Craig and Henry D. Wallace Contributions by Lisa G. Eppley James Heidke James Pa.. Hoimlund James P. Lombard Cristinc R. S2uter • • INSTITUTE FOR AMERICAN RESEARCH ANTHROPOLOGICAL PAPERS NO. 8 1987 \\\ , v. CHAPTER 1 INTRODUCTION In the spring and early summer of 1986, the Institute for American Research carried out an intensive archaeological survey of the Rancho Vistoso properties, north of Tucson, Arizona (Figure 1.1). As part of that survey, three small Hohokam sherd and lithic scatters were recorded within Sun City Vistoso, a subcommunity in the northeastern corner of Rancho Vistoso. Because construction was to begin sooner there than in other parts of Rancho Vistoso, in the fall of 1986, at the request of Del Webb Communities, Inc., the Institute conducted additional testing at' the three Sun City Vistoso sites: AZ BB:9:152 AZ BB:9:153, and AZ BB:9:154 (see Figure 1.2; Note: all site numbers used in this report are Arizona State Museum site numbers). During the survey, the three Sun City Vistoso sites were mapped and complete surface collections made (Craig and Wallace 1987). Although no surface features were identified, • because of the possibility that subsurface features existed, testing was deemed necessary. Testing operations were carried out between October 21 and November 14, 1986 for a total of 55.5 person days. These operations consisted of excavating narrowly-spaced, linear backhoe trenches to a depth at which culturally sterile sediments were exposed. Although a few artifacts were observed in profile in the trenches at AZ BB:9:152 and AZ BB:9:15 4, subsurface features were encountered only at AZ BB:9:153. Consequently, testing at AZ BB:9:153 was expanded to include data recovery. Three pithouses and four extramural features were excavated. In addition, an area measuring approximately 200 square meters around the pithouses was cleared. While this work was going on, another small site, AZ BB:9:190 (ASM), was discovered a short distance away by a worker on the Del Webb landscaping crew (Figure 1.2). A grab sample of artifacts was made at AZ BB:9:190 and a single backhoe trench was excavated. One feature, a roasting pit, was exposed in the trench and partially excavated. In this report, documentation is provided for the testing activities carried out at the Sun City Vistoso sites. The bulk of the report is devoted to descriptive summaries of the field methods followed, the features encountered, and the artifacts and samples recovered. Several broader issues in Hohokam archaeology are also discussed. First, the relationship between surface data and site function is explored. Hohokam archaeologists routinely make inferences about site function based on surface evidence (Czaplicki and Mayberry 1983; Doelle 1976, 1978; Docile and Wallace 1986; Elson 1986; Goodyear 1975; Sullivan 1983: Wallace 1987a). For sites with surface features this practice does not usually create problems as there is general agreement concerning what specific features were used for. For sites without surface features, however, problems have arisen because it is unknown to what degree artifact variability is the result of past behavioral patterns, or the result of natural and cultural formation processes that serve to "distort" such patterns (Schiffer 1976:1 1- 12; 1983:676). The Sun City Vistoso testing provided us an opportunity to examine this issue on a number of different levels. 2 . . • , . ,,,,• . , . citation , 1 ritro C hal'ter I' . lir t. ..J • . .• ..\I\r . „ '..j. t•:!:7Vr„v.. t1.-' '.'/.\-2...1(1:.r. ,.,,,4,77'. ctn.i,N1 (13<1) ,• . Another issue examined concerns the nature of changing settlement patterns in the Canada del Oro Valley and vicinity during the Hohokam Sedentary and early Classic periods (ca. A.D. 950 to 1300, after Wallace and Craig 1986). The three Sun City Vistoso sites that could be placed temporally, AZ BB:9:153, AZ BB:9:154, and AZ BB:9:190. all date to the Middle and/or Late Rincon subphases (ca. A.D. 1000 to 1150). Recent work (Craig and Wallace 1987; Elson and Doelle 1987) has shown that this period of time witnessed major settlement shifts in the region. Although it is beyond the scope of this report to discuss these shifts in detail, because they provide the backdrop for what took place at the Sun City Vistoso sites, some discussion of regional patterns is necessary to understand site spec:f is patterns. The subject site is approximately 2 acres in size and lies east of Del Webb Blvd., immediately south of Chrysanthemum. The property is zoned for Medium-Density Residential development under the Rancho Vistoso Planned Area Development. The DRB reviewed and approved the preliminary landscape and salvage plan for this parcel on November 8, 1994. The final landscape plan has now been submitted for your review. This site was mass-graded at some time in the past. Revegetation of the slopes along the common area open space to the east of the site will include stabilization of slopes with the Oro Valley approved seed mix and 7 trees, either 15 gallon size or 24" boxed, to be planted in the area, on the outside of a 3 foot retaining wall. Some hydroseeding of lesser slopes will also occur along the south side, and at the southwest corner, of the property. The balance of the landscape will occur on the west side of the property, adjacent to Del Webb Blvd. Landscape treatment along that frontage will include Salt River Run rock, crushed rock, to match that used elsewhere along Del Webb Blvd., and trees, shrubs and accent plants chosen from the Oro Valley Approved Plant List. All trees will be either 24" boxed specimens or 15 gallon size. It should be noted that, in other Rancho Vistoso subdivisions, including those in Sun City, it has been required that one native tree be planted in the front yard of each platted lot. Staff feels that applying such a condition would improve the street scene in Unit 16A and we suggest that the DRB make this a condition of approval. This condition is consistent with the Rancho Vistoso PAD and the new landscape ordinance currently under review by the P&Z Commission. RECOMMENDATION: Planning Staff recommends approval of the final landscape plan submitted for Sun City, Unit 16A, with the stipulation that one native tree, at least 15 gallon size, be planted in the front yard of each platted lot and that, wherever used, crushed rock shall be a minimum of 2 inches in depth. SUGGESTED MOTION: I move to recommend approval of OV 12-94-20, Sun City Vistoso, Unit 16A, Lots 1-8, final landscape plan, with the stipulation that one native tree, 15 gallon size or greater, be planted in the front yard of all platted lots and that crushed rock, wherever used, shall be a minimum of 2 inches in depth. Further, notes to this effect shall be added to a revised final landscape plan prior to Town Council hearing on this item. VISTOSO NEIGHBORHOOD 1 Dear Tina: • I have reviewed the archaeological site records for what was formerly known as Neighborhood I on the Rancho Vistoso property. Although the 1987 map of Rancho Vistoso do, not show Parcels 16 and 16A, your verbal description of their location place them within the boundaries of Neighborhood 1_ All of Neighborhood 1 was subjected to a Class III cultural resource inventory in 1987 as part of the Rancho Vistoso Survey conducted by the institute for American Research (Prehistoric Settlement in the Canada del Oro valley, Arizona: The Rancho Vistaso S`uirvey Project, by Douglas B. Craig and Henry D. Wallace. Institute for American Research Anthropological Papers No. 8, 1987). Four small sites were recorded in Neighborhood.1, and . impacts to all of these sites were mitigated through archaeological excavation in 1987 (The Prthistory of Sun City Vrstoso, Arizona, by Douglas B. Craig. Institute for American Research • Technical Report 87-9, 1988). .This data-recovery project effectively exhausted the archaeological research potential of the neighborhood, and no further archaeological work anywhere on this parcel is necessary. • • If you have any other questions about this matter, please contact me in SWCA's Tucson office • - .(325 9I94). • 'Sincerely, • Thomas N.-Motsinger SWCA, Inc, • • • • • • • .
