Dear Council Members:
I attended the entire hearing on the proposed apartments adjacent to Vistoso Trails Nature Preserve to
Learn more about the project and ascertain if there would be any environmental or water -use concerns.
Thank you for your very hard work on this project, I know it was contentious and divisive to many in our
community! I tend to be an optimist, and you all did a fine job of explaining the complicated history and
transactions that led to the establishment of the Vistoso Trails Nature Preserve. I was not a resident of
Oro Valley at this time, but was watching the process from Green Valley AZ.
Oro Valley has a burgeoning Bioscience sector, as described in this link. My little company NeoChloris
Inc.) is a very small part of the Oro Valley Bioscience Business Community, and affordable apartments
will improve the ability of bioscience and tech companies to hire new employees and develop space in
the UACI Incubator facility. Tech workers and junior scientists often come to bioscience employment
right out of college, and apartment living is perhaps the only option they will have to both live and work in
Oro Valley.
Also, I look forward to hearing that we will have affordable housing for Public Safety workers including
fire, police and EMT, as well as for nurses, medical technicians and others at our fine hospital and
medical clinics.
In conclusion, you showed how the "sausage making" of town business is conducted, and it was a
valuable lesson for our entire community. As always, I am at your service if you have any questions
pertaining to environmental matters.

Oro Valley Town Council,
I realize that the super high density for the former Vistoso Golf course 6 acres was done in 1987 and town officials say
that it can't be changed. I'm also sure that you understand what a punch in the gut this is for those of us living in the
surrounding area. Almost all of us had no way of knowing that there would be 132 apartments packed on that small
space degrading the beautiful neighborhood created since 1987. When we all contributed almost two million dollars to
preserve the beauty of the area, we anticipated similar multi -family density as now exists nearby. That would mean
about 60 units on the 6 acres, not 132.
I'm asking you to delay the rezoning that Rulney wants on the extra piece of property and give the affected parties more
time to find a legal way to mitigate the detrimental impact on our community. If that won't fly, at least request some
helpful concessions from Rulney before approving any rezoning.
