The Regional Transportation Authority(RTA) and the Transit Working Group have been monitoring the services, reviewing system performance, and identifying potential concerns. Route 402—La Canada Drive/Rancho Vistoso Boulevard to date has had poor and inconsistent ridership and current ridership projections lead us to believe it will not meet ridership goals. While certain changes were implemented in August 2009 to the schedules, the RTA and staff believe that additional changes will make the service more reliable as well as more attractive to potential riders. Some service change options available to improve the service are discussed below. PROJECT OVERVIEW: Through public involvement, the RTA and Town staff would like to investigate other service options that are available to optimize and share resources, improve service and possibly result in financial efficiencies. Four options will be developed and brought to public meetings for community feedback: • Bi-directional service—add a second bus and reverse the route for more direct service; • Flex-Route service - will allow service to penetrate the residential area adjacent to the route; • Zoned Call and Ride service—curb-to curb service developed in three service areas allowing a rider to travel to/from any destination; • General Area Call and Ride service—curb-to-curb service developed in one service area allowing travel to/from any destination. Staff has developed a PowerPoint presentation to go through the different alternatives, assumptions and challenges. It has been several years since Oro Valley has engaged the residential and business communities in transit services discussions. Through public involvement, the RTA and staff will develop a transit solution that works with the community, addresses public priorities and concerns, minimizes negative impacts, and respects shared quality-of-life values. Staff would like direction from Council to develop a public outreach plan. Davis, Communications Administrator SUBJECT: Town 4th of July Celebration SUMMARY: At the July 15th meeting of the Council, the subject of the Town's July 4th celebration was reviewed. Specifically, whether or not the Town should manage its own celebration, or continue to support the efforts of an outside organization, in Oro Valley's case, the Southern Arizona Arts & Cultural Alliance (SAACA, formerly GOVAC), who has put on the event for nine years. At that time, the Council requested the item return for a Study Session to further discuss management and staging of a Town-sponsored July 4th celebration. BACKGROUND: For nearly 10 years the Town of Oro Valley has provided financial and in-kind contributions to SAACA to support a July 4th celebration in the community. In the past, SAACA has handled all of the logistics, sponsorships, coordination of entertainment, traffic management and staffing on the day of the event. The Town has participated on the planning committee, with representatives from Parks & Recreation, the Police Department, Town Manager and Communications. The Hilton Tucson El Conquistador provides the fireworks as part of a separate event held at the resort, and the close proximity of the resort to Riverfront Park has made fireworks viewing ideal and eliminated the need for SAACA or the Town to provide fireworks. The Hilton also has provided financial contributions to the annual event as outlined in the current Economic Development Agreement (EDA), which is set to expire in 2010. It is the recommendation of Town staff that the event be managed by the Town, with contracts and support from the local community as participants. The Town may continue to contract with outside organizations, depending on the type of event that Council would like to see. Staff is seeking direction from Council on the type, size, magnitude and scope of the Town's July 4th celebration. ATTACHMENTS: 1.
