I was unable to be at the meeting yesterday because I just come back from a long trip so I watched it on the video. I was so impressed. First, I thought Hilary's presentation was marvelous. It makes me so happy to be a part of this new initiative at Tohono Chul. We have been working very hard to create a new inviting atmosphere for families and children in our beautiful sanctuary. Of course my primary reason for -watching was to find out how the vote was going to go regarding Pusch Ridge nine golf course where I have lived for the last 12 years. Like so many in the room, I am estatic that the vote passed in favor to keep the golf course open. I want to say to all of you, every single member of the council that I was so pleased with how respectful and honoring you were of the hard work that my neighbors have accomplished over the last three years or should I say four when we started really pushing for this golf course to be restored. I am certain that we can be a model for many communities throughout our region as to how we are going forth to make adjustments concerning uses of our important natural resources. I think we should all be proud of the achievements we have realized until now, and also be excited about what we can accomplish together in the future. I was impressed with how respectful all of you were to my friends and neighbors, even those of you on the council who chose to vote no going forward. Of course, I am overjoyed that we are going to go forward with this little treasure in the desert. Its operating costs are 100% covered by revenues and HOA subsidies, including for the water used. Additional sales tax is generated from spending by golfers at local businesses. Any capital requirements, regardless of its use will be covered by the .5% sales tax originally imposes support all Community Center related facilities.. I chose OV because it is so beautiful and peaceful With great people.. The green spaces here make it exceptional and friendly feeling. I feel that this course helps draw people in. It's good for the Hilton to attract customers and it's good for the neighborhood itself to stay green and verdant. If this course goes this area will deteriorate and the neighborly feeling will dissipate to another ho-hum area! The Pusch Ridge course pays for itself and has never been more popular than now. We don't need more housing in this area. OV has already been expanding outwards in these last few years. There are some people who worry about" the water usage, but more houses will consume even more water. Please keep this little Paradise pristine. The course is like a lovely park and we enjoy walking and golfing here and enjoy the cared for specialness of it. And it is open to all. Not a private course. My nd I live in the area of the course and are frequent users of the course. We ask you to seriously consider continuing the taxpayer's investment in this unique and awesome community asset. We have lived here nearly three years now, and understand this special course is a positive for the Town from a tourism standpoint. Its unique 9-holes are conducive for both visitors and residents of any age group, skill level and family play is welcome too. I play in one of the four established leagues and we are members of the Friends of Pusch Ridge Golf Course volunteer organization, donating our free time to help in course operations and events. The Town and Indigo Golf are making great strides in the maintenance of the course and more needs to be accomplished no doubt. Continued partnership with Indigo, the Town and other professionals will find a solid path for this amazing special asset should you vote to keep investing in this course. Camino Diestro in the El Conquistador Patio Homes neighborhood and have had the wonderful opportunity to visit it a few times since the purchase. Oro Valley is a beautiful place to live and we are proud to be a part of the community. That sense of community is something we experience in our neighborhood every time we take a walk, visit neighbors or attend one of the socials and is not something we have had before outside of Oro Valley. Eventually we will be living there about half of the year or more, but right now we are getting settled in and making long term plans to make that possible. Our townhome backs up to the Pusch Ridge Golf Course and being on the course with the dramatic Pusch Ridge backdrop is what inspired us to choose that location versus elsewhere in the town. I love sitting on the back patio and watching the golfers come and go. I still am surprised by how many there are. We can monitor the home when we are not there and number of golfers does not seem to change rain or shine, hot or cold. The setting, recreational availability and value that this course adds to Oro Valley is unique and its proximity around the El Conquistador Resort creates a symbiotic relationship that cannot be denied. I understand the course can fully support itself financially and is the only 9-hole public course in Oro Valley. With very reasonable rates, it offers the golf experience to those who otherwise could not afford it. I also understand that any of the watering concerns have been addressed and abated. What I would like to convey is that the value that this course adds to our community cannot be replaced. This neighborhood was designed as it is and where it is for a reason and changing the use of the course into something it was not designed to