Dear Mayor Jo and Council.
I was unable to be at the meeting yesterday because I just come back from a long trip so I watched it on the video. I was
so impressed.
First, I thought Hilary's presentation was marvelous. It makes me so happy to be a part of this new initiative at Tohono
Chul. We have been working very hard to create a new inviting atmosphere for families and children in our beautiful
sanctuary.
Of course my primary reason for -watching was to find out how the vote was going to go regarding Pusch Ridge nine golf
course where I have lived for the last 12 years.
Like so many in the room, I am estatic that the vote passed in favor to keep the golf course open.
I want to say to all of you, every single member of the council that I was so pleased with how respectful and honoring
you were of the hard work that my neighbors have accomplished over the last three years or should I say four when we
started really pushing for this golf course to be restored.
I am certain that we can be a model for many communities throughout our region as to how we are going forth to make
adjustments concerning uses of our important natural resources.
I think we should all be proud of the achievements we have realized until now, and also be excited about what we can
accomplish together in the future.
I was impressed with how respectful all of you were to my friends and neighbors, even those of you on the council who
chose to vote no going forward. Of course, I am overjoyed that we are going to go forward with this little treasure in the
desert. Thank you all for your service to our community, respectfully,

Honorable Mayor and Council members,
As a follow up to my remarks at the 2/7/24 Council meeting please see attached photos of the bridge that
spans hole number seven and some members of the volunteer group that work on the course each
Wednesday. The volunteers scraped, primmed, and painted the bridge and also installed new wood
beam supports at no cost to the town of Oro Valley.
Thank you.

Subject: Support for continuing the operation of Pusch Ridge Golf
Mayor Winfield and members of the Town Council,
Currently the Pusch Ridge Golf Course is financially self-sustaining. Its operating costs are 100%
covered by revenues and HOA subsidies, including for the water used. Additional sales tax is generated
from spending by golfers at local businesses. Any capital requirements, regardless of its use will be
covered by the .5% sales tax originally imposes support all Community Center related facilities..
By closing the course to save some but not all of the current use of potable water, the Town would be
committing all of its taxpayers to pay for the water that would still be required based upon the sales
agreement between the Town and HSL (the Town shall comply with all laws, rules and regulations with
respect to such open space and/or recreational amenity, and shall maintain, repair, and landscape such
open space and/or recreational amenity in a. manner that controls dust, removes litter and debris, and
landscapes and maintains the open space or recreational amenity in a manner compatible with the
operation of the Resort as a first class resort property. ")
Taxpayers would also be committed to fund the transformation of the golf course to a low priority / low
use open space. The taxpayers would also have to fund ongoing maintenance of this facility to comply
with the sales agreement with no offset from generated golf revenues, subsidies currently provided from
the surrounding HOAs or from the tax revenues generated by the current 18,000 golfers.
Who wins with this decision?

Dear Council
I've lived in OV for 14 years now. I chose OV because it is so beautiful and peaceful With great people.. The green spaces
here make it exceptional and friendly feeling. I feel that this course helps draw people in. It's good for the Hilton to
attract customers and it's good for the neighborhood itself to stay green and verdant. If this course goes this area will
deteriorate and the neighborly feeling will dissipate to another ho-hum area!
The Pusch Ridge course pays for itself and has never been more popular than now.
We don't need more housing in this area. OV has already been expanding outwards in these last few years. There are
some people who worry about" the water usage, but more houses will consume even more water. Please keep this little
Paradise pristine. The course is like a lovely park and we enjoy walking and golfing here and enjoy the cared for
specialness of it. And it is open to all. Not a private course.
Thank you for your time and effort to make Oro Valley for the beautiful place it is.
Best Regards

brief.
I have lived in the El Conquistador Patio Home neighborhood since 1987, the mountain view and.the
green of the golf course had me move to Oro Valley from NY.
With the new management of the golf course it appears this is a viable course and should -continue as
is. The prior management did not seem very interested based on tee times and # of carts they

the past 3 years, the golf course income has exceeded expectations. It would be devastating to property owners who
purchased their homes because of the golf course, and it would be heartbreaking to destroy this iconic landmark in Oro
Valley.

Dear Council:
As an owner in El Conquistador Patio Homes, I would like to request you vote to keep Pusch Ridge
Golf Course open.
The course over the last two years continues to go up in play and Indigo is doing a great job in
maintaining the course. The laughter and enjoyment we witness everyday, well'the groans and "Oh
No's also, sitting on our patios watching the players is invaluable to us as we age.
More, importantly to me and I'm sure many others is, the majority of us that live here are over 70
years old. Have you addressed what this might do to our pretty crime free HOA area if it becomes
open to all?
Have you thought about the value of our homes? I would imagine our property taxes would go down
with the value of the houses going down from what they are today, thus less money to the city.
Just a few things I've thought that may effect many.
Thank you for your time and attention, please
VOTE TO KEEP PUSCH RIDGE GOLF COURSE OPEN!

Dear Oro Valley Town Council Leaders,
Thank you for your past investment in the Pusch Ridge Golf Course. My nd I live in the area of
the course and are frequent users of the course. We ask you to seriously consider continuing the taxpayer's investment
in this unique and awesome community asset.
We have lived here nearly three years now, and understand this special course is a positive for the Town from a tourism
standpoint. Its unique 9-holes are conducive for both visitors and residents of any age group, skill level and family play is
welcome too. I play in one of the four established leagues and we are members of the Friends of Pusch Ridge Golf
Course volunteer organization, donating our free time to help in course operations and events. We gladly supported our
Homeowner's Association - Town 3-year agreement providing special funds to the Town, showing our additional
financial support helping boost the course's bottom -line when it was needed. Significant cost-effective
annual improvements have been accomplished during these years continuing to maximize tax -payer money while
investing in our great Town. This is resulting in showcasing the beauty and majesty of the Pusch Ridge like no other
Town facility.
Being adjacent to the amazing tennis and hotel resort complex can make a round at the course a memorable experience
in southern Arizona people will want to come back again. It is a major part of the reason why we bought our home in
this amazing townl We realize there are still some hurdles to climb. Water use on golf courses is a serious concern. The
Town and Indigo Golf are making great strides in the maintenance of the course and more needs to be accomplished no
doubt. Continued partnership with Indigo, the Town and other professionals will find a solid path for this amazing
special asset should you vote to keep investing in this course.
In closing, thank you for your service to the Town, you have tough decisions to make at each and every Town meeting. I
hope this letter and other supporting correspondence you receive will help you make your decision easier to support
this. Increased area business expenditures, home value historical trend increases and other positive proof help display
the continued Town involvement with this wonderful community asset is a solid investment in our Town. Please contact
me if you have any questions or concerns.

Subject: Pusch Ridge Golf Course
Last September we purchased a townhome at 764 E. Camino Diestro in the El Conquistador Patio Homes neighborhood
and have had the wonderful opportunity to visit it a few times since the purchase. Oro Valley is a beautiful place to live
and we are proud to be a part of the community. That sense of community is something we experience in our
neighborhood every time we take a walk, visit neighbors or attend one of the socials and is not something we have had
before outside of Oro Valley. Eventually we will be living there about half of the year or more, but right now we are
getting settled in and making long term plans to make that possible.
Our townhome backs up to the Pusch Ridge Golf Course and being on the course with the dramatic Pusch Ridge
backdrop is what inspired us to choose that location versus elsewhere in the town. I love sitting on the back patio and
watching the golfers come and go. I still am surprised by how many there are. We can monitor the home when we are
not there and number of golfers does not seem to change rain or shine, hot or cold.
The setting, recreational availability and value that this course adds to Oro Valley is unique and its proximity around the
El Conquistador Resort creates a symbiotic relationship that cannot be denied. I understand the course can fully support
itself financially and is the only 9-hole public course in Oro Valley. With very reasonable rates, it offers the golf
experience to those who otherwise could not afford it. I also understand that any of the watering concerns have been
addressed and abated. What I would like to convey is that the value that this course adds to our community cannot be
replaced. This neighborhood was designed as it is and where it is for a reason and changing the use of the course into
something it was not designed to be would be not only unfortunate, but a mistake.
Our neighborhood and course is a quiet, peaceful and wonderful place to be. I strongly encourage you to let it be and
continue for years to come to thrive as the great little course it is.
Thank you,

My wife and I just purchased a TownHouse in El Conquistador. Part of the reason for us choosing to live

Subject: Criteria for making major decisions concerned with water use
Water is a very important issue for Oro Valley. The issue is not straight forward as solutions are evolving
rapidly. It is very good that we all are making efforts to conserve water. It is true that Oro Valley and
surrounding areas are currently putting more water back into the aquifer that it takes out. Any decisions
made based on water should be made with a full understanding of the overall comprehensive water plan
for our county, surrounding areas, and our state.
The current report being considered by the Council on water use and solutions for Pusch Ridge Golf does
not reflect the current thinking of the water experts. It speaks to using nonportable water as a major
solution. Making judgements based on use of portable or nonportable water is no longer a correct
criterion. The water experts and scientists have moved beyond this solution in planning for the
future. Plans are already being considered to combine nonportable water into the main water
system. The water experts are already considering solutions that would create this system, including
Oro Valley. These systems are not hypothetical, there are already functioning systems in place in other
areas. These plans would seem to make it impractical to invest in more nonportable water infrastructure
and making judgements based on use of portable or nonportable water invalid.
We all need to work toward viable water solutions. We need to listen to our water experts in making
judgements and decisions. Where is the input from our water experts and the current comprehensive
water plan in this report? What are the best criteria for making decisions on existing facilities and future
developments?

