We absolutely disapprove of both projects and here is why: Both developments are contrary to existing Oro Valley individual owned family residences. Traffic congestion as a result of these proposed developments will add the the deadly current intersection of Tangerine Road and First Avenue and Rancho Vistoso Blvd. This intersection and the proposed added driveways will contribute to further tragedies at this already deadly intersection. We all heard the very same promises and it didn't work out anything close to what was represented. Within a short period, there was a noticeable uptick in crime and drug activity, and it affected the neighbors quite a bit. It's laughable that anyone can define the alley immediately north of the center to be anything other than an alley. To say otherwise insults my intelligence. I don't vote for people that insult my intelligence, nor do many of my friends. Further, if this project were to be approved, I'm reasonably certain that I will no longer do any shopping in Oro Valley to avoid the congestion. Regrettably, the lion's share of my shopping will switch to Marana, which will benefit from the sales tax. I am counting on you to abide by your campaign promises and do the right thing for our beautiful community. To begin with, the intesections surrounding the shopping centers is notoriously dangerous, and first needs to be addressed before any further development. Even the State of Arizona has acknowledged that the Tangerine/Rancho Vistoso intersection needs to be fixed. This should be addressed before considering adding 132 high density housing units into the area. ' Seeing that the plans add more traffic lights, I see that this will allow this area to become more like First Ave/Rooney Ranch. I avoid that area, and no long frequent our local stores in the surrounding centers. I will use online services like Amazon before dealing with.the traffic, delays, and accidents at those intersections. I am concerned about safety issues with a neighborhood school on Woodburn, which already has traffic issues during school drop offs and pick ups. Has there been any consideration of the impact to the school and our children's safety? Are there plans for where retailers like Safeway will be unloading their delivery trucks once the "alley" behind it is rezoned for traffic from the rentals? Even widening the alley, I can't see two way traffic flow successfully managing around the semi trucks required for deliveries —and the safety of those workers. Avilla does ,a very good job of promoting their affordable luxury apartments. We previously owned a property in the vicinity of one of their developments, and during the initial planning and construction, we thought it was a great idea, and it could actually help the neighborhood. It did not take long after opening that we noticed a noticeably increased police presence and issues with trash and the ensuring rodents. It wasn't more than a year or two and the property was sold to another company, and it no longer advertised as luxury apartments. The quality of life in the neighborhood declined, crime rose, and property values dropped. We no longer felt safe living in the area —and we are working professional's that have comfortably and safely lived in large metropolitan areas such as Manhattan and Chicago. I am afraid the same thing is going to happen in Oro Valley, which has such a great quality of life. Traffic congestion and accidents, safety of our children, retaining our property values and quality of life. These are concerns that your residents of Oro Valley have. To me, a better use of this land is retain it as commercial zoning and develop it with business that will help with our tax revenues, rather than put a strain on them. If this development goes forward, we will avoid these shopping areas, which will hurt our local businesses and people. Our sales tax dollars will move to Marana and more of our purchases will support the mega online retailers; many other residents of Oro Valley will do the same. I am certain that the Town of Oro Valley will start to feel the financial impact of this development. It seems as if the Safeway Center is almost fully leased out, from our visits there. Same with other Supermarket Anchored shopping centers in the area, including the Fry's Center at La Canada/ Lambert; And the Rooney Ranch center with Fry's/ Target, etc. As others have pointed out, the area population is expanding with new homes, including those recently built and others with zoning approvals. It would seem as if there is a continued demand for additional retail and commercial, particularly in the Supermarket Anchored centers such as Safeway, which typically provide strong draws. The neighboring communities are strongly opposed to the change to multi family zoning, with the proposed high density. Traffic at the center is already difficult. The shared driveway proposal via Safeway's Center north alleyway would seem to make an existing difficult traffic situation more difficult. This shared drive seems to be the only ingress/egress to the proposed homes, adding additional traffic to compete with the existing shopping center traffic. This mostly seems to me at least that the property owner bought the property I believe in 2006 (per Assessor Records), and kept running into bad timing for any development. The real estate market was experiencing great difficulties about that time, properties were vacant, lost value, etc. Owners still seem to be in the same situation. The Town planners seem to be favorable; however that is not unusual. Nor in my opinion is that a reason to grant rezoning. The Council members are the elected officials designated to make these decisions, not the planning staff. I believe and hope that the Town Council will respect the strong community opposition to this proposal. And I also believe the site should retain it's commercial designation. One thing that I realized I failed to mention in my last email (but which was included in my attached diagram) was the proposed connection of "Avilla Drive" to Tangerine Road. Along with my other suggestions, I would suggest a left-hand turn bay be installed along eastbound Tangerine Road at Avilla Drive. Without a turn bay there, anyone trying to get into the Avilla at Rancho Vistoso West complex from eastbound Tangerine would have to continue to the Tangerine / Rancho Vistoso intersection and either a) make a u-turn, or b) go north on Rancho Vistoso and then west on Woodburne to get to those homes. Also, a left-hand turn bay would be beneficial for other motorists on eastbound Tangerine Road who simply need to make a u-turn to head west, since there are zero left-hand turn bays between Red Mountain Drive and Rancho Vistoso Blvd. By adding the left-hand turn bay at Avilla Drive, it would allow these drivers to avoid the already congested Tangerine / Rancho Vistoso intersection, thereby improving traffic flow and safety. A left-hand turn bay would also be beneficial for the future customers trying to access the businesses that would be built on the commercial parcels on the west side of Rancho Vistoso. (Please forward to the Town Council and Planning & Zoning Committee) Dear Mayor, Councilmembers, and Commissioners, My name is Steve Snyder and I have been an Oro Valley resident since 2009. 