HomeMy WebLinkAboutMinutes - Water Conservation Subcommittee - 9/26/2018 MINUTES THE ORO VALLEY WATER UTILITY COMMISSION WATER RESOURCES AND CONSERVATION SUBCOMMITTEE SEPTEMBER 26,2018 ORO VALLEY WATER UTILITY CONFERENCE ROOM 11000 N.LA CANADA DRIVE ORO VALLEY,ARIZONA CALL TO ORDER—Chair Campbell called the meeting to order at 10:00 a.m. PRESENT: Anne Campbell,Chair Byron McMillan,Member ALSO PRESENT: Bob Milkey,Water Utility Commission Member STAFF PRESENT: Peter Abraham,P.E.,Water Utility Director Shirley Kiel,Utility Administrator Karn Boyce,Water Conservation Specialist Scott Bennett,Stormwater Utility Analyst CALL TO AUDIENCE—No speakers 1.APPROVAL MAY 2,2018 MINUTES MOTION:Member McMillan MOVED to approve the minutes as written.Chair Campbell seconded the motion.MOTION carried,2-0. 2.DISCUSSION REGARDING STORMWATER AND HOW IT AFFECTS WATER USE Mr.Bennett presented the following: - Stormwater harvesting overview - Definition and policies on stormwater harvesting - Rainwater Harvesting Plan - Types of stormwater harvesting systems - Town of Oro Valley Zoning Code requirements 3.DISCUSSION REGARDING WATER CONSERVATION IDEAS a)CONSERVE TO ENHANCE Ms.Boyce provided the following overview on the Conserve to Enhance program: - Links participant donations to funding for environmental projects - Provides grant funding for individuals - Provides a customer portal 4.DISCUSSION AND UPDATE REGARDING WATERSMART Ms.Boyce announced WaterSmart is now live and she reviewed the following: 09/26/18 Water Utility Commission Water Resources and Conservation Subcommittee 1 - Dashboard and options available to customers - System use and detection alert options - Portal registrations and visits - Customer portal view and available information - Reports,metrics and functions 5.DISCUSSION REGARDING WATER WASTING CODE CHANGES Mr.Abraham provided the draft section of the code on water wasting approved by the Water Utility Commission in October of 2017.Chair Campbell explained the purpose of updating the code was to educate citizens on water wasting.The code needed to include a definition of water wasting and appropriate penalties relative to the water wasting offenses. Staff discussed water wasting in Oro Valley.Ms.Boyce indicated customers usually don't know they have a leak and they are typically eager to repair them once they become aware. Chair Campbell suggested changing the verbiage to reflect consequences occurring only under a declared water shortage after the first written notice of violation. Member McMillan recommended defining a water shortage. Chair Campbell suggested the code be consistent with Stormwater Utility efforts and the timeline of"within three weeks"be removed from the section regarding failure to repair a manageable leak. Mr.Abraham offered to update the draft code changes based on the discussions at this meeting and he will distribute a revised draft to the subcommittee for review and comments. FUTURE AGENDA ITEMS Chair Campbell opened the Call to Audience. Oro Valley resident Trisha Lotzer requested the subcommittee discuss a town lake in a future meeting.It would be a conservation/recreation effort. Oro Valley resident Julie Lotzer requested the subcommittee discuss future water supply at the next meeting. Chair Campbell closed the Call to Audience. Member McMillan requested an update on the WaterSmart program on future agendas. Seconded by Chair Campbell. Chair Campbell requested water wasting code changes be added to the next meeting agenda. Seconded by Member McMillan. ADJOURNMENT 09/26/18 Water Utility Commission Water Resources and Conservation Subcommittee 2 MOTION:A motion was made by Chair Campbell and seconded by Member McMillan to adjourn the meeting at 11:34 a.m.MOTION carried,2-0.