Subject: Pusch Ridge Golf
My main concern about keeping Pusch Ridge Golf open is the use of valuable and scarce potable water
to keep grass green.
But also, this is what "The Friends of Pusch Ridge" never report to Town Council and what I see on a daily
basis:
1) The general public, children & dogs are using the Golf Course as a Town Park during regular playing
hours, obviously unaware of the significant dangers of 150 mph golf balls flying around.
2) Alcohol consumption is a big problem, leading to foul language, loud music, and inappropriate golf
cart operation.
3) Oftentimes, there are 3 or more people using one golf cart, with people hanging off the back cruising
down the course. Yeeha, it's a party out there.
4) There are groups of 7-8 people in one tee time slot, drastically slowing play. Also, these large groups
are sharing one or two sets of clubs!
5) There are folks supposedly playing "golf" on Pusch Ridge who have never swung a golf club and have
no idea about golf course etiquette.
6) Veryyoung children (5-6) are operating golf carts ... surely this is illegal.
7) People are driving carts up to and on the greens!!
8) Divots are not repaired, sand traps are not raked, and ball marks on the greens are not fixed.
And this list goes on and on.
It's such a joy playing golf at El Conquistador, La Canada and The Views because golf is professionally
supervised and managed. They use Starters and Marshalls, thus keeping play safe and fun for all. Plus,
they use reclaimed water!!
Thanks for letting me voice my opinion regarding Pusch Ridge Golf.

Subject: Pusch Ridge Golf Course - Please Keep Pusch Open
Honorable Mayor and Members of Oro Valley Town Council,
My name is I live on Pusch Ridge Golf Course.
As I write this, I am watching a course packed with happy golfers, part of a league that has golfed
here for 30+ years. Yes, Pusch Ridge Golf has a 40-year history in Oro Valley, almost as old as our
community. In fact, golfers were playing Pusch Ridge before our home was built in 1982.
Yet, Pusch Ridge is not old and tired. Since the Town reopened the course in 2021, the course
condition has improved, rounds of golf have increased, and it is breaking even financially (unlike most
of the town's recreational assets).
Despite this success, the town, understandably, is working to address community concerns about
potable water irrigation on the course. I absolutely understand and share this concern. But I do not,
in any way, believe that warrants a decision to close this very successful course. My reasons:
1) Long term, Oro Valley is on track to reach goals for water use. And the future holds
additional options, such as re -treated community water, to further exceed those objectives.
2) Short-term, there are methods to reduce water use at Pusch Ridge. These include, but
certainly aren't limited to, the following:
• Reduce turf (sections of fairway and extra tee boxes can be eliminated)
• Use smart -watering systems and targeted sprayers to reduce watering in needed
areas.
• Eliminate unnecessary trees, which require water in dry seasons
3) Pusch Ridge should not be singled out for non -critical potable water use!
• As you know, there are two other parks and the aquatic center, which also use potable
water.
• Pusch Ridge uses approximately 1% of Oro Valley potable water. This is far less than
the 57% used for residential swimming pools and landscaping. *
After the successes of the past 3 years, I truly believe Pusch Ridge stakeholders have earned the
chance to work toward the water reduction goal. This cannot be achieved overnight. So Please -
give us a chance!! Keep beautiful, historical and irreplaceable Pusch Ridge Golf Course open.
Thank you so much for your time and consideration.

The Friends of Pusch Ridge Golf have accomplished much in the past three years as listed
below. They have created a marketing plan, on their own dime, that would cost THOUSANDS of
dollars to draft, implement and continue to work at. This is at little to no cost to the Town of Oro
Valley. Their efforts have enhanced the business of golf, business and fellowship in Oro Valley.
• Within the last three years, rounds have outpaced estimates and continue to grow
every season.
• Pusch Ridge is the only 9-hole course north of Tucson, serving a very specific need.
• Pusch Ridge Services a diverse audience of players, including families, young
professionals, youth, and seniors
• Pusch Ridge acts as a gateway to introduce outsiders to the Town of Oro Valley
• Pusch Ridge builds community and quality relationships both on and off the course
• Pusch Ridge brings business and taxpayer fees to local restaurants, hotels, resorts and
the Town of Oro Valley
• Pusch Ridge contributes to the community at large
The Town needs to continue the efforts of this cause though positive actions by the Town Council.

Dear Council members,
Thank you for give the golf course three years to prove it's value our community. The staff has done a good job
evaluating the benefit the golf course adds. It is the only 9-hole in the North of Tucson. Push Ridge brings business and
taxpayer fees to our local restaurants, hotels, resorts and the community as a whole. It is a great asset to Oro. Valley. I
am hopeful your will see it's value and reaffirm it as a community resource.

Subject: Pusch Ridge Golf Course
Mayor and Town Council,
The Pusch Ridge Golf Course is an incredible town asset. Its beauty and views are unparalleled. It serves as a showcase
for both residents and visitors. It is one of the few town amenities that generates an operating profit. However, town
amenities should not be judged just on cash flow but on how they serve the community
16,000+ rounds anticipated this year - town forecast is 19,000+ rounds 2025
Diversity of users - all age groups, new and old golfers, residents and visitors
Tremendous support of four leagues
Support of numerous businesses which generates tax revenue
Positive experience for guests at El Con Hilton which generates tax revenue
Only viable public 9 hole option
I realize that the use of potable water is a concern. The course uses approximately 1.5% of Oro Valley potable water. I
attended the Community Academy this fall. Peter Abraham spoke for well over an hour concerning the sources and
dynamics of our water supply. The bottom line was that Oro Valley is well positioned and he felt there was no threat to
our supply for the next 100 years. It is still critical that our town leaders and our citizens conserve water resources and
eliminate waste. If town amenities are value added then the trade off makes sense.
The town staff analysis shows an average $200,000 annual capital expenditure over the next 10 years. That number is
offset by any annual operating profit currently forecast in the $25K range. It is also offset by any tax revenue gain from
local businesses and the Hilton hotel. Again, based on the value the course provides that seems like a very positive return
on investment.
A final comparison, when the town made the decision to reopen the course, the town staff forecast a $2,000,000 capital
investment over 5 years to repurpose the course to a park. Inflation has certainly increased that number. That's twice
the annual amount forecast to continue golf operations.
Thank you for reopening the course and all your and town staff's support and efforts to make it a success. Also, thanks to
Indigo for really working hard to improve the course and deliver a top-notch product. Let's continue our
public/community partnership and build on the success.

The agenda for this meeting show that there will be a discussion about the future of the Pusch
Ridge Golf Course. It is a fact that this course utilizes potable/drinking water for its irrigation.
Attachment 1 of the Council Report on this subject shows that in FY 2023 the course had a
gross income of $395,208. However, this information provided to you by staff does not show
the cost of water.
In CY 2023 the Pusch Ridge Course spent $271,891.85 for WATER ONLY. When you deduct the
water bills from the gross income you can see that the real income was $123,316.15. There is
no accounting for the cost of labor which would obliterate and profits. Bottom Line: The
course does not show a profit AND continues to waste potable/drinking water. In fact the
course utilized 50,295,000 gallons of potable/drinking water in CY 2023.
The Pusch Ridge drains the Town's monies, and utilizes a finite element called POTABLE
WATER.
Please make a responsible decision on the future of this property.

