HomeMy WebLinkAboutMinutes - Planning and Zoning Commission - 3/5/2019 MINUTES ORO VALLEY PLANNING AND ZONING COMMISSION REGULAR SESSION March 5,2019 ORO VALLEY COUNCIL CHAMBERS 11000 N.LA CANADA DRIVE REGULAR SESSION AT OR AFTER 6:00 PM CALL TO ORDER Chair Swope called the meeting to order at 6:00 p.m. ROLL CALL PRESENT: Chair Bob Swope Vice Chair Nathan Basken Commissioner Hal Bergsma Commissioner Celeste Gambill Commissioner Thomas Gribb Commissioner Ellen Hong Commissioner Skeet Posey ALSO PRESENT: Planning Manager Bayer Vella Chief Civil Deputy Attorney Joe Andrews Town Council Liaison Bill Rodman PLEDGE OF ALLEGIANCE Chair Swope led the audience and Commission in the Pledge of Allegiance. CALL TO AUDIENCE There were no speaker requests. COUNCIL LIAISON COMMENTS Council Liaison Bill Rodman stated there were no Planning items on the Town Council agendas in February and reviewed Planning items on the upcoming March agendas. REGULAR SESSION AGENDA 1. REVIEW AND APPROVAL OF THE JANUARY 29,2019 STUDY SESSION MEETING MINUTES March 5,2019 Planning and Zoning Commission 1 MOTION:A motion was made by Commissioner Gribb and seconded by Commissioner Bergsma to approve the January 29,2019 meeting minutes as written. MOTION carried,7-0. 2. REVIEW AND APPROVAL OF THE FEBRUARY 5,2019 REGULAR SESSION MEETING MINUTES MOTION:A motion was made by Commissioner Bergsma and seconded by Commissioner Gribb to approve the February 5,2019 meeting minutes as written. MOTION carried,7-0. 3. DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR CONCEPTUAL MODEL HOME ARCHITECTURE FOR THE SAGUARO VIEJOS WEST SUBDIVISION,LOCATED NEAR THE NORTHWEST CORNER OF LA CHOLLA BOULEVARD AND NARANJA DRIVE,1900020 Senior Planner Milini Simms provided a presentation that included the following: -Purpose -Location -Approved Site Plan -Design Principles and Standards -Colors and Materials -Compatibility -Summary and Recommendation Applicant Tara Sisley-Holly,representing Pulte Homes,provided a presentation that included the following: -Site -Spanish elevation model and design feature options -Craftsman elevation model and design feature options -Tuscan elevation model and design feature options Discussion ensued among the Commission and applicant. MOTION:A motion was made by Vice Chair Basken and seconded by Commissioner Bergsma to approve the Conceptual Model Home Architecture for six(6)model homes in the Saguaro Viejos West subdivision,based on the findings that the request complies with the Design Principles and Design Standards. MOTION carried,7-0. March 5,2019 Planning and Zoning Commission 2 4. DISCUSSION REGARDING PROPOSED SIGN CODE STANDARDS RELATED TO SIGNS IN THE RIGHT-OF-WAY Senior Planning Technician Patty Hayes provided a presentation that included the following: -Purpose -Right-of-Way -Part 1:Currently Allowed Signs in the Right-of-Way -2015 United States Supreme Court Ruling -State Laws -Oro Valley's Interim Solution -Solutions Implemented by Other Jurisdictions -Proposed Revisions to Code -Part 2:Signs in the Right-of-Way -Current Monument Sign Location Standards -Proposed Monument Sign Location Standards -Relevant General Plan Policies -Summary Discussion ensued among the Commission and staff. 5. DISCUSSION REGARDING THE PARAMETERS FOR SETTING ZONING STIPULATIONS Planning Manager Bayer Vella provided a presentation that included the following: -Purpose -When are Zoning Stipulations Appropriate? -Latitude of Discretion for Stipulations -What Types of Zoning Stipulations are Appropriate? -How to Formulate a Zoning Stipulation? Discussed ensued between the Commission and staff throughout and after the presentation. PLANNING UPDATE(INFORMATIONAL ONLY) Planning Manager Bayer Vella spoke about the upcoming agenda item for the next Commission meeting in April.
