COUNCIL REPORTS
Councilmember Snider reported that Vice Mayor Waters attended the Inside Tucson
Business 2017 Executive Excellence Awards ceremomy where Oro Valley Police Chief
Danny Sharp was named a finalist.
DEPARTMENT REPORTS
Economic Development Manager Amanda Jacobs announced the launch of the 2017
Shop Oro Valley Holiday Campaign taking place November 3 - December 29, and the
Oro Valley Festival of The Arts and Tree Lighting Celebration taking place December 2 -
3, 2017.
11-1-17 Minutes, Town Council Regular Session 2
Parks and Recreation Director Kristy Diaz-Trahan gave an update on the Sonoran
Desert Mountain Bicyclists (SDMB) Big Wash Build Days. To date, the
SDMB community group constructed a mile of connector trail to the Honeybee Canyon
trail system. The SDMB community group will continue their work on the remaining third
mile of the connector trail on November 5, 2017. A ribbon cutting was scheduled for
December 9, 2017 following the completion of the connector trail.

Mayor Hiremath re-organized the agenda as follows: Presentation #2 would be heard

CALL TO AUDIENCE
Director of Marketing and Communications for Tohono Chul Park, Michelle Armstrong,
announced the parks upcoming 2017 Holiday Nights, A Million Lights event and invited
the public to attend.
PRESENTATIONS
2.Presentation of a plaque of appreciation to Rich Elias for his support and role in
bringing the Oro Valley Music Festival to our community
Mayor Hiremath presented Rich Elias with a plaque for his support and role in bringing
the Oro Valley Music Festival to Oro Valley.
1.Presentation - Youth Art Program by the Arts and Culture Ambassadors
Economic Development Manager Amanda Jacobs gave an overview of the Youth Art
Exhibits and introduced Arts and Culture Ambassadors Joann Carolla, Sasha Case and
Lisa D'Angelo.
Ms. Case and Ms. Carolla introduced the pieces of artwork on display in the Council
Chambers which were created by students from Immaculate Heart Elementary, Canyon
Del Oro High School and Quest for Education and Arts.

approving amendment number 4 to the IGA between the Regional Transportation
Authority of Pima County and the Town of Oro Valley for Regional Transit Service
Improvements: Project 48B - Circulatr Transit Service Improvements; Project 47B
Special Needs Transit for Elderly and Disabled provision of circulator bus service.
MOTION carried, 6-0.

RECOMMENDATION:
This item is for information only.
EXECUTIVE SUMMARY:
In the General Fund (see Attachment A), revenues collected through September totaled
$9.3 million or 25.6% of the budget amount of $36.3 million. Year-to-date expenditures
through September totaled $7.3 million or 19.9% of the budget amount of $36.7 million.
In the Highway Fund (see Attachment B), revenues collected through September totaled
$916,713 or 23.9% of the budget amount of $3.8 million. Year-to-date expenditures
through September totaled $587,605 or 11.9% of the budget amount of $4.9 million.
In the Bed Tax Fund (see Attachment C), revenues collected through September totaled
$281,650 or 24.8% of the budget amount of $1.1 million. Year-to-date expenditures
through September totaled $299,454 or 23.9% of the budget amount of $1.3 million.
In the Community Center Fund (see Attachments D-1, D-2 and D-3), revenues collected
through September totaled $1,355,577 or 20.9% of the budget amount of $6.5 million.
Year-to-date expenditures through September totaled $1,663,438 or 25.6% of the
budget amount of $6.5 million.
BACKGROUND OR DETAILED INFORMATION:
GENERAL FUND
Attachment A shows General Fund revenues and expenditures through September, as
well as year-end estimates for each category. The estimated year-end projections in the
General Fund are as follows:

General Fund Revenues
Local sales tax collections in the General Fund total $4.6 million or 26.6% of the
budget amount of $17.2 million. Please see Attachment F for a monthly tracking of
General Fund local sales tax collections, including construction and utility sales tax.
License and permit revenues total $771,309 or 37.4% of the budget amount of $2.1
million. These revenues are expected to come in over budget by about $314,000,
due to plan check fees for the Nakoma Sky (La Posada) development.
Approximately $190,000 of these revenues will be paid for outside plan review of
this project.
State shared revenues total $2.9 million or 25.2% of the budget amount of $11.6
million.
Charges for Services revenues total $584,342 or 26.4% of the budget amount of
$2.2 million. These revenues are trending to come in just over budget by about
$6,200.
Interest Income revenues total $31,338 or 30.4% of the budget amount of $103,000.
These revenues are expected to come in over budget by about $20,500 based on
year-to-date collections. Please note this is an estimate and is subject to change.
Overall, total General Fund revenues are estimated to come in over budget by
approximately $341,000 at year-end.
General Fund Expenditures
General Fund expenditures are estimated to come in under budget by about
$886,000 or 2.4%. This is due to a roughly $972,000 credit from the Public Safety
Personnel Retirement System (PSPRS) for excess member contributions the Town
refunded from our General Fund surplus last fiscal year related to the outcome of
the Hall and Parker lawsuits. The credit for the $972,000 refund payout is being
taken against the Town's budgeted employer contributions this fiscal year and is
currently reflected as savings in the year-end expenditure estimate for the Police
Department. Staff will be working with the Town Manager to develop a long-term
strategy for Council consideration to address the unfunded liability of our PSPRS
plan, and repayment of these credited employer contributions back into our plan this
fiscal year may be included as part of this strategy as a step toward reducing our
future unfunded liability.
Community Development & Public Works is projected to come in $190,000 over
budget due to outside plan review costs for Nakoma Sky as referenced in the
revenue discussion above. Please note these estimates are subject to change.
HIGHWAY FUND
Highway Fund Revenues
State shared highway user funds total $865,901 or 25.7% of the budget amount of
$3.4 million.
Miscellaneous revenues in the Highway Fund are projected to come in just over
budget due to insurance recoveries.
All other Highway Fund revenues are projected to come in on budget at this time.
Highway Fund Expenditures
Highway Fund expenditures are projected to come in under budget by about
$25,000 or 0.5%, due to personnel savings. Please note this is an estimate and is
subject to change.
BED TAX FUND
Bed Tax Revenues
Bed tax collections total $280,144 or 24.9% of the budget amount of $1.1 million.
All Bed Tax Fund revenues are projected to come in on budget at this time.
Bed Tax Fund Expenditures
All Bed Tax Fund expenditures are projected to come in on budget at this time.
COMMUNITY CENTER FUND
Attachment D-1 shows the consolidated financial status of the Community Center Fund
with all revenues and expenditures from Troon and Town-managed operations.
Attachment D-2 shows the monthly line item detail for the Troon-managed operations,
specifically revenues and expenditures associated with the golf, tennis and food and
beverage operations. The totals in the revenue and expenditure categories
in Attachment D-2 tie to the Contracted Operating Revenues and Expenditures in
Attachment D-1.
Attachment D-3 shows the revenues and expenditures for the Troon-managed food and
beverage operations only.
Community Center Fund Revenues
Revenues in the Community Center Fund total $1,355,577 or 20.9% of the budget
amount of $6.5 million. Contracted operating revenues from Troon total $628,251
and Town operating revenues total $219,341. Local sales tax revenues from the
dedicated half-cent sales tax total $507,985 or 22.0% of the budget amount of $2.3
million.
Local sales tax revenues from the dedicated half-cent sales tax are estimated to
come in on budget at this time.
Contracted operating revenues from Troon are estimated to come in on budget at
this time.
Town operating revenues are estimated to come in over budget by $11,000 or
1.4%, due to facility rental income.
Community Center Expenditures
Expenditures in the Community Center Fund total $1,663,438 or 25.6% of the
budget amount of $6.5 million. Contracted operating expenditures from Troon total
$1,382,558 and Town operating expenditures total $264,310. Capital expenditures
total $16,570.
Contracted operating expenditures from Troon are estimated to come in on budget
at this time.
Town operating expenditures are projected to come in on budget at this time.
Capital outlay is projected to come in on budget at this time.

EXECUTIVE SUMMARY:
The Naranja Park Special Bond Election was held on November 7, 2017. The official
canvass was prepared by the Pima County Elections Department and is attached to this
communication. The results are as follows:
Proposition 454 - Town of Oro Valley - Naranja Park Bond
Yes 4,865 (28.59%)
No 12,154 (71.41%)
The total number of ballots cast was 17,038, representing 55.61% of the registered
voters (30,636). Furthermore, of the total number of ballots cast, there were 18
undervotes and 1 overvote.