Dear Council Members:
Thank you for serving the town, and your thoughtful, well informed approach to making decisions.
I am an Oro Valley resident who enjoys the sport of golf like so many others in this town. Please keep
Pusch Ridge golf course operating as a golf course. There is not an over abundance of public golf
courses in Oro Valley right now - we need Pusch Ridge and it's 9 hole capability for many citizens
and visitors who don't have time for the 18 hole experience at the Conquistador courses. ( Yes, there
is 1 other golf course at The Views, but the Sun City residents already consume the vast majority of
the tee times there,)
This is the desert southwest and golf is a major attraction here for both residents and attracting
visitors - maintaining Pusch as a golf course fits the need and demand for golf that already exists.
The course is a demanding layout that is fun to play for all skill levels and ages - the views and golf
experience are incredible.
Did you know there's a group of citizens who go out on Wednesday mornings and voluntarily rake
bunkers, fill divots, re -paint signage and much more all at their own expense ? That in and of itself
tells you how much this facility is valued.
Please take it a step further and direct the Conquistador golf maintenance staff to bring the course up
to the Conquistador playing standards. Then we'll really have a 9 hole showcase that fits Oro Valley's
reputation for doing things right..
Sincerely,

Hello OV Council Members: This is_and hough my
wife and I have not played golf for about 3 years we have enjoyed seeing all ages enjoying our golf
haven. After playing the game for so many years and knowing what golfers are looking for in a golf course,
this little course provides all that any player of any caliber desires. Couple that challenge with the views of
the Catalinas, it can't be beat. And, unless you play, you can't appreciate how so many people are looking for
just 9 holes to play, and you can't get that anywhere else, but right here.
I have to repeat the words posted on a little sign on the course: COURSE RULES: 1) Come Relaxed, Leave
Happy; 2) You'll remember your friends more than your scores; 3) Play often, Laugh more; 4) Play the tees
that make you the happiest; 5) It's more fun when you're not the only one having it.
How does it get any better than that. AND, I witness that "Fun" everyday that the course is open. MAY IT
STAY !!

Dear Oro Valley Council Members:
I understand that there is a possibility that Pusch Ridge Golf Course may be closing. I am no longer a permanent
resident of Oro Valley but I do visit every year to see friends and play golf at Pusch Ridge. Being able to play golf at
Pusch Ridge would be a strong point for me if I should consider purchasing another home in Oro Valley. Personal
circumstances changed in my life when I had sold my home about 5 years ago.
Pusch Ridge is my favorite course to play in Oro Valley, as well as in Tucson. I love the 9 holes, the awesome
views, the friendly staff. It is truly a great course to play. It is also a great asset to Oro Valley. Please keep Pusch

Oro Valley Town Council Meeting February 7, 2024
Comments Regarding Regular Agenda Item #2
Pusch Ridge Golf Course
My name I am a resident of Oro Valley. I am currently a member of the Board of
Directors for the El Conquistador Resort Patio Homes Homeowners Association. I was one of
the HOA representatives that worked with Town staff as they developed the Pusch Ridge
Operations Analysis ("Analysis") that will be discussed at the Town Council Meeting on February
71 2024. 1 was involved in the preparation of the Joint Response from the Supporting
Homeowners Associations that is included in the material provided to the Town Council for
this Agenda Item. I fully agree with and support the content of those comments.
These comments, however, are my own and have not been reviewed or approved by any of the
HOAs that provide financial support for the Pusch Ridge Golf Course. I do play and enjoy golf
on the Pusch Ridge Course and feel it is a valuable asset for the Town of Oro Valley. I hope the
Town Council will decide to continue operation of the Pusch Ridge Course in the future.
Introduction
The Analysis provides an excellent summary of the history related to the issue now before the
Town Council. In brief, as part of the decision in 2021 to reopen the Pusch Ridge Golf Course,
Town staff was directed within three years to evaluate and report to the Town Council as to the
continued feasibility, capital improvement requirements and other factors for the Pusch Ridge
Course. The Analysis is the result of that effort by the Town staff.
It is important to note that the Analysis does not contain any recommendations nor staff opinion
regarding the decision before the Town Council. It is also important to note that the Analysis is
based on current operations, " ... assumes continued operation as a golf course" and
specifically states that a decision to close the Pusch Ridge Course "... would create a separate
set of issues that would need to be reviewed and planned for, which are not considered in this
analysis." For this reason, it seems to me that the Town Council is faced with the same type of
decision it considered in 2021, although now it has more than two full years of performance
information to aid in the decision process.
Feasibility
The Town Council requested this Analysis to review the "continued feasibility" of the operation of
the Pusch Ridge Course. In the context of the task before the staff, the term "feasibility" can
reasonably be viewed to mean the possibility, capability, or likelihood of something being done
or accomplished, presumably with minimal negative impact, financial or otherwise, to the Town
of Oro Valley. The Analysis states, and its details confirm, that " The Pusch Ridge 9-Hole Golf
Course is likely to be able to cover its operating expenses through its gross income." However,
the Analysis also states "The course's operations do not cover capital expenses associated with
the course."
Assessing the feasibility of the Pusch Ridge Course was also a factor in the process that
occurred in 2021, when the Town Council considered options for the Course and decided to
reopen it rather than convert it to natural open space/passive recreation. In the analysis done by
Town staff in 2021, and reported to the Town Council by then Town Manager Mary Jacobs, the
performance for the Pusch Ridge Course for Fiscal Years 21/22 and 22/23 was projected to
result in a cumulative loss (after HOA contributions) of $327,586. The actual performance
during those two fiscal years was a profit (without HOA contributions) of $83,939 - a variance in
the Town's favor of $411,525. Adding in the projected performance for FY 23/24 from the 2021
report ($189,777 loss) and the current estimate in the Analysis ($27,695 profit), the variance
increases to well over $600,000.
The 2021 report also included projections for the impact of the Pusch Ridge Course on the
Community Center Fund. Those projections were that the anticipated losses from operation of
the Pusch Ridge Course would have a negative impact on the Fund. That
negative impact was never realized and it is clear that the Pusch Ridge Course has contributed
to the substantially improved current position of the Community Center Fund over the projection
from 2021.
The numbers reflect that as the Town Council considered the operation of the Pusch
Ridge Course to be feasible in 2021, the operation of the Course certainly is and will
continue to be feasible into the future.
Long Term Needs
While the feasibility of the Pusch Ridge Course operations is established, the Analysis has
identified two long term issues that may impact the Course in the long term: capital
improvement projects and the use of potable water to irrigate the Course.
(a) Capital Improvement Projects
The Analysis includes a chart of capital improvements and major repairs that are expected to
be needed at the Pusch Ridge Course over the next 10 fiscal years (p. 24). When asked to
prioritize these types of capital improvements, both the HOAs and the Friends of Pusch Ridge
deferred to staff because both groups lacked sufficient information for identifying and
prioritizing such projects and their costs. However, both groups offered the general
recommendation that only urgent capital demands should be undertaken so that golf
operations could continue and offered to work further with Town staff once staff had identified
their priority choices. Those priority choices are'disclosed for the first time in the Analysis,,so
the HOAs, Friends of Pusch Ridge Golf and other interested parties have not yet been able to
discuss them with Town staff.
There certainly will be capital improvement projects that will be required to maintain the Pusch
Ridge Course - just as there will be capital improvement projects required to maintain other
Town assets. It is clear from the Analysis, however, that most of these improvements are not
urgent and are planned for some years in the future. The Town Council should provide for
additional discussion of the capital improvement needs among staff and the interested
groups before deciding whether such long term costs should impact the shorter term
operation of the Pusch Ridge Course.
(b) Water Use
The use of potable water to irrigate the Pusch Ridge Course has long been a concern for the
Town Council, and I expect it will be a significant factor in your discussion on this agenda item.
The Analysis states: "While some small reductions in water use can be found, there is no clear
path to mitigating the course's use of 30 to 40 million gallons of potable water annually."
Although the number is large and the alternatives'are small, the question the Town Council
should ask is: "Is this use really a serious problem?" Some answers can be found in the 2023
Annual Report from the Town of Oro Valley Water Utility.
The 2023 Annual Report notes that total water production in 2022 for the Oro Valley Water Utility
was 9,179 acre feet (about 3 Billion gallons). Of that production, 7,438 acre feet could be used
as potable water (about 2.4 Billion gallons). Stated'differently, if a unit equals 1,000,000 gallons
of potable water, the Water Utility produces 2,400 units of which only 30-40 are used to irrigate
the Pusch Ridge Course. Using these numbers, the potable water used to irrigate the Pusch
Ridge Course equates to about 1.5% of the potable water used annually by the Town.
The Annual Report also notes that groundwater use has remained steady or decreased in
recent years and that the Water Utility has approximately 31,686 acre feet in long-term storage
credits. Conservation and water management'steps allowed the Water Utility to report in 2017
that "The Town demonstrated to the state department that it had a 100-year water supply when
considering current and committed demands, as well as future growth projections." (Oro
Valley's water future continues to look bright Published on December 21, 2017 and
available on the Oro Valley website)
The use of potable water to irrigate the Pusch Ridge Course has been and continues to be an
issue that needs to be addressed. However, in the overall picture of water use in
Oro Valley, the amount of water used on the Course represents a minor and manageable issue.
The Pusch Ridge Course should work with the Water Utility to maximize the efficiency of
its water use, but the need to use potable water to irrigate the course should not be a
definitive factor in determining -the continued operation of the Course.
Conclusion
As noted earlier in these comments, the Analysis does not contain any recommendations from
staff with regard to the continued operation of the Pusch Ridge Course. However, the
assessment prepared by oes include
such a recommendation:
Pusch Ridge has a loyal following of both players and residents within the community.
With the course performing fairly well financially, it remains a viable business and
should remain open as a golf course. Any other uses for the land would not generate
the type of revenue and flow through that is currently being produced.
The Analysis confirms that the decision by the Town Council in 2021 was the correct one. The
Pusch Ridge Course has shown that it has been a successful and profitable enterprise, far
exceeding the performance expectations from 2021. As with any municipal golf course, there
are long term issues that need to be addressed, but nothing that cannot be resolved considering
the collaboration between the Town and the concerned residents and entities that have
combined to ensure the success of the Course for over two years. The Course represents a
valuable asset for the Town of Oro Valley that should continue operations.
I urge the Town Council to vote to continue the operations of the Pusch Ridge Golf
Course.

