Ladies and gentlemen,
The Greater Oro Valley Chamber of Commerce supports a zoning code amendment
changing conditional use permit requirements for utility poles, wires and associated
equipment, item 3 on your regular agenda Wednesday.
Tucson Electric Power, most directly affected by current and proposed regulations, is a
member of our Chamber.
This modification, changing the thresholds triggering a conditional use permit for common
upgrades, installations and relocations of utility poles, wires and pole -mounted equipment,
makes sense for all concerned — the utility, town staff and the public. Town staff points out
that "one size fits all" zoning code language "challenges staff, commission and town council to
determine what constitutes a significant change on a case-by-case basis. " It's subjective, time-
consuming, and thereby expensive for town staff and utility personnel alike ... all of whom
are paid by the public.
Changes in technology are prompting TEP investment in safer, more reliable infrastructure
that can actually protect viewsheds; taller, tapered steel poles have the effect of lifting wires
above the viewshed. I've noticed it on my bicycle rides along Tangerine Road, where newly
installed steel poles are a visible, and visual, improvement.
This change has been thoroughly examined by town staff and the planning commission.
Importantly, government retains the ability to hold public hearings for all significant utility
upgrades. That is proper.
Let's allow our electricity provider the ability to make wise investments in infrastructure that
assure more reliable supply while respecting our viewshed and environmental values. We
request your approval of this zoning code change this evening.
