HomeMy WebLinkAboutMinutes - Stormwater Utility Commission - 5/16/2019 MINUTES ORO VALLEY STORMWATER UTILITY COMMISSION REGULAR SESSION THURSDAY,MAY 16,2019 HOPI CONFERENCE ROOM 11000 N.LA CANADA DRIVE REGULAR SESSION AT OR AFTER 4 P.M. CALL TO ORDER Chair Michael DeSantis called the meeting to order at 4:00 P.M. ROLL CALL PRESENT: Michael DeSantis,Chair Joan Brown,Vice Chair Richard Hawkinson,Commissioner Joseph Cuffari,Commissioner Jack Stinnett,Commissioner CALL TO AUDIENCE-At this time,any member of the public is allowed to address the Commission on any issue not listed on today's agenda.Pursuant to the Arizona Open Meeting Law,individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda,or respond to criticism made by speakers. However,the Stormwater Utility Commission may not discuss or take legal action on matters raised during "Call to the Audience." In order to speak during "Call to the Audience"please specify what you wish to discuss when completing the blue speaker card. There were no speakers at this time. 1. Approval of April 18,2019 regular session minutes MOTION:A motion was made by Commissioner Cuffari and seconded by Commissioner Stinnett to approve the April 18,2019 regular session minutes without any changes. Motion carried,5-0. 2. Council Liaison Joyce Jones-Ivey comments Councilmember Jones-Ivey reported to the Commission that the Town Council approved a tentative proposed budget. 3. Discussion of Stormwater meetings and events Senior Engineer Justin Turner discussed Stormwater meetings and events.Discussion ensued about the May 21,2019-FEMA Region IX Mitigation Div.,RiskMap Discovery Meeting,FEMA floodplain designation and Floodplain Insurance.Mr.Turner commented that this meeting is a discovery process concerning multi-hazards,of which flooding is just one.It is how FEMA learns of a community's needs and helps FEMA to develop a budget.Commissioner Cuffari extended an invitation to the Town of Oro Valley to attend a May 22 Santa Cruz River Management Plan meeting,along with Marana,Tucson and Pima County. 4. Discussion of on-going Stormwater projects Mr.Turner updated the Commission on the status of on-going Stormwater projects. a. Status of on-going FEMA-grant applications The NOI for the lower Highland Wash PDM application was submitted May 15,2019. b. Update on Lambert/La Cholla-Casas Church entrance Granite Construction was awarded the contract for the project at Lambert/La Cholla-Casas Church entrance with a bid of$219,475.00 with a scheduled project completion before the end of FY 18/19. c. Town's MS4 Notice of Intent due in myDEQ application The Town's MS4 NOI is due on or before May 31,2019. d. Recap of the Spring Field Trip to view Stormwater Projects The Spring Field Trip to view Stormwater Projects on April 30,2019 was noted as being a successful day with it being helpful for the Commissioners to actually see the project locations. 5. Discussion of Stormwater Financials The Stormwater financial information was reviewed and discussed. FUTURE AGENDA ITEMS Future agenda items were discussed and approved for discussion under on-going projects: -Status of on-going FEMA-grant applications -Update on Lambert/La Cholla-Casas Church entrance -Highland Wash NOI Chair DeSantis asked that the topic of flood notification to residents be a future agenda item. Mr.Turner and Commissioner Cuffari discussed the preparation that is taking place for an upcoming presentation to the Stormwater Utility Commission(SWUC)by Pima County Flood Control District(PCFCD)Deputy Director Eric Shepp at the July 18,2019 SWUC meeting.Mr. Shepp would like to make a presentation about the alert messaging Pima County is working on, mass notification texts and emails through a system called'My Alerts'based out of Pima County Operations of Emergency Management Center.Commissioner Hawkinson asked what information the County uses as a base for the alert system,with the idea that it could possibly be incorporated into Oro Valleys alert messaging.Commissioner Cuffari stated that the County has around 70 different rain gauges and 30 stream flow sensors that help monitor and track storms.Mr.Turner stated that there has been active communication between SWUC and PCFCD on the topic of identification of potential Oro Valley rain gauge sites.