be would be not only unfortunate, but a mistake. Our neighborhood and course is a quiet, peaceful and wonderful place to be. I strongly encourage you to let it be and continue for years to come to thrive as the great little course it is. Part of the reason for us choosing to live in Oro Valley was the beautiful Pusch Ridge Golf Course. I believe it's one of the main reasons that the El Conquistador area and Hotel is considered by many folks to be some of the most beautiful real estate in all of Tucson. The issue is not straight forward as solutions are evolving rapidly. It is very good that we all are making efforts to conserve water. It is true that Oro Valley and surrounding areas are currently putting more water back into the aquifer that it takes out. Any decisions made based on water should be made with a full understanding of the overall comprehensive water plan for our county, surrounding areas, and our state. The current report being considered by the Council on water use and solutions for Pusch Ridge Golf does not reflect the current thinking of the water experts. It speaks to using nonportable water as a major solution. Making judgements based on use of portable or nonportable water is no longer a correct criterion. The water experts and scientists have moved beyond this solution in planning for the future. Plans are already being considered to combine nonportable water into the main water system. The water experts are already considering solutions that would create this system, including Oro Valley. These systems are not hypothetical, there are already functioning systems in place in other areas. These plans would seem to make it impractical to invest in more nonportable water infrastructure and making judgements based on use of portable or nonportable water invalid. We all need to work toward viable water solutions. We need to listen to our water experts in making judgements and decisions. Where is the input from our water experts and the current comprehensive water plan in this report? What are the best criteria for making decisions on existing facilities and future developments? Yeeha, it's a party out there. 4) There are groups of 7-8 people in one tee time slot, drastically slowing play. Also, these large groups are sharing one or two sets of clubs! 5) There are folks supposedly playing "golf" on Pusch Ridge who have never swung a golf club and have no idea about golf course etiquette. 6) Veryyoung children (5-6) are operating golf carts ... surely this is illegal. 7) People are driving carts up to and on the greens!! 8) Divots are not repaired, sand traps are not raked, and ball marks on the greens are not fixed. And this list goes on and on. It's such a joy playing golf at El Conquistador, La Canada and The Views because golf is professionally supervised and managed. And the future holds additional options, such as re -treated community water, to further exceed those objectives. 2) Short-term, there are methods to reduce water use at Pusch Ridge. These include, but certainly aren't limited to, the following: • Reduce turf (sections of fairway and extra tee boxes can be eliminated) • Use smart -watering systems and targeted sprayers to reduce watering in needed areas. • Eliminate unnecessary trees, which require water in dry seasons 3) Pusch Ridge should not be singled out for non -critical potable water use! • As you know, there are two other parks and the aquatic center, which also use potable water. • Pusch Ridge uses approximately 1% of Oro Valley potable water. This is far less than the 57% used for residential swimming pools and landscaping. * After the successes of the past 3 years, I truly believe Pusch Ridge stakeholders have earned the chance to work toward the water reduction goal. Peter Abraham spoke for well over an hour concerning the sources and dynamics of our water supply. The bottom line was that Oro Valley is well positioned and he felt there was no threat to our supply for the next 100 years. It is still critical that our town leaders and our citizens conserve water resources and eliminate waste. If town amenities are value added then the trade off makes sense. The town staff analysis shows an average $200,000 annual capital expenditure over the next 10 years. That number is offset by any annual operating profit currently forecast in the $25K range. It is also offset by any tax revenue gain from local businesses and the Hilton hotel. Again, based on the value the course provides that seems like a very positive return on investment. A final comparison, when the town made the decision to reopen the course, the town staff forecast a $2,000,000 capital investment over 5 years to repurpose the course to a park. Inflation has certainly increased that number. That's twice the annual amount forecast to continue golf operations. I am currently a member of the Board of Directors for the El Conquistador Resort Patio Homes Homeowners Association. I was one of the HOA representatives that worked with Town staff as they developed the Pusch Ridge Operations Analysis ("Analysis") that will be discussed at the Town Council Meeting on February 71 2024. 