1 have also been employed as a Police Officer for the past 18 years. I am writing to you today in regards to the proposed Avilla at Rancho Vistoso project that will be coming before your respective bodies for discussion and possible action in the near future. As you know, this proposal to build high density luxury rentals at the south end of Rancho Vistoso has been a divisive topic for quite some time. Although I don't live extremely close to the project area, I do drive past the Safeway shopping center multiple times per day while working and also to take my kids to music lessons at the Artistry Academy. I'm fairly educated on NexMetro's proposal, and while I do not have a major objection to the idea of building luxury rental units in that area, I do have concerns with the traffic flow and safety in that already congested corridor, which will only get worse with 206 new homes. One of my main objections to this proposal has always been the suggested use of the existing driveway behind the Dragon Village and Rosati's restaurants to not only be a main entrance to the shopping center, but also be the only entrance for the 85 new homes that would be built on that parcel. That driveway is already fraught with congestion and blind corners; building new homes will only make it more hazardous. The driveway's exit onto Rancho Vistoso Blvd. has been a problem for the town for many years. It was slightly improved this year with the addition of the "Right Turn Only" markings and signage, but I still see drivers trying to make the illegal left turn to head south. And even for the drivers who obey the sign and turn north, those needing to make a left turn or u-turn at Woodburne Avenue are often cheating death to floor it and cut across the lanes to get into the turn bay. I think everyone agrees, something needs to be done to address that exit. In comes NexMetro. Their proposal from pretty much the beginning has been to install a traffic signal at that intersection, and to continue the road on the west side of Rancho Vistoso Blvd., curving down to meet Tangerine Road. While I agree that this is one solution, it is certainly not the best. From what I have learned, and what was even mentioned by Paul Oland, the original plan in the Rancho Vistoso PAD was to have a traffic signal at the Woodburne Avenue and Rancho Vistoso Blvd. intersection, but the homes in the Horizon community (east side of Rancho Vistoso Blvd.) were built too far south, so now that prohibits a traffic signal from being built there. But the two issues with a traffic signal being installed at the existing driveway are: 1) it sits on a curve of Rancho Vistoso Blvd., and 2) the distance between this location and the traffic signal just to the south at Tangerine Road and Rancho Vistoso Blvd. (one of the more dangerous intersections in the entire town) is only 800 feet. Now, the Town Engineer has defended the idea of putting a traffic signal at this driveway because the distance between traffic signals -on First Avenue from Oracle Road to Main Avenue is only 600 feet, and "It works." Firstly, the thing that he is not taking into account (or at least not acknowledging) is that First Avenue is completely -straight and unobstructed between those two traffic signals. Secondly, nearly all of the vehicles traveling west on First Avenue towards Main Avenue have turned off of Oracle Road, so they never get the speed necessary to create severe collisions there. Conversely, the vehicles traveling on Rancho Vistoso Blvd. are traveling at higher speeds and are navigating an uphill curve. Like many of you, I watched the Neighborhood Meeting regarding this project on November 9, 2023. When I saw the new site proposal from NexMetro and Paul Oland, I was a bit shocked. On previous proposals that I had seen, the aforementioned new traffic signal was placed at the existing driveway, as well as the new road on the west side of Rancho Vistoso Blvd. curving down to meet Tangerine Road ("Avilla Drive"). Woodburne Avenue had been untouched. But on this newest site proposal, there was a jumble of twisty new roads for us to explore. Woodburne was redirected to the south, becoming "Vistoso Drive," then terminating at "Avilla Drive." The eastern portion of Woodburne was still there, but was basically neutered. The current median break on Rancho Vistoso at Woodburne was closed off. Homeowners along Woodburne or parents of Painted Sky Elementary students would need to drive east on Woodburne, south on "Vistoso Drive", then turn left onto "Avilla Drive" to get out to Rancho Vistoso Blvd. Unnecessarily complicated. During the meeting, a question was raised by a resident about how personnel from Golder Ranch Fire Station #375 on Woodburne would get out onto northbound Rancho Vistoso Blvd. The answer from the Town Engineer was that they could install a "mountable median" so that a fire truck could go straight across the median into the northbound lanes. He provided an example of the existing "mountable median" on Lambert Lane in front of the Walgreens. But what wasn't mentioned is that Golder Ranch Fire Station #376 at Lambert and La Canada is set up so that fire trucks responding to emergencies pull out of the north side of the building, heading east on the access driveway out to La Canada, where there are flashing signals installed in both directions to warn motorists of a -coming fire truck. The "mountable median" on Lambert is typically used for fire trucks heading east on Lambert that are returning to the fire station. Back to the location at Woodburne and Rancho Vistoso Blvd., since the "mountable median" would be primarily used for emergency response and there are. no signals on Rancho Vistoso to warn drivers, it would be reliant on the motorists to see the fire truck's emergency lights while it is trying to traverse the median. Again, unnecessarily complicated and unnecessarily dangerous. Now that I've made those points, I have a suggestion: The original plan in the Rancho Vistoso PAD was to have a traffic signal at the current Woodburne Avenue and Rancho Vistoso Blvd. intersection, and this was for several reasons: 1) because it was far enough away from the traffic signal at Tangerine and Rancho Vistoso, and 2) it made sense for traffic on Woodburne (a collector road) to connect directly to Rancho Vistoso for ease of use. The best location for a new traffic signal is at 3 Woodburne and Rancho Vistoso. To make this work in the current configuration, Woodburne would need to be realigned to the south by about 150 feet. With the intersection moved slightly, it would allow a new entrance into the Safeway shopping center. Please see the attached mock-up. The benefits of doing this are plentiful: 1) The new traffic signal would be further north, away from existing traffic signal at Tangerine / Rancho Vistoso; 2) The new traffic signal wouldn't be in the middle of a curve, increasing visibility; 3) The new traffic signal would allow Woodburne traffic to enter/exit directly to Rancho Vistoso, increasing ease of use; 4) The new traffic signal would allow Golder Ranch Fire to exit directly onto northbound Rancho Vistoso, not have to traverse a raised median, and with the assistance of the traffic signals to stop vehicles; 5) The proposed Avilla at Rancho Vistoso East homes would exit directly to Rancho Vistoso, not further congesting the area behind the Dragon Village and Rosati's restaurants; Obviously, the developer is going to lose some square footage with this configuration, but I feel this is the best solution to the traffic flow and safety of our town's residents. When all of.the property owners purchased their homes from Meritage we were never informed of the easement given to OV Lofts, LLC, allowing them to have access onto their property via our private gate and street (Naranja). Apparently the easement was granted prior to the development of Sanctuary at Silverhawke so Meritage obviously arranged for and deliberately held back the easement information, likely to ensure interest/sales in a gated community. We were informed at the meeting that the HOA for the new development would contribute to our HOA towards the maintenance of the easement. But the developer representative was not aware of any arrangements to cover the cost of maintenance during the construction period. Legally, the owner of the easement is responsible for the maintenance of the easement, not the owner of the property. I highly doubt that the homeowners in the potential new development would be informed ahead of time that their HOA would be servicing the maintenance of all of Naranja. In addition to this concern, the property owners in Sanctuary at Silverhawke have legitimate concerns about the decreased value of their homes due to a) increased traffic through the community, b) other non community people having access to the gate (basically we would be a non private community for which we paid a premium), c) increased noise (the number of homes in our community is 44; by adding 19 homes in the subject property, the traffic/noise would increase by almost 50%, d) concerns about increased erosion due to changes in water drainage and changes in proposed grading exceptions. Apparently, for unknown reasons, Meritage was not interested in purchasing and developing the subject property or they would have done so at the time our development was constructed. We do not know from whom Meritage purchased the land in the first place. Another concern that was brought up at the meeting was the conservancy of animal life in the area. The location ofthe subject property is a refuge for tortoises as well as other indigenous animals. I realize the subject property is zoned R6. Extending Naranja (which would be necessary) would further impact the animal environment. But