If any person with a disability needs any type of accommodation, please notify the Oro Valley Town Clerk, at 229-4700 POSTED: 03/25/04 12:00 noon Ih TOWN OF ORO VALLEY COUNCIL STUDY SESSION MEETING DATE: March 29, 2004 TO: HONORABLE MAYOR& COUNCIL FROM: Brent Sinclair, AICP, Community Development Director SUBJECT: Performing Arts Feasibility Study by Webb Management BACKGROUND The Naranja Townsite Master Plan was completed in 2002 and accepted by Town Council in November of 2002. The Master Plan included a central core area featuring an indoor performing arts center and an outdoor fixed seat amphitheater along with a community center and plaza. Although conceptual in nature, the indoor and outdoor performing arts facilities reflected the wants and needs of the community through an extensive citizen participation process. Because of the complexity involved with such facilities, it is prudent to conduct a needs assessment and feasibility study before venturing into the programming and design stage of the process. Toward that end, the Town Council approved an appropriation of funds last December to enlist the services of Webb Management to provide the Town with a professional feasibility study for performing arts facilities. STUDY SUMMARY The purpose of this needs assessment/feasibility study was to identify potential audience and users, survey existing facilities within the same market area, analyze the need for a facility given all the variables, identify the potential benefits of a facility, and identify the appropriate type and scale of facility, if any, for our community. Duncan Webb, President of Webb Management will provide a full presentation of the study, including conclusions and recommendations to the Council at the Study Session. NEXT STEPS The Study concludes with recommendations for performing arts facilities that are potentially feasible in Oro Valley. It also recommends initiating a business plan as the follow-up to the feasibility study. The purpose of the business plan is to quantify operating costs of proposed facilities and provide an economic assessment of viability given operating costs and potential revenue. If the Council concurs with the recommendations, then it would be appropriate to accept the Study at the next regularly scheduled Town Council Meeting. The next step would be to develop a business plan and a programming plan for the performing arts facilities and community center. Both activities can and should be conducted in syncopation with each other and would require assistance from specialized professional consultants. INTRODUCTION The Town Council requested a study session regarding provisions for the interaction of municipalities and school districts. The following information is provided as attachments: • 1996 Town of Oro Valley General Plan Policies • OVZCR Requirements • Overview of provisions in the following jurisdictions: Apache Junction, Cave Creek, Gilbert, Marana, Mesa, Pima County, Peoria, Scottsdale, Sahuarita, Tucson, and Queen Creek. OVERVIEW Research findings can be divided into the following six themes: I. Cooperation in terms of the ability to review and comment on proposals at one or more stages of the development process (rezoning and subdivision platting being the most common). II. Encouragements of joint use facilities, often parks with schools. III. Requirements on the developer to meet with and report on such meetings prior to some noted stage of development processing. IV. Requirements to reserve land for school sites. V. Requirements to dedicate school sites. VI. Common Practices not identified in Planning policy such as development agreements, delay of approvals, etc. Approaches vary considerably throughout the state. Page 3-21 Sec. 3-104 A-4-j-(2) (c) and(d) For proposed developments greater than .5 miles from elementary schools and greater than 1 .8 miles from middle and high schools indicate safe bus stops and safe bus turnarounds, if required. Bus stops should be designed to allow residents to monitor the safety of children while at the same time minimizing the impact of waiting children on the adjacent residents. Provide a letter from the school district indicating review of, and concurrence with, the proposed student walk paths and school bus provisions.