1 was involved in the preparation of the Joint Response from the Supporting Homeowners Associations that is included in the material provided to the Town Council for this Agenda Item. I fully agree with and support the content of those comments. These comments, however, are my own and have not been reviewed or approved by any of the HOAs that provide financial support for the Pusch Ridge Golf Course. I do play and enjoy golf on the Pusch Ridge Course and feel it is a valuable asset for the Town of Oro Valley. I hope the Town Council will decide to continue operation of the Pusch Ridge Course in the future. Introduction The Analysis provides an excellent summary of the history related to the issue now before the Town Council. In brief, as part of the decision in 2021 to reopen the Pusch Ridge Golf Course, Town staff was directed within three years to evaluate and report to the Town Council as to the continued feasibility, capital improvement requirements and other factors for the Pusch Ridge Course. The Analysis is the result of that effort by the Town staff. It is important to note that the Analysis does not contain any recommendations nor staff opinion regarding the decision before the Town Council. It is also important to note that the Analysis is based on current operations, " ... assumes continued operation as a golf course" and specifically states that a decision to close the Pusch Ridge Course "... would create a separate set of issues that would need to be reviewed and planned for, which are not considered in this analysis." For this reason, it seems to me that the Town Council is faced with the same type of decision it considered in 2021, although now it has more than two full years of performance information to aid in the decision process. Feasibility The Town Council requested this Analysis to review the "continued feasibility" of the operation of the Pusch Ridge Course. In the context of the task before the staff, the term "feasibility" can reasonably be viewed to mean the possibility, capability, or likelihood of something being done or accomplished, presumably with minimal negative impact, financial or otherwise, to the Town of Oro Valley. The Analysis states, and its details confirm, that " The Pusch Ridge 9-Hole Golf Course is likely to be able to cover its operating expenses through its gross income." However, the Analysis also states "The course's operations do not cover capital expenses associated with the course." Assessing the feasibility of the Pusch Ridge Course was also a factor in the process that occurred in 2021, when the Town Council considered options for the Course and decided to reopen it rather than convert it to natural open space/passive recreation. In the analysis done by Town staff in 2021, and reported to the Town Council by then Town Manager Mary Jacobs, the performance for the Pusch Ridge Course for Fiscal Years 21/22 and 22/23 was projected to result in a cumulative loss (after HOA contributions) of $327,586. The actual performance during those two fiscal years was a profit (without HOA contributions) of $83,939 - a variance in the Town's favor of $411,525. Adding in the projected performance for FY 23/24 from the 2021 report ($189,777 loss) and the current estimate in the Analysis ($27,695 profit), the variance increases to well over $600,000. The 2021 report also included projections for the impact of the Pusch Ridge Course on the Community Center Fund. Those projections were that the anticipated losses from operation of the Pusch Ridge Course would have a negative impact on the Fund. That negative impact was never realized and it is clear that the Pusch Ridge Course has contributed to the substantially improved current position of the Community Center Fund over the projection from 2021. The numbers reflect that as the Town Council considered the operation of the Pusch Ridge Course to be feasible in 2021, the operation of the Course certainly is and will continue to be feasible into the future. Long Term Needs While the feasibility of the Pusch Ridge Course operations is established, the Analysis has identified two long term issues that may impact the Course in the long term: capital improvement projects and the use of potable water to irrigate the Course. (a) Capital Improvement Projects The Analysis includes a chart of capital improvements and major repairs that are expected to be needed at the Pusch Ridge Course over the next 10 fiscal years (p. 24). When asked to prioritize these types of capital improvements, both the HOAs and the Friends of Pusch Ridge deferred to staff because both groups lacked sufficient information for identifying and prioritizing such projects and their costs. However, both groups offered the general recommendation that only urgent capital demands should be undertaken so that golf operations could continue and offered to work further with Town staff once staff had identified their priority choices. Those priority choices are'disclosed for the first time in the Analysis,,so the HOAs, Friends of Pusch Ridge Golf and other interested parties have not yet been able to discuss them with Town staff. There certainly will be capital improvement projects that will be required to maintain the Pusch Ridge Course - just as there will be capital improvement projects required to maintain other Town assets. It is clear from the Analysis, however, that most of these improvements are not urgent and are planned for some years in the future. The Town Council should provide for additional discussion of the capital improvement needs among staff and the interested groups before deciding whether such long term costs should impact the shorter term operation of the Pusch Ridge Course. (b) Water Use The use of potable water to