perhaps if would be a better use of the land to be a conservancy, with the city of Oro Valley taking the land by eminent domain. The public would therefore be able to continue to enjoy the animal life in the area (and protect it from becoming extinct), and because the city of Oro Valley is required to pay the land owner a fair market price, OV Lofts would be compensated for their land. And the likelihood of a lawsuit should (against the City of OV) there be damage from erosion/excess water damage from the grading exception (as well as impacting the wild nature from the extension of Naranja) would be averted. Not to mention the avoidance of legal action against Meritage for deliberately withholding information that would have affected the sale of properties here. Someone at the meeting demonstrated the possibility of significant damage from a change in grading from the subject. project, (or even just from developing the property without the grading changes). Although the representative from the building department said the engineers would carefully evaluate the possibility of damage and would make recommendations based on that, unfortunately, if their assessment should turn out to be incorrect (with damage forthcoming), it will be too late, and properties adjacent to the subject property would suffer the consequences. The City of OV approved the development of our community, yet several areas of the community have had major erosion and drainage issues anyway, costing thousands and thousands of dollars in repair work. I strongly recommend the City of OV take the property via eminent domain - everyone should then be happy. The homeowners in the adjacent communities, the indigenous animal life, the HOA of both communities, the owner of the subject property (since payment would be made at fair market value) and the avoidance of law suits. Mayor Winfield campaigned on less development. This would be his opportunity to show that he stands behind his word. I further ask that each of you put yourself in the shoes of the homeowners in the adjacent communities and consider how you would feel if you were a homeowner in the existing communities with the changes that would occur. Would you want to see more noise, traffic, and decreased home values due to the development of a community with much smaller homes and the loss of your private gated community? Thank you for your consideration. Carol Powell WARNING: This email came from outside the Town of Oro Valley. As an employer of a business within the Town of Oro Valley, we certainly have a need for additional housing options for our current and potentialfuture employees. We have continually struggled to achieve a fully staffed Resort upon exiting 2020 and the return to pre -pandemic business levels. To have the opportunity to have an additional 207 single -story, mostly detached, rental homes that is located in Oro Valley is a prime opportunity for employers and businesses. This option, in addition to other housing is needed as we do have employees not stay with our Resort as the travel time, lack of public transit and lack of housing options cause unnecessary hardship and they find employment elsewhere. With the limited development over the last 20 years for multi family housing this is a prime opportunity to increase the availability for those seeking and needing this housing option. As we continue to grow the business sector of the Town, the ability to have a place to Work, Live & Play are of the upmost importance. We support the Avilla re- zoning project as this is a step in the right direction to support those seeking an opportunity to live in Oro Valley that currently do not have this option. Please consider the .overwhelming number of vested homeowners who oppose this rental project. Real estate professionals claim high density rentals will only decrease home values in the area while hundreds of newly introduced vehicles will increase local traffic exponentially, not to overlook school busses and parents needing to access the neighborhood school, Painted Sky Elementary (located off Rancho Vistoso Boulevard and Woodburne Avenue). With over 600 new apartments already approved within approximately a mile of this proposed rezoning, (in the Oro Valley Marketplace and near the nature preserve), why are additional rentals being considered at this time? Just 20 minutes from this site, an additional 1,000 new apartments are planned for the Foothills Mall neighborhood; as well as, 1,600 more approved by our neighboring town of Marana. With this population boom, it makes perfect sense to preserve these last remaining business parcels for the future. I have lived a! _ since 1996 - original owner - and over the last 25 years I have seen a remarkable increase in traffic -in this area - particularly since around 2015.On a busy weekday morning from 7am - 9am for example, there are often 8 - 9 vehicles waiting in line on Woodbourne looking to exit onto Rancho Vistoso but having difficulty due to the steady stream of cars coming down Rancho Vistoso heading to the Tangerine intersection. In exiting Heatherglenn in that situation, which is only about 100 feet from Rancho Vistoso, and because I cannot "break into" the line on Woodbourne I've -had to take a RIGHT on Woodbourne - go up to New Dawn and make a "U-turn" to get in line behind those 8-9 vehicles lined up to exit onto RanchoVistoso. While the Woodbourne Ave. realignment and the added traffic light will certainly help and would remove my particular issue, it will not solve the overriding issue of even more congested traffic generated by the NexMetro plan of 200+ rental units on both sides of Rancho Vistoso (Avila East 88 units, Avila West 119 units.) While I have the utmost respect for computer modeling of traffic that was updated in the July 2022 study by the developer, I am VERY skeptical that the overall traffic increase would be only 3%. But even assuming the model is correct it would still be adding traffic to an already congested area. I heard the spokesperson for the project mention that the traffic flow right now is only 70% -80% of what the original developers of Rancho Vistoso envisioned. The only thing I can surmise is that the original developers were basing estimates on average 24/7 traffic - not the overly congested traffic that occurs at that "pinch -point" from 7am - 9am in the morning and again 4pm - 6pm in the evening. Even in the existing NexMetro plan, the fact that there is only there is only one point of egress/ingress for Avila East (other than the "Emergency Lane") will boost congestion as those 88 households will in all line up to drive out every morning, most likely 7-9 am Also adding to that increased flow is the fact that these 200 units will have an average residency of about 12 months - then they turnover. So there would also be the moving-in/moving-out truck traffic with which to deal. I believe the NexMetro and Paradigm Land Design planners have proposed a high quality project and there is a distinct attractiveness to the Town in sharing traffic development costs with the developer but the existing land configuration and traffic flows make the plan unworkable. For the record, I am not a "NIMBY" - ("Not In My Backyard".) I have seen and approved of most of the rezonings and projects in Oro Valley. As a viable community we need to continue to grow, adapt and improve. But this project, together with the added road enhancements will pose serious problems for everybody driving through the area, but particularly for people living in the adjacent neighborhoods. I would like the Oro Valley Town Council, in carefully considering their votes, to realize that once this project is in place there will be no "do -over" as problems inevitably develop in the future and therefore they should vote "no" on the project. However, we vehemently oppose the rezoning of the commercial areas at Tangerine/Rancho Vistoso and Rancho Vistoso/Woodburne. We do not agree this will be a beneficial decision for our community. The increase of traffic will be dangerous and detrimental to our neighborhood. A traffic light at Wood burne/Rancho Vistoso is not the answer. This increase in renters will also place a large burden on our police and fire departments but will not be able to be financially supported by property taxes since they will -not be homeowners. My wife, Margie, and I are residents at n the Reflections neighborhood. I have the same concerns that have been discussed in length at numerous town hall meetings by fellow residents: traffic