HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 9/4/2018 MINUTES ORO VALLEY PLANNING AND ZONING COMMISSION REGULAR SESSION September 4,2018 ORO VALLEY COUNCIL CHAMBERS 11000 N.LA CANADA DRIVE REGULAR SESSION AT OR AFTER 6:00 PM CALL TO ORDER Chair Hurt called the meeting to order at 6:00 p.m. ROLL CALL PRESENT: Charlie Hurt,Chair Thomas Gribb,Commissioner Don Cox,Commissioner Nathan Basken,Commissioner Greg Hitt,Commissioner EXCUSED: Bob Swope,Vice Chair Tom Drzazgowski,Commissioner STAFF PRESENT: Planning Manager Bayer Vella Community and Economic Development Director J.J.Johnston Councilmember Joe Hornat PLEDGE OF ALLEGIANCE Chair Hurt led the Commission and audience in the Pledge of Allegiance. CALL TO AUDIENCE There were no speaker requests. COUNCIL LIAISON COMMENTS Councilmember Joe Hornat stated he was filling in for Council Liaison Bill Rodman,who was in a training class.Councilmember Hornat stated the Council had been on a break for the past six weeks. REGULAR SESSION AGENDA September 4,2018 Planning and Zoning Commission 1 1. REVIEW AND APPROVAL OF THE JULY 10,2018 SPECIAL SESSION MEETING MINUTES MOTION:A motion was made by Commissioner Cox and seconded by Commissioner Basken to approve the July 10,2018 meeting minutes as written. MOTION carried,5-0. 2. PUBLIC HEARING:DISCUSSION AND POSSIBLE ACTION REGARDING A ZONING CODE AMENDMENT TO SECTION 25.1.6.21 AND ASSOCIATED CODE SECTIONS FOR MOBILE FOOD UNITS,OV1802237 Planner Hannah Oden provided a presentation that included the following: -Purpose -Update areas of operation -Update definitions and references -Define Incidental Retail Items -General Plan conformance -Summary and Recommendation There were no questions or discussion from the Commission. Chair Hurt opened the public hearing. There were no speaker requests. Chair Hurt closed the public hearing. MOTION:A motion was made by Commissioner Cox and seconded by Commissioner Hitt to recommend approval of the Zoning Code Amendment regarding standards for Mobile Food Units as provided in Attachment 1. MOTION carried,5-0. 3. PUBLIC HEARING:DISCUSSION AND POSSIBLE ACTION REGARDING A ZONING CODE TEXT AMENDMENT RELATED TO SETBACKS FOR ACCESSORY STRUCTURES,PORCHES AND ARCHITECTURAL FEATURES IN RESIDENTIAL ZONING DISTRICTS,OV1802031 Senior Planning Technician Patty Hayes provided a presentation that included the following: -Purpose -Setbacks -Proposed changes September 4,2018 Planning and Zoning Commission 2 -Porch setbacks -Distance between buildings on the same lot -Walls -Architectural features -Additional setback reduction -Build above environment areas -General Plan -Summary and Recommendation Discussion ensued among the Commission and staff. Chair Hurt opening the public hearing. OV resident Shirl Lamonna asked how this will affect individual homeowner association restrictions. Chair Hurt closed the public hearing. Staff addressed the speaker's concern. MOTION:A motion was made by Commissioner Basken and seconded by Commissioner Hitt to approve OV1802031,adjustment to residential setbacks in Attachment 1. MOTION carried,4-1 with Chair Hurt opposed. PLANNING UPDATE(INFORMATIONAL ONLY) Planning Manager Bayer Vella provided the following updates: -State Land neighborhood meetings on September 13 and 20 -The next Commission meeting date will remain on the regular scheduled date of October 2 -The Community Academy starts on October 9 -The November Commission meeting is scheduled for Thursday,November 8,due to the General Election -The new Council members will be sworn in on November 7 ADJOURNMENT MOTION:A motion was made by Commissioner Cox and seconded by Commissioner Basken to adjourn the meeting.
