WRONG !
They think that this is a low to medium income homes BAH HA! Take a look at
what the Ronney's think of the City's Golf Course - Ba HA - it is awful. Take a
look for yourself -just drive by the EI Conquistador in Oro Valley ... you will see
when after the pond look to your left -they cut all the plants on city property!
Everyone can see what they did - they don't care about trespassing or the law.
Show them how the west is done. They are asking for low income housing to be
in an area that we all paid a lot for to live in! We voted for you!
STOP THIS BEFORE IT IS TOO LATE!
Oro Valley is having a public meeting at the first week in April. Please be there to
show support of saving the Catalinas and it is not low or medium housing
development. The Rooney family and company want the MONEY! ! !
When you drive by the Hilton look at how the Rooney's disrespect the city if not
the community.
Please show us - be there at the Oro Valley's public meeting - support us by not
supporting the development of the Catalinas.

We are writing to you to support no more building along Oracle in Oro Valley. Especially, building low
to mid -income houses crammed next to each other blocking the Catalina view. We will have to see that
view all the time while the developers have moved onto other states. People pay lots of money to live in
Oro Valley NOT to see developments that will only congest the area. Please see article attached.
The measures put forward in this development will not be easy and it will be monetarily painful. The
development will eradicate the Catalina scenery. This development will change the future of Oro Valley
for the bad. Companies will no longer reside here. People with large bank accounts will NOT live here.
Those of us in the private sector empathize with the Rooney's (developer) but the change will be bad
both economically and ...congestion, crime, pollution on a nature corridor.

I was not able to attend the April meeting, but I would like to add my name to those who are very concerne
about future development along Oracle Rd. Since I moved here in 2004, the traffic on Oracle has increase
least 5 fold from both residential and retail building. Beautiful vistas of desert and mountain have been blot
and what once was scenic Oracle Rd. has not become what I call the Oro Valley Freeway, and the road is
deteriorating quickly. West turn lanes at Pusch View and First are very bad.ls the council working with AD(

The housing growth from the town of Catalina and Saddlebrook has also had an impact on Oracle traffic.
While I realize that growth will occur, there must be consideration of retaining the beauty of our town. Furtl
retain development along Oracle, especially retail, can only deter from this. As pointed out by the Chambe
of these centers re not fully occupied , especially the Market Place.
The housing development proposed for Oracle and Pusch View will only add to further block views of the
Catalina's while add to more traffic, noise and accidents.

I will not be able to attend the 15 May Council meeting as I will be out of town. My purpose in writing is
to comment on two areas regarding the subject plan.
Firstly, I want to again state, as a member of the EI Conquistador Patio Homes community ad hoc
committee, how much I appreciate the willingness of Mr. Rooney, your staff, the developer, and
planners to work with us and with others in adjusting the plan to meet various concerns. As pointed out
at the February Planning and Zone Commission meeting such cooperation is rare. While my home is the
closest to any home proposed for the development and I do not look forward (If approved) to the noise,
earth removal, and vehicle movement involved the next few years, I very much appreciate the latest
adjustments to the original proposal.
Second, I was one of those who led the discussion of our concerns over the proposed use of the water
line on East Camino Diestro in large measure because we had only been told we had no recourse and
that there were no engineering problems involved, which, intuitively, was difficult to accept. We did
meet, however, just before the 3 April Council meeting with Mr. Abraham and members of your staff.
This meeting went a long way to alleviate our concerns and was very much appreciated. There is, of
course, considerable study in this area is required once the project is approved but we were advised
much has been done already and that the overall layout of pipes on the EI Conquistador campus is much
more extensive than what we had understood. I would have made this known at the April meeting had
the subject been on the agenda.
I very much appreciate the thoroughness with which the Council has approached this proposal.

Summary of El Con Patio Homes Ad Hoc Group's Recommendations Regarding
Rooney's Proposed Oro Valley Town Center PAD Amendment -Area 4
Our group has two perspectives of this project -as an adjacent neighborhood and a town -wide
view, taking into account our Future Plan, Zoning Codes, Hillside Development Zone,
Environmental Sensitive Lands, and the Oracle Rd Scenic Corridor Plan.
In April 2018 our group began providing input to the developer team, City planners, City
Council and Planning and Zoning Commission. Fourteen "Modifications" were submitted in
April and May of 2018.
In April 2019 Rooney submitted Revisions. On April 19, 2019 a "Comparison &
Recommendations" to past revisions compared to new revision was submitted to City Council
members and city planners using WLB's Cut and Fill Map for the comments. A few of us had
meetings and phone calls with some of the City Council members and planning staff to review
our submittal.
The following "bullet points" condense the April 19, 2019 "Comparisons and
Recommendations".
1. All lot widths should be minimum 65 ft. wide with 10 ft. side yards. If Council compromises
further with the Rooney's latest Revision (50 ft. lot widths with 5 ft. side yards and lot widths of
55, 60 and 65 ft. with 7.5 ft. side yards) then minimally lot widths of 50 ft. with 5 ft. side yards
should only be allowed in the west portion for lots 1 thru 25. Lots 26 thru 77 should minimally
be 65 ft. wide with 10 ft. side yards. Another compromise would be be to intermingle some of
the compromised lot widths in the west portion (lots 1 thru 25) with 50 ft. lot widths with 5 ft.
side yards with 65 ft. lot widths with 10 ft. side yards. With such site plan re -configurations the
number of lots should not be reduced by more than two.
2. Cut and Fill as proposed in WLB's April 2019 Revision may meet some of the Council's
erosion, visual, Hillside Development Zone, and Oracle Rd. Scenic Corridor Plan concerns. The
fill for the west lots close to Oracle Rd. and Rooney Wash has too much fill. Example being lot 4
having 11 ft. of fill. Also some of the cuts in the east portion, like lots 43 thru 48 and 62 thru 64
have cuts from 13.5 to 10 ft. which exceed the codes maximum of 8 ft. for cuts, as well as for
fills. The 8 ft. code requirement is in consideration of erosion and hillside zone environmental
issues..
3. The necessary construction area limited by the "preliminary grading limit" (green dash line) to
build lots 65 thru 77 retaining walls would intrude into the "Erosion Hazard Setback" area and
the " 100 year flood plain". Also lots 74 thru 76 property lines intrude into the Erosion Hazard
Zone. Lot depths for these lots could be reduced, and/or all lots 38 thru 77 east mass could be
shifted to the west by 10 to 15 ft. to ameliorate these conditions.
4. The "Enhanced Vegetation" in WLB's latest revision (page 5, item 9) needs more vegetation
additions and implementation clarification. Michael Barclay of our Ad Hoc group has made
recent recent recommendations to the City to address these issues.
The Council may want to consider page 1 of Rooney's Proposed Amendment: "B. Nature and
Purpose of Requested PAD Amendment". It states "....make this area of the PAD more in line
with market demand." Most times the market demand does not dictate the zoning and other
planning requirements.
Thank you City Council, Planning and Zoning Commission, Planning Staff and the Developer's
Team for listening to citizen input for this project and consideration of our points.
