La Canada Drive Oro Valley, Arizona 85737 Attn: Mayor Joe Winfield and Councilmembers Attn: Town Manager Mary Jacobs Attn: Town Attorney Tobin Sidles Attn: Town Clerk Michael Standish Re: Position of The Villages of La Canada Master Association (the "Association" ) Regarding Continuous Golf Course Operation and Maintenance Dear Mayor Winfield, Councilmembers Barrett, Jones -Ivey, Nicolson, Pina, Rodman, and Solomon, Town Manager Jacobs, Town Attorney Sidles and Town Clerk Standish: Our Association represents a large population of Town residents within "The Villages." We naturally consider the Mayor and Council's deliberations regarding the use and operation of the El Conquistador Golf Course as a matter of great importance. Actions impacting the golf course will undoubtedly impact our residents and the value of their homes, particularly if the five holes within The Villages may be operated differently than in the past. When the Town acquired the golf course and other clubhouse amenities in 2015, including the five golf holes situated south of Lambert Lane (running through "The Villages"), it did so subject to a nearly thirty-five year old agreement obligating the operator of the golf course to continuously operate and maintain it in the same manner and fashion as the other 31 holes at El Conquistador, and to pay the taxes and insurance thereon. As is obvious from the history of this project, the golf course was deemed an integral part of the community from the inception, and the restricted use of the property—and longstanding obligations of the Town attendant thereto—are matters of public record, binding on all successors and other interested persons. This durable obligation was disclosed to the Town prior to it acquiring the golf course, and was made a part of the Town's deed. Given this history and legal framework, and given the likely harm caused to residents and homeowners in the event this longstanding arrangement were to be upset, we feel that the land within and around our community should continue to be used as it has been in the past—as golf course land—a valuable amenity. Accordingly, we urge the Mayor and Council to continue to support measures that promote the continuous operation and maintenance of the golf course and invest funds in much- needed upgrades to the irrigation system, among other things. Doing so provides a significant benefit to the Town and a large cross-section of the Town electorate, including the thousands of Town residents who live, work, and recreate in and around the golf course. 1 4823-3645-3000.4 We are sensitive to the budgetary and other matters at issue here, but we also understand that certain cost saving maintenance and watering techniques that preserve the current use may pose more acceptable and effective means of achieving the goal of fiscal efficiency. We believe that the Town should continue to operate and maintain the golf course and invest requisite funding to ensure that the golf course remains a preeminent amenity in our community. We have been members of the golf course and fitness/tennis center for more than 20 years. Troon is doing a magnificent job of managing the courses, which are in the best condition ever thanks to Troon's expertise. We recognize that some of you were elected based on your slogans and promises to close the Oro Valley Community Center, related golf courses, tennis facility, pools, fitness center, etc., and restaurants. We fear, based on the January town hall meeting, that your promises were not based on facts, a complete understanding of the contracts and agreements, or the potential impact and costs of closing the facility and courses. Instead of closing the Overlook Restaurant, why not improve it so that it becomes an amenity that attracts private parties and wedding or other receptions? Moving the restaurant to the lower level which is smaller and relies on outdoor seating would be a mistake. What would previously scheduled events do when it rains, snows or temperatures are below freezing as is occurring this week? If you close the golf course, you will be closing one of only 2 public courses in Oro Valley. Many of the fairways are too narrow to allow other construction, like for example the 6th hole on the Conquistador course or 7th on the Canada course. What will you do with the land? If property values are decreased because the golf courses are closed, how will you make up the lost revenues that support town services? The Hilton EI Conquistador Hotel's official website indicates "world class desert golf"as being available near the resort. Closing the courses will also impact the revenue the town gets from the hotel. We hope that instead of closing the courses and allowing the amenities to deteriorate that you will consider instead investing in the property to make it "world class" like. the hotel advertises. Request for public comment for resolving the mounting financial losses resulting from the Town's purchase of 45 holes of golf. If the neighborhoods surrounding the golf courses (45 holes) think that maintaining the golf courses in their current configuration is maintaining their property values then they should be willing to defray the losses from its operation. The golf courses are not a legitimate public good. The taxpayer subsidy is targeted toward a very narrow population who, in general, have the means to pay for an activity that is inherently expensive. My name is Mary Gravelle and I am a 14 year resident of Oro Valley. My husband and I joined the Community Center a few years ago for no other reason then to show our support for the Center. We had another health club membership we were happy with, but wanted the town to know we supported the decision to purchase the property, so we joined. I didn't like the look or feel of the exercise area, but I liked the idea of Oro Valley having a Community Center. It was a "put your money where your mouth is" decision for us. Since joining, we have invited many friends to exercise with us. We have organized a private/personal triathlon at the Rec Center with our friends, we have scheduled exercise nights which include going to the restaurant for the Pasta Night afterwards. We have gone for Sunday brunch with our bike group after a bike ride. In fact, tonight, we're working out with another couple (who don't live in Oro Valley) and going upstairs to Pasta Night for dinner! The Community Center really does give us a community - a place to meet our friends and enjoy exercising and dining. It gives us a third -home. There is home, there is work, and the Rec Center gives us third place to congregate and enjoy being active and social. What would make the Community Center better? Remodel the exercise areas and the locker rooms. The locker rooms are old and shabby, they are so dated. The exercise equipment is in hallways and converted racquet ball courts. Tear down walls, make it open and bright. Paint. Get new lockers. New flooring. Please. With a small investment, it could easily turn into a facility people want to join. This year my husband and I purchased a golf membership. Again, our reason being is to show support for the town. We thoroughly enjoy having 36 holes of golf. We play a different course each time and this makes golf more enjoyable. Wednesday evening, at the study session, a gentlemen spoke about promoting the 9 hole course more. I loved his ideas. Expand the ideas to the club house, the exercise areas, the 36 hole courses. The more the town can create and promote dinner specials, golf specials, exercise specials and increase community awareness, the more customers will come! And the more customers that come, the more will join. The community center offers us such an opportunity to advance Oro Valley and make it town people brag about. Let's use it to it's fullest.
