On June 10, 2019, Town staff sent a message (attached) to the neighborhoods surrounding Naranja Park
regarding the proposed Tucson Electric Power (TEP) solar parking structures project. The message,
which was sent via email to the HOA managers of Copper Creek, Monterra Knolls, Monterra Hills,
Tangerine Terrace and Monte Del Oro, provided information on the project and invited residents to
share their input via email or by attending the June 19 Council meeting. This message was also posted
on social media (NextDoor), specifically targeting those same communities and included 809 registered
members of Copper Creek, 142 in Monterra Hills, 93 in Tangerine Terrace and 99 in Monte Del Oro.
As of 11 a.m. on Tuesday, June 18, the Town had received comments from six residents, in addition to
three positive reactions to the NextDoor post (e.g. clicking on a smiley face or heart). The written
comments are as follows, including a response from Constituent Services.

Oro Valley Mayor & Council,
I would like to support TEP to install solar panels at Naranja Park.
The installation would provide much needed shade (& power) for your premiere facility for sports in
the town. We love the field space provided to us at Naranja Park and I am very excited to ensure
the viability of this facility continues to improve.
As a board member and coach of 4 teams with the Oro Valley Lacrosse Club, we benefit from the
park. Without much natural shade, our teams and parents do have trouble. TEP could help us solve
this problem and benefit the environment at the same time. Further expansion of the untapped
resources at Naranja Park need to continue. This TEP proposal seemingly does this easily for your
patrons and residents of Oro Valley.
I'd like to remind you of our commitment to give Oro Valley residents a top notch sports opportunity
and our close relationship with your parks department. We host tournaments and game weekends
at Naranja Park. Our visiting teams have provided feedback that Naranja Park is the BEST fields in
all of Arizona. With TEP solar panels installed at Naranja Park, we can continue to improve.
Your commitment to TEP's offer helps us all. I hope this simple project, with no negative side
effects, gets unanimously approved.

I'm writing as the current secretary of the Oro Valley Lacrosse Club and as a resident in Oro Valley.
I'm in strong support of the TEP solar panel project being offered to Oro Valley Naranja Park. The
park is one of the best fields for lacrosse, soccer, football in the Tucson/Phoenix area and having
shade in the parking lot would be a huge added benefit. I hope that the decision process moves in a
timely fashion.

Good morning,
I went to the Naranjo dog park this morning and saw the sign regarding the $10,000 donation from
the Chamber. There were nine dog owners there and everyone of us disagree with the decision to
put up covered parking. This is not like the City offices where cars are parked there all day. At the
dog park, most people stay for 30 minutes, --- maximum 60 minutes. (In the hot summer they come
early) We don't need or want covered parking. May I suggest another Ramada or two, plus when
this park opened it had beautiful grass. --- which dogs love, Perhaps there is a tough durable grass
that would hold up in a dog park I'm sure there are other dog parks with grass that could advise us
on what kind of grass to use...
Anyway, I sincerely hope you reconsider this covered parking that no one seems to want. Why not
use the funds in the dog park itself, --- and not in the parking lot., --- to us that,makes sense.

Hi Fred,
Thank you for reaching out to Ask Oro Valley regarding the dog park and the potential solar carport
project at Naranjo Park. The proposed solar project is a partnership between the Town of Oro Valley
and Tucson Electric Power (TEP) to bring covered parking structures with solar panels to a section of
the parking lots at the park. This opportunity is at no cost to the Town. TEP will fully fund, design,
build, own, operate and maintain the solar carports for a term of 20-25 years, again at no cost to the
Town. For more information, please view the attached message.
I have provided your suggestion for additional shade within the dog parks to our Parks and Recreation
Department. Grass maintenance is continuously provided and during this time of year the grass is in
transition with the warm weather. The extended dog park section will allow opportunity to assist with
the grass maintenance, shutting down sections to allow the needed growth.
We appreciate your input and should you have any additional inquiries, please do not hesitate to

Mayor Winfield & Town of Oro Valley Council Members:
The Oro Valley Sports Alliance (OVSA) is committed to enhancing youth, amateur and
senior sports and facilities in the community. Since our inception in 2017, we have
gained our presence in the community working with various not for profit associations
consisting of baseball, softball, football, lacrosse, soccer, biking and various other
sports. We have collaborated on fundraising events and strive to make our parks and
recreation facilities better for all members of our community.
We have learned of Tucson Electric Power's (TEP) Proposal to install solar canopies on
the parking lot between the dog parks and southern fields at Naranja Park. TEP's
proposal includes the installation of canopies that will not only provide electricity for
amenities and offset utility costs, but give much needed shade for vehicles and/or
visitors. From OVSA's knowledge, TEP will provide these canopies at no charge to the
Town of Oro Valley (Town) and have a clause within the agreement to remove should
they provide no benefit to the Town. TEP has indicated that the removal of such
canopies would be done at no cost to the Town either.
The perspective of OVSA is to engage with TEP to provide these energy efficient
canopies to the Town as an added amenity to Naranja Park. Please feel free to contact
