CALL TO ORDER
Chair Clark called the meeting to order at 6:00 p.m.

Chair Clark led the Commission and audience in the Pledge of Allegiance.

COUNCIL LIAISON COMMENTS
Town Council Liaison Tim Bohen provided updates on recent and upcoming agenda items related to Planning.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE APRIL 2, 2024 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Philip Zielinski, seconded by Commissioner Sandra Wilson to approve the
meeting minutes.
Vote: 5 - 0 Carried

2.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING THREE ITEMS RELATED
TO THE EXPANSION OF AN EXISTING SELF-STORAGE AND ACCESSORY VEHICLE STORAGE
USE, AND A PATH TO COMPLIANCE FOR A LEGAL NON-CONFORMING USE SOUTHEAST OF
ORACLE ROAD AND HARDY ROAD. THE ITEMS INCLUDE:
ITEM A: TYPE 2 GENERAL PLAN AMENDMENT AMENDING THE LAND USE MAP
DESIGNATION FROM NEIGHBORHOOD COMMERCIAL/OFFICE TO
COMMUNITY/REGIONAL COMMERCIAL (2300543)
ITEM B: REZONING FROM C-1 AND C-2 ZONING TO PLANNED AREA DEVELOPMENT

ITEM C: ALTERNATIVE PARKING COMPLIANCE PLAN
Senior Planner Kyle Packer provided a presentation that included the following:
- Purpose
- Location
- Proposed site plan
- Item A: Type II General Plan Amendment
- Item B: Rezone to Planned Area Development (PAD)
- Item C: Alternative Parking Compliance
- Public participation
- April 2 Planning and Zoning Commission questions
- Summary and Recommendation
Jon Gillespie of the Rose Law Group, representing the applicant, provided a presentation that included
the following:
- Development team
- Aerial exhibit
- Existing conditions
- Zoning map
- C-1 by right allowed uses
- Conceptual site plan
- Landscape plan
- Preserving views
- Architecture (looking east from Oracle Rd view)
- Architecture (looking south from Hardy Rd view)
- Public participation and changes to site plan
- Screening and wall
- Continued operation
- Oro Valley General Plan Your Voice, Our Future - vision and guiding principles
Chair Clark opened the public hearing.
- Oro Valley resident Jane Cananza spoke in opposition to agenda item 2.
Chair Clark closed the public hearing.
Discussion ensued among the Commission, staff and applicant.
Motion by Commissioner Philip Zielinski, seconded by Commissioner Joe Nichols to recommend
approval of the General Plan Amendment from Neighborhood Commercial/Office to
Community/Regional Commercial, based on the finding that the request is in conformance with
the Your Voice, Our Future General Plan.

Several Commissioners commented on reasons for their upcoming votes on this case.
Vote: 5 - 0 Carried
Motion by Commissioner Sandra Wilson, seconded by Commissioner Robert Kellar to recommend
conditional approval of the rezoning from C-1 and C-2 to Planned Area Development, subject to the
conditions of approval in Attachment 1, with an amendment to the wording of Condition #1 to limiting
customer access to the facility from 6am-10pm, based on the finding the request is in conformance with
all applicable General Plan and Zoning Code requirements.
Motion by Commissioner Sandra Wilson, seconded by Commissioner Robert Kellar to offer a friendly
amendment to also modify Condition #6 and update the minimum tree box size from 24" to 36".
Vote: 5 - 0 Carried
Motion by Commissioner Joe Nichols, seconded by Commissioner Robert Kellar to approve the
Alternative Parking Compliance Plan, based on the finding the request is in conformance with all Zoning
code requirements.
Vote: 5 - 0 Carried
PLANNING UPDATE (INFORMATIONAL ONLY)
Principal Planner Michael Spaeth provided an update on the next Commission meeting in June.
ADJOURNMENT
Motion by Commissioner Robert Kellar, seconded by Commissioner Philip Zielinski to adjourn the
meeting.
Chair Clark adjourned the meeting at 6:52 p.m.