Dear Oro Valley Town Council Members:
My wife and I are homeowners in Oro Valley. We adjoin the Pusch Ridge Golf Course and the second tee box
is literally ten feet from our patio. From this unique vantage point we can offer some input in support of
keeping and promoting this Oro Valley treasure.
First of all, we have noticed tremendous growth in the number of players on the course during the last three
years! We are not golfers but have personally witnessed a true phenomenon in the growth. It is our
understanding that Pusch Ridge supports itself financially, a rarity today. There is a steady flow of players
whom we frequently interact with as they congregate around the tee box. We are amazed at how diverse the
golfers are.... children, youth, adults and seniors. A great many are from out of town and out of state and we
have had them comment frequently about the beauty of the course (which serves to represent Oro Valley)
and say how lucky we are to live here. It is not at all uncommon to be asked if we know of any homes for sale
in the area. The Pusch Ridge Golf Course is truly an ambassador to the town of Oro Valley! There are also
many that we've spoken to who make an annual pilgrimage to Oro Valley just to play this golf course and
relax. Some of the states represented are Texas, Colorado, North.Carolina, Missouri, Minnesota,
Massachusetts, Wisconsin, Illinois and Montana ... to name the ones we have personally interacted with. There
is obviously great potential here for population growth as these enamored people relocate or retire to this
wonderful place.
We understand that the Pusch Ridge Golf Course is widely recognized as being one of the most beautiful and
challenging nine hole courses anywhere. This is verified by the many golfers we speak to. In addition, we've
1
heard it is the only nine hole course in this part of the Tucson area. In our busy world, there are more and
more players who don't have time to play 18 holes but delight in having a nine hole course available.
The Oro Valley Town Council made the right decision three years ago to keep the Pusch Ridge Golf Course
open and we hope that you will continue to support this valuable recreational resource and one of the crown
jewels of the Town of Oro Valley! Thank you!
P.S. We also wholeheartedly support the Friends of Pusch Ridge Golf

golf at Pusch Ridge, and that the town pursue options to bring reclaimed water to Pusch Ridge and other potential areas
that would benefit from reclaimed water.

February 2, 2024
Oro Valley Town Council,
Good day and I hope this letter finds you well. I am writing to convey the accomplishments
of the Pusch Ridge Golf Course on the game of golf and the community of Oro Valley.
As a facility within the Southwest Section PGA employing three PGA Professionals, the
team at El Conquistador and Pusch Ridge have been a model contributor to the PGA of
America's Growth of the Game initiatives.
Since reopening in 2021, the Pusch Ridge Golf Course has hosted over 300 youth rounds of
golf, over 100 first responder rounds of golf, and has offered over 250 complimentary youth
rounds of golf with a paying adult as part of the "Kids Play for Free After 2 pm" promotion.
Golf goes far beyond the economic impact in every community. Offering a safe, affordable,
and encouraging environment for all to enjoy the game, Pusch Ridge Golf Course continues
to represent to ideals and goals of the PGA of America and the Southwest Section PGA.
While you face an important decision related to the continued operations of the Pusch Ridge
Golf Course, it is hopeful that the Oro Valley Town Council will weigh factors beyond
economic and environmental in making a final determination on the viability of the facility.
Golf is a game for everyone, and since 2021, the Pusch Ridge Golf Course has demonstrated
that there is a significant demand for 9 hole rounds of golf in the Oro Valley community and
in Southern Arizona, generating well above 10,000 rounds annually.
While we cannot recommend a course of action, the Southwest Section PGA can continue to
serve in a member support role for the professionals at the facility in their continued efforts
to grow the game of golf.
Sincerely,

"In Arizona, we're going to have to make
tough choices about water management.
We'll have to make choices about which
aspects of our lifestyle we can give up and
which we will maintain."
ADWR Director Tom Buschatzke, Growing Water
Smart Workshop
Oro Valley Town Council Meeting, February 7, 2024
Letter Regarding Regular Agenda Item #2, Pusch Ridge Golf Course
Dear Mayor and Council,
In a September 26, 2023 memo, Oro Valley (OV) Town staff reported:
l.positfve financials for the Pusch Ridge Golf Course (two consecutive
years of revenues exceeding operating expenses), and
2.recognized Friends of Pusch Ridge Golf's (FOPRG) effective marketing
and Indigo's sound management and customer service as contributing to
the Pusch Ridge Golf Course's (PRGC) turnaround.
On the heels of a successful three-year demonstration trial that reversed
the negative financials, eliminated the subsidy, and highlighted FOPRG's community contribution, I know Council will
face tremendous pressure to continue operating PRGC as a golf course, especially in a year Lake Mead's Shortage Tier
was upgraded to 1 from 2a. A decision to close PRGC now amidst conflicting water supply signals, in my humble
opinion, might strike some as emotionally driven vs. objectively process -driven, and could complicate our future water
resource management efforts.
Director Abraham and the Water Utility have done a great job setting us up for a hotter, drier future by diversifying our
water supplies, reducing our groundwater withdrawals to their lowest level (i.e., below Mr. Abraham's "psychological"
5,000 acre-feet threshold), banking enough to survive rainless years, and starting a campaign of public education (e.g.,
Beyond the Meter newsletter). Yet, although we are doing all the right things and are nearly at Sae Yield not all
regions of the greater Tucson aquifer are faring equally, as we learned at the Growing Water Smart workshop last
month, and even more targeted public education and engagement is needed, as we collectively agreed.
As the Arizona Department of Water Resources director's words reminds us, there will come a time hard lifestyle choices
will be necessary, but armed with increasing knowledge and cross -functional department engagement, I feel OV's
Growing Water Smart team should forge ahead to develop that comprehensive water resource management roadmap
born out of both introspection about how much smarter OV needs to become, and extrospective collaboration with the
immediate neighbors who share and impact our regional aquifer. Then by being fully transparent with our broader
community about the fact -based roadmap to supply-side investment and demand -side conservation, we will not only
empower them to make their own smart choices (i.e., amount of outdoor use), but the Town and Council can quickly act
to adopt the easy measures and have the foundation to implement the harder measures in the roadmap, if and when
necessary.
At FOPRG, our charter and messaging have always included water conservation. Following a vote to continue operating
PRGC on February 7th, FOPRG, in continued collaboration with Town, can focus even more of its future messaging on
topics of conservation and the Growing Water Smart roadmap. I am ALL IN as a commissioner and so are the FOPRG to
help educate the community about our water resource management plans.

It is with great sadness to hear that you are considering shutting down Pusch Ridge. I am sure
that you have good reason to do this, probably chiefly financial. Is there no way to remedy
this? For what it's worth, here are my two cents:
Pusch Ridge is a beautiful course, perhaps the prettiest in this area.
It is the only nine -hole course in the area. Many golfers- young, old, working people -
prefer to play just nine holes.
• The course is challenging; each hole presenting.a different and interesting challenge.
It is well maintained, the staff is friendly and helpful.
How can costs be reduced?
Frugal use of water (the course is already closed during the hottest summer months)
Increase green fees-- the fees are now lower than the 9-hole rate at many or most
courses. I play at Crooked Tree and their 9-hole rate with cart is $37., while at Pusch
Ridge our rate is just $28.24 (League rate). I think that the majority of players would
gladly pay a higher rate to keep the course open.
Change the sand bunkers to grass bunkers. The sand is of poor quality anyway, and
grass is much cheaper to maintain.
We do love this course-- please do reconsider keeping it going.
Thank you,
Oro Valley

Honorable Mayor and Council Members —
We are new homeowners in El Conquistador patio homes. We were attracted to the area by the beauty we saw here,
including Pusch Ridge golf course. We are enjoying our first long-term visit that includes joining the leagues at the
course where we are enjoying golf as well as meeting new friends. We are hearing concerns regarding the future of the
course and are in strong support of maintaining it as a golf course. It is a beautiful, if challenging course, and one of the
most fun 9-hole courses we've played.
Pusch Ridge golf course is a place for golfers, regardless of skill level, to enjoy a few hours. It is a place for families to
bring their kids. And now it is a home to disc golf in the off season.
We express our support for keeping Pusch Ridge as a golf course. We understand there is a water issue and we hope
that, working together, we can address this issue in a positive manner.

I am & have been a homeowner in the El Conquistador Patio homes for 10+ years. My home is
this 9 hole Pusch Ridge Golf Course. This is the only 9 hole course in Tucson. This course is popular especially to
people who either don't have the time or energy to play an 18 hole course.
I see a wide range of golfers, families with small children, youth, young professionals to local homeowners to senior
citizens including the leagues. The # of golfers has increased over the past 3 years. You should see that in the
increased revenue. I know for a fact, that the leagues go to local restaurants (or have catered) ie: Fork & Fire & The
Landing. Not only is this more revenue into the Pusch Golf Course but to the restaurants & including the town of Oro
Valley.
Concerning the potable water issue, the course uses approximately 1.5% of the total potable water used among the
town residents.
The only negative that I see is that it is a narrow course & some goffers forget that & use their drivers to tee off. This
leads to balls hitting homes causing stucco damage, broken windows or people not feeling safe in their own
backyards during hours of golf play. That should be an easy fix by having the pro shop explain to the golfers that it's a
narrow course & they shouldn't use their drivers.
All that said, please I ask, that you support/vote to continue to keep Pusch Ridge Golf course open.

Subject: A note to you all regarding Pusch nine golf
Dear Mayor and Oro Valley Council members,
February 7 may prove to be a long night, and I would like to thank you all, counsel and town staff, in advance for your
perseverance and patience, welcoming your residents to speak their minds regarding multiple issues of personal and
communal importance.
In an effort to not be too redundant, I would like to address the issue of water use in a slightly different context.
There is no need to restate the obvious regarding our need for plentiful potable water, as we are all aware of the
importance of this precious resource. Our community wishes to work with town to find ways to mitigate its overuse.
I would like to address water's perhaps more subtle benefits.
An oasis has been restored on the Pusch nine golf course. A garden in the desert, a place where one may find solace in
the majesty of nature, a beauty brought about by both water and attention. A place where one may find community,
brain and body health benefits, where one may experience pleasure. A place one's inner thirst for these things and more
may be quenched, refreshed.
I speak not just of my human companions, but also of the flora and fauna of the area, all rejoicing in the abundance of
life this place now provides.
Please do not abandon this important initiative! Do not narrow the range of what you believe the needs and benefits of
water use can be. We can find a middle ground.
Certainly, it is important that our taps are running. Our community understands this. However, this oasis in the desert
restores and refreshes in a vital way. Allow it to remain as it is now, a treasure in our town.
Thank you for attention to this matter at hand.

As owners of a condo in El Conquistador, we urge you to support a continuation of the beautiful
Pusch Golf Course. Its presence within the community is one of the major reasons we purchased
our condo here in Oro Valley rather than somewhere else.
It also allows us to entertain guests and host visitors from elsewhere in the Tucson area. The
community is very supportive of it being maintained as a golf course and so are we.
We particularly like that fact that the golf course is well maintained as administered by Indigo and that
it serves a specific niche of being 'fun, fast and affordable'. The fun, fast, and affordable nature of the
course encourages those of us who either have limited time or prefer a shorter course to find a home
that suits us best. Many times when we have played the course, we have had conversations with
people who have traveled from elsewhere in Tucson simply because of the 'fun, fast, and affordable
nature' of the course.
The added benefit of the course being well maintained and also quite walkable makes it a standout.
We urge you to vote in support of the Pusch Golf Course.
Many thanks,

You must realize by now that the 9 hole and 36 hole golf courses in Oro Valley are popular and used by many
people. They are certainly used as much as many of the other amenities the Town supports without 100% of its
residents using them. I don't use Naranja Park, or the Archery there and have never been to the dog parks. But I
support these amenities. I don't use the Aquatic Center, but I support this amenity. Please continue to support
golf. It helps promote tourism as well as being an amenity that is nice to have.

I live in the El Conquistador Resort Patio Homes development surrounded by the beautiful Pusch
Ridge Golf Course. I have seen what I believe to be a significant increase in course usage by young
and old including beginning to advanced players. I am positive the numbers will support my
observation. In chatting with many, they enjoy the fact that it is a 9 hole course ... I believe the only
one in this area. It is a beautiful course with magnificent mountain views. A real promotional plus to
bring visitors and new residents into the OV area which of course only boosts our entire economy.
I am encouraging you to keep the Pusch Ridge Golf Course under the ownership of the Town of Oro

As a homeowner in the El Conquistador Patio Homes community, I am — logically — biased in favor of having the town
continue its support of the golf course. It is the visual centerpiece of our community. It's eye candy for hotel
guests. Brings'em back. They spend money in town. A nice intangible.
As a golfer who enjoys the option to play only 9 holes, I am — emotionally — also biased in favor of keeping the
course. These are 9 very interesting, challenging and, occasionally (at least for me), rewarding holes. People are well-
behaved when they play. Golf teaches patience. Our country needs more of that. Another nice intangible.
As a hiker, I am — both logically and emotionally — biased against turning this course into a pseudo nature preserve. Oro
Valley already has a 6-mile nature trail where you can walk on cracked concrete and watch nature very, very slowly
reclaim what was obviously a golf course. Oddly, the expensive signs at each tee -box serve to remind 'hikers' of that
heritage. This would not look good at Pusch Ridge. Hotel guests who hiked the cart paths would sense
'abandonment'. Eye candy 4 eye sore? Might not come back and spend as much money in town. A not so nice
intangible.
So, sure. Do the math regarding revenues vs. expenses for this course. But, please consider the intangibles, too.
Thank you for reading this.

I am fully in favor of keeping the OV Pusch Ridge golf course open!!
What a beautiful sight on "our" mountain and for our town!!
• Within the last three years, rounds have outpaced estimates and continue to grow every

• Pusch Ridge is the only 9-hole course north of Tucson, serving a very specific need.
• Pusch Ridge Services a diverse audience of players, including families, young professionals,
youth, and seniors
• Pusch Ridge acts as a gateway to introduce outsiders to the Town of Oro Valley
• Pusch Ridge builds community and quality relationships both on and off the course
• Pusch Ridge brings business and taxpayer fees to local restaurants, hotels, resorts and the
Town of Oro Valley
Pusch Ridge contributes to the community at large

Dear Council Members,
I am writing to express my support to keep Pusch Ridge Golf Course open. It is a valuable resource to the
golfing community as well as the homeowners who live on or near the course. Closing the course will impact
the availability of tee times on both Conquistador and Canada courses since more members will be forced to
play on those courses. Both 18 hole courses have very limited availability of tee times at the current time.
The golf courses have been turning a profit for the City and will continue to do so if they are well maintained
and well managed. The courses are in the best shape they have been in years.
Thanking you for your support.

Subject: Please Support Pusch Ridge Golf Course
Dear Mayor and City Council Members —
I played the Pusch Ridge Golf Course this morning with 36 of my dear friends who are members of the Quails Women's
Golf League. The Quails have made PRGC their home for some 30 years and has a membership of 50-60
members. These ladies have been my golf family for the past 13 years, even since we bought our home here in OV.
Tomorrow I am playing with 51 of the many friends I've made I the asual league we call the Prickly
Pairs. When Pusch Ridge was reopened during Covid, We have 170 members
who jockey for the 52 spots open each Wednesday afternoons. (We are limited to 52 by the number of carts available at
Pusch.) After golf, we go to one of the four Oro Valley restaurants the Friends have arranged partnerships with for food,
fun and fellowship. We have built a community within our OV community centered around PRGC.
Thursday morning I often play with the second women's league that plays at Pusch. 25-40 women play in this league
each week, and
the men's league fills the course every Monday morning, again cut off by the number of carts available.
Can these hundreds of devoted league golfers be wrong about Pusch Ridge being a valuable Oro Valley commodity? Oro
Valley residents and our Tucson and Marana neighbors love playing rounds here, too. We are 9-hole golfers and this is
our course of choice. And, we are willing to pay to play again and againl I Then there's tourism Alive and well at PRGC.
Some of us volunteer on the Friends' Board; some of us pay HOA dues that are devoted to the maintenance of this
course; and many of us have worked tirelessly to market this course to the thousands who have discovered it and love
it.
PRGC has been restored as a popular and economically viable town amenity that is a productive user of the valuable
resource of water. We will continue working with the Town and Indigo to mitigate water use. It has been a very
successful partnership thus far. Please vote to allow it to continue to serve the Town of Oro Valley.
Respectfully submitted,

Hello,
I am 68 and I love to golf but many days I cannot play more than 9 holes, so my
friends and I play at Pusch Ridge. It is the only 9-hole course in or near Oro Valley.
It is a valuable asset to our community — we often see other seniors, and families
out on the course.
I hear that the Council is considering closing Pusch Ridge — PLEASE DON'T CLOSE
IT!

Hello Town Council Members,
I would like to ask that you support the vote to keep the Pusch Ridge Golf course open. As owners of a home for over 16
years in El Conquistador Patio Homes we have seen the golf course and the community thrive in the past few years since
the city committed to reopening the course.
The course is a beautiful course that is consistently booked and is turning a small profit each year. It's so busy now they
run out of carts and are bookedl This is good business for the city.
The HOA's have worked hand in hand with Indigo Golf to make this course a success for the town of Oro Valley. We
have been so happy to see the course has been well taken care of and with very little capital investments to date. Let's
continue to keep our beautiful city with one the best 9 hole courses around.
Please support the golf course!
Thanks—

I have lived in Oro Valley for almost seven years, and I would like to share with you my perspective in
terms of why you should continue operation of Pusch Ridge Golf Course on a permanent basis. Let's
consider a few things:
• All golfers are not wealthy. I frequently meet golfers who use GolfNow or similar apps to find
an affordable round of golf. Thirty dollars is a number that I frequently hear. In the summer it
is not hard to find. In the winter is another matter. In the winter, I only play at Pusch Ridge.
• Pusch Ridge Golf Course is the only affordable winter golf course in the Oro Valley,
possibly Tuscon area! Yes, it is only nine holes but it is a chance to get out. Today, I tried to
book nine holes at the other city courses, and the website would not let me. I have one option.
• It's social. Pusch Ridge has done an outstanding of not just providing golf, but through the
leagues it provides an opportunity for people to get out and meet other people. I really look
forward to playing in the Monday men's league. I am there regardless of the weather. Each
week I play with three different people and thoroughly enjoy it.
I understand that in the winter that the city must use the opportunity to optimize their revenue on the
other courses. However, Pusch Ridge is a nod to our full-time residents providing us a year-round golf
option.
Pusch Ridge is a profitable operation that fills a need that the other city courses do not. I strongly
encourage you not to take this away from us.
Thank you,

Dear Council Members and Mayor,
I am writing in support of keeping Pusch Ridge golf course open. It is a wonderful course and in great shape. I see
families, couples and individual men and women playing golf. There is a men's, women's and couples league. It is a true
asset for Oro Valley and enriches the entire community.
It would be a shame to close such an awesome community facility. I respectfully request the Council vote to keep it
open.

You will hear from a number of others both through email and at the council meeting on February 7th in support of
keeping the Pusch Ridge nine hole course open into the foreseeable future. You will hear a number of reasons to do so
so I will not add anything to those reasons.
I would like to suggest that the council must seriously consider what course of action would need to be pursued if the
decision was made to close the course. In the event of a decision to close the course might that not create a far more
difficult decision as to what to do with it after closure than keeping it open? It is my understanding that the town of Oro
Valley would still be responsible for the upkeep of the property. What does that mean? What does that entail? How
much would it cost? It is conceivable that there would be considerable expense involved in keeping down weeds, desert
landscaping, pest management, maintaining security if it were opened to the general public etc. These are expenses that
don't exist today as the facility has so far been able to pay for itself - something that other town facilities are not able to
do. With that in mind, I encourage you to take a long hard look at what would come next and what your responsibilities
would be if you were to decide to close the course.

I just want to say that for me the Pusch Ridgely golf course is definitely an asset to the town. Not only do my spouse and

something they inevitably comment on.

Thank you to the City Council and Mayor for taking a chance on Pusch Ridge Golf Course. I think we can all
agree that it has exceeded all expectations. Why did this happen? Advertising, community involvement, and
conditioning of the course all played a part. Families can now spend time together and play at a reasonable cost.
Tourists, Oro Valley and neighboring residents can enjoy the beauty of our area and play in 2 hours or less.
Many locals have joined one or more of the four leagues. Restaurants, strip malls, gas stations, and other
establishments have all benefited. How can we keep this going? Patrons will continue to play if the course is
kept in good condition... kudos to the green superintendent and crew ... and is reasonably priced. Of course, water
usage is a reasonable concern. Continued investigation of new methods of irrigation and turf management is
necessary, I have heard references to excessive water usage by golf courses as a reason to close courses. What
about water parks and the pools? I would be curious as to the usage of water in those facilities. Water
evaporation is a major problem especially in the summer. How much water is used to replenish the pool in the
Aquatic Center? How does this compare to usage at a 9-hole golf course? How does the income generated
compare to operating expenses at these facilities? I haven't been able to find any data regarding this.
Once again, thank you to the board for allowing the community and others to enjoy this beautiful golf course. I
hope to be able to continue to enjoy it for many years to come.

Over the last three years the course has experienced a resuregence and increased play.
The golfers I have seen from my patio are extremely diverse and include families, young professionals, youth players,
and senior citizens.
Pusch Ridge is a championship style 9-hole golf course and it is one of the most beautiful and challenging courses in the
Country. People come to play it for a variety of reasons. For many, it's a stepping stone into Oro Valley and it helps to
portray all the great things Oro Valley has to offer.
Please vote to keep the course open at your upcoming meeting.

Pusch Ridge Gotf has performed as a beneficial asset for the Town, its residents and local business.
It has not required any significant tax support for day-to-day operations. It has actually made a slight

The course uses, on average about 1.5% of the total potable water used among Town Residents. Any

capital investments vs. the net benefits to the community.
Indigo Golf has done a remarkable job improving the playa bility of the course without major investment

Good Day Mayor Winfield, Vice Mayor Barrett and Town of Oro Valley Council,
With the upcoming February 71h Town Council Meeting including the future of the Pusch Ridge Golf Course, I am
writing in support of the continuance of the Pusch Ridge 9 Hole Golf Course. As reported previously, this venue
has gained traction in rounds played and total revenue since re -opening post Covid. This has proven the Pusch
Ridge Course to be a viable option for those seeking outdoor recreation activities in Oro Valley. Beyond the
financial benefits that this 9 hole course is bringing to the Town, it also provides an option for Locals and Resort
guests who want a shorter experience than a traditional 4.5 hour round of 18 holes.
The benefits of the Pusch Ridge 9 hole go beyond the financial and convenience as the course does add a
beautification to the Resort and supports the high end appearance of our surrounding area. In addition it
compliments the Tennis Facility in creating a grander experience than either could do so alone. We have found it
also assists in the selling process of the Resort to prospective Groups, as it adds value as an onsite amenity. I
would also note that many of the recent Wedding Site visits are enamored with the possibility of using the Golf
Course for their ceremony.

Dear Mayor and Oro Valley Council,
With regard to the Pusch Ridge Golf Course and it's amazing turn -around thanks to total immersion by Friends of Pusch
Ridge, Indigo, and your support I would like to see a strong council commitment to it's continued success.
Similar to the Aquatic Center and James Kreigh splash pad which also use potable water, it is hard to quantify the
enjoyment these entities bring to Oro Valley residents and our visitors to our beautiful town.
We all understand that water is and always will be a concern in our part of the country. However that concern will not be
mitigated by closing a 9-hole golf course. Especially one that is self sustaining and such a benefit to Oro Valley
restaurants, hotels, and family outings.
Please commit to keeping this gem of a course open

Hello folks, I'm a resident of Oro Valley. I play the Pusch Ridge course every Monday with the mens league from October
to May (30+ rounds) and I play it additionally once a week over the same period (30 rounds) I'm a member of the course
!indWividuall
ia Troon golf and the EI Conquistador course on La Canada. I say the latter because, since I'm a member,
round's don't show up on any tally of course use.
I have played PR for many years and missed the year or two when it was closed. Here's what's so great about it: I can get
out and play —I walk the course and carry my bag— almost any time I like. It's great exercise and fits with the OV
attraction. THERE ARE NO OTHER WALKABLE COURSES IN OV that are affordable and maybe none at all.
It's a jewel and a great attraction in OV. please renew its contract and invest more in it to make it even more attractive to
residents and visitors (the Hilton!) as well.
Give me a call if you'd like to discuss.

I have played golf all over the world in my days of military, business, and personal travels. I have
played the Pusch Ridge 9 at least 25 times. The scenery is unmatched and the hole diversity it
superb. I understand the financials are on the upswing too. It would be a shame if we do not vote to
continue supporting this spectacular Oro Valley Gem of a Course.
Thanks for listening and feel free to reach out if you have any questions for me.

Please keep Pusch Ridge open. Between my wife and I we currently play 4 rounds a week out of there on various
leagues.
They are a great group of people that run the place and we are very blessed to have this resource here in the
OV/Marana community.
Some of the other positive points for keeping it are as follows:
• Within the last three years, rounds have outpaced estimates and continue to grow every season.
• Pusch Ridge is the only 9-hole course north of Tucson, serving a very specific need.
• Pusch Ridge Services a diverse audience of players, including families, young professionals, youth, and
seniors
• Pusch Ridge acts as a gateway to introduce outsiders to the Town of Oro Valley
• Pusch Ridge builds community and quality relationships both on and off the course
• Pusch Ridge brings business and taxpayer fees to local restaurants, hotels, resorts and the Town of Oro
Valley
• Pusch Ridge contributes to the community at large
Thank you very much,

Dear Mayor and Town Council,
Thousands of people have enjoyed playing golf at Pusch Ridge this year, including youth at the
junior PGA tournament, which has been hosted here for the last 3 years. We owe it to our youth
to give them a chance to learn the lifelong sport of golf. An introduction to golf at a 18 hole course
is not welcome by the members and is not conducive to a positive experience.
Sure, there are water considerations, but that can be mitigated by ongoing plans for turf
reduction and other water saving measures. We don't have to do this in one or two years. Maybe
we take on the task of doing one hole per year. Working together we can accomplish great things.
It is a gem of a golf course and should be saved to be enjoyed by future generations.
Thanks for your support,

We have been delighted to see a constant flow of families, league golfers enjoying the course.
The council should celebrate the fact that the number of golfers has exceeded their own projections.
We've spoken to restaurant owners that are grateful for the increase in customers because they have offered discounts

Mayor Winfield and members of the Oro Valley Town Council,
Friends of Pusch Ridge Golf look forward to your evaluation of the progress and potential of the
Pusch Ridge Golf Course on February 7. We know that Town staff has been working diligently to
prepare an analysis of the operation as directed when you voted to reopen the golf facility.
Within this analysis will be details regarding the financial performance of the operation, water use
efficiency information and capital investment needs.
Friends of Pusch Ridge Golf believe it is also important for you to consider the contributions and
impact this recreational asset is having on the community at large. To this end we have prepared
a video of testimonials from a wide range of people — residents, visitors, and local businesses who
value Pusch Ridge Golf. We should all be proud of how our collective efforts have made this
facility a positive contributor to our Town.
Respectfully, we hope you can make the time to view this 9-minute video and appreciate how
your support these past three years has served Oro Valley. Please follow this link to view the

Dear Mayor Winfield and Members of the Town Council
We are sure you have been receiving numerous messages about the future of the Pusch Ridge Golf Course. We can only
imagine how challenging.it must be to review all the correspondence that comes your way.
Thank you for your interest and support of The Course. We have appreciated the town staff's ongoing communication
with Friends of Pusch Ridge, your participation in our celebration events and the opportunity you gave the course to re-
open. As you know, these three years have proven that the course is a viable town amenity that serves a wide range of
people.
The Indigo Team has done an incredible job with the course playability and have embraced The Friends Volunteer
activities, which have included planting cactus gardens, weekly cleanups, brush clearing along the fairways and
purchasing broken tee holders, chairs and signage.
As homeowners nd full time residents, we cherish the beauty of the course, are avid players and
enjoy watching the families that play golf together. It is affordable, the only active 9 hole course in the area and attracts
people from Oro Valley, Saddlebrooke, Marana and Tucson.
We hope you will vote in favor of keeping Pusch Ridge open.
Thank you for your consideration.

I recently purchased and moved to the El Conquistador Patio Homes community in late December. In our brief time here
I have enjoyed the community, the surrounding beauty of the desert and the Catalina Mountains and especially the
beautifully maintained Pusch Ridge Gold Course. I want to thank you all and the HOA communities volunteers for all
your hard work in keeping this course an asset to the Oro Valley communities. You all have to be very proud. Great job!
While sitting on our patio in the afternoon I enjoy watching the diverse groups of golfers playing the course. I've
watched leagues, seniors, couples, singles, young adults and all ages of children enjoy the game and the course. This is
really one of the nicest nine hole golf courses I have ever played.
I appreciate all the hard work and support you all provide for the course and look forward to playing it many times in the
future. Thanks again.
Sincerely,

Mayor and Members of the Council,
I'm writing in strong support of the Pusch Ridge 9-hole golf course - both for its personal benefits but
also its value to the local community and economy.
As a local homeowner with a day job, Pusch is a convenient, affordable, and beautiful break from
work. To my knowledge there isn't another 9-hole anywhere nearby, and that affects my decision as
to where to play (and pay).
Pusch Ridge is a valuable contributor to the local economy in other ways, anchoring the collection of
homes that surround it as well as the Hilton hotel nearby. In addition, it's a protective environment for
wildlife and community asset, bringing people together (golfing, walking) in ways not possible without
the course.
Thanks for taking the time to read this, and please support the course!
thanks

Dear Council members,
I'm writing this email in support of Pusch Ridge Golf course.
As a long time home owner in the El Conquistador patio homes (over 20 years), we have loved and used the golf course
over these many years. The course has always been a beautiful desert oasis, and provided many memories for our
family. Living alongside the course, we know that many non -homeowners enjoy this course as well, as we hear many
golfers enjoying the scenery as they enjoy their golf outing with friends and family.
It was heartbreaking when the major flood caused so much damage years ago, but it was even more heartbreaking to go
through the devastating time when the course was closed by decision of the town of Oro Valley. It was amazing how
quickly the course became an eye -sore and embarrassment to our lovely Oro Valley community. The impact on the
market values for our area was also detrimental.
We are thrilled with the work the Indigo golf group has accomplished, working with the local HOA's and the town
council. The course has been brought back to life, and again is something for the town to take pride in. The amount of
play the course has now enjoyed indicates that golf is important to this community and to the town.
All budget decisions are difficult, but keeping Pusch Ridge as an active golf course has proven to be an important
addition to our community, and can be managed to be an economic benefit while promoting the lifestyle of Oro
Valley. The alternatives have never been shown to be viable, alternatives are expensive, while decreasing a substantial
market value base of many homeowners.
We understand that communication with the council will be part of the factors of the decision — it's important that the
community be heard, and as part of the community we strongly support the golf course!

Council members,
The upcoming decision on the future of the Pusch Ridge golf course has been heavily weighing on my mind. As a
homeowner on the golf course, I can speak to the importance of the continued operation of Pusch Ridge golf. It is so
important to the residents of the El Conquistador Patio Homes and the surrounding neighborhoods. When you think
about morale, you often think about organizations or teams. The Pusch Ridge golf course is somewhat of a combination
of those two things, and the boost in morale it has brought to the community is truly palpable. You're hard pressed to
find a.more beautiful golf course in Tucson, and when you consider the fact that it is a fast paced, affordable 9 hole
course, its value is so obvious. Golf is exploding nationally across all age groups, and it is no different here in my back
yard. The course is exceeding financial expectations. It is constantly improving thanks to the work of Indigo golf, and the
friends of Pusch Ridge Golf. It's the only 9 hole option in the area, and it is attracting people of all ages and skill levels.
For these reasons and many more, it would be such a huge mistake to take this course away. It is important for the El
Conquistador Patio Homes community, and it is important for Oro Valley. Please consider these things when making a
decision on the future of our golf course.

Dear Town Council
I understand that a meeting on February 7' will determine the future of the Pusch Ridge Golf Course. Unfortunately, I
won't be able to attend but wanted to email my thoughts. First, Indigo Golf and the Town should be commended for the
amazing progress over the past 3 years the course has achieved. This is across all sorts of metrics including rounds
played, the quality of the course condition and the financial results. The course, now ranked as the number two most
beautiful course in the whole state, is now considered a local treasure. Industry wide, golf is again on the rise across all
demographics including gender and age, and this does not include the most recent disc golf craze which the course is
also benefiting from.
A continued commitment to keeping the course open and well maintained will ensure that Pusch Ridge Golf will be a
local sports and entertainment treasure for the community.
Thank you.

by volunteers of FOPRG. A marketing plan is worthless without action. Our volunteers and other OV residents proved
that with giving their various long time career talents and skills, many positive things can happen. Each year this
marketing/action plan has been updated to see new opportunities, etc.
> As a retired hospitality professional, my efforts and others have been directed at our hotel and resort community in
northwest Tucson, some even beyond those limits. Tucson is a destination city and many visitors want to experience
"true desert golf "throughout the metro area. With the help of Indigo Golf in 2021, we developed a "Hotel Guest
Special" which includes 9 hole play, golf cart, rental clubs and a sleeve of Callaway golf balls for $45.00. We now have 16
local area hotels and resorts, and of course the El Conquistador Resort that display our brochures and promote your
offer in the lobby, front desk and with concierge.

