Thank you for the consideration you are giving to the Rooney development and similar proposals. We
believe this consideration is very important as the over -development of the town and destruction of
open spaces necessary for wildlife is transforming the character of Oro Valley. The General Plan is
designed to preserve the quality of our town through wise decisions which enhance rather than harm.
Following the General Plan is the key to responsible and reasonable growth.
Last year at one of the meetings called to discuss the development, the owner of the land made this
statement: "If this land is not developed, what good is it to anyone?". At another meeting, one of the
presenters said the town must develop quickly as there is little real estate left. The few remaining open
spaces in Oro Valley provide habitat for the amazing critters which live in our area. In the three years
we have lived here, we have observed and recorded the following wildlife in the canyon: Over 70 bird
species, coati, bobcat, gray fox, racoon, white-tailed deer, coyote, javelina, nectar seeking bat, desert
cottontail, Harris's antelope squirrel, rock squirrel, cactus mouse, pack rat, hog -nosed skunk plus many
reptiles. All these are beneficiaries of open spaces in general and the canyon in particular. We've also
observed the continuing erosion on the hillsides of the canyon and unstable ground in other areas. Two
years ago the roar of water rushing down the canyon during heavy rains could be heard inside our
home. We trust these issues have been fully researched for the safety of future residents.
Another concern is the over -development along Oracle Rd. Three years ago we noticed the rundown
appearance of Oracle Road in Tucson with its lack of open space and miles of strip malls, large
buildings blocking the mountain views, fast food restaurants, empty storefronts, etc. At that time, it
was a pleasure to enter Oro Valley with its open spaces, less development and peaceful atmosphere.
Unfortunately, Oracle Road in Oro Valley is rapidly becoming "Tucson North" with its ugly and
massive apartment buildings, strip malls, fast food restaurants, vacant stores and bottlenecks on our
roads caused by traffic congestion.
We believe that open spaces benefit Oro Valley by preserving its desert setting and incredible wildlife
—arguably far more attractive than cement!

The Ronney's at HOA EI Conquistador wanting for development of their property.
WRONG!
They think that this is a low to medium income homes BAH HA! Take a look at
what the Ronney's think of the City's Golf Course — Ba HA — it is awful. Take a
look for yourself—just drive by the EI Conquistador in Oro Valley ... you will see
when after the pond look to your left—they cut all the plants on city property!
Everyone can see what they did — they don't care about trespassing or the law.
Show them how the west is done. They are asking for low income housing to be
in an area that we all paid a lot for to live in! We voted for you!
STOP THIS BEFORE IT IS TOO LATE!
Oro Valley is having a public meeting at the first week in April. Please be there to
show support of saving the Catalinas and it is not low or medium housing
development. The Rooney family and company want the MONEY! !!
When you drive by the Hilton look at how the Rooney's disrespect the city if not
the community.
Please show us - be there at the Oro Valley's public meeting — support us by not
supporting the development of the Catalinas.

There is a little more history around this site that you may not be aware of from about 2011.
There was a proposal for multi family housing on this property that was withdrawn by the applicant as a result
of neighborhood concerns.
More importantly this site had a proposed road configuration that was much different and I believe much better
than that of this platt.
As I recall there was a traffic signal required and a reconfiguration of the Woodburn and RVB intersections. I
don't recall that there was any access to RVB in the middle of the site. Further, there was to be an outlet
through State right of way onto Tangerine. One of the conditions of approval was a full TIA and if warranted a
full traffic signal at the Woodburn exit.
I don't see any of this on the currently requested final platt and I am concerned that it will not be possible to get
a better road configuration if this is approved. Letting traffic directly onto RVB in an already congested set of
intersections without any type of metering and the loss of the traffic signal at Woodburn would seem to be a
bad idea.
In very recent site plan approval we were told that having traffic exit onto a lesser street (35mph) was more
desirable than a major arterial (45mph) in this case RVB. I don't see that reflected here.
If legally possible I would ask that in the best interests of this property this platt be reconfigured and
reconsidered based on the above. At the very least it should be noted that these changes will be made as part
of the Conditions of approval of any future site plan
I would ask that this comment be made a part of the official meeting minutes.