congestion, Safeway and post office overcrowding, wildlife habitat, etc. My personal main concern is the egress that has had little or no discussion that will greatly impact the Reflections neighborhood. This proposed egress is across from the N. Sterling Ave. entrance turning from Woodburn Ave. It is already a hazard turning onto Woodburn from N. Sterling due to the Woodburn road curvature and 3 mph speed limit. Having this become a 4-way traffic pattern is going to make this a definite accident-prone area. The residents have clearly expressed their opposition to both these planned developments. I am asking you to listen to your constituents and vote "no" on this proposal. However, we need to address the Avilla Development. This is a protest and not a form letter and I hope that you are archiving our concerns and protests as you consider others submitted by Avilla. Previously, I have sent you very detailed letters about my concerns. This is short. Below are a few of the many issues that we are concerned with. A pattern of ignoring the dangerous safety issues: Does the council want to continue with accidents, loss of life, and law suits? Do we learn nothing from the recent events including physical and emotional injuries and loss of life leading to the Villalobos lawsuit? Do we just want to have a pattern of ignoring expressed safety concerns and loss of life? Additionally this is compounded by a lawsuit that has merit. What if councilmembers were also individually sued with negligence in a lawsuit? Using the "alley" and the parking lot as entrances and exits to the Avilla East development will create an increase in traffic that will be a dangerous safety issue for all of us (especially the elderly and children) who go to the Safeway Shopping Center. Since this is a private parking lot no one has counted or will count the accidents. Also, the added traffic to the public streets will add to the traffic incidents already occurring. However, we cannot claim ignorance of these safety issues. They have been pointed out over and over. When an accident or loss of life occurs we cannot say that we were not aware of the dangers. We are creating a "death trap". Please see my previous communications with you for the detailed safety and traffic concerns. Water issues: At our public meetings questions on water have been asked several times and not answered. Also, if the town's Designation of Assured Water Supply from the Arizona Department of Water Resources has expired and will probably not be approved until approximately 200+ days-- why are we voting on the Avilla East and West proposed developments at this time? Why was the application submitted so late? The number of residents per the Avilla developments: If the casita renters are U of A students some of whom may be veterinary students (and we know students) ---this is contrary to the 55 year old, high income residents that the Avilla representative so righteously proclaimed. Again, which information from Avilla do we believe? This is a pattern for them -- presenting different information and numbers to justify their case and the town staff does not question this. I have pointed out the lack of consistency in how numbers are used in different tables in the Avilla Reports. If there is support for this high density rental casitas you may then find 7 students or more living in a unit with 7 cars --all fighting for a parking space that is not there. Where will they all park? Hopefully not in our neighborhood since our HOA is adamant about giving citations for cars parked on the curb. All this traffic and frustration just adds to a difficult dangerous traffic situation. Why are we not addressing the dangerous traffic situation that we have now? Instead will you vote to make it worse by adding all the traffic from the Avilla proposed rental casitas? Please do not forget that we are the home owners and permanent residents of Oro Valley and not the transient renters. We value safety over profit and vote at every election. Please vote no on this rezoning and development. Sincerely, Eva Midobuche Dr. Eva Midobuche Professor Emeritus Oro Valley, AZ 85755 WARNING: This email came from outside the Town of Oro Valley. The proposed Avilla Development will directly effect the quality of life in our neighborhood and community. I am against this for all the reasons that have already been discussed by other community members. I am also concerned that there is an access to the development along Woodburn right across the street from Sterling Avenue. Coming out of Sterling is already treacherous because of the curves on both sides of Woodburn as we exit Sterling. The sight lines are not good and having traffic coming out across the street will only worsen this situation. Has anyone discussed how crowded Safeway is already? The parking lot is usually full and the check out lines have gotten longer and longer. And the post officel! l The lines there are ridiculous and there are already developments in progress that will effect this also. Where will the wildlife go? This is never discussed or considered when developing land. The wildlife is special aspect of living in Rancho Vistoso and the property along Woodburn is habitat for the wildlife that we see on a daily basis. Why do we need more traffic, more lines, more crowded stores. The reason we moved to Rancho Vistoso was for the peaceful quality of life. I feel we are now in danger of losing this quality with the proposal of more development. I hope you will seriously consider the residents' concerns. They are many and they are valid. According to the Rancho Vistoso PAD, the planning and development of Rancho Vistoso was to be consistent with Oro Valley's "community goal of ensuring orderly growth, balance and quality development of residential & business uses and types while maintaining the tranquil quality of the town." No Rancho Vistoso resident who lives near the now 4-lane Tangerine Road and its associated noise and unsafe traffic conditions considers it tranquil any longer. Adding more traffic from rental units and diverting Woodburne to accommodate the developer will clearly create additional congestion and an inconvenience for existing residents. With the numerous General Plan Amendments (GPA) and Rezonings approved by the prior administration, it appears that the aforementioned community goals were largely ignored. Seven GPA/Rezonings for over 600 homes within Rancho Vistoso were approved between 2007 and 2017 for one single applicant - who coincidentally represents NexMetro Avilla. Section 1.1.5 of the PAD addresses how the plan identifies areas suitable for higher density uses & the environmental analysis that was undertaken to determine the most suitable location for these high density uses. As you are aware, both the E & W parcels were selected as C-1 commercial, NOT high density residential. Given that this Council passed a zoning code just before the pandemic to significantly expand the allowable uses of businesses on commercially zoned properties and speed its development, I see no valid reason to rezone these properties within such a short period of time (post pandemic) and during the current economic downturn — especially with the significant number of residents opposed to the projects. One thousand thirty-one residents from Rancho Vistoso, Sun City and other areas of town signed petitions in opposition to these projects thus far. OV has a limited supply of developable land. We need to be selective with the projects we approve. Be cautious of empty promises and the shiny object syndrome that chases the latest strategy in an industry (HDR/apartments). Please vote to deny both the Avilla East and West rezonings. Sincerely, Shirl Lamonna WARNING: This email came from outside the Town of Oro Valley. Oro Valley AZ since 2009 am writing to you all to express my DISAPPROVAL to the proposed rezoning ( from Commercial to High Density Residential, ) of the parcel of property in the Safeway complex at Rancho Vistoso and Tangerine/ First Avenue. Here are a few of my reasons for opposing this rezoning: 1. Safety The traffic in the Safeway Parking lot is already at maximum. Using alleyways servicing loading docks as entry and exit routes will make it worse and will not help it at all. The traffic surveys shown by the developer and City Engineer were done in summer of 2022; the population of Oro Valley increases by at least 50 % from November to April and should have been taken into account. Also, majority of these would be seniors and elderly ( snowbirds) and that would increase the risk for accidents in the area. 2. Water and Utilities Our community has done due diligence and uncovered that the Assured Water Supply from the AZ Dept of Water Resources expired on 12/31 /2023. Even if it had been submitted for approval, processing may take 210 days. How can Oro Valley approve any new.residential rezoning changes when our current water supply is NOT assured? Likewise, what negative impact would this have on Sewage lines, Internet capabilities etc. Would the town have the capacity to respond adequately ? 