Westward Look, Hacienda del Sol as well as many hotels and limited service hotels They loved the event!

Hi Oro Valley City Council Members
I wanted to express my feelings about the Pusch Ridge Golf Course. First off I love this course. It is easy to get to as we
live about two miles away, it is very challenging for a Nine hole course and just a lot of fun to play. I joined the ladies
league on both Tuesday and Thursday's and my husband and I also golf on Wednesday on the mixed league. We love
that the course is in such great shape and that we can get nine holes completed in around 2 hours. While we do use the
golf carts we find that this is still a great form of exercise and a great way to spend time outdoors.
We really hope you consider keeping this course open.

Subject: Pusch Ridge Golf Input
We respectfully request to share our opinions and experiences regarding Pusch Ridge Golf.
We've owned our patio home on the course for 2 years now. The lack of professional golf management is very
concerning. It's literally a free-for-all out here. Toddlers driving golf carts, people who have obviously never played golf,
bubbas swinging as fast and hard as they can only to hit people's homes, drunks with foul language and loud music, and
the list goes on. We can't even sit on our back patio for fear of getting hit and seriously injured. A call to Pusch Ridge Pro
Shop reporting bad behavior results in the comment "we don't have a Marshall". On top of it all, our HOA is assessing
homeowners a fee to keep the course operational. GRRRRR
It's apparent that the Town is not interested in maintaining Pusch Ridge Golf. Even if HSL stepped up to the plate, how in
the world could they possibly manage the course? Have you noticed how run down the Hilton grounds and property are
looking?
We don't feel like the lack of a golf course in our backyard would lower our property values since it's already devalued
with the constant damage we incur. We keep a running total of how many "hits" we take in a day/week and it's
shocking.
We are avid golfers and already enjoy the many other courses in the area. It would be wonderful if Pusch Ridge Golf
became Pusch Ridge Park!!! It's such a stunning and beautiful setting.
Thanks for letting us voice our concerns.
(We are leaving our names off of this letter, since our neighbor is thevffimwmw

Dear Council Members,
The Council will be deciding soon on the fate of the Pusch Ridge Golf Course. I appreciate that the Council approved a
3 year provisional trial which will expire this year.
I have enjoyed playing golf at Pusch Ridge for the past two years being a part of the Pusch Ridge Thursday Women's
League and the Wednesday afternoon Prickly Pairs Casual Leaque with my husband.
Your continued support of the Pusch Ridge Golf Course would be greatly appreciated.
Oro Valley provides an Active outdoor Style Community and Pusch Ridge golf course is a big part of that. People have
different preferences for staying active and I appreciate the many opportunity that OV provides. The Aquatic Center is
fabulous and provides many opportunities for people to remain active. Even though I don't use the Aquatic Center, I
support it. I would therefore appreciate the Council Supporting Push Ridge Golf Course even though other people
don't use it. Please do not listen to people who say "Nobody Golfs". Just because they don't doesn't make it so.
Res ectfully,
Stine, Michelle

Hello,
I urge the Oro Valley Council to continue supporting the Pusch Ridge Golf course. The reasons are many
but I will keep this short and mention what is truly unique about Pusch Ridge. It is walkable, golf carts are
not required. For me, this is huge and why I play there.. I am not aware of any other golf courses in the
area (other than Crooked Tree) that even allow players to walk, which is how I prefer to play golf.
So I hope the council will vote to keep it open, Pusch Ridge is unique and a real asset to Oro Valley.
Thank You

Dear Council Members,
It is my understanding that you will be voting at your February meeting whether to continue operation
of the Pusch Ridge Golf Course. I want to encourage you to continue operation of this course year-
round for all the same reasons as our 36-hole courses. Those reasons were hashed over and over
the past few years. The importance of golf to our community has been proven to be financially
feasible and membership has far exceeded expectations.
It would be irresponsible to remove this benefit to the community when it needs little tax support, if
any, going forward.
Thank you for your attention to this matter,
Oro Valley Resident

Dear Oro Valley Town Council,
I want to express my support for funding the continued operation and needed improvements to the
Pusch Ridge Golf Course. As stated by others, its location adjacent to the El Conquistador resort makes
this course a showcase for the entire community. Letting it go to weeds would leave many, many people
- residents and visitors - with a negative impression of the entire community.
Further, the course represents especially affordable recreation for members of the community.
Please provide the funding necessary for its continued operation and needed.improvements. I expect
the necessary funding level could be achieved by a combination of council funding and increased user
fees.
Your truly,

Subject: Pusch Ridge 9 Hole Golf Course
Mayor and Council,
As a tax paying resident of Oro Valley since 2007, my wife and I are_very aware of all the plans, decisions,
projects and happenings here in Oro Valley. We will be addressing the upcoming meeting and decision
concerning the operation, and continued operation, of the Pusch Ridge 9 Hole Golf Course.
1. To the best of our knowledge as provided by all the information one can get concerning the -usage,
costs and profitability of the golf course, it appears the golf course is being used enough to not only pay
for itself, but also make extra money for other town operations. It seems the main issue for the town's
decision making is the charge Troon Management charges to maintain the course. When one runs a
business one always has the option to negotiate costs with the subcontractors, the business hires, tell
them what is acceptable and what is not, give suggestions, monitor the money and monitor
physical functions of the subcontractor. Again, it is not their money or property-- it belongs to the
taxpayers. One can always hire other companies if not able to negotiate or work comfortably with the
existing subcontractor. Of course we understand hiring someone else is a pain and may not work, but
that is part of owning and being a part of a business. I suppose the Town could always sell the.golf course
and let someone else rake in the profits.
2. We understand the Town spent money on an audit of the course and that audit came backvery
positive and showed that it is a monetarily viable business. Probably a waste of money, but still a
good idea to set the record straight!. We are very aware of cost overruns at Naranja Park, the inability to
follow through with obligations concerning the Vistoso Property and the Oro Valley Marketplace
Development. Pusch Ridge Golf Course could be a good example to the taxpayers, residents,
businesses and visitors (tourists) that our elected officials do some good things.
3. We are very aware of the dollars three community_HOA'S contribute to the operation of the golf course
and of all the volunteers who help run, maintain and promote the golf course at no cost to the Town or
taxpayers. 'What other Town owned and or managed properties, recreational opportunities, safety,
protection, street maintenance operations, etc., get this kind of support?
4. It seems to us that the Chamber of Commerce, Resorts, Hotels, Restaurants and Bars, Schools, Golf
Clubs, Disc Golf Assoc., and local Businesses are supporting and promoting the golf course which
benefits all of Oro Valley businesses and residences whether or not you are pro golf or anti golf.
5. Water usage for Pusch Ridge Golf Course is an issue.for the future. There have been many discussions
and options put forth. There is a solution and that solution will have to be changed and tweaked as time
goes along. We do understand going forward water will be the biggest capital expenditure to keep the
Pusch Ridge Golf Course a viable .part of the community. There is plenty of time to come up with a
solution and to raise capital. The best story, in our opinion, is that the golf course is not open from May
1 st through Nov 1 st and requires very little water (only for maintenance of the greens) and when re-
seeded in October. This saves a lot of the potable water that is used on Pusch Ridge vs.other courses in
Tucson that are open in the summer and use non -potable water sources. The best part of the story in
regards to water required to have Pusch Ridge Golf Course is all the.rain the course receives from
October through March. Due to the location of the course up against Pusch Ridge and the Catalina
Mountains, this area gets more rain than any other area (golf courses) in Tucson. This saves so much
water. If the water managers and planners could. get more information out through media sources and
government education to the populace, they would know water is quite plentiful and is being managed
for the future here in Tucson. It is not at the crisess level as some elected officials and public naysayers
would have you believe.
6: The Pusch Ridge Golf Course provides such a wonderful oasis for fauna and wildlife. When the course
was not open and maintained (watered) in 2020 / 2021 the wildlife disappeared and most of the fauna
died or was severely impacted (see the Vistoso Property as an example). Can we help nature win once in
a while?
7. In the scheme of golf as a choice for recreational opportunity, younger folks trying golf find 9 holes
more affordable and less time consuming than 18 holes and are more likely to take the game up and be a
viable source for the future of golf as a sport. The same time and money argument works well for
families, schools, people getting off work, older folks that can't physically play 18 holes anymore and
many more. All of these reasons make a 9 hole golf course the way to go here in Oro Valley and the
greater Tucson Area!
My wife and I are asking you, the elected officials, to vote for the continued operation of the Pusch Ridge
9 hole Golf Course. Remember there is a lot of monetary and volunteer work being given by the
community to keep this golf course open.
2
Sincerely,
