher event. In August, Perry assisted a young couple considering a specialty coffee shop in Oro Valley, and made connections for them. We arranged tours for Rep. Tom O’Halleran at Roche Tissue Diagnostics, known locally as Ventana Medical Systems Inc., on Aug. 30. In September, Perry met with town planning staff to understand suggested changes on A-frame, outdoor display rules. Chamber advocated for those changes at P&Z meeting. They have been recommended to the town council for its approval. Following a site retention visit with Desert Podiatric Medical Specialists, the Chamber connected the office manager with representatives of Community Development and Public Works to discuss ways to improve wheelchair and walker-assisted access to the practice. In September, Chamber staff met with economic development staff to begin conversation on a special event to bring customers back to Lambert and La Cañada following the completion of road construction. The Chamber has agreed to spend $1,250 on gift cards with merchants at the 4 corners as part of a promotional campaign. The Chamber conducted network development events at the Oro Valley Holiday Inn Express & Suites July 13; at Mattamy Homes’ Vistoso Trails’ development July 27; at Fairwinds Desert Point Aug. 24; and at the Red Lion Inn and Suites North Tucson Foothills on Sept. 21. In Oro Valley, the Chamber hosted New Member Orientation Aug. 4, and its annual board retreat Sept. 22, both at the Hilton Tucson El Conquistador Golf and Tennis Resort. Chamber staff connected economic development staff with Theresa Leal-Holmes, who is opening a Dogtopia franchise in Oro Valley’s Oracle Crossings shopping center. We met with a couple that purchased one of the suite-accompanied houses in Lennar’s Eagles Summit development who seek to rent the property. Chamber staff reached out to town staff regarding proper process to do so. On Aug. 10, the Chamber hosted its 25th anniversary Annual Meeting and Awards Breakfast with 380 guests at the Hilton Tucson El Conquistador Golf and Tennis Resort. EXECUTIVE SUMMARY: The Town of Oro Valley currently acts as an RTA contractor providing Sun Shuttle Dial-a-Ride service within the Oro Valley area.  Under the current agreement, the RTA funds all trips within the Sun Shuttle Dial-a-Ride “Blue Zone” and all regional ADA Dial-a-Ride trips originating in the Sun Shuttle Dial-a-Ride service area. At the Town’s discretion, we fund senior trips outside of the general public Sun Shuttle Dial-a-Ride Oro Valley zone. The Town operates these services under the regional Dial-a-Ride service policies and regional system brand.   This amendment extends the term of the agreement for two years until June 2020 and was approved by the RTA Regional Council on September 28, 2017.   BACKGROUND OR DETAILED INFORMATION: The initial agreement - Resolution No. (R)11-02 was approved by Town Council on January 5, 2011, authorizing an Intergovernmental Agreement (IGA) between the RTA and the Town to provide a circulator bus service to serve the Oro Valley/Catalina area. Agreement expansion to include special needs transit - Resolution No. (R)12-07 was approved by Town Council on February 1, 2012, authorizing and approving amendment number 1 to the IGA between the RTA and the Town of Oro Valley for provision of circulator bus service. Five year funding extension - Resolution No. (R)13-42 was approved by Town Council on June 5, 2013, authorizing and approving amendment number 2 to the IGA between the RTA and the Town of Oro Valley for provision of circulator bus service. RTA vehicle purchase and fleet maintenance plan requirements - Resolution No. (R)16-08 was approved by Town Council on February 2, 2016, authorizing and approving amendment number 3 to the IGA between the RTA and the Town of Oro Valley for provision of circulator bus service.
