CALL TO ORDER
Chair Swope called the meeting to order at 6:00 p.m.
ROLL CALL
PRESENT: Bob Swope,Chair

PLEDGE OF ALLEGIANCE
Chair Swope led the Commission and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
Oro Valley resident Timothy Bohen thanked the Commission for their service,
commented on the Planning and Zoning Commission meeting held May 7th and
Robert's Rules of Order.
COUNCIL LIAISON COMMENTS
The council liaison was not present.

1. REVIEW AND APPROVAL OF THE MAY 7,2019 REGULAR SESSION
MEETING MINUTES
Chair Swope noted that Agenda Item 3 did not have a seconder listed on the Motion.
MOTION:A motion was made by Commissioner Gribb and seconded by Commissioner
Posey to approve the May 7,2019 meeting minutes with the correction as pointed out
by Chair Swope.
MOTION carried,6-0.
2. ITEM A:DISCUSSION AND POSSIBLE ACTION TO RECONSIDER THE
ACTION TAKEN BY THE PLANNING AND ZONING COMMISSION ON MAY 7,
2019,REGARDING A REZONING FOR A PROPOSED SELF-STORAGE AND
BUSINESS CENTER LOCATED ON THE NORTHWEST CORNER OF ORACLE
ROAD AND CALLE CONCORDIA IN ACCORDANCE WITH RULE 11.1.B.OF
THE TOWN COUNCIL PARLIAMENTARY RULES&PROCEDURES
ITEM B:CONTINUATION OF A REZONING FOR A PROPOSED SELF-
STORAGE AND BUSINESS CENTER LOCATED ON THE NORTHWEST
CORNER OF ORACLE ROAD AND CALLE CONCORDIA IN ACCORDANCE

ITEM C:DISCUSSION AND POSSIBLE ACTION TO RECONSIDER THE
ACTION TAKEN BY THE PLANNING AND ZONING COMMISSION ON MAY 7,
2019,REGARDING A CONDITIONAL USE PERMIT FOR A PROPOSED SELF-
STORAGE AND BUSINESS CENTER LOCATED ON THE NORTHWEST
CORNER OF ORACLE ROAD AND CALLE CONCORDIA IN ACCORDANCE
WITH RULE 11.1.B.OF THE TOWN COUNCIL PARLIAMENTARY RULES&
PROCEDURES
ITEM D:CONTINUATION OF A CONDITIONAL USE PERMIT FOR A
PROPOSED SELF-STORAGE AND BUSINESS CENTER LOCATED ON THE
NORTHWEST CORNER OF ORACLE ROAD AND CALLE CONCORDIA IN
ACCORDANCE WITH RULE 11.1.D.OF THE ORO VALLEY TOWN COUNCIL
PARLIAMENTARY RULES&PROCEDURES UNTIL 07/09/19
Chief Civil Deputy Attorney Joe Andrews spoke on the background for this
reconsideration motion,the procedural technicality,and explained the process and
options for action.
Senior Planner Milini Simms further explained with a presentation that included:
-Purpose
-Technical Discrepancy

-Addressing the Discrepancy
-Summary
Discussion ensued between the Commission and staff.
MOTION:A motion was made by Commissioner Gribb and seconded by Commissioner
Hong to not reconsider a rezoning for a proposed self-storage and business center.
MOTION carried,5-1 with Commissioner Posey opposed.
MOTION:A motion was made by Commissioner Gribb and seconded by Chair Swope
to reconsider a Conditional Use Permit for a proposed self-storage and business center,
located on the northwest corner of Calle Concordia and Oracle Road.
Commissioner Bergsma read a prepared statement outlining his reasons why he will be
abstaining from voting.
Chair Swope explained the reconsideration is the Commission's chance to correct a
discrepancy.
A roll call vote was taken.
MOTION carried,4-1 with Commissioner Hong opposed and Commissioner Bergsma
abstained.
MOTION:A motion was made by Commissioner Posey and seconded by
Commissioner Gribb to schedule reconsideration of the Conditional Use Permit for a
self-storage and business center during the next available Planning and Zoning
Commission meeting on July 9,2019.
A roll call vote was taken.
MOTION carried,4-1 with Commissioner Hong opposed and Commissioner Bergsma
abstained.
3. DISCUSSION ITEM ONLY:FUTURE TRAINING ITEMS FOR PLANNING AND
ZONING COMMISSIONERS
Planning Manager Bayer Vella spoke about training opportunities for the Commission
and offered focused training in any areas the Commission requests.
Discussion ensued among the Commission and staff.
4. DISCUSSION ITEM ONLY:OVERVIEW OF PLANNING PROJECTS

Planning Manager Bayer Vella provided a presentation that included the following:
-How are planning projects set in motion?
-General Plan Status Report
-Code Publishing Upgrade
-Zoning Code Clean-up
-Strategic Leadership Plan
-Sign Code Update
-Noise Code Update
-Commercial and Tech Park Uses and EEZ
-ESL Update
-Residential Design Standards and Guidelines Update
-Process&Internal Efficiency Improvements
PLANNING UPDATE(INFORMATIONAL ONLY)
Planning Manager Bayer Vella reminded the Commission of the upcoming July 9th
meeting date.
Senior Planner Milini Simms spoke about an upcoming neighborhood meeting on June
25,2019.
ADJOURNMENT
Chair Swope adjourned the meeting at 7:01 p.m.