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE
TOWN OF ORO VALLEY, ARIZONA, DECLARING AND
ADOPTING THE RESULTS OF THE ORO VALLEY NARANJA
PARK SPECIAL BOND ELECTION HELD ON NOVEMBER 7,
2017
WHEREAS, the Town of Oro Valley, Arizona did hold a Special Bond Election on the
7th day of November, 2017, for the purpose of approving the issuance and sale of bonds
for Naranja Park; and
WHEREAS, the election returns have been presented to and have been canvassed by
the Town Council; and
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town
of Oro Valley, Pima County, Arizona, as follows:
SECTION 1. That the total number of ballots received for the Special Bond Election
was 17,038, representing 55.61% of the registered voters.
SECTION 2. That the votes cast for the Special Bond Election were as follows:

No 12,154 (71.41%)
SECTION 3.The Naranja Park Bond of 2017 is hereby denied.
SECTION 4. Where it is necessary for the preservation of the peace, health and safety

QUESTION NO. 454
PURPOSE: PARKS, OPEN SPACE, RECREATIONAL BONDS
AMOUNT: $17,000,000
Shall the Town of Oro Valley, Arizona, be authorized to issue and sell general obligation bonds
of the Town in the principal amount of $17,000,000 to provide funds to design, construct, improve,
furnish and equip multi-sport fields, diamond fields, playgrounds and associated infrastructure
and amenities for Naranja Park, and pay all costs thereof; the bonds, and any bonds issued to
refund the Town’s bonds, may be sold at prices that include premiums not greater than permitted
by law; may bear fixed or variable interest not exceeding seven percent (7.0%) per annum, and
may have principal payable not later than 20 years from the date issued?
These bonds will be issued as general obligation bonds and the issuance of these bonds will
result in a secondary property tax increase sufficient to pay the annual debt service on bonds,
unless the governing body provides for payment from other sources. The bonds may be refunded
by the issuance of refunding bonds of a weighted average maturity of less than 75% of the
weighted average maturity of the bonds being refunded.
A “yes” vote shall authorize the Town of Oro Valley governing body to issue and sell $17,000,000
of general obligation bonds of the Town of Oro Valley to be repaid with secondary property taxes.
A “no” vote shall not authorize the Town of Oro Valley governing body to issue and sell such
bonds of the Town of Oro Valley.

EXECUTIVE SUMMARY:
The purpose of this request is to consider two items related to the proposed
dedication of common area associated with the Honey Bee Village Archaeological
Preserve (Attachment 2).
Item A
The first request involves dedication of two common areas associated with the Preserve
from the Vistoso Town Center Home Owners Association to the Town of Oro Valley. The
two areas include:
The Preserve entrance and Display Area (Attachment 3 - Exhibit "A"); and
An archaeological park within the Hohokam Mesa residential subdivision
(Attachment 3 - Exhibit "B")
The Honey Bee Village Archaeological Preserve, Display Area and Hohokam Mesa
residential subdivision are located within the Rancho Vistoso Town Center. The Display
Area was included as part of a Block Plat (Attachment 4) approved by Town Council in
April 2015, which relocated the Display Area to a more accessible location adjacent to
Moore Road. The Block Plat included a General Note which required dedication of the
Display Area within two years of plat recordation (recorded 6/24/2016).
The archaeological park was approved as part of the final plat (Attachment 5) for the
Hohokam Mesa residential subdivision in 2006. A condition has been included in
Attachment 1 requiring the Town be granted permanent access to the Archaeological
Park via the Hohokam Mesa subdivision private roads, in conjunction with the dissolution
of the Vistoso Town Center Home Owners Association and dedication of the common
areas to the Town. The declarant is in agreement with this condition.
Item B
The second request (Attachment 6) involves the transfer of approximately $80,000 from
the Vistoso Town Center Home Owners Association to the Town of Oro Valley. The
monies were collected and will be used to help support, protect and enhance the
future preserve and associated common areas.
BACKGROUND OR DETAILED INFORMATION:
Prior Approvals
1987: Property part of original Rancho Vistoso PAD
2006: Development Plan approved for Rancho Vistoso Town Center
2006: Final Plat approved for the Hohokam Mesa Residential Subdivision
2015: Block plat approved to relocate Archaeological Display Area
2016: Viewpointe at Vistoso Trails Conceptual Site Plan approved
2017: Viewpointe at Vistoso Trails Final Plat Approved
The Honey Bee Village Archaeological Preserve and Display Area are located within
the Rancho Vistoso Town Center. The 13-acre preserve was dedicated to Pima County
in 2007 to ensure ongoing protection of the sensitive cultural resources within the area.
The Display Area has always been envisioned as the future public entrance to the
preserve.
Mattamy Homes is currently developing the Viewpointe at Vistoso Trails residential
subdivision adjacent to the Display Area. The developer has worked with Town staff,
members of the Pima County Cultural Resources Department and the Town of Oro
Valley Historic Preservation Commission to develop a concept plan for the site
(Attachment 7). Mattamy Homes will be installing the following improvements within the
Display Area:
Parking
Pedestrian connects
Ramada
Interpretative Signage
The archaeological park within the Hohokam Mesa residential subdivision
was established during the platting process to protect subsurface cultural resources.
Fieldwork conducted in 2005 identified a mound with several unexcavated pits. As such,
the park was established to protect these resources in perpetuity. A condition has been
included in Attachment 1 requiring the Town be granted permanent access to the
archaeological park via the Hohokam Mesa subdivision private roads, in conjunction
with the dissolution of the Vistoso Town Center Home Owners Association and
dedication of the common areas to the Town.
DISCUSSION
Item A
The property owner, the Vistoso Town Center Home Owners Association, is
dedicating the Display Area (Attachment 4 - Common Area "A") and the archaeological
park (Attachment 5 - Common Area "D") to the Town. As the entrance to a significant
cultural resources site and common area surrounding identified cultural resources, the
Town's Parks and Recreation Department is best suited to continue ongoing
maintenance and upkeep of both areas. The dedication requires:
Use of the property to support and enhance the Honey Bee Village Preserve.
Permitted uses included excavation, reconstruction and display of archaeological
features and the construction of amenities to support public access to the preserve
Continued maintenance of the property and any improvements by the Town
No transferring of the property without the prior approval of the donor
Item B
The Vistoso Town Center Home Owners Association has collected monies intended to
help support and enhance the preserve, including the Display Area and archaeological
park. The association has proposed donating the money, approximately $80,000, to the
Town. The donation requires:
Support and enhancement the Honey Bee Village Preserve, including the public
entrance
Protection and enhancement of the archaeological features within the
archaeological park
No transferring of the donated funds without the prior approval of the donor
FISCAL IMPACT:
Minor upkeep and maintenance costs are not expected to exceed $2,700 annually. A
onetime $1,500 expenditure is possible should the archaeological park be enclosed with
a fence.

CENTER HOME OWNERS ASSOCIATION TO SUPPORT, PROTECT AND ENHANCE
THE DISPLAY AREA AND ARCHAEOLOGICAL PARK LOCATED NEAR THE
SOUTHEAST CORNER OF RANCHO VISTOSO BOULEVARD AND MOORE ROAD

EXECUTIVE SUMMARY:
The purpose of this request is to consider two items related to the proposed
dedication of common area associated with the Honey Bee Village Archaeological
Preserve (Attachment 2).
Item A
The first request involves dedication of two common areas associated with the Preserve
from the Vistoso Town Center Home Owners Association to the Town of Oro Valley. The
two areas include:
The Preserve entrance and Display Area (Attachment 3 - Exhibit "A"); and
An archaeological park within the Hohokam Mesa residential subdivision
(Attachment 3 - Exhibit "B")
The Honey Bee Village Archaeological Preserve, Display Area and Hohokam Mesa
residential subdivision are located within the Rancho Vistoso Town Center. The Display
Area was included as part of a Block Plat (Attachment 4) approved by Town Council in
April 2015, which relocated the Display Area to a more accessible location adjacent to
Moore Road. The Block Plat included a General Note which required dedication of the
Display Area within two years of plat recordation (recorded 6/24/2016).
The archaeological park was approved as part of the final plat (Attachment 5) for the
Hohokam Mesa residential subdivision in 2006. A condition has been included in
Attachment 1 requiring the Town be granted permanent access to the Archaeological
Park via the Hohokam Mesa subdivision private roads, in conjunction with the dissolution
of the Vistoso Town Center Home Owners Association and dedication of the common
areas to the Town. The declarant is in agreement with this condition.
Item B
The second request (Attachment 6) involves the transfer of approximately $80,000 from
the Vistoso Town Center Home Owners Association to the Town of Oro Valley. The
monies were collected and will be used to help support, protect and enhance the
future preserve and associated common areas.
BACKGROUND OR DETAILED INFORMATION:
Prior Approvals
1987: Property part of original Rancho Vistoso PAD
2006: Development Plan approved for Rancho Vistoso Town Center
2006: Final Plat approved for the Hohokam Mesa Residential Subdivision
2015: Block plat approved to relocate Archaeological Display Area
2016: Viewpointe at Vistoso Trails Conceptual Site Plan approved
2017: Viewpointe at Vistoso Trails Final Plat Approved
The Honey Bee Village Archaeological Preserve and Display Area are located within
the Rancho Vistoso Town Center. The 13-acre preserve was dedicated to Pima County
in 2007 to ensure ongoing protection of the sensitive cultural resources within the area.
The Display Area has always been envisioned as the future public entrance to the
preserve.
Mattamy Homes is currently developing the Viewpointe at Vistoso Trails residential
subdivision adjacent to the Display Area. The developer has worked with Town staff,
members of the Pima County Cultural Resources Department and the Town of Oro
Valley Historic Preservation Commission to develop a concept plan for the site
(Attachment 7). Mattamy Homes will be installing the following improvements within the
Display Area:
Parking
Pedestrian connects
Ramada
Interpretative Signage
The archaeological park within the Hohokam Mesa residential subdivision
was established during the platting process to protect subsurface cultural resources.
Fieldwork conducted in 2005 identified a mound with several unexcavated pits. As such,
the park was established to protect these resources in perpetuity. A condition has been
included in Attachment 1 requiring the Town be granted permanent access to the
archaeological park via the Hohokam Mesa subdivision private roads, in conjunction
with the dissolution of the Vistoso Town Center Home Owners Association and
dedication of the common areas to the Town.
DISCUSSION
Item A
The property owner, the Vistoso Town Center Home Owners Association, is
dedicating the Display Area (Attachment 4 - Common Area "A") and the archaeological
park (Attachment 5 - Common Area "D") to the Town. As the entrance to a significant
cultural resources site and common area surrounding identified cultural resources, the
Town's Parks and Recreation Department is best suited to continue ongoing
maintenance and upkeep of both areas. The dedication requires:
Use of the property to support and enhance the Honey Bee Village Preserve.
Permitted uses included excavation, reconstruction and display of archaeological
features and the construction of amenities to support public access to the preserve
Continued maintenance of the property and any improvements by the Town
No transferring of the property without the prior approval of the donor
Item B
The Vistoso Town Center Home Owners Association has collected monies intended to
help support and enhance the preserve, including the Display Area and archaeological
park. The association has proposed donating the money, approximately $80,000, to the
Town. The donation requires:
Support and enhancement the Honey Bee Village Preserve, including the public
entrance
Protection and enhancement of the archaeological features within the
archaeological park
No transferring of the donated funds without the prior approval of the donor
FISCAL IMPACT:
Minor upkeep and maintenance costs are not expected to exceed $2,700 annually. A
onetime $1,500 expenditure is possible should the archaeological park be enclosed with
a fence.

I MOVE to approve Resolution No. (R)17-49 donation of approximately $80,000 to help
support, protect and enhance the Honey Bee Village Archaeological Display Area and

EXECUTIVE SUMMARY:
Staff is asking Council to delegate authority to the Town Manager to enter into a short
term agreement between the Town and Verizon Communications, Inc. for a cell site
facility near the southwest corner of Innovation Park Drive and Vistoso Village Drive.
BACKGROUND OR DETAILED INFORMATION:
On August 8, 2017, the Conceptual Design Review Board approved a Verizon cell site
near the southwest corner of Innovation Park Drive and Vistoso Village Drive on a
Town-owned light pole. Complicating matters are the new laws adopted by the Arizona
Legislature in HB 2365 that go into effect on February 9, 2018, regarding cell sites like
the one here. HB 2365 alleviates a number of hurdles that many Arizona municipalities
have placed on the location of cell sites in the right-of-way located both on government
owned light poles and utility poles in general.
While the Town is working on fee and rate schedules that comply with HB 2365, this
particular site is ready to start moving forward in advance of the February 9, 2018
effective date. In an effort to bridge this time gap for Verizon, Town staff is working to put
together an agreement that will allow Verizon to begin installing the already approved
facility near the southwest corner of Innovation Park Drive and Vistoso Village Drive. A
onetime delegation of authority to the Town Manager to sign this agreement would allow
the agreement to go into effect once the specific terms of the agreement have been
negotiated with Verizon, including a yet-to-be calculated interim rate.
FISCAL IMPACT:
Fiscal impact is not precisely known, but HB 2365 requires the annual rate to be
calculated based on the cost to manage the right-of-way. The eventual result will be a
neutral to positive financial impact.
SUGGESTED MOTION:
I MOVE to (approve or deny) Resolution No. (R)17-47 authorizing the Town Manager to
enter into a short term agreement with Verizon Communications, Inc. for the
communications facility near the southwest corner of Innovation Park Drive and Vistoso