3. Excess of Commercially Designated Space One of the arguments raised in favor of rezoning is that Oro Valley has lots of unused commercial spaces like the Marketplace etc. Oro Valley also has lots of untapped designated residential spaces! And it also has currently, lots of homes, apartments and even elderly care facilities under construction Why then is there a need for rezoning ! There is NO need for that right now! I have always been proud to be a resident of Oro Valley, a master planned community, with designated commercial, residential areas as well as open spaces. I cannot understand the reason or need to abandon this master plan; AND with acute urgency at that. I ask of you as a resident , please help us keep the beautiful and safe Oro Valley we know and love Thank you, Angela Manansala Oro Valley, AZ 85755 WARNING: This email came from outside the Town of Oro Valley. I'm a homeowner in the Reflections neighborhood of Rancho Vistoso in Oro Valley. I would like to go on record that the proposed variance requests should be declined. It is obvious to anyone with eyes, and a heartbeat, that there is an abundance of new residential growth throughout Oro Valley. We have yet to see, or experience, the affects of recent developments on our lives, our homes, our neighborhoods, and our community as a whole. There is NO, so called, "residential underdevelopment" in our neighborhood... this is just another sales pitch. Anyone who tells you that there is residential underdevelopment ...is playing you for a fool. Throughout the developer information packet, there are numerous references to existing traffic and safety issues. Interestingly ... the developer finds it necessary, on multiple occasions throughout the information packet, to add the following statements, "it has nothing to do with the (projected) traffic generated by the proposed Avilla Rancho Vistoso East & West development." The residents of the Rancho Vistoso neighborhoods believe that it has everything to do with adding more traffic and congestion, and negatively impacting our neighborhoods... by adding high density residential housing to an area that is already experiencing high traffic, and safety issues. Stacking another traffic signal, in close proximity to existing signals on Tangerine Road, will only increase existing issues, not solve them.... I know of no other location in Oro Valley where traffic signals are spaced as closely, as what is being proposed at this location in order to validate this project. Diverting a huge amount of traffic through the proposed quiet neighborhood, "where residents gather, and children play along landscaped corridors'; (AKA Avilla West), is ludicrous, and highly problematic. It is just more fluff, designed to sell the project... This will not solve existing issues; however, it will generate added traffic to our neighborhoods. Legitimate issues already exist in the area, without the additional problems created by the development of more high density residential housing at the projected locations. The developer claims that commercial enterprise in Oro Valley is struggling due to "residential underdevelopment". They claim their developments will help existing businesses be "more viable". Have you ever been shopping at local merchants in the area, or asked to wait for a table to open up when dining at one of the local restaurants? Commercial enterprise in Oro Valley is alive and well my friends... check out the opinion of the Oro Valley Chamber of Commerce regarding business in our community. Please read a' recent article in The Explorer, referring to Oro Valley's growing momentum.... Siting over 90 new businesses in 2023, new hotels, and over 500 multi family housing units approved for the Oro Valley Marketplace area. Or better yet, just open your eyes when you go about your daily business in the area... believe what you see, (not what the developers want you to believe, so they can profit at your expense). You'll see that there is NO evidence of "residential underdevelopment", and you will see businesses operating at a robust level, and growing. The proposed developments would reduce the amount of land available to develop commercially, reduce the opportunity for our community to benefit from, and to enjoy more dining options, entertainment, professional services, and shopping options.... All of which help to make a more vibrant community. The majority of Rancho Vistoso residents believe that there would be numerous negative affects, resulting from the addition of high density residential housing at these specific locations. The proposed housing projects would have no benefit to the surrounding neighborhoods. We ask that you consider your decision on this matter thoughtfully, and -carefully. Your vote will have a tremendous impact on many people, and the future of Oro Valley for years to come. Thank you for your time, and your consideration. When one looks to buy property in an area, the zoning laws provides a guide for what might happen in the future to a parcel of land. The parcel in question, north of Safeway is zoned commercial and we residents expected that development would be commercial in nature. Changing the zoning is like putting a middle finger to those who trusted that commercial means commercial. 2. The alley behind Smilemore dental and Rosattis is too narrow to handle the traffic that is currently forced to use it. I avoid it when I can. And because it is somewhat landlocked, I have no faith in the apartment development to be able to make the alley into a street worthy of supporting a traffic light. 3) Homeowners are aware of the need for affordable housing. But I do not view this development (1800+/month) as satisfying that need. I cannot attend the meeting due to COVID infection. Please represent your constituents and decline this zoning change. We have seen so much growth in Oro Valley and are certainly not opposed to it. However, this proposed re -zoning and building of high density residential next to the Horizons neighborhood, in particular, is very concerning to us. With all of the additional housing that has since been built in Rancho Vistoso, traffic has increased dramatically. Several traffic lights have been added to Rancho Vistoso Blvd as well. To add high density residential to the small area behind the businesses (North alley) in the Safeway shopping center and the Horizons neighborhood would be such a disregard for safety. This area is already extremely dangerous, and the plan is to add a traffic light to direct even more cars into this area. We watched the planning 'and zoning meeting online and were surprised to hear the board recommended the rezoning. It doesn't take much to realize people will be cutting thru the Safeway lot and creating even more hazards. I understand the city may want to have the developer pay for the road improvement and a new light, but this is very poorly thought out. Another light that close to the one at Rancho Vistoso/Tangerine is a terrible idea. Anyone can realize traffic will be'backed up similar to and probably much worse than is at the Oracle and First Ave. intersection. We had concerns about the traffic census numbers used at this meeting as well. Rancho Vistoso is one of the nicest neighborhoods in Oro Valley, why would you want to create such chaos at the entrance to it? There are many other areas in Oro Valley that could accommodate high density residential, why not reconsider? In fact, there are many that are already approved for the Marketplace, etc. Do we really need that many more? We ask you to please keep this property zoned commercial and not rezone to high density residential. We live off of Woodburne and would be greatly affected by this proposal. was one of the people who collected the over 1,200+ signatures to oppose this development. In a perfect world, it would have been sufficient to force a super -majority vote. But, we don't live in a perfect world and unfortunately, the new law allows the