LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 6:00 PM   CALL TO ORDER Chair Clark called the meeting to order at 6:00 p.m.   ROLL CALL Present: Robert Kellar, Commissioner Joe Nichols, Commissioner Sandra Wilson, Commissioner Philip Zielinski, Commissioner Kimberly Outlaw Ryan, Vice Chair Anna Clark, Chair Absent: William Thomas, Commissioner Staff Present:Michael Spaeth, Principal Planner Joe Andrews, Chief Civil Deputy Attorney Attendees: Melanie Barrett, Town Council Liaison PLEDGE OF ALLEGIANCE Chair Clark led the Commission and audience in the Pledge of Allegiance.   CALL TO AUDIENCE There were no speaker requests.   COUNCIL LIAISON COMMENTS Council Liaison Melanie Barrett provided updates on recent and upcoming Town Council meetings related to Planning agenda items, as well as upcoming events for the Town's 50th anniversary celebration.   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE MARCH 5, 2024 REGULAR SESSION MEETING MINUTES       Motion by Commissioner Philip Zielinski, seconded by Commissioner Robert Kellar to approve the March 5, 2024 meeting minutes.  Vote: 6 - 0 Carried April 2, 2024 Minutes, Planning and Zoning Commission 1   2.PUBLIC HEARING: DISCUSSION REGARDING THREE ITEMS RELATED TO THE EXPANSION OF AN EXISTING SELF-STORAGE AND ACCESSORY VEHICLE STORAGE USE, AND A PATH TO COMPLIANCE FOR A LEGAL NON-CONFORMING USE SOUTHEAST OF ORACLE ROAD AND HARDY ROAD. THE ITEMS INCLUDE: ITEM A: TYPE 2 GENERAL PLAN AMENDMENT AMENDING THE LAND USE MAP DESIGNATION FROM NEIGHBORHOOD COMMERCIAL/OFFICE TO COMMUNITY/REGIONAL COMMERCIAL (2300543) ITEM B: REZONING FROM C-1 AND C-2 ZONING TO PLANNED AREA DEVELOPMENT (2300553) ITEM C: ALTERNATIVE PARKING COMPLIANCE PLAN       Senior Planner Kyle Packer provided a presentation that included the following: - Purpose - Location - History - Item A: Type II General Plan Amendment - Item B: Rezone to Planned Area Development (PAD) - Item B: Proposed Site Plan - Item B: Proposed Site Plan - Oracle Road Scenic Corridor Overlay - Item C: Alternative Parking Compliance - Public Participation - General Plan Conformance Analysis - Summary    Tom Galvin of the Rose Law Group, introduced Chris Leon of Kimley Horn and Clint Kleppe of Extra Space Storage. Mr. Galvin then provided a presentation that included the following: - Aerial Exhibit - Existing conditions - Zoning map - Conceptual site plan - Project details - Project details - PAD deviations - Landscape plan - Preserving views - shown looking south from Hardy Road - Architecture (looking east from Oracle Road, and south from Hardy Road) - Alternative parking compliance request - Public participation - Changes to site plan after neighborhood meetings - Context & setbacks - Screening and wall - Final comments    Chair Clark opened the public hearing. The following individuals spoke in opposition to Agenda Item 2: - OV resident Eric Suhm - OV business owner Tara Mulski Chair Clark closed the public hearing. Discussion ensued among the Commission, staff and the applicant. April 2, 2024 Minutes, Planning and Zoning Commission 2   PLANNING UPDATE (INFORMATIONAL ONLY) Principal Planner Michael Spaeth provided updates on the next Commission meeting and agenda items.   ADJOURNMENT    Motion by Commissioner Sandra Wilson, seconded by Commissioner Robert Kellar to adjourn the meeting.    Chair Clark adjourned the meeting at 7:03 p.m.     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Planning and Zoning Commission of Oro Valley, Arizona held on the 2nd day of April 2024.