irrigate the Pusch Ridge Course has long been a concern for the Town Council, and I expect it will be a significant factor in your discussion on this agenda item. The Analysis states: "While some small reductions in water use can be found, there is no clear path to mitigating the course's use of 30 to 40 million gallons of potable water annually." Although the number is large and the alternatives'are small, the question the Town Council should ask is: "Is this use really a serious problem?" Some answers can be found in the 2023 Annual Report from the Town of Oro Valley Water Utility. The 2023 Annual Report notes that total water production in 2022 for the Oro Valley Water Utility was 9,179 acre feet (about 3 Billion gallons). Of that production, 7,438 acre feet could be used as potable water (about 2.4 Billion gallons). Stated'differently, if a unit equals 1,000,000 gallons of potable water, the Water Utility produces 2,400 units of which only 30-40 are used to irrigate the Pusch Ridge Course. Using these numbers, the potable water used to irrigate the Pusch Ridge Course equates to about 1.5% of the potable water used annually by the Town. The Annual Report also notes that groundwater use has remained steady or decreased in recent years and that the Water Utility has approximately 31,686 acre feet in long-term storage credits. Conservation and water management'steps allowed the Water Utility to report in 2017 that "The Town demonstrated to the state department that it had a 100-year water supply when considering current and committed demands, as well as future growth projections." (Oro Valley's water future continues to look bright Published on December 21, 2017 and available on the Oro Valley website) The use of potable water to irrigate the Pusch Ridge Course has been and continues to be an issue that needs to be addressed. However, in the overall picture of water use in Oro Valley, the amount of water used on the Course represents a minor and manageable issue. The Pusch Ridge Course should work with the Water Utility to maximize the efficiency of its water use, but the need to use potable water to irrigate the course should not be a definitive factor in determining -the continued operation of the Course. Conclusion As noted earlier in these comments, the Analysis does not contain any recommendations from staff with regard to the continued operation of the Pusch Ridge Course. However, the assessment prepared by oes include such a recommendation: Pusch Ridge has a loyal following of both players and residents within the community. With the course performing fairly well financially, it remains a viable business and should remain open as a golf course. Any other uses for the land would not generate the type of revenue and flow through that is currently being produced. The Analysis confirms that the decision by the Town Council in 2021 was the correct one. The Pusch Ridge Course has shown that it has been a successful and profitable enterprise, far exceeding the performance expectations from 2021. As with any municipal golf course, there are long term issues that need to be addressed, but nothing that cannot be resolved considering the collaboration between the Town and the concerned residents and entities that have combined to ensure the success of the Course for over two years. The Course represents a valuable asset for the Town of Oro Valley that should continue operations. I urge the Town Council to vote to continue the operations of the Pusch Ridge Golf Course. We adjoin the Pusch Ridge Golf Course and the second tee box is literally ten feet from our patio. From this unique vantage point we can offer some input in support of keeping and promoting this Oro Valley treasure. First of all, we have noticed tremendous growth in the number of players on the course during the last three years! We are not golfers but have personally witnessed a true phenomenon in the growth. It is our understanding that Pusch Ridge supports itself financially, a rarity today. There is a steady flow of players whom we frequently interact with as they congregate around the tee box. We are amazed at how diverse the golfers are.... children, youth, adults and seniors. A great many are from out of town and out of state and we have had them comment frequently about the beauty of the course (which serves to represent Oro Valley) and say how lucky we are to live here. It is not at all uncommon to be asked if we know of any homes for sale in the area. The Pusch Ridge Golf Course is truly an ambassador to the town of Oro Valley! There are also many that we've spoken to who make an annual pilgrimage to Oro Valley just to play this golf course and relax. Some of the states represented are Texas, Colorado, North.Carolina, Missouri, Minnesota, Massachusetts, Wisconsin, Illinois and Montana ... to name the ones we have personally interacted with. There is obviously great potential here for population growth as these enamored people relocate or retire to this wonderful place. We understand that the Pusch Ridge Golf Course is widely recognized as being one of the most beautiful and challenging nine hole courses anywhere. This is verified by the many golfers we speak to. In addition, we've 1 heard it is the only nine hole course in this part of the Tucson area. In our busy world, there are more and more players who don't have time to play 18 holes but delight in having a nine hole course available. The Oro Valley