property owner to unfairly have a majority say. While collecting signatures, the one thingthat I heard over and over again from the residents was that they voted out the previous Mayor and Council to prevent our small, beautiful town from becoming overgrown and full of rentals. They feel betrayed and duped. I tried to explain to them that most rezoning currently in the works are leftovers from the previous representatives and that I had faith that this current administration would do what is right for their constituents. So, please remember that when you vote on Wednesday. They do not want rentals crammed in their backyards as I'm sure you would not want the same. I will not list all the many, many reasons why this rezoning is a disaster, instead, I am attaching photos of the back alley in the Safeway parking lot where they want to put the entrance. As you will see, no amount of reconstruction will fix the daily congestion. If this is approved, it will be impossible for the buisinesses to get their daily deliveries and will cause even more issues. I truly hope that you all drive around the property (especially between 3-5pm) yourselves so that you can understand our plight. Finally, the Rancho Vistoso PAD was designed with the appropriate amount of housing and commercial so that those who live here can live, work and shop in their own neighborhood. Not only is Safeway the only grocery store in all of Rancho Vistoso (which is always very busy) but, it is only one of very few businesses available to RV residents. Adding more people without adding more commercial in this area is not only unwise but unfair to those who live here. The PAD was also designed to have more schools to accommodate the amount of housing, including a High School. As you know, that never happened and instead, we have one elementary school that is already overcrowded. The current approval of apartments around Walmart, Foothills Mall and other proposed properties should satisfy the need for affordable housing and will neccesitate a need for even more commercial. If all commercial properties are rezoned, there won't be anything left to accomplish that. Please do not approve this rezoning. It doesn't make sense and we do not want it. Approving a HDR unit in their backyard. Bring crime, noise and traffic. Now let's go to traffic. There are already more accidents in this little area than need be. Now you want to toss 200 HDR that can house up to 5-7 people per unit?! How are you accounting for the traffic? The safety of the students who go to ELEMENTARY school near? The joggers, pedestrians who walk their dogs. This is an active community. There will be accidents, road rage and this WILL on your hands and -you knewthe situation. So when the FireDepartment is stuck in allthe back up traffic, this zoning is caused byyour approval? What then? What about the Javalinas? The wildlife? Where do they go to survive and nest? The lot next to the Fire Station is where you see them come from. Now let's get to our neighborhood reserves? How are we going to. sustain with our water supply? Power/gas? There is not even. The HDR is not the fit for the area next to Rancho Visisto. It's too large of a rental complex for to allowed amount of a community with already traffic, accidents, elementary schools zone, Fire department, wildlife and water reserve issues. I'm not against have rental unit, this is just NOT the area that fits either ones needs. Please hear our concerns and listen to our community. That's what's needed and remembered on reflection. There would be much more approval I think if the land was rezoned commercial so that a few good restaurants/services could give our large enough community of homes in this area helpful businesses to enjoy and general closingtimes/noise ordinances. None of us want 500 cars coming and going there every day!! Also the proposed high density area of homes between Tangerine and Woodburne would be easier to approve if it was slightly less homes and required dirt trails around the perimeter and serpentining within the home areas. Benches and places to sit for the many hikers/walkers we have in this area could benefit everyone. Right now we only have a tiny stretch of dirt to walk on under the powerlines. Everything around here is getting paved or cemented. What are the wild animals and birds going to do? And humans also need wild spaces. Preserve it and be champions for other communities to emulate. At least make the developer put in 3-4 foot wide, maintained dirt jogging/hiking paths with 20 foot buffers on each pathway that remain native plants and hiding places for the many animals and critters and birds and give us all some relief from man made everything else. And carry this idea of dirt paths/buffers over to the unwelcome 59 homes slated to go in down the ridge from Horizons, too. There are many many animals there and falcons/hawks etc. And me. We are being surrounded with more noise/more traffic/more idling at more stoplights/more stress. Stop being California. We are the people who you work for. Not the developers. Planning/Zoning Case #2200136 & 2200222 Honorable Council members, We are writing to bring to your attention to items that were not adequately, or not at all addressed at the PAZ meeting that took place on 5 Dec 2023. Established quantitative need for more rental units. At the PAZ mtg a PAZ official asked one of their professionals to come to the microphone to address whether there was additional need for rental units in the near future — making a point that her assessment would include the planned rental units that were already committed to. I believe that professional failed to establish the need. I listened intently as she spoke.. Her words were hardly discernable but I heard her mention one large number. The requestor again asked her to establish the future need. Her reply was that the current vacancy rate was 7%. This value has been used to establish present lack of units. I never heard her factor in nor quantify the rental units that are already being built or planned prior to considering the need for the Avilla units. Hazardous Collection Lane not addressed When discussing the traffic changes including the new stop light being proposed at the alley -way at the northwest corner of the Safeway complex, the proposing team did not address a concern brought up about the new northbound left turn collection lane necessary for vehicles turning onto the re -aligned Woodburne Ave. This collection lane would begin at/near the main Safeway exit. Safeway patrons wanting to turn onto Woodburne would be darting across two lanes of traffic to enter the collection lane would encounter/create the following hazards: As the collection lane would back up they would be driving at a right angle to Rancho Vistoso NB traffic - giving rise to T- bone accidents. This collection lane begins in the middle of a blind curve - rear endings. Compounding Safety Issues The dangers associated with this entire proposed traffic arrangement are unprecedented in Oro Valley. Planning officials have tried to draw a parallel with the corner of Oracle Rd & 13tAve. But the proposed traffic arrangement has all of those baseline dangers; compounded by a much larger traffic volume wanting to make an immediate left (onto Woodburne); compounded further by a blind curve; compounded further by ingress traffic from Safeway entering that short stretch of road; compounded further by the multiple source of northbound Rancho Vistoso traffic coming more equally from all three directions (East & Westbound Tangerine & Northbound 151 Ave) The proposed synchroniztion of the new traffic light with the Tangerine/131Ave light cannot be effective for all three traffic sources. This compounding nature of these ill advised and unprecedented traffic features is beyond the pale. Please reject this proposal based on safety concerns. Hello, Happy New Year and hope all members of Oro Valley Council are doing well. I am a resident of Oro Valley and property owner in Monterra Ridge. I moved to Oro Valley in 2010 with my husband and two children because I admired its beauty, well maintained properties, open desert spaces and safe community. Sadly, I have been concerned over the past several years watching the recent development, reduced set back property lines in new neighborhoods, apartment complexes that do not have much appeal, and building homes in our beautiful washes. Specifically, I feel property owners pay significant taxes to keep our community as beautiful. I have worked in the legal and residential development field of business for over 20 years. Rental properties do not add value to a community and will bring increased population, traffic and potential for increased crime. Please remember residents of Oro Valley voted in current counsel because they represented themselves as smart development only. This is not smart development and the addition of high density rental properties near Safeway and Tangerine Roads is irresponsible and not what the home owners of Oro Valley want. Please stand behind the values you ran on and do not flip script like most political offices. Please do the right thing and oppose rental development at these already crowded locations and allow open areas of desert to remain. We have more than enough rental properties and that type of of property is best for Tucson City Limits. More information has been distributed to the residents of Rancho Vistoso, via Social Media Groups and door to door fliers, the latest of which reports 2 additional concerns: Additional Safety concerns — since the Safeway parking lot is private property that accidents are not necessarily reported, therefore could be under -stated or not tracked. Additional Water concerns -the town's Designation of Assured Water Suppy from the AZ Dept of Water Resources expired 12/31/23, and was submitted for approval just 30 days prior to that on 12/21/23. If this latest submission has not yet been approved how can the council possibly approve re -zoning for 215 rentals that will consume much more water than commercial properties. The Oro Valley Marketplace projects that are already approved allow for rentals in 2 coming apartment complexes, and even multiple hotels. This will provide housing for those looking to rent versus buy a home, so the argument that no rentals will be available and more are needed is not valid as the city will have 422 apartment units available literally just down the road. Thanks to all the Council members that are listening to the community they represent and voting to preserve our community for the better by voting No on the rezoning proposal and maintaining the current commercial property zoning as it currently stands. This is what the residents of Oro Valley, and particularly the residents in Rancho Vistoso neighborhoods directly adjacent to the proposed rental property locations that are the most directly negatively affected, want. The meetings all reflect the vast majority of use living next to these areas as being vehemently opposed to this proposed rezoning. My husband and I bought our house in 2018, and since that time there have been hundreds of houses added on First coming towards our neighborhood and hundreds more added directly behind our home, with another proposal for 60 more right behind our house. We bought in Oro Valley and specifically in Rancho Vistoso to be part of a single family home community neighborhood in a town that respected and had lots of open spaces. Adding the hundreds of single family homes has cause a lot of issues with traffic and dust during construction, but at least these homes target long-term residents who want to invest and live in the community as their homes long-term. The proposed rezoning to add apartments has the following concerns, which have been expressed by the vast majority of the people that you all represent in our community: 1. Crime — rental properties automatically increase the risk of crime as they target short-term or transient residents. 2. House values decreasing — our homes will decrease in value with apartment buildings be pushed up against single family neighborhoods. 3. Traffic - traffic has increased but adding a second traffic light a block from the existing light at Rancho Vistoso and Tangerine is more likely to make traffic worse and more dangerous than aleve any existing issues. 4. Risk of Desert Fever— this is on the rise and stirring up the dirt this close to occupied homes causes danger. S. Displacing Wildlife - there had already been much of this with the hundreds of home just North and South of this area. 6. City Image — residents are attracted to Oro Valley because it is not crime filled with apartments everywhere. The properties owners cannot guarantee future owners of the property will maintain the property or strict screening of renters in the future. Once a property starts going downhill the risk of crime and the devaluing of surrounding properties rises. And the area starts feeling like downtown Tucson, which is not what the Oro Valley residents want, this is why we live here. It seems like the City is motivated to approve this zoning solely to have the property owners pay for a traffic light. This is not a good enough reason to change the zoning that was in place for commercial spaces when we all bought our homes right next door. The residents were expecting to have more restaurant and retail options nearby, not 90 renters. Please keep Oro Valley Oro Valley, and do not let developers push these types of rental apartments into the residential neighborhoods. Thank you for considering the residents desire to not have the zoning changed. Respectfully, Joanne Lantz Horizons Rancho Visto homeowner WARNING: This email came from outside the Town of Oro Valley. While appreciate the need for growth and development within our city, I believe this rezoning decision would not be in the best interest of our community. The current zoning for small commercial use aligns with the existing character of the area and serves as a valuable resource for local businesses, contributing to the neighborhood's identity and vitality. Introducing high -density rental properties could potentially disrupt the balance of the community, impacting traffic flow, increasing noise levels, and putting additional strain on already limited infrastructure. Furthermore, this rezoning could have adverse effects on property values and quality of life for residents nearby. It may also lead to an overconcentration of rental properties, potentially altering the neighborhood's dynamics and cohesion. urge the City Council to reconsider this proposal and explore alternative avenues that maintain the integrity and essence of our neighborhood while supporting responsible growth. As our property is not far from Rancho Vistoso Boulevard, there is already too much traffic and too much road noise. And 200+ units being built near the intersection of Tangerine and Rancho Vistoso will add a lot more congestion to an already very busy intersection. 2. This development will add a lot to the water demand for the area, and as I understand it, the Designation of Assured Water Supply has expired. So how does this type of development get approved without an assured water supply? 3. Finally, we chose to move to Oro Valley, specifically the Rancho Vistoso area, because it is nearly all single family homes, very little high density housing, and not too much commercial development. We can't see how this development will do anything but reduce the attractiveness of the area and will not help property values. We really do not see any benefit to Oro Valley from this proposed development, only downsides. Since relocating to Tucson from Flagstaff in July 2023, my family and I have found a delightful sense of belonging in the Horizons neighborhood. The charm and vibrancy of Oro Valley, with its family -friendly amenities, have significantly contributed to our sense of home. However, the proposed development at Avilla Rancho Vistoso East has raised serious concerns that I feel compelled to share with you. The core of my apprehension revolves around three pivotal issues: safety, traffic congestion, and the perception of preferential treatment towards developers at the expense of community interests. 1. ISafetv Concerns'l: The integration of 80 residences directly adjoining a busy shopping center poses significant safety risks. The proposed layout, which effectively turns a pedestrian -centric area into a thoroughfare, endangers both pedestrians and motorists. This raises alarms about creating a hazardous environment where parking lots double as shortcut routes, amplifying the otential for accidents. 2. Traffic Congestion: The existing traffic situation in the area is already strained, with noticeable congestion and overcrowding. Introducing additional residences without a thorough and impartial traffic analysis could exacerbate these issues. While I understand the inevitability of development in a growing society, it is imperative that such development is managed thoughtfully, keeping in mind the current infrastructure and its limitations. 3. Community Voice and Developer Bias: A recurrent theme in public hearings and discussions has been the apparent prioritization of developer interests over those of residents. Many community members, including myself, have observed a tendency to sideline genuine concerns in favor of advancing the project. This perception undermines trust in the process and suggests a need for a more balanced approach, possibly augmented by unbiased tools like Al traffic simulators, to accurately assess the impact of the development. While I fully acknowledge the necessity of development and growth, it is crucial that these processes do not compromise the safety, well-being, and voice of the community. As such, I urge you to consider these points with the gravity they deserve in the upcoming hearing. I appreciate your dedication to our community and thank you for taking the time to consider these concerns. It is my sincere hope that the decision made will reflect the best interests of all Oro Valley residents. Sincerely, Jesse Carstens WARNING: This email came from outside the Town of Oro Valley. The town planner "acted" like he didn't know, but called on an (OVPD) officer to address the question. The officer responded that the "leadership" of the OVPD did not see any issues regarding these projects. The officer spoke clearly and eloquently, casting serious doubt on the data used to support the developer information. It is a FACT that the high majority of accidents go unreported; and thus, are never reflected accurately in the data. While much doubt and concern have been expressed by local residents... It seems as if the Safeway Center is almost fully leased out, from our visits there. Same with other Supermarket Anchored shopping centers in the area, including the Fry's Center at La Canada/ Lambert; And the Rooney Ranch center with Fry's/ Target, etc. As others have pointed out, the area population is expanding with new homes, including, those recently built and others with zoning approvals. Seeing that the plans add more traffic lights, I see that this will allow this area to become more like First Ave/Rooney Ranch. I avoid that area, and no long frequent our local stores in the surrounding centers. I will use online services like Amazon before dealing with the traffic, delays, and accidents at those intersections. Avilla does a very good job of promoting their affordable luxury apartments. We no longer felt safe living in the area —and we are working professionals that have comfortably and safely lived in large metropolitan areas such as Manhattan and Chicago. lam afraid the same thing is going to happen in Oro Valley, which has such a great quality of life. I'm writing this at my desk in downtown Tucson. I drive through the intersection of First and Tangerine at least ten times week. I believe that having this development will negatively impact Rancho Vistoso. As I type, there is development happening north of me near Honey Bee Canyon, off of Rancho Vistoso Boulevard. Congestion down First Avenue is already a reality. I know if I'm going to be late for work before I hit Oracle Road, the timing is so off on those four lights, but I digress. Now add apartment homes built for professionals, where are people that can afford those rental prices -going to work? Oro Valley was built as a bedroom community and the infrastructure doesn't support the capacity; it's going to have big city problems in a small town. I don't believe realignment of Woodburne won't solve the issue of the intersection of First and Tangerine. Just yesterday, 1/9/2024, OVPD put out on social media that an accident happened and to avoid the area. I'm not only a resident, but I also work at the Walgreens on La Canada and Lambert. This area of town is older than Rancho Vistoso, and apartments were integrated realistically in the planning. The streets are straight and have better line of sight. If the Town wants to add apartments, keep them on Oracle Road, where the infrastructure supports additional cars. Rancho Vistoso is growing too quickly to sustain the amount of people and cars and I hope you will agree with me and many that live here and vote "No" on this development. Thank you for your time. However, your plan to rezone the property next to Safeway, at Rancho-Vistoso and 1 st avenue for rentals, raises great concerns over the true focus of your interest in the community you were elected to serve. A rental community of 207 units is not conducive to keeping our community desirable for current or potential homeowners. We have been residents of Oro Valley for over 25 years, and have witnessed a myriad of changes to our community with new developments and rental units. The addition of new 207 rentals will not only be an eyesore and traffic flow disaster, but will ultimately decrease the property value of the homes within the community, one of which is ours. We are sure the developer can find other acreage to build on. As voting citizens we elected you and the councilto serve the needs of our community and not those of the highest or lowest bidding developers. A decision to move forward to build indicates a failure on your part to listen to the concerns of the community who you vowed to serve and consider the long term impact of your decision. We say no to the new rental community and please tell the developers to look elsewhere. Respectfully, Dr.'s Edgar and Melissa Stanley WARNING: This email came from outside the Town of Oro Valley. As a lifetime resident of Oro Valley, I know the importance of having enough housing to retain and attract talent and young professionals looking to plant roots. Oro Valley has loads of potential, but is devoid of the population base which is required to invite and sustain high-class retail and commercial development. I support the NexMetro Avilla Rancho Vistoso East and West projects and the two rezoning request related to them. Oro Valley needs additional residential development and I believe these sites are appropriate locations. Oro Valley already has an overabundance of (empty/vacant) retail and commercial space. It is my understanding that NexMetro has successfully developed this single family residential concept in other areas throughout Tucson. More upscale residential development will not only bring in new commercial and retail development, but it will help support local companies with more options for their employees. This concept also has broad appeal to individuals looking to start their careers and/or families, or downsize and make life simpler and yet still live in a nice residential community with amenities. Please include this letter as supporting documentation. It's my absolute pleasure to recommend and support the NexMetro Avilla Rancho Vistoso projects. NexMetro and Avilla Homes have an excellent track record in several Arizona communities. NexMetro continues time and time again; to exemplify excellent stewardships and delivers distinctive, pioneering and revolutionary choices of living. I thoroughly reviewed the material on our OV Projects website and truly believe an Avilla Home project in the Rancho Vistoso neighborhood will enhance the quality of living for residents who are looking for alternatives to apartment living. Most often, developers propose high density housing and the final projects are the same two or three story apartment designs which do not afford the privacy and independent living. After living on the east coast for over 25 years and moving to Arizona two years ago; I have chosen Oro Valley as my hometown and we as community should welcome this project! I have been searching for an opportunity to live in the distinctive homes NexMetro is proposing and welcome the day I call an Avilla Home in Oro Valley, my forever home! I write today to express our support for efforts to increase affordable housing options in the town, especially higher density residential development that attracts young professionals. We know from regional studies and our own recruitment efforts that affordable housing options are an important consideration for young professionals when they are evaluating advanced degree options and employment prospects. As you may know, Pima County made the biggest gains in the country in attracting talent to the region, according to recent analysis from Emsi, an international labor market data company. If we are to continue building on this encouraging trend, an increased supply of higher density affordable housing options will be essential.