Town Council made the right decision three years ago to keep the Pusch Ridge Golf Course open and we hope that you will continue to support this valuable recreational resource and one of the crown jewels of the Town of Oro Valley! On the heels of a successful three-year demonstration trial that reversed the negative financials, eliminated the subsidy, and highlighted FOPRG's community contribution, I know Council will face tremendous pressure to continue operating PRGC as a golf course, especially in a year Lake Mead's Shortage Tier was upgraded to 1 from 2a. A decision to close PRGC now amidst conflicting water supply signals, in my humble opinion, might strike some as emotionally driven vs. objectively process -driven, and could complicate our future water resource management efforts. Director Abraham and the Water Utility have done a great job setting us up for a hotter, drier future by diversifying our water supplies, reducing our groundwater withdrawals to their lowest level (i.e., below Mr. Abraham's "psychological" 5,000 acre-feet threshold), banking enough to survive rainless years, and starting a campaign of public education (e.g., Beyond the Meter newsletter). Yet, although we are doing all the right things and are nearly at Sae Yield not all regions of the greater Tucson aquifer are faring equally, as we learned at the Growing Water Smart workshop last month, and even more targeted public education and engagement is needed, as we collectively agreed. As the Arizona Department of Water Resources director's words reminds us, there will come a time hard lifestyle choices will be necessary, but armed with increasing knowledge and cross -functional department engagement, I feel OV's Growing Water Smart team should forge ahead to develop that comprehensive water resource management roadmap born out of both introspection about how much smarter OV needs to become, and extrospective collaboration with the immediate neighbors who share and impact our regional aquifer. Then by being fully transparent with our broader community about the fact -based roadmap to supply-side investment and demand -side conservation, we will not only empower them to make their own smart choices (i.e., amount of outdoor use), but the Town and Council can quickly act to adopt the easy measures and have the foundation to implement the harder measures in the roadmap, if and when necessary. At FOPRG, our charter and messaging have always included water conservation. Following a vote to continue operating PRGC on February 7th, FOPRG, in continued collaboration with Town, can focus even more of its future messaging on topics of conservation and the Growing Water Smart roadmap. For what it's worth, here are my two cents: Pusch Ridge is a beautiful course, perhaps the prettiest in this area. It is the only nine -hole course in the area. Many golfers- young, old, working people - prefer to play just nine holes. • The course is challenging; each hole presenting.a different and interesting challenge. It is well maintained, the staff is friendly and helpful. How can costs be reduced? Frugal use of water (the course is already closed during the hottest summer months) Increase green fees-- the fees are now lower than the 9-hole rate at many or most courses. I play at Crooked Tree and their 9-hole rate with cart is $37., while at Pusch Ridge our rate is just $28.24 (League rate). I think that the majority of players would gladly pay a higher rate to keep the course open. Change the sand bunkers to grass bunkers. The sand is of poor quality anyway, and grass is much cheaper to maintain. We do love this course-- please do reconsider keeping it going. However, this information provided to you by staff does not show the cost of water. In CY 2023 the Pusch Ridge Course spent $271,891.85 for WATER ONLY. When you deduct the water bills from the gross income you can see that the real income was $123,316.15. There is no accounting for the cost of labor which would obliterate and profits. Bottom Line: The course does not show a profit AND continues to waste potable/drinking water. In fact the course utilized 50,295,000 gallons of potable/drinking water in CY 2023. The Pusch Ridge drains the Town's monies, and utilizes a finite element called POTABLE WATER. Please make a responsible decision on the future of this property. I see a wide range of golfers, families with small children, youth, young professionals to local homeowners to senior citizens including the leagues. The # of golfers has increased over the past 3 years. You should see that in the increased revenue. I know for a fact, that the leagues go to local restaurants (or have catered) ie: Fork & Fire & The Landing. Not only is this more revenue into the Pusch Golf Course but to the restaurants & including the town of Oro Valley. Concerning the potable water issue, the course uses approximately 1.5% of the total potable water used among the town residents. The only negative that I see is that it is a narrow course & some goffers forget that & use their drivers to tee off. This leads to balls hitting homes causing stucco damage, broken windows or people not feeling safe in their own backyards during hours of golf play. That should be an easy fix by having the pro shop explain to the golfers that it's a narrow course & they shouldn't use their drivers. It is the visual centerpiece of our community. It's eye candy for hotel guests. Brings'em back. They spend money in town. A nice intangible. As a golfer who enjoys the option to play only 9 holes, I am — emotionally — also biased in favor of keeping the course. These are 9 very interesting, challenging and, occasionally (at least for me), rewarding holes. People are well- behaved when they play. Golf teaches patience. Our country needs more of that. Another nice intangible. As a hiker, I am — both logically and emotionally — biased against turning this course into a pseudo nature preserve. Oro Valley already has a 6-mile nature trail where you can walk on cracked concrete and watch nature very, very slowly reclaim what was obviously a golf course. Oddly, the expensive signs at each tee -box serve to remind 'hikers' of that heritage. This would not look good at Pusch Ridge. Hotel guests who hiked the cart paths would sense 'abandonment'. Eye candy 4 eye sore? Might not come back and spend as much money in town. A not so nice intangible. So, sure. Do the math regarding revenues vs. expenses for this course. The Quails have made PRGC their home for some 30 years and has a membership of 50-60 members. These ladies have been my golf family for the past 13 years, even since we bought our home here in OV. Tomorrow I am playing with 51 of the many friends I've made I the asual league we call the Prickly Pairs. When Pusch Ridge was reopened during Covid, We have 170 members who jockey for the 52 spots open each Wednesday afternoons. (We are limited to 52 by the number of carts available at Pusch.) After golf, we go to one of the four Oro Valley restaurants the Friends have arranged partnerships with for food, fun and fellowship. We have built a community within our OV community centered around PRGC. Thursday morning I often play with the second women's league that plays at Pusch. 25-40 women play in this league each week, and the men's league fills the course every Monday morning, again cut off by the number of carts available. Can these hundreds of devoted league golfers be wrong about Pusch Ridge being a valuable Oro Valley commodity? Oro Valley residents and our Tucson and Marana neighbors love playing rounds here, too. We are 9-hole golfers and this is our course of choice. And, we are willing to pay to play again and againl I Then there's tourism Alive and well at PRGC. Some of us volunteer on the Friends' Board; some of us pay HOA dues that are devoted to the maintenance of this course; and many of us have worked tirelessly to market this course to the thousands who have discovered it and love it. Yes, it is only nine holes but it is a chance to get out. Today, I tried to book nine holes at the other city courses, and the website would not let me. I have one option. • It's social. Pusch Ridge has done an outstanding of not just providing golf, but through the leagues it provides an opportunity for people to get out and meet other people. I really look forward to playing in the Monday men's league. I am there regardless of the weather. Each week I play with three different people and thoroughly enjoy it. I understand that in the winter that the city must use the opportunity to optimize their revenue on the other courses. However, Pusch Ridge is a nod to our full-time residents providing us a year-round golf option. Pusch Ridge is a profitable operation that fills a need that the other city courses do not. I think we can all agree that it has exceeded all expectations. Why did this happen? Advertising, community involvement, and conditioning of the course all played a part. Families can now spend time together and play at a reasonable cost. Tourists, Oro Valley and neighboring residents can enjoy the beauty of our area and play in 2 hours or less. Many locals have joined one or more of the four leagues. Restaurants, strip malls, gas stations, and other establishments have all benefited. How can we keep this going? Patrons will continue to play if the course is kept in good condition... kudos to the green superintendent and crew ... and is reasonably priced. Of course, water usage is a reasonable concern. Continued investigation of new methods of irrigation and turf management is necessary, I have heard references to excessive water usage by golf courses as a reason to close courses. What about water parks and the pools? I would be curious as to the usage of water in those facilities. Water evaporation is a major problem especially in the summer. How much water is used to replenish the pool in the Aquatic Center? How does this compare to usage at a 9-hole golf course? How does the income generated compare to operating expenses at these facilities? I haven't been able to find any data regarding this. Once again, thank you to the board for allowing the community and others to enjoy this beautiful golf course. I hope to be able to continue to enjoy it for many years to come. Living alongside the course, we know that many non -homeowners enjoy this course as well, as we hear many golfers enjoying the scenery as they enjoy their golf outing with friends and family. It was heartbreaking when the major flood caused so much damage years ago, but it was even more heartbreaking to go through the devastating time when the course was closed by decision of the town of Oro Valley. It was amazing how quickly the course became an eye -sore and embarrassment to our lovely Oro Valley community. The impact on the market values for our area was also detrimental. We are thrilled with the work the Indigo golf group has accomplished, working with the local HOA's and the town council. The course has been brought back to life, and again is something for the town to take pride in. The amount of play the course has now enjoyed indicates that golf is important to this community and to the town. All budget decisions are difficult, but keeping Pusch Ridge as an active golf course has proven to be an important addition to our community, and can be managed to be an economic benefit while promoting the lifestyle of Oro Valley. The alternatives have never been shown to be viable, alternatives are expensive, while decreasing a substantial market value base of many homeowners. We understand that communication with the council will be part of the factors of the decision — it's important that the community be heard, and as part of the community we strongly support the golf course! To the best of our knowledge as provided by all the information one can get concerning the -usage, costs and profitability of the golf course, it appears the golf course is being used enough to not only pay for itself, but also make extra money for other town operations. It seems the main issue for the town's decision making is the charge Troon Management charges to maintain the course. When one runs a business one always has the option to negotiate costs with the subcontractors, the business hires, tell them what is acceptable and what is not, give suggestions, monitor the money and monitor physical functions of the subcontractor. Again, it is not their money or property-- it belongs to the taxpayers. One can always hire other companies if not able to negotiate or work comfortably with the existing subcontractor. Of course we understand hiring someone else is a pain and may not work, but that is part of owning and being a part of a business. I suppose the Town could always sell the.golf course and let someone else rake in the profits. 2. We understand the Town spent money on an audit of the course and that audit came backvery positive and showed that it is a monetarily viable business. Probably a waste of money, but still a good idea to set the record straight!. We are very aware of cost overruns at Naranja Park, the inability to follow through with obligations concerning the Vistoso Property and the Oro Valley Marketplace Development. Pusch Ridge Golf Course could be a good example to the taxpayers, residents, businesses and visitors (tourists) that our elected officials do some good things. 3. We are very aware of the dollars three community_HOA'S contribute to the operation of the golf course and of all the volunteers who help run, maintain and promote the golf course at no cost to the Town or taxpayers. 'What other Town owned and or managed properties, recreational opportunities, safety, protection, street maintenance operations, etc., get this kind of support? 4. It seems to us that the Chamber of Commerce, Resorts, Hotels, Restaurants and Bars, Schools, Golf Clubs, Disc Golf Assoc., and local Businesses are supporting and promoting the golf course which benefits all of Oro Valley businesses and residences whether or not you are pro golf or anti golf. 5. There is a solution and that solution will have to be changed and tweaked as time goes along. We do understand going forward water will be the biggest capital expenditure to keep the Pusch Ridge Golf Course a viable .part of the community. There is plenty of time to come up with a solution and to raise capital. The best story, in our opinion, is that the golf course is not open from May 1 st through Nov 1 st and requires very little water (only for maintenance of the greens) and when re- seeded in October. This saves a lot of the potable water that is used on Pusch Ridge vs.other courses in Tucson that are open in the summer and use non -potable water sources. The best part of the story in regards to water required to have Pusch Ridge Golf Course is all the.rain the course receives from October through March. Due to the location of the course up against Pusch Ridge and the Catalina Mountains, this area gets more rain than any other area (golf courses) in Tucson. This saves so much water. If the water managers and planners could. get more information out through media sources and government education to the populace, they would know water is quite plentiful and is being managed for the future here in Tucson. It is not at the crisess level as some elected officials and public naysayers would have you believe. 6: The Pusch Ridge Golf Course provides such a wonderful oasis for fauna and wildlife. When the course was not open and maintained (watered) in 2020 / 2021 the wildlife disappeared and most of the fauna died or was severely impacted (see the Vistoso Property as an example). Can we help nature win once in a while? 7. In the scheme of golf as a choice for recreational opportunity, younger folks trying golf find 9 holes more affordable and less time consuming than 18 holes and are more likely to take the game up and be a viable source for the future of golf as a sport. The same time and money argument works well for families, schools, people getting off work, older folks that can't physically play 18 holes anymore and many more. All of these reasons make a 9 hole golf course the way to go here in Oro Valley and the greater Tucson Area! My wife and I are asking you, the elected officials, to vote for the continued operation of the Pusch Ridge 9 hole Golf